Washington, (SANA) – U.S. congressional aides said that $27 million
has been spent on training “the Syrian opposition fighters” so far in
Turkey and over 800 people have been trained as a step that reflects
the U.S. involvement in providing direct support to the armed terrorist
groups that shed the Syrian blood.

Reuters quoted congressional aides as saying a “U.S. program to train
the rebels that started months ago has also been challenged by a U.S.

lawmaker who wants to know more information before another $1.3
million is approved for the project in Turkey.”

The U.S. President Barack Obama reiterated earlier in a statement
issued by the White House Washington’s commitment to supporting the
so-called ” the Syrian opposition coalition and the higher military
council” as the latter is represented by the armed terrorist groups
that exercise acts of killing and destruction against the Syrian
people.

A U.S. official said that “the Obama administration has made progress
in overcoming lawmakers’ objections to its plans to arm Syrian rebels,
but some details remain unresolved.”

“Members of the Senate Intelligence Committee who questioned the wisdom
of arming the insurgents have tentatively agreed the administration
can go ahead with its plans, but asked for updates as the covert
effort proceeds”, a senior administration official told Reuters.

The USA calls the terrorists in Syria “opposition fighters” backed
by it along with other Arab and foreign states despite that the
Qaeda-linked Jabhat al-Nusra, which is listed by the U.S.

Administration in the list of terrorism, represents the main pillar
of these terrorist groups.

For a month and a half now Turkey has been feeling the effects of
the Gezi Park protests which began as a sit-in at the park in Taksim
Square to halt the government’s Taksim rejuvenation project and later
turned into frictions across the country due to provocateurs and the
government’s failure to handle the protests.

In a recent development, 15 people who were detained on Friday in the
fourth wave of police operations connected to the Gezi Park protests
were referred to a court in İzmir on Monday. There were detentions in
simultaneous early morning home raids in İzmir, Balıkesir, Manisa
and Bursa. In the previous three operations in İzmir, a total of
37 protesters were referred to court for arrest. Columnists analyzed
the effect of the Gezi Park protests in our country.

According to Taraf columnist Murat Belge, the Gezi Park protests
are among the three largest mass demonstrations in Turkey’s recent
history. The other two include the “One minute of darkness for
permanent light” protest after the 1996 Susurluk incident, a car
accident that exposed links between the Turkish state, the criminal
underworld and security forces, and a march in İstanbul which was
participated by tens of thousands of people after Armenian-Turkish
journalist Hrant Dink was shot dead outside his newspaper’s office
in Å~^iÅ~_li on Jan. 19, 2007. Belge finds the Gezi Park protests
a successful and a righteous movement which was a result of Prime
Minister Recep Tayyip Erdogan’s determination to shape Turkish people
according to his norms.

Bugun’s Ahmet TaÅ~_getiren says the Gezi Park protests, whose cause has
now shifted away from environmental concerns, left many shopkeepers
in Taksim economically disadvantaged due to the damage inflicted by
protesters on their shops. TaÅ~_getiren also thinks that some circles
used Islam such as holding fast-breaking dinners and celebrating Lailat
al-Miraj, also known as Mirac Kandili in Turkish, to legitimize their
wrongful actions during the demonstrations and to convince others of
the necessity of violent actions in their protests.

Radikal’s Koray CalıÅ~_kan says the ruling Justice and Development
Party (AK Party), which took a brave step to get rid of the military
tutelage, saw the Gezi Park protests as a threat to Erdogan and could
not successfully manage the crisis after the protests.

YEREVAN, JULY 16, ARMENPRESS: The son of the driver of the truck,
causing a large-scale car accident in Russia, Hrachya Harutyunyan,
died not during the military service but after the service. This
was reported to Armenpress by the Spokesperson of the Ministry of
Defense of the Republic of Armenia Artsrun Hovhannisyan, rejecting
the information that the Harutyunyan’s son died in the army.

“I have checked the base. We have not found a deceased soldier with
that name by 2005. To clarify the reasons of the death, I talked
to the sister and it was found out that Serob Hrachya Harutyunyan,
born in 1991, died some time after the military service from brain
cancer”, – said the Spokesperson of the Ministry of Defense of the
Republic of Armenia Artsrun Hovhannisyan.

On July 13 at 13:00 in New Moscow, nearby the Podolsk Village,
Kamaz truck came out of the second line and crashed into a bus
driving from Podolsk to Kurilovo, sharing it into two parts. In
the result of the car accident 18 people died and more than 60 were
wounded. The driver of the truck Hrachya Harutyunyan was accused of
the violation of the traffic security rules, causing the death of two
or more people. Two-month detention was imposed to the Armenian. He
was taken to the court in a woman’s bathrobe.

