Armenia Withdraws Proposed Anti-LGBT Propaganda Law

ARMENIA WITHDRAWS PROPOSED ANTI-LGBT PROPAGANDA LAW

Human Rights Campaign Backstory
Aug 9 2013

August 9, 2013 by Maureen McCarty, Online Content and Marketing Manager

The Armenian Police Department has withdrawn a proposed anti-LGBT
amendment, similar to the heinous “propaganda” law recently passed
in Russia.

The proposed amendment sought to fine individuals, legal entities
and officials up to $4,000 dollars for any public promotion of
“non-traditional sexual relationships.” In essence, the amendment
would criminalize same-sex relationships in a country where the LGBT
community already face rampant discrimination and little to no legal
protection.

Police claimed the bill was necessary in order to protect “the model
of traditional Armenian family” against “phenomena alien to national
Armenian mentality,” according to the Armenian news site Azatutyun.com.

Russia’s own recently enacted anti-LGBT law criminalizing the most
modest gestures of support for LGBT individuals has brought concern
worldwide for not only the Olympic athletes and travellers, but also
the countless LGBT Russians who will continue to endure the law long
after the last medal is won.

Under the guise of protecting children from “homosexual propaganda,”
the law imposes fines or jail time to citizens who disseminate
information that may cause a “distorted understanding” that LGBT and
heterosexual relationships are “socially equivalent.”

The ‘Paying 100 drams’ movement members are marching from Freedom
Square to the Yerevan Municipality, where a group of young people
have been holding a sit-down protest for two weeks.

“We are urging everyone to join us. We are marching to the Yerevan
Municipality to support our friends, who are demanding the resignation
of Henrik Navasardyan [Head of the Transport Department, Yerevan
Municipality] and Misak Hambartsumyan [Director of the Yerevantrans
Company]. They have nothing to do in the state system,” a movement
member said.

Both the officials showed disrespect for citizens, protesters and
journalists.

The young people are crying out ‘I am one of the three’ – in response
to Yerevan Mayor Taron Margaryan’s statement that “only three or four
individuals demand the officials’ resignation.”

WOMEN ARE CONSOLIDATING THEIR POSITIONS. ARTSAKH STATE UNIVERSITY WILL ALSO BE HEADED BY A WOMAN

Tuesday, 06 August 2013 18:31

That NKR President Bako Sahakyan trusts women more than the previous
presidents is not new, that is obvious from the cadres policy carried
out during the years of his presidency. Women are involved in various
government spheres, moreover, they hold high ranks, and the recent
cadre changes have showed that “women continue consolidating their
positions”. Quite recently the President has decided to appoint a
woman in the post of the chairman of the Central Electoral Committee.

Today the CEC chairman is Srbuhi Arzumanyan. According to our
information very soon the rector of Artsakh State University will
also be a woman. Alma Mater will be chaired by current head of the
NKR National Statistic Service Manush Minasyan.

Apart from the mentioned ones there are 2 female ministers in the NKR
government, 4 of the 33 NA deputies are women, the Supreme Court is
also headed by a woman. 11 of the 229 community heads are women. Today
no regional administration in the Republic is headed by a woman.

Neither do they hold high ranks in the power structures.

Hillsdale-Based Non-Profit Does Work In Armenia

HILLSDALE-BASED NON-PROFIT DOES WORK IN ARMENIA

BY LIANNA ALBRIZIO

Members of a charitable Christian nonprofit offering relief to needy
countries journeyed to a destitute village home to about a thousand
civilians in Armenia last month to repair its only medical center.

The days-long trek to the Village of Vahagni in the Lori region of
Armenia was something Dikran Youmshakian, executive director of Dorcas
Aid America (DorAid) and pastor at Hillsdale’s Armenian Bible Church,
described as a place where life is a “total struggle.” He says the
trip, however, was a biblical calling.

“As a minister, the Bible tells us we have to share God’s blessing
with other people, that’s what we do,” said Youmshakian.

DorAid is a nonprofit charitable organization operating out of
Hillsdale. It is an affiliate of Dorcas Aid International of Holland.

Founded by Youmshakian and few other community members in 2008, it
provides relief and development services in Africa, Eastern Europe,
former Soviet Republics, Middle East and the United States.

On July 1, nine volunteers from the church, Pennsylvania, Arizona and
upstate New York united in the village to make repairs to the medical
center, which is the only one in that village. The facility has been
in need of urgent repairs since 1994. Youmshakian said he first learned
of Vahagni from a friend who lives near the village. During his 10-day
stay, Youmshakian said he mingled with villagers, who he said were
“very hospitable” and with whom he discussed God, faith and hope. He
said they told him about how much the team’s presence had helped them.

“We did a great job,” said Youmshakian of the work, adding the newly
refurbished facility is now operational and in better condition.

