France-Inter a diffuse le Numero 9 de l’emission “Welcome, nouveau
monde” : “Rester a deux (Damas / Paris / Tel Aviv)”. “A Tel Aviv
un couple gay, David et Khader, l’un est juif et l’autre arabe. On
dit : un couple mixte. Pouvoir etre ensemble a ete un problème,
quelque chose a resoudre. Une lutte. Qui se soldera par un echec,
ou une victoire. Ils sont ensemble depuis 3 ans, meme si au depart,
rien ne presageait que cela durerait”. Annoncer a sa famille qu’on
est homosexuel n’est deja pas evident. Mais on s’en doute, du fait
de leurs origines juive et arabe, David et Khader, ont rencontre des
difficultes supplementaires. L’Histoire (avec un grand “H”) ne s’arrete
pas la : David, le juif, a en fait un père armenien. Il est donc a
moitie chretien. Et Khader a une mère… turque : “Je l’ai supplie
de ne pas leur dire que j’etais a moitie turc, a cause du genocide
armenien” avoue-t-il. Incroyable temoignage de ces deux jeunes qui
representent une minorite sexuelle, et qui – chacun a leur niveau –
portent des histoires de minorites et de discrimination.

Etonnement, le recit est très leger comme en temoigne cette remarque
de David qui avoue n’etre pas du tout politise (curseur a 29:15) :
“Mes parents se sont dit : ” Bon, notre fils est gay. Il sort avec un
gay. Et un gay arabe. Mais la seule chose qui les a vraiment deranges,
c’est que Khader ne mange pas de viande. Il est vegetarien, or mon
père est Armenien. Ma mère cuisine très bien, beaucoup de viande et
ca les enerve vraiment qu’il ne mange pas de viande “”.

parties adoptent des mesures (achat de missiles israeliens) sans une
coordination avec les autres “, a declare l’amiral Sayyari lors d’une
conference de presse dimanche a Teheran, en commentant l’achat recent
de l’Azerbaïdjan de missiles israeliens Gabriel 5.

” Quoi qu’il en soit, l’Iran n’est pas inattentif a la question et suit
la situation ” a-t-il ajoute. Rappelons que les missiles Gabriel-5
faisaient partie d’un achat d’armes de 1,6 milliard de dollars que
l’Azerbaïdjan a fait a Israël l’annee dernière .

Les relations navales entre l’Iran et l’Azerbaïdjan sont normalement
amicales ; Le commandant des forces navales de l’Azerbaïdjan devait
se rendre en Iran le mois dernier, mais le voyage a ete reporte.

L’UE DOIT FAIRE UNE EXCEPTION POUR L’ARMENIE, PAR GORUN APRIKIAN

Lorsque Stefan Fule declare qu’il sera difficile d’imaginer lors
du sommet de Vilnius la signature de l’accord d’association entre
l’Union Europeenne et l’Armenie, il reagit avec une colère et une
amertume comprehensibles.

En effet, l’Armenie, en la personne de son President Serge Sarkissian,
a surpris tout le monde en annoncant sa volonte d’adherer a l’union
douanière conduite par la Russie, tournant le dos a de nombreuses
annees de negociation avec l’UE.

Le commissaire europeen a l’elargissement n’a fait que constater
l’apparente contradiction qu’il y aurait a etre, a la fois membre
de l’Union Eurasienne et un etat associe a l’U.E. Les deux choses
semblent inconciliables, soulevant de nombreux problèmes legislatifs
et economiques.

Cette question embarrasse profondement l’Union Europeenne qui ne
ferme pas definitivement la porte. Mais cela ne suffit pas. L’U.E doit
regarder le problème en face et considerer que ce petit pays de moins
de trois millions d’habitants n’est pas un etat comme un autre mais un
pays qui interpelle l’Europe dans sa responsabilite face a l’Histoire.

