YEREVAN, June 6 (RIA Novosti) – Armenia’s military universities will
open their doors to female students for the first time this year as
part of the country’s education reform program, the Defense Ministry’s
press office said on Thursday.

“Females who have reached the age of 18 and have no health problems
may enroll. Applicants must submit a state maths and physics exam
certificate,” the Defense Ministry said.

Female applicants will be allowed to enroll at the Vazgen Sargsyan
Defense Institute and the Marshal Khanferyants Aviation Institute.

“The reforms will contribute to strengthening the fighting efficiency
of the Armed Forces and public trust,” Defense Ministry spokesman
Artsrun Ovanisyan wrote on his Facebook page.

Governmental Privileges To Dilijan International School

GOVERNMENTAL PRIVILEGES TO DILIJAN INTERNATIONAL SCHOOL

Today, the government approved the draft act on tax and customs
allowances for Dilijan International School program.

Prime Minister Tigran Sargsyan said a lot of investments are planned
under the program. A non-profit educational center will be established,
which means the program should be exempt from tax, said the prime
minister.

According to the statement of the government, an investment of 550
million USD is envisaged; 150 million will be spent on construction
and equipment, 400 million on functional expenditure and further
development of the school. 20 million has already been invested.

The educational center will create jobs and help development of tourism
in the region. 60-70 million USD is envisaged for the development
of infrastructures in Dilijan, production of goods and provision of
services. Thanks to the program the annual budget inputs will amount
to 1 million USD by 2020, unemployment rate will be cut by 12%,
poverty level by 11% and the number of foreign tourists will amount
to 35,000 in Dilijan.

Mottos against Azerbaijani leader Ilham Aliyev were voiced during a
protest action in Taksim Square of Istanbul, haqqin.az reported.

The videos shot from Taksim Square show young protestors who are
carrying anti-Aliyev banners with an inscription “Aliyev, you’re next.”

According to information spread via social networks, young people
chanting anti-Aliyev mottos are Musavat movement members, haqqin.az

ISSUES OF FREEDOM FIGHTERS MUST BE SOLVED – SASUN MIKAELYAN

The indifference toward the freedom fighters in Armenia cannot last
long, the issue must be solved in a coordinated way and not by regular
protest actions, Sasun Mikaelyan, commander of the Sasun detachment,
former political prisoner, said, speaking to Tert.am.

“They must either solve the issue, or we will demand change of power.

And who is to demand if not they? They have done so much for this
country, while today they do not have money to buy bread. What they
want is not a big thing, they just want to live normally in their
country,” he said.

For a long time, the freedom fighters are conducting protest rallies
either in front of the government building or Liberty Square trying
to draw the attention of the authorities on their issues. “We demand
double increase of pensions for the freedom fighters not to starve
to death,” freedom fighter Volodya Avetisyan said speaking to Tert.am.

Freedom fighters headed by him are going to conduct another protest
rally in front of government building today.

With such attitude toward the freedom fighters the state shows that
the Karabakh war heroes are not heroes today and ‘today’s heroes are
others, people who have no idea about this country.’

Among the demands of freedom fighters is adoption of law that will cut
the communal payments of the freedom fighters by 50%, free treatment
and free education.

Sasun Mikaelyan reminded that in 2000, being member of Armenia’s
Republican Party, together with the current Prosperous Armenia
party member Ruben Gevorgyan and former political prisoner Myasnik
Malkhasyan applied to the Armenian government for allocating 300
million drams for solving the social-economic needs of families of
freedom fighters. After getting refusal they three voted against the
state budget and were removed from the Republican party.

Mikaelyan said if war resumes the former freedom fighters will again
go fighting as they are the people who love their country and in
case of war are condemned to go to war. “But they are not condemned
to be hungry today while those eat like pigs,” Sasun Mikaelyan said,
noting that besides difficult social conditions, they are also facing
serious health problems, like lung issues, nervous diseases but they
are not receiving treatment.

“And what is our fight about?” Sasun Mikaelyan asked, adding, “We have
implemented the dream of our grandparents, we have become independent.

And what do we want to do now? Again live under aegis of Russians?”

Le pape Francois a recu le patriarche de Cilicie des Armeniens,
Nersès Bedros XIX Tarmouni, au Vatican, hier, 3 juin 2013. L’occasion
de faire memoire du genocide armenien.

