GARINE’S HOUSE OF HOPE AND REBIRTH

Zaruhi Petrosyan, Mariam Gevorgyan, Maro Gulyan. Many of us have heard
their names and their stories. They have become the public faces of
domestic violence in Armenia, Zaruhi and Maro with their untimely and
tragic deaths, Mariam with her courage to speak up and demand justice.

But what about the many other women in Armenia who are victims of
domestic violence? What options are available to them? What could have
been Zaruhi’s future if she had sought help before her brutal murder?

In my search for answers to these questions, I recently found myself
visiting the safe house run by the Women’s Support Center in Armenia.

When the center’s executive director, Maro Matossian, came to pick
me up, a part of me was secretly dreading the visit. I had prepared
myself for a gloomy afternoon, meeting desperate, broken women in a
destitute place.

After a slightly bumpy ride, we stopped in front of a gated house in
a serene neighborhood. For safety reasons, I made a promise to not
disclose the location of the house. As soon as I was on the other side
of the shielding metal gates, I understood that this was a place very
different from what I had imagined it to be.

The modern, three-story house is surrounded by a beautiful garden
with several fruit trees and a khorovadz area. The residents maintain
the garden, pick the fruits, make compotes and jams. It’s an ideal
therapeutic activity, explains one of the social workers. No wonder.

The silence around the house is interrupted only by the comforting,
soothing sounds of nature.

The safe house can accommodate up to 10 women and their children,
explains Maro as she gives me a tour of the house. In the kitchen,
we meet one of the residents, a new comer with three baby girls. Her
“sin” was failing to produce a son.

The safe house staff takes care of the grocery shopping, but the
residents cook their meals in the communal kitchen. It is important
that the residents participate in the affairs of the safe house as
it helps them take back some level of control, explains Maro.

Upstairs we meet another woman, a 19-year old orphan who became
pregnant out of wedlock. Her partner threatened to kill her and the
baby if she decided to give birth. I can feel she’s reserved so I
don’t ask questions.

Then I meet Garine. She’s just back from picking strawberries in
the fields nearby, a job the center helped secure for her. She seems
eager to talk and I’m eager to listen.

“It was desperation that brought me here. I had no idea where I
was coming or what to expect, but I didn’t have any other choice,”
she says.

Now 30 years old, Garine’s ordeal began a decade before, when she
was a young bride of 20. Soon after their first child was born,
the occasional slaps, as she describes them, developed into violent
and frequent beatings at the hands of an alcoholic husband. Garine
separated from her husband, then returned to face even more violent
abuse. Over the next decade, life would take her back and forth from
her hometown in Yegheknatsor to Meghri, Karabagh, and Artashat. Her
three children, mercilessly dragged along by her husband, fell
seriously ill more than once.

Things took a dramatic turn one fateful night in Artashat in October
of last year. After a fed-up Garine appealed to the Artashat court
and police, she found herself thrown out on the street by her husband.

Garine got on a bus to Yerevan and sought shelter at the Fund for
Armenian Relief. She was then referred to the Women’s Support Center
safe house.

At the safe house, Garine and her kids were provided with food and
clothes. They received extensive help with sorting out complicated
paperwork, including the return of important documents left in Karabagh
as collateral for a small loan. Schooling arrangements were made for
the kids and Garine took part in private and group counseling sessions.

“The staff here nurtured my soul. I used to think that life had passed
me by and that the only thing I could do was focus on my kids. Now
I have come to understand that there are so many colors in life,
despite the torture I have seen during my married life. Now, I’m not
only interested in the future of my kids but also in my own future,”
says a grateful Garine.

Empowering battered women is the most important focus of the social
workers and counselors at the safe house. This is not just a place for
women to shelter themselves from abuse. “We put in a lot of effort
to empower these women so they take their lives back into their own
hands. We provide them with the knowledge, resources, and advice to
enable them to make decisions about their future. Once they set their
goals, we support them in achieving these goals. We do not decide on
their behalf,” Maro explains.

It is for this same reason that by contract, residents are required
to stay here for three months. The center does not want them to exit
one dependent relationship only to enter another one. Most women are
able to stand on their own two feet by the end of this period, given
the extensive support they receive with every aspect of their life,
including work placements.