En effet le Genocide commis en 1915 contre les armeniens concerne
particulièrement l’Europe. Que les evènements de 1915 constituent un
genocide n’est plus a demontrer. D’ailleurs le Parlement Europeen l’a
reconnu dès 1987. De plus, ce Genocide a ete commis par la Turquie
sur un territoire relevant de l’espace europeen puisque la Turquie
est une candidate eligible a l’adhesion a l’Union Europeenne.

Les trois principales nations de l’Europe ont ete impliquees dans ce
Genocide. Les allies de la Première Guerre Mondiale, en debarquant
a Galipoli en 1915 ont servi de pretexte et de declencheur au Genocide.

La France, après avoir protege les Armeniens de Cilicie, les a
abandonnees a la vindicte turque. Bien que l’armee britannique fut la
première a avoir decouvert les camps de la mort turcs, real politique
oblige, Londres est aujourd’hui frappe d’amnesie sur ce sujet malgre
les nombreux travaux de l’historien national Arnold Toynbee. Enfin le
rôle de l’Allemagne dans la strategie militaire et l’encadrement de
l’Armee turque durant le genocide 1915, est aujourd’hui connu. Les
marchands d’armes germaniques se sont fait payer par le tresor de
guerre du Genocide Armenien.

Le Genocide Armenien est affaire europeenne que cela plaise ou non.

Or la situation economique actuelle de l’Armenie est une consequence
directe de 1915. La republique d’Armenie s’est creee sur la partie
russe de l’espace armenien avec les debris du peuple armenien. Elle a
ete rattachee en 1922 a L’URSS. Les survivants du Genocide commis par
la Turquie ont subi ensuite le lot des sujets de Staline. A l’echelle
d’une si petite nation, ce fût un terrible rasoir a deux lames. En
1991, l’Armenie acceda a nouveau a l’independance, mais très vite
il fallut faire face a des massacres d’armeniens en Azerbaïdjan. Ce
fût le debut du conflit du Haut-Karabagh . La Turquie, alliee de
l’Azerbaïdjan s’empara de ce pretexte pour fermer sa frontière avec
l’Armenie. Depuis, elle continue de l’etouffer economiquement en la
contournant systematiquement pour les pipes-lines et autres lignes
de chemins de fer. La raison officieuse de cette attitude est bien
connue ; les Armeniens doivent renoncer a leurs revendications de
reconnaissance du Genocide s’ils veulent normaliser leur relation
avec la Turquie. Comment ne pas y voir une poursuite de la politique
de 1915 ?

Pour les Armeniens, l’Union Eurasienne n’est pas le choix du c~ur et
l’U.E le sait. La recente decision armenienne est le resultat d’une
enorme pression russe. Le budget en armement de l’Azerbaïdjan est
superieur au budget de l’Etat Armenien. Le desequilibre est total et
la menace de reprise de la guerre est reelle et instrumentalisee par
tous les boute feux de la planète. La Russie a toutes les cartes en
main et il est impossible a l’Armenie de l’ignorer.

L’U.E doit faire une exception pour l’Armenie et lui accorder le
benefice d’une double adhesion. Ce ne serait qu’une juste reparation
des prejudices subis par les Armeniens tout au long du XX siècle. Ce
statut privilegie donnerait enfin a la minuscule republique un atout
economique pouvant soulager sa population et arreter l’hemorragie de
l’emigration. Il ne fait aucun doute que les apparentes impossibilites
techniques ne puissent etre surmontees par la creativite des juristes
et economistes europeens. Tout depend en premier lieu de la volonte
politique.

L’Armenie n’est pas un pays comme les autres. C’est celui d’une nation
assassinee, en Europe et parmi les Europeens. A quoi sert d’avoir
reconnu le Genocide en 1987, si c’est pour regarder aujourd’hui
l’Armenie mourir ? L U.E doit accorder a l ‘Armenie le benefice
exceptionnel d’une double adhesion. En faisant cela l’U.E ne se
trahit pas mais repond a sa vocation de creer un espace de justice,
de prosperite et de paix.