The work, which Youmshakian said cost about $25,000, included roof
repair, mold removal and painting the walls. The men also built a
metal fence encircling the property, placed linoleum flooring and
put up new light fixtures. They men also renovated the bathroom and
installed electric heaters and a water boiler. They even bought the
center a new refrigerator.

The building was first erected in 1989 by the Italian Government in
place of a hospital that was ravaged by a devastating earthquake
in 1988. The seven-room facility, which offers free services, has
one doctor, an assistant doctor, two nurses and one accountant and
provides minor surgeries and immunization shots, Youmshakian said.

When the center was built, Youmshakian said it had a shelf-life of
five years, but it continued operation for 25 years. A lack of funding
prevented it from being properly maintained.

Of all his ventures as part of the DorAid organization, Youmshakian
said Vahagni was the poorest place he had been to. While the village
had an average population of 1,200 people, according to information
provided to Youmshakian from Mayor Bedros Kochinain, the number
plummeted to about 800 after many left to find employment. Despite
its indigent status, Youmshakian said Village Mayor Bedros Kochinian
told him villagers remain there to embrace their heritage.

“The Bible tells us we have to take care of the physical and spiritual
needs of people,” said Youmshakian.

Youmshakian has been active in charities for 27 years, sponsoring
children and the elderly. He said he plans to return to the Village
of Vahagni to construct a social hall for worship purposes and a
gymnasium for young people.

Putin To Visit Azerbaijan On August 13

PUTIN TO VISIT AZERBAIJAN ON AUGUST 13

18:10, 8 August, 2013

YEREVAN, AUGUST 8, ARMENPRESS: President of Russian Federation
Vladimir Putin will pay an official visit to Azerbaijan on August
13. “Armenpress” reports that about this informs news website
virtual.az making a reference on Turkish media. It is mentioned that
Russian President will be accompanied by a large delegation among
which will be heads of large energetic companies.

During the visit issues relating to cooperation in that field will
be discussed as well as opinions will be exchanged on regional and
international issues. Earlier it was reported that the visit would
take place on August 12.

Turkish “Yeni Asya” newspaper informed on August 7 that in order to
decrease Russia’s trouble for implementing energetic projects with
Western countries Baku offered the Russian participation in Trans
Adriatic Pipeline (TAP). “Generally Azerbaijani position is a product
of concept aimed to “mollify” Russia,” wrote the newspaper.

The statement of Turkish newspaper makes us think that for this
proposal Putin’s coming visit to Azerbaijan is aimed to showing
support to Ilham Aliyev at coming presidential elections.

Trans Adriatic Pipeline project was announced in 2003 by Swiss energy
company EGL Group (now named Axpo). The feasibility study was concluded
in March 2006. Two options were investigated: a northern route through
Bulgaria, the Republic of Macedonia and Albania, and a southern route
through Greece and Albania, which finally was considered to be more
feasible. In March 2007, the extended basic engineering for the
pipeline was completed.

On 13 February 2008, EGL Group and the Norwegian energy company
Statoil signed an agreement to set up Trans Adriatic Pipeline AG,
a joint venture to develop, build and operate the pipeline. In
June 2008, the project company filed an application with the Greek
authorities to build a 200 kilometres (120 mi) section of the pipeline
from Thessaloniki to the Greek-Albanian border. In January 2009,
the TAP project carried out a marine survey in the Adriatic Sea
to verify the offshore route for the future gas pipeline. A route
assessment survey in Albania started in July 2009. In March 2009,
an intergovernmental agreement between Italy and Albania on energy
cooperation mentioned TAP as a project of common interest for both
countries. In January 2010, TAP opened country offices in Greece,
Albania and Italy. In March 2010, TAP submitted an application to
Italian authorities for inclusion into the Italian gas network.

On 20 May 2010, it was announced that E.ON becomes a partner in the
project. The deal was successfully closed on 7 July 2010.

In March 2010, TAP submitted an application to Italian authorities
for inclusion into the Italian gas network. In November 2010, TAP
started a route refinement survey in northern Greece in preparation for
the environmental impact assessment. On 7 September 2011, the Trans
Adriatic Pipeline AG (TAP AG) submitted its EU Third Party Access
Exemption applications in all three host countries. Exemption will
allow TAP AG to enter into long term ship-or-pay gas transportation
agreements with the shippers of Shah Deniz II gas. The exemptions
were granted on 16 May 2013.

In February 2012, the Trans Adriatic Pipeline was the first project
to be pre-selected and to enter exclusive negotiations with the
Shah Deniz Consortium. In August 2012, consortium partners BP, SOCAR
and Total S.A. signed a funding agreement with TAP’s shareholders,
including an option to take up to 50% equity in the project. On 22
November 2012, the TAP consortium and Trans-Anatolian gas pipeline’s
partners signed a memorandum of understanding that establishes a
cooperation framework between the two parties. In June 2013, the
project was chosen as a route for gas from Shah Deniz II over the
competing Nabucco West project.