Even after they have left the safe house, however, the center continues
to keep in touch with these women and provide them with assistance
when required.

After her time at the safe house, a recovered Garine returned to her
parents’ house in Yegheknadzor in February 2013, where she’s trying
to build a life for her family with the center’s support. “I reached
the conclusion that I would not be able to support my family working
as a single mother in Yerevan,” she says with firm conviction.

The center is working with the Yegheknadzor mayor and the authorities
in Yerevan to provide Garine with a place to live on the premises of a
former kindergarten. Garine is also receiving legal assisting from the
center after making the firm decision to divorce her husband. In the
meantime, she is temporarily back at the center, with the opportunity
to work and put aside some money for the future.

Of course, everything comes with a price tag. Maintaining the safe
house costs $50,000 each year, and it has been an uphill struggle.

After years of supporting domestic violence projects, international
donor organizations have shifted their priorities, says Maro. The lack
of assistance from the Armenian government, which recently rejected
a draft law on criminalizing domestic violence, only compounds the
problem. It is diasporan support that is keeping the safe house open
at the moment. The gap in this year’s budget was secured through a
OneArmenia fundraising drive. Funding for next year remains to be seen.

My visit to the safe house comes to an end with hugs and a jar of
mulberries hand-picked from the garden. Churning the events of that
afternoon in my mind, I have a hard time believing Garine has been
the victim of physical and psychological abuse for an entire decade.

Confident, friendly, jubilant, she is now entirely focused on her
future. It appears to me this safe house has been a house of hope
and rebirth for Garine. As our taxi drives off, I make a wish for
the other two women I met-that they make the same brave journey soon.

Avetik Ishkhanyan, Chairman of the Helsinki Committee of Armenia, has
commented on the degrading treatment shown to the Armenian citizen
Hrachya Harutyunyan.

If Harutyunyan were a US citizen, he would never been brought to court
unshaved, in a housecoat and house slippers, Ishkhanyan told
journalists on Wednesday.

“That would at least result in severance of diplomatic relations,”
Ishkhanyan said. According to him, the reason is Russia’s
nationalistic feelings.

“On the one hand, there is a nationalistic movement against migrants,
with their slogan ‘Russia for Russians’. On the other hand, our
citizen would not have been humiliated so much, if this state were a
serious state and people did not emigrate to Russia as guest workers,”
Ishkhanyan said.

Anti-Russian sentiments have shown an upward tendency in Armenia after
the Russian-Azerbaijani $1bn arms deal.

Damascus, July 15, IRNA – Iran’s Ambassador to Damascus Mohammadreza
Raouf Sheibani said terrorists disseminate false news to raise the
spirits of their armed groups in Syria.

He made the comment while talking to IRNA on the recent rumors saying
that a large number of terrorists are presently arriving in Syria
simultaneous with the victories of the Syrian army.

He said spreading such news are aimed at promoting the spirits of
the terrorist groups in face of army victories.

The ambassador said though such news always existed since the
beginning of the crisis in Syria, the recent ones were mainly a
propaganda warfare.

He further noted that according to the Syrian officials, a large
number of armed forces have started surrendering to the government
following the recent victories of the Syrian army.

Referring to Iran’s stands regarding developments in Syria, he said
the Islamic Republic of Iran has always stood besides the Syrian
nation because it believes in the diplomatic solutions to the crisis.

He voiced Irans readiness to hold dialogue with different political
groups active both in and out of Syria with the objective of holding
all-inclusive and broad conversation to achieve a joint national
agreement and materialize the nation’s demands.

Azerbaijani And Turkish FMs Criticize Minsk Group

AZERBAIJANI AND TURKISH FMS CRITICIZE MINSK GROUP

Azerbaijani and Turkish FMs once again voiced criticism against the
OSCE Minsk Group.

“If the OSCE Minsk Group has not been able to achieve anything
within 20 years, the international community should ask itself –
why 20 percent of Azerbaijani territories are still under occupation?”

Turkish FM Ahemt Davutoglu said during the Wednesday press conference,
APA agency reported.

He recalled that Turkey is a member of the Minsk Group and is ready to
support the peace process, adding that the main matter is “to solve
this conflict within the territorial integrity of Azerbaijan as soon
as possible.” The type of “support” to the peace process is clear.