Le patriarche etait accompagne par une delegation d’Armeniens, dont
la fille d’une famille ayant survecu au genocide, le ” Medz Yeghern “,
” le grand mal “, perpetre en 1915 par la Turquie de l’epoque.

Le pape a ecoute la femme, et en lui tenant les mains, a declare : ” Le
premier genocide du XXe siècle a ete celui des Armeniens “. Des paroles
très fermes, alors que le genocide du peuple armenien n’est pas reconnu
par toutes les Nations, et pas encore par la Turquie d’aujourd’hui.

Le Parlement francais l’a reconnu quant a lui le 29 janvier 2001 en
adoptant une loi a article unique : ” La France reconnaît publiquement
le genocide armenien de 1915. ”

En tout, ce genocide a ete reconnu officiellement par 21 Etats,
ainsi que par des organisations internationales comme la Commission
ONU pour les crimes de guerre, le Parlement europeen et le Conseil
~cumenique des Eglises.

Voila une declaration qui va irriter la Turquie. Le pape Francois a
publiquement declare que les massacres de 1915 par l’Empire ottoman
constituait un genocide. Francois a reitere son point de vue sur le
sujet lors d’une rencontre avec le patriarche armenien catholique
base au Liban Nerses Bedros XIX.

Un reportage video sur la reunion diffusee par l’agence Romereports.com
montrent Francois et le patriarche Nerses Bedros XIX, accompagnes de
plusieurs catholiques armeniens. L’un d’eux a declare que sa famille
a ete victime du genocide. ” Ce fut le premier genocide majeur du
20e siècle “, a repondu le pape.

Francois avait deja evoque le genocide en 2006 et avait invite la
Turquie a reconnaître le genocide.

La diaspora armenienne a immediatement reagi a cette declaration.

Asbarez.com a cite Alfonso Tabakian du Comite National Armenien
d’Amerique du Sud qui a reagi en insistant sur le fait que Francois
a reaffirme l’urgence de la reconnaissance du genocide en sa qualite
de chef de l’Eglise catholique romaine. Le pape Jean-Paul II avait
deja evoque le terme ” genocide ” lors d’une visite en Armenie en 2001.

Mais son successeur Benoît XVI, qui a demissionne en mars, s’est
abstenu, quant a lui, d’employer ce terme.

contre le gouvernement de l’AKP, le parti au pouvoir accuse de museler
l’opinion publique et les libertes individuelles.

Pour le collectif Vigilance Armenienne contre le Negationnisme,
il faut faire bouger la Turquie et soutenir les prisonniers politiques.

Tribune collective d’intellectuels turcs et armeniens soutenue
egalement par de nombreuses associations.

Les evènements en cours en Turquie traduisent l’exasperation d’une
jeunesse qui ne supporte plus les derives et l’autoritarisme du
gouvernement AKP de Recep Tayyip Erdogan. L’usage disproportionne de la
force par la police turque est symptomatique de la violence exercee a
tous les niveaux de l’appareil d’Etat. Depuis 2009, le pouvoir mène
en effet une veritable repression a l’encontre de ses opposants,
emprisonnant des milliers d’etudiants, enseignants, universitaires,
avocats, journalistes et elus.

Sevan Nichanian, emprisonne pour insulte a l’islam

Le collectif Vigilance Armenienne contre le Negationnisme (VAN)
ainsi que les personnalites et associations signataires s’elèvent
contre la decision de la 14e chambre du Tribunal de police d’Istanbul
qui a condamne le 22 mai 2013, l’intellectuel armenien de Turquie,
Sevan Nichanian, a 13 mois et demi de prison pour avoir, dans l’un
de ses articles, “ouvertement insulte les valeurs religieuses d’une
certaine partie de la societe”.

Ce libre-penseur, bien connu pour ses prises de position estimees
iconoclastes, ne peut beneficier de sursis pour cause d’une
condamnation anterieure : ayant interjete appel, il devrait neanmoins
rester en liberte jusqu’a son nouveau procès pour “blasphème”.

Condamner Sevan Nichanian, c’est une atteinte a la liberte
d’expression, mais c’est aussi le designer officiellement a la vindicte
des islamo-nationalistes et intimer le silence aux Armeniens de
Turquie, deja en proie a des discriminations, des menaces recurrentes
et des assassinats cibles, suivis de procès biaises.