Fethiye Cetin claimed in her newly published book that the order to
kill Dink was given by the National Intelligence Organization (MÝT)
via an encrypted message written in Cyrillic

Fethiye Cetin, one of the lawyers of the family of murdered
Turkish-Armenian journalist Hrant Dink, claimed in her newly published
book that the order to kill Dink was given by the National Intelligence
Organization (MÝT) via an encrypted message written in Cyrillic,
the Milliyet daily reported on Monday. Cetin based her claims on
explanations and documents from Ramazan Dundar, a cryptology expert
at MÝT.

The late editor-in-chief of the Turkish-Armenian weekly Agos, Dink was
shot dead in broad daylight on Jan. 19, 2007, by an ultranationalist
teenager outside the offices of his newspaper in Ýstanbul. The gunman,
Ogun Samast, and 18 others were brought to trial. The investigation
into his murder was stalled but the suspected perpetrator and his
accomplices were put on trial. However, the final ruling issued by
the Ýstanbul 14th High Criminal Court last year failed to appease
those expecting justice to be served.

In her book, titled “Utanc Duyuyorum-Hrant Dink Cinayeti’nin Yargýsý”
(I am ashamed — Trial of Hrant Dink’s Murder), Cetin says she
received a phone call on March 16, 2010, from a man who called
himself “Ramazan” and said he works as a cryptology expert at MÝT’s
East Anatolia regional office. He said he had an important document
regarding Dink’s murder and would give the document to Cetin if she
went to the French Consulate in Aleppo to collect it.

Cetin said her friend in Gaziantep agreed to go to Aleppo on her behalf
to collect the document. In the meantime, she said she continued
to communicate with Ramazan over Skype and the man showed her some
encrypted documents about Dink’s murder.

“I did not understand anything. I asked the man what those documents
had to do with Dink’s murder,” Cetin said.

In response, Ramazan said: “The documents that I have are encrypted.

In correspondence, no state office says, ‘Go and kill Dink’.”

Cetin said the encrypted messages were deciphered with the help of
Dundar to reveal the execution order given by MÝT for Dink.

In her book, Cetin also included MÝT’s response to her allegation. She
said she went to the prosecutor’s office and asked several questions
that were directed at MÝT. In response, MÝT denied the allegations
of giving an execution order for Dink, saying that MÝT does not have
an employee named Ramazan Dundar and that the document provided by
Dundar does not belong to MÝT.

Denmark coach Morten Olsen has had to make a grovelling apology after
comparing his side’s 4-0 defeat to Armenia last year to the terrorist
attacks of 9/11.

The Danes travel to Armenia tonight, having been humbled by the
minnows in Copenhagen.

However, the build-up to the rematch has been overshadowed by Olsen’s
ill-thought comments.

Asked how he viewed last July’s disastrous Group B result, the
64-year-old replied: ‘Maybe it is hard to compare, and probably we
should not compare, but football wise [the 4-0 defeat to Armenia]
was our September 11th.’

Unsurprisingly the insensitive comparison, made just two days prior to
the anniversary of the tragedy in New York, did not go down well and
Olsen issued a hasty apology on the Denmark national team’s official
Twitter page.

‘I’m sorry if my comparison – despite my reservations – inadvertently
offended some people,’ he wrote.

Denmark are currently fifth in Group B, level on points with Armenia
and Czech Republic and just one point behind second-placed Bulgaria
with three matches to go.

Bulgaria In Talks For Direct Flights To Georgia, Armenia

BULGARIA IN TALKS FOR DIRECT FLIGHTS TO GEORGIA, ARMENIA

Transport Minister Danail Papazov told Frank Brenner, Director General
of Eurocontrol, on Tuesday that Bulgaria had achieved an increase
by nearly 50% in the number of serviced aircraft in 10 years, at the
same time decreasing air navigation service fees.