Earlier the Human Rights Defender of the Republic of Armenia Karen
Andreasyan sent an official letter to his Russian counterpart Vladimir
Lukin requesting for the protection of the dignity and other rights of
Hrachya Harutyunyan. As Armenpress was reported by the office of the
Human Rights Defender of the Republic of Armenia, the message of Karen
Andreasyan says in particular: “Please, accept my deep condolences
on the occasion of the awful road incident, taken place on July 13,
taking the lives of 18 innocent victims. The citizen of the Republic
of Armenia Hrachya Harutyunyan, accused of the violation of the
traffic security rules, causing the death of two or more people,
on July 15, was brought to court in quite a humiliating state, in a
woman’s bathrobe in particular.

The Constitution of the Russian Federation ensures that the dignity
of a person should be respected and protected by the state and
nothing could serve a base for humiliating it. The 21st article of
the Russia’s Constitution guarantees that the dignity right of every
person is his/her own right, which is not restrained by anything.

Taking into account the fact that the incident took place on the
territory under your jurisdiction, I kindly ask you to study the
reasons for the humiliating attitude towards Hrachya Harutyunyan, as
well as initiate actions in the framework of your duties to assist
the citizen of the Republic of Armenia Hrachya Harutyunyan and let
me know about the results.

Over the past 2 years, a total of 180 manufacturing companies were
founded in the Aras Free Trade & Industrial Zone of Iran. In 2012
the companies’ exports (including the exports to Armenia) totaled
$132 mln, Sadegh Najafi Khezerlou, Managing Director of Aras, said
at the opening of the Armenian-Iranian business forum (July 15-18).

He thinks that Aras creates unprecedented opportunities for Armenian
businessmen to manufacture, store, transit and re-export their goods
to the Middle East countries.

Sadegh Najafi Khezerlou said that Aras occupies an area of 51 thsd ha
in the territory bordering with Armenia, Turkey and Azerbaijan along
the River Arax and in the area of North-South transport corridor
connecting Iran and Armenia.

He added that foreign citizens have an opportunity to register in the
zone a trade or manufacturing company with a 100% foreign capital
within 24 hours. In addition, the goods produced in the zone are
exempted from 50% VAT and customs duties if sold in the Iranian
market. Duties are levied for the raw materials and components only.

If the companies export their goods to other countries or sell them
in other free trade zones of Iran, they are exempted from taxes and
customs duties for 20-25 years. He added that the VAT preferences
lead to 30-40% reduction in the prime cost of the goods produced there.

To note, the Aras Free Trade & Industrial Zone numbers 29 Iranian
companies with a total capital of $121.5 mln, 5 Turkish companies with
a total capital of $12.5 mln, 1 Azeri-Iranian company with a capital of
$1 mln, and 2 Iranian-Turkish companies with a total capital of $3 mln.

There has never been an intrigue in Azerbaijan’s domestic political
life, but the situation has changed a little now, Azeri studies
expert Sargis Asatryan told reporters in Yerevan in commenting on
the upcoming presidential elections in Azerbaijan.

Some interesting figures have entered Azerbaijan’s political field,
he said.

“As we know, National Council was established in Azerbaijan recently.

The Council, which involves some democratic forces, representatives
of NGOs and human rights defenders, has become the so-called driving
force of the opposition, nominating film director Rustam Ibrahimbekov
as a common candidate against Ilham Aliyev,” Sargsyan said.

According to the expert, time showed, however, that he is unlikely
to be a serious rival to Aliyev because he lacks charisma and
determination.

US whistleblower Edward Snowden has revealed that Washington has
been engaged in extensive espionage activities on a global scale,
which have also targeted EU offices and European citizens.”

Vice President of the European Commission (EC) Viviane Reding says
the trust between the European Union and the United States has been
lost following the recent US spying scandals.

Speaking at a conference in Munich on Monday, Reding said the recent
scandal was a “wakeup call.” She also referred to a law already drafted
in Europe to protect personal data from government surveillance.

“We do not want the US government to listen to every phone call we
make and read every email,” said Reding.

According to Reding, the draft law includes four key building blocks
around one central statement, namely clear rules for a clear internet
and the choice for individuals to give out his/her data or not.

The proposed law came after US whistleblower Edward Snowden revealed
that Washington has been engaged in extensive espionage activities
on a global scale, which have also targeted EU offices and European
citizens.

The disclosures caused global outrage with demands by several countries
of full clarification from the US.

Moreover, the revelations showed that Great Britain’s three main
spying agencies also used advanced technology to access transatlantic
fiber-optic cables, which carried phone calls and internet traffic
across the world. The retrieved tapped information was also shared
with the US Nationals Security Agency (NSA), which is at the heart
of the US spying scandal.