Azerbaijani FM Elmar Mammadyarov shared his Turkish counterpart’s
views, noting that Baku is not satisfied with the OSCE Minsk Group
actions.

YEREVAN. – The violations and pressures against journalists and media
outlets have increased in Armenia, said Chairman Ashot Melikyan of
the Committee for the Protection of Freedom of Speech (CPFS).

During a press conference on Wednesday, Melikyan presented the CPFS
report for April-June, 2013 in Armenia.

“During elections, when the domestic political situation exacerbates,
there is an increasing pressure on the media and the journalists. In
this respect, the recent [capital city] Yerevan Council of Elders
elections were not exception,” he stated, and added:

“Four cases of physical violence against journalists were recorded
in the second quarter of 2013, which is one more than last year. The
pressures upon the media and their employees reached twenty-one in
this quarter, which is eleven more as compared to the same quarter
last year.”

Melikyan further informed that thirteen criminal cases were filed in
Armenia against the media during this time frame, which likewise is
an increase.

In addition, CPFS recorded three violations of the right to receive
and disseminate information in the second quarter of this year, which,
however, is seven less as compared with the second quarter in the
year past.

“Azerbaijani and Turkish officials continue regular contacts. Turkish
Foreign Minister visited Baku last month and is on a visit to our
country today. Summit of Turkic-speaking countries will be held
in Azerbaijan next month and we want to see Ahmet Davutoglu in Baku
again,” Azerbaijani Foreign Minister Elmar Mammadyarov said at a joint
briefing with Turkish Foreign Minister Ahmet Davutoglu, APA reports.

Mammadyarov said that the Nagorno-Karabakh conflict was discussed at
the meeting with Turkish Foreign Minister: “Baku-Tbilisi-Kars project
was also discussed. This project is one of the routes for withdrawal
of coalition forces from Afghanistan. We touched on the importance
of close cooperation in the energy sector.”

Addressing the briefing Turkish Foreign Minister Ahmet Davutoglu said
the next meeting of Azerbaijan-Turkey High-Level Strategic Cooperation
Council will be held in November.

“Baku and Ankara are the capitals playing the leading role in the
Eurasian region. We hope peace will be established in the Caucasus
in the near future. The major condition for this is the liberation
of Nagorno-Karabakh. These two countries are also supporting each
other in the international arena,” he said.

Ahmet Davutoglu said culture centers of both countries will be opened
in Turkey and Azerbaijan.

“younger brother” Azerbaijan. As reported by Armenpress, quoting the
Azerbaijani Trend Agency, this statement was made by the Turkish
Foreign Minister Ahmet Davutoglu during his visit to Azerbaijan,
emphasizing that today’s Azerbaijan is the success of the country’s
government. According to the Foreign Minister, Turkey observes
the economic growth and development of Azerbaijan. Regarding the
relations between the two countries Davutoglu said that Turkey has
always supported and will support Azerbaijan.

The visit of the Head of the Turkish Foreign Ministry Ahmet Davutoglu
started on July 16 and will end on July 17. Earlier the Head of the
Turkish Foreign Ministry did not make any comments in the connection
with the visit. It is reported that according to diplomatic sources,
during the visit Davutoglu was to meet with thehigh ranking officials
in Baku.

Elya, a resident of the Syunik village of Khoznavar, says she no
longer travels to the regional capital of Goris because the minivan
company once serving outlying communities has halted service, arguing
that it was operating in the red due to a lack of passengers.

“A taxi costs 5,000 AMD ($21) to make the trip. With that money I can
buy enough grains and sugar to last a week,” says Elya. “Sick people
in the village can’t even get to a doctor.”

The situation is so bad that no company has even filed for the five
tender bids announced by the Syunik Regional Administration to provide
transportation on the Khnatzakh-Vaghatour-Khoznavar route.

Ashot Sahakyan, President of Shahnan Ltd., the company that stopped
operating the route, says that it wasn’t only due to a lack of
passengers but also because illegal taxis had taken a piece of the
shrinking business.

Another tender bid will be announced in October, but no one believes
that the problem will be solved.

Finding affordable transportation from Goris to surrounding communities
is also a problem.