Papazov, as cited by Darik radio, noted that Bulgaria belonged in
the top three by implementation of aviation funds management plans
as of 2012.

He informed that a total of 563 063 airplanes had flown over Bulgaria
in 2012.

Papazov estimated the work of the State Enterprise “Air Traffic
Services Authority” (BULATSA) as efficient.

He said that Bulgaria was in talks with airline companies based
in Armenia and Georgia which were considering setting foot on the
domestic market.

“Bulgaria sustainably reduced air navigation service fees, achieving
a 35% decrease in a 10-year period. Meanwhile, the number of serviced
aircraft increased by almost 50%” the Transport Minister said.

He also made clear that Bulgaria was to launch free flight planning
in November 2013.

Angel Rachev, Angel Rachev, BULATSA Deputy Director General, explained
that these flights would mostly be conducted during nighttime.

Papazov also said that an inspection at BULATSA would be completed
in end-September and vowed that the results would be made public.

Russo-Turkish Relations and the Armenian Community of the Ottoman
Empire” will be the title of a talk to be given by George A.

Bournoutian at Ramapo College of New Jersey on Tuesday, September 24
from 1 to 2 p.m. in the York Room of the Birch Mansion. Since 1986,
he has been on the faculty of Iona College, New Rochelle, New York,
where he is the senior professor of History. Bournoutian will examine
the impact of Russo-Turkish conflict since the mid-nineteenth century
on the fate of the Armenian community of the Ottoman Empire. The
program will be sponsored by the Center for Holocaust and Genocide
Studies and the History Club of Ramapo College.

Far from being a zero sum game, for Tsarist Russia the diplomatic and
political problems posed by the decay of the Ottoman Empire constituted
an opportunity to gain influence and territory on Turkey’s eastern
and western frontiers. As a Christian minority primarily residing in
the eastern reaches of Ottoman territory, the Armenians were almost
automatically involved the long decades of struggle that only ended
with the tragedy of the Armenian Genocide.

As Russia extended its border southwards, it became increasingly
involved with Ottoman affairs. Not only because Russia gained control
of a swathe of Armenian territory, but also its support of Serbian
and Romanian independence Armenians increasingly viewed Russia as its
champion vis-a-vis the Ottomans. It is this volatile and potentially
incendiary development that Bournoutian will explore in his talk.

Born in Ishfahan, Iran, Bournoutian is the author of more than two
dozen books and numerous articles on the history of Armenia, Georgia,
Russia, the Ottoman Empire, Iran, and Azerbaijan. His book, “A Concise
History of the Armenian People,” published by Mazda Publishers and
already in its 6th edition (some 20,000 copies sold), is the basic
text for most Armenian courses offered in the United States. It has
been translated into Spanish, Arabic, Turkish, and Armenian, with
editions in Japanese, Persian and Russian forthcoming.

In addition to his post at Iona College, he has held visiting
appointments at Columbia University, Tufts University, New York
University, Rutgers University, the University of Connecticut,
California State University at Fresno, and Ramapo College. Bournoutian
resides in Haworth. He is an avid world traveler and is fluent in
eight languages. He holds B.A. and Ph.D. degrees in History from the
University of California at Los Angeles.

Ministry of Endowment Interrogates Preachers Who Promoted Particular
Political Sides and Bans Live Coverage of Friday Sermons Without
Permission

The Ministry of Endowment and Religious Affairs in the Kurdistan
Region Government started on Wednesday 4 September 2013 to interrogate
a number of mosque imams and preachers for indirectly promoting
particular political sides. The ministry also banned live coverage
of Friday prayers without official permission. Meanwhile, a number
of civil organizations announced the formation of a joint alliance to
monitor the parliamentary elections that will be held in the Kurdistan
Region on 21 September 2013.