Armenian, Azerbaijani Experts Offer Recommendations For Confidence B

ARMENIAN, AZERBAIJANI EXPERTS OFFER RECOMMENDATIONS FOR CONFIDENCE BUILDING MEASURES IN NAGORNO-KARABAKH CONFLICT REGION

After a joint discussion held on June 15-18 in Tbilisi within the
framework of the “Breaking the Impasse” series, a group of Azerbaijani
and Armenian experts from the region of the Nagorno-Karabakh conflict
produced a document that includes recommendations for international
organizations and institutions, local governments, donors, and civil
society. The group believes that to restore trust between the sides
at this point, the following measures are necessary:

– To begin a regular monitoring and establish a database of all
incidents in the zone of armed confrontation that harm civilians;
to support the inclusion of civil society in the process of monitoring;

– To begin a regular monitoring of speeches and statements by
officials and mass media of the conflicting sides in order to detect
manifestations of xenophobia, hate speech and the language of violence;
to support the development and implementation of international
mechanisms to minimize these manifestations;

– To proceed with the development of specific measures to prevent
casualties among civilians and military personnel along the entire
contact line of the armed forces; to carry out a regular monitoring
and analysis of such incidents;

– To start the development of measures to strengthen public control
over compliance with the ceasefire regime;

– To create a set of legal norms and ethical principles preventing
violence and excluding any threat of the use of force from rhetoric;

– To develop mechanisms of revision and reconstruction of the system
of teaching social science and humanities courses to eliminate the
practice of the formation and spread of the enemy image in the field
of education; to monitor textbooks in the context of this problem;

– To activate existing dialogue platforms and to create new ones to
strengthen contacts between different social groups involved in the
conflict (youth, athletes, students, etc.);

– To activate existing dialogue spaces and to create new ones to
strengthen contacts between leaders who influence public opinion
(analysts, artists, journalists, politicians, etc.);

– To strengthen contacts between environmental organizations to
address the existing problems in the region of the Nagorno-Karabakh
conflict; to develop and implement mechanisms of effective control by,
and involvement of, environmental NGO’s in the process of minimizing
ecological risks;

– To intensify contacts and meetings between people directly affected
by the conflict (families of victims, missing persons, etc.) At a time
in which the Nagorno-Karabakh peace process is in need of stimulation,
and in particular in need of a greater role of civil society in
confidence building between the parties, this group of experts from
the region suggests actively promoting the above-mentioned ways and
methods to foster trust and cooperation between the parties.

Peacemaking Practice of the School for Conflict Analysis and
Resolution of George Mason University and the Imagine Center for

en aide aux refugies juifs allemands et autrichiens fuyant le nazisme,
peu après l’Anschluss. Elle ne deboucha sur aucune mesure concrète,
hormis la creation du Comite intergouvernemental pour les refugies
(CIR). L’URSS, l’Italie fasciste et la Tchecoslovaquie n’ont meme
pas daigne envoyer un representant. Les observateurs delegues par
la Hongrie, la Pologne ou la Roumanie veulent juste savoir si l’on
pourrait les aider a se debarrasser de leurs propres Juifs. Les autres
pays ne veulent pas accueillir plus de refugies.

C’est l’epoque où le Canada explique qu’aucun refugie serait encore
trop (” none is too many “), où les Etats-Unis et l’Amerique latine
pas encore remis de la Grande Depression restreignent encore plus
les entrees”.

Le Parlement Europeen Supprime Toute Surveillance Electorale En Azer

Le Parlement europeen a juge que l’Azerbaïdjan n’avait plus besoin de
mission d’observation electorale, une decision que Bakou a qualifie de
” moment important de l’histoire du pays depuis son independance “.

Ces dix dernières annees, l’Union europeenne a deploye des missions
d’observation dans plus de 100 pays où elle estimait que le processus
electoral n’etait pas garanti. Le retrait de l’Azerbaïdjan de cette
liste est juge de bon augure pour les elections presidentielles
de mi-octobre.

” Cette confiance (du Parlement europeen) permet finalement a
l’Azerbaïdjan d’etre juge differemment et d’etre reconnu comme un
pays plus democratique en Europe. Un pays où le processus electoral
est cense etre conforme aux valeurs et normes internationales “, a
indique le depute azerbaïdjanais et delegue a l’assemblee parlementaire
Euronest Elkhan Suleymanov.

Il a rappele que l’UE avait envoye une mission en Armenie cette
annee et prevoyait d’en deployer une en Georgie. La decision prise au
sujet de l’Azerbaïdjan n’en devient que plus importante, selon lui,
puisqu’il s’agit du premier pays du sud du Caucase a ne plus avoir
besoin de surveillance exterieure.

Au-dela de la politique regionale, Elkhan Suleymanov a souligne qu’au
nombre des autres pays où des elections seront organisees cette
annee sans surveillance de la part de l’Europe figurent le Japon,
l’Argentine, l’Australie, la Norvège et l’Islande. Ce sont ” tous
des pays situes en haut du classement des democraties dans le monde
“, a-t-il ajoute.

Trois missions d’observation ont ete deployees en Azerbaïdjan : en
2005, 2008 et 2010. Elkhan Suleymanov estime que c’est parce que les
conclusions de ces visites sur le terrain ont ete positives que le
Parlement europeen a pris cette decision.

Parallèlement, l’Azerbaïdjan a confirme qu’elle accepterait que des
observateurs de l’Organisation pour la securite et la cooperation en
Europe (OSCE) suivent les elections.