Le cas Ragip et Deniz Zarakolu

Ainsi, les veritables commanditaires de l’assassinat, le 19 janvier
2007 a Istanbul, du journaliste armenien de Turquie, Hrant Dink,
n’ont pas ete inquietes jusqu’a present ; l’execution par un appele
ultra-nationaliste le 24 avril 2011, date commemorative du genocide
armenien, du jeune Sevag Balikci, qui accomplissait son service
militaire, a ete jugee “accidentelle”. Le meurtre raciste de Maritsa
Kucuk, une Armenienne âgee, egorgee a Istanbul le 28 decembre 2012,
a ete fort opportunement impute a un Armenien qui ne jouit pas de
toutes ses facultes mentales.

À l’occasion du verdict qui frappe Nichanian, le “Don Quichotte
armenien”, il est bon aussi de se souvenir du sort que l’Etat turc
reserve a ses opposants turcs et kurdes.

Le procès de Ragip et Deniz Zarakolu se tient du 27 mai au 7 juin
2013 a Silivri, a 60 km d’Istanbul.

Si l’emblematique editeur et defenseur des droits de l’homme, Ragip
Zarakolu, incarcere pour “terrorisme” le 28 octobre 2011, comparaît en
prevenu libre après avoir effectue 5 mois et demi de preventive, il
n’en est pas de meme de son fils Deniz Zarakolu, toujours emprisonne
depuis le 4 octobre 2011 pour avoir donne une conference sur “La
Politique” d’Aristote, dans le cadre de l’Academie du BPD, parti
legal pro-kurde ayant 36 deputes au parlement turc. Doctorant en
sciences sociales, Deniz Zarakolu travaille pour la maison d’edition
familiale “Belge” (prononcer “Belgue” qui veut dire “documents”). Son
incarceration – tout comme celle de son père Ragip – vise a museler
“Belge”, renommee pour ses publications sur le genocide armenien et
les droits des minorites de Turquie.

D’autres collaborateurs de “Belge”, tels Aziz Tunc, le poète kurde
Mulazim Ozcan, la traductrice Ayse Berktay, attendent dans leur cellule
l’issue de procès-fleuves regroupant des centaines de prevenus et
risquent de lourdes peines de prison a l’instar de l’universitaire
Busra Ersanli, en liberation conditionnelle. Enfin, n’oublions pas
la sociologue feministe Pinar Selek, en exil a Strasbourg du fait
de son invraisemblable condamnation a perpetuite au terme de moult
procès kafkaïens.

76 journalistes incarceres en Turquie

On s’interroge sur l’indifference generale de l’Europe. Avec 76
journalistes incarceres, la Turquie, candidate a l’adhesion a l’Union
europeenne, a pourtant ete designee en 2012 “plus grande prison du
monde pour les journalistes devant l’Iran, l’Erythree et la Chine”
par le Comite pour la protection des journalistes (CPJ). Les lois
anti-terroristes en vigueur renforcent la tendance du pouvoir turc a
“assimiler journalisme critique et terrorisme”.

Une petition intitulee “Sevan Nichanian n’est pas seul” a ete lancee
par des intellectuels de Turquie, publiee en solidarite avec lui
mais egalement avec les journalistes Ibrahim Guvenc et Necati Abay
qui viennent de se voir infliger respectivement 10 et 11 ans et de
3 mois de prison pour “terrorisme”.

Le Collectif VAN ainsi que les personnalites et associations
signataires s’associent a cette demarche : tous les militants
des droits de l’homme doivent voir la fin des procedures indues
engagees a leur encontre, qu’ils soient en liberation conditionnelle
a l’instar de Ragip Zarakolu et Busra Ersanli, en exil comme Pinar
Selek, en prison tels Deniz Zarakolu, Aziz Tunc, Mulazim Ozcan et
Ayse Berktay, en attente d’un second jugement comme Sevan Nichanian,
ou sous le coup de poursuites au titre du liberticide article 301,
“pour insulte a l’identite turque”, comme Rober Koptas, redacteur en
chef du journal armenien de Turquie Agos, l’ecrivain Umit Kivanc et
le journaliste Temel Demirer.