Mariwan al-Naqshabandi, director of the Media Office in the Ministry of
Endowment and Religious Affairs, said that the ministry has previously
issued strict instructions to the preachers, clerics, and political
entities to refrain from using mosques or religious platforms for
election propaganda. He also noted that the ministry warned that
it would take legal and administrative measures against any of the
ministry’s personnel, including imams and preachers, if they do not
abide by those instructions during the election period.

Al-Naqshabandi added that a number of Friday preachers violated the
instructions; therefore, the ministry is currently interrogating
the violators.

He noted that five Friday preachers violated the ministry’s
instructions and indirectly promoted a particular political side.

Al-Naqshabandi said that the sermons are documented on videotape and
the Endowment Directorate in the Arbil Governorate will interrogate
the preachers and will submit a report to the minister of endowment,
who will decide on the punishment that the violators should get before
Friday 13 September 2013.

With regard to carrying live coverage of Friday prayers, the director
of the media office said that the ministry issued strict instructions
to the local television and satellite channels to refrain from covering
the Friday prayers without obtaining permission from the ministry. He
also warned that the ministry will bring to account all those who do
not abide by these instructions.

On a related development in the elections, a grouping made up of 56
non-governmental civil organizations announced the formation of an
alliance that aims to monitor the next parliamentary elections. This
came after a meeting held by these organizations upon a request from
the civil developments organizations, Spart for Media Development
[as received], and the Ahfad al-Salam [Grandsons of Peace] Network.

The supervisors of the alliance said that 500 observers have been
appointed so far and they will be distributed across the election
centres to monitor the parliamentary elections. The supervisors added
that roaming groups will also be sent to the election centres across
Kurdistan, noting that the alliance works on a voluntary basis and
aims to maintain honest and transparent elections. They noted that
they will provide media reports on the election day.

Thirty-one political entities are running for the Kurdistan
parliamentary elections slated to be held on 21 September, competing
for 111 seats. Nineteen entities will compete to win the general seats,
which consist of 100 seats, while five entities representing the
Turkoman component will compete for a five-seat quota. In addition,
a five-seat quota is allocated to the Christian component and one
seat to the Armenian component, which has four candidates.

COPYRIGHT ENFORCEMENT: NEW LAW WOULD MAKE PLAGIARISM A MISDEMEANOR

Through legislative changes law-makers and media experts in Armenia
hope to restrain unscrupulous reporters and media representatives
who often resort to plagiarism or make improper use of the content
produced by other news outlets without posting the reference to either
the author or the news outlet.

On Monday the parliament discussed and Tuesday unanimously passed
by first hearing the bill on amendments to the law on “Copyright
and Related Rights” submitted by Republican faction MP Arpine
Hovhannisyan. The law is co-authored by eight MPs from four factions
of the National Assembly.

The authors say the bill aims at defining in detail the order of
using articles (fully or partly) published by newspapers, magazines,
periodicals and internet news websites.

Article 22 of the law puts restrictions on usage of another’s work,
including properly identifying the source of the original content.

Violators would face a fine of up to about $480.

Prior to the drafting of this law a number of media turned to
self-regulatory measures by setting terms of cooperation trying this
way to fight widespread abuse of copyright. And although editors have
set terms of using one another’s production, reporters of Facebook
group “For Conscientious Reporting” come across articles in other
news outlets, where the fruit of their thought and efforts is stolen
or copy-pasted without proper reference to the author or the website.

Head of the Freedom of Speech Protection Committee Ashot Melikyan
told ArmeniaNow that the law is doubtlesssly going to need amendments.

“Nobody can claim for hundred percent that the law would act at
its fullest capacity, but the fact that the reporter community was
interested and initiated this process is a step aimed at making the
field healthier. It is very important for those breaking copyright
in their daily activities to straighten up and understand that it
is forbidden by the law. It is important that precedents happen when
breach of that law is punished, meaning if someone has violated the
copyright of the given media reporter, s/he should sue the wrongdoer,”
says Melikyan, stressing at the same time that he has noticed little
positive change in the field after the editors’ statement.