Meri Minasyan says that she used to be able to travel to the village
of Gornidzor on a public minivan for 350 AMD (80cents). The only way
to make the trip today is buy taxi and drivers are demanding 3,000 AMD
for the ride. So what happens is the six people squeeze into the car,
thus paying 500 AMD each.

The same problem faces the villages of Bardzravan, Tegh, Vorotan and
Aravous. Most people wishing to travel to Goris, especially those
with produce to sell, have to use a car. Those without a car are
forced to ask a friend or neighbour that does.

Radik Hayrapetyan, who for many years worked at the Regional Committee
Department of Administration in the Soviet era, says that back then
all the villages were linked by public transport that ran seven days
a week.

“To justify stopping transportation services due to a lack of riders
is wrong. Even one passenger is a human being,” Hayrapetyan said.

La Turquie a condamne les propos Aghvan Hovsepian un influent
procureur general de l’Armenie qui avaient soutenu dans un discours
des revendications territoriales armeniennes a l’egard d’Ankara.

Lors d’une conference de juristes de l’Armenie et de la diaspora qui
s’est tenue a Erevan le 5 juillet, Hovsepian a affirme que la Turquie
devait indemniser les descendants des quelque 1,5 million d’Armeniens
massacres dans l’Empire ottoman pendant la Première Guerre mondiale I.

Il a egalement mis en doute la legalite de la frontière
turco-armenienne actuelle .

” Je crois fermement que les descendants du genocide doivent recevoir
une compensation materielle, les eglises miraculeusement conservees
sur le territoire de la Turquie et les terrains de ces eglises doivent
etre restituees a l’Eglise armenienne, et la Republique d’Armenie
doit recuperer ses terres perdues “, a declare Hovsepian.

Le ministère turc des Affaires etrangères a declare qu’il deplorait
ces remarques. “Une telle declaration faite par un fonctionnaire
occupant un poste aussi important que celui du procureur general
reflète la mentalite problematique qui prevaut en Armenie au sujet
de l’integrite territoriale de son voisin turc et des relations
turco-armeniennes et contredit aussi les obligations qu’elle a
contractees envers les organisations internationales, dont elle, est
membre, en particulier l’ONU et l’OSCE. Il faut etre bien conscient
que personne ne peut pretendre revendiquer des terres a la Turquie “,
a declare un porte-parole du ministère dans un communique ce week-end.

Hovsepian a eu une influence politique considerable en Armenie depuis
la fin des annees 1990. Mais il a rarement fait de declarations
publiques sur les relations turco-armeniennes et la politique
etrangère en general. Ses remarques controversees dans ce forum a
Yerevan reflètent apparemment son opinion personnelle.

Les gouvernements armeniens successifs ont toujours affirmes de pas
avoir de revendications a l’egard des terres a l’est de la Turquie
moderne- lesquelles etaient principalement peuplees par des Armeniens
avant le genocide de 1915. Cependant, ils ont cesse de formellement et
explicitement reconnaître la frontière existante entre les deux Etats
voisins qui ne disposent pas de relations diplomatiques entre eux.

L’un des deux protocoles turco-armeniens sur la normalisation
des relations bilaterales signees en 2009 prevoit une telle
reconnaissance. Les protocoles n’ont jamais pris effet, cependant,
le gouvernement turc ayant a posteriori subordonne leur ratification
parlementaire a la la resolution du conflit du Haut-Karabakh.

Ankara a egalement proteste contre l’interpretation de la Cour
constitutionnelle armenienne sur ces accords. Le tribunal a juge au
debut de 2010, qu’ils ne devaient pas empecher la poursuite d’une
plus grande reconnaissance internationale du genocide armenien par
l’Armenie.

Les fonctionnaires turcs ont estime que ces conclusions allaient a
l’encontre de la lettre et l’esprit de l’accord turco-armenien. Le
leadership de l’Armenie a ecarte ces allegations, accusant Ankara
de chercher des ” pretextes artificiels ” pour ne pas normaliser
ses liens avec Erevan. Le Departement d’Etat americain a egalement
decrit la decision de la cour armenienne comme un “pas en avant dans
le processus de ratification des protocoles de normalisation ” qu’elle
” ne semble limiter ou requalifier en aucune facon.”