Il est temps que la France, qui semble avoir abdique sur le terrain
de la defense des droits de l’homme en Turquie, trouve le courage
d’affronter ceux qui pietinent l’idee meme de democratie. Elle se
doit d’apporter son soutien a ces femmes et ces hommes d’exception :
ils representent le seul avenir possible pour un pays qui n’arrive
toujours pas a se defaire de ses tentations totalitaires.

Are these the two signings Liverpool need to move back towards the
Premier League’s top four?

Liverpool buying Kyriakos Papadopoulous and Henrikh Mkhitaryan won’t
just mean booming business with regards to the player lettering on
the back of replica shirts, they are likely to have a big impact on
the pitch as well.

Both players are reported targets for the club, Papadopoulous playing
his football with Schalke in Germany and Mkhitaryan in Ukraine with
Shakhtar.

Of Greek and Armenian descent, both players have already taken the
perhaps unsurprising leap to move on from their homelands to test
themselves at a higher level.

Both players performed in the Champions League last season, proof of
their credentials, and would have to accept in moving to Anfield that
in the short-term that would not be a possibility.

However if Liverpool were able to sign up the pair of them, the club’s
ambition to reach the top four in English football once again would
be greatly enhanced.

Of course fans want to see the club challenging for titles, but first
they must re-establish themselves among the elite in the English game,
which means securing Champions League football and attracting even
better players to the club.

It is the loss of Champions League football which is holding the Reds
back at present when it comes to Luis Suarez. For all the Uruguayan’s
attempts to deflect attention from his behaviour and blame the media;
if Liverpool were in Europe’s elite competition his football reasoning
for wanting a way out would be voided.

Papadopoulos is a physically imposing centre-back for his young years,
one who stood out for Greece at Euro 2012 and a player who has been
on the radar of Europe’s top sides ever since making his debut for
Olympiakos as a teenager aged just 15.

Now 21, he is in many ways an ideal replacement for Jamie Carragher.

Concerns exist over his temperament, fitness and willingness to give
away fouls, but these are areas which can all be worked on.

He has the potential to be a mainstay of Liverpool’s side for over
a decade, and establish himself as a cult-figure at the club. His
passion would quickly see him become a hero to Liverpool’s supporters.

Mkhitaryan is an even more intriguing player, and attacking midfielder
whose prolific goalscoring more befits an out and out centre-forward.

Indeed the Armenian is capable of playing up front, but his versatility
and preference to drop deep makes him a far more appealing attacker
to Brendan Rodgers.

He was very much an unsung hero in Shakhtar’s Champions League
campaign last season, scoring twice in eight games, but in the
Ukrainian Premier League he netted 25 times in 29 appearances.

His arrival would negate any loss of Luis Suarez – with a more
convential striker also likely to arrive if the Reds’ top scorer left,
but if the Uruguayan was to stay, then the possibilities are endless.

The pair would likely cost Liverpool around £40 million, or little
more than an Andy Carroll, and would mark the next chapter in the
latest era at the club.

FM Nalbandian Meets With Members Of US Congressional Caucus On Armen

FM NALBANDIAN MEETS WITH MEMBERS OF US CONGRESSIONAL CAUCUS ON ARMENIAN ISSUES

YEREVAN. – Armenia’s Foreign Minister Edward Nalbandian, who is in
Washington, DC., on Wednesday visited the U.S. Congress, where he met
with several members of the Congressional Caucus on Armenian Issues.

Nalbandian underscored the role of this caucus in the strengthening
of Armenian-American relations, the Armenian MFA press service informs.

In their turn, the Congress members presented the activities and the
upcoming programs of the caucus, and noted that they will continue
their work toward developing friendship between Armenia and the US.

Upon the request of the Congress members, Nalbandian spoke about the
efforts by Armenia and the international community toward a pacific
settlement to the Nagorno-Karabakh conflict, and reflected on Armenia’s
approach with respect to solving regional problems.

During his talk with Millennium Challenge Corporation [Program]
CEO Daniel Yohannes, Edward Nalbandian discussed the chances for the
Corporation to resume its projects in Armenia.

The agenda of Nalbandian’s Washington visit also included his address,
at the Center for Strategic and International Studies, devoted to
Armenia’s foreign policy.

At the US capital city, Armenia’s FM also met separately with
representatives from the Armenian National Committee of America (ANCA)
and the Armenian Assembly of America (AAA).
