A decision has been made to build an Armenian Genocide museum in
Uruguay. Head of the Hay Dat office of the Southern America Hakob
Tabakyan informed about this Armenpress.am.

“Uruguayan Government agrees with the idea. We hope to manage to
build the museum before the 100th anniversary of Armenian Genocide”,
he said. According to Tabakyan, now the plan is worked out to manage
the work. Especially the place of museum is under discussion.

“We are discussing where and how to build the museum. The most
important thing now is to fulfill the plan”, said Mr. Tabakyan.

Referring to the 100th anniversary of Armenian Genocide he underlined
that there are various plans which must be fulfilled in North America’s
countries.

Mr. Tabakyan also hopes that the Republic of Armenia will expand its
cooperation with the North American countries and will consider them
to be its counterparts.

Armenian President Serzh Sargsyan has sent a telegram of condolence
to his Kenyan counterpart Uhuru Kenyatta over the terrorist attack
on a Nairobi shopping mall that left nearly 70 people dead.

According to the presidential press service, in his telegram Sargsyan,
in particular, said: “Strongly condemning this terrorist act, I hope
that as a result of the measures being taken, those guilty will be
brought to justice. I express my deep condolences to you and the
families and relatives of the victims, wishing fortitude and courage
to them and a speedy recovery to the injured.”

In a separate message, disseminated by his press office, Sargsyan
congratulated German Chancellor Angela Merkel on her political bloc’s
election success. He expressed a hope for continued Armenian-German
cooperation based on “mutual trust and respect”.

September 3, 2013 will go in history books as a day when Armenia was
publicly humiliated by Russia. Why did the protagonists of Yerevan’s
attempt to get close to the west-Armenia’s Serge Sarkissian and senior
European Union (EU) officials–not foresee the train wreck speeding
their way?

Seeing no future in aligning with a “backward”,
dictatorial,domineering, dead-end and business-as-usual
Russia, Sarkissian wanted to align-politically, commercially and
culturally-with the west. He incredibly believed that he could do so
while retaining Armenia’s military alliance (meaning protection)
with the east. Meanwhile, the EU bureaucrats nonchalantly and
incomprehensibly assumed the Russia bear would play dead as Armenia
tried to drift from Moscow’s sphere of influence.

It’s no secret that since the end of the Second World War the west has
been encircling the USSR/Russia. With the demise of the Soviet Union,
the western borders of Russia was shut tight and an opening in the
Caucasus and the Central Asian “stans” became even more important
to Russia’s geopolitical interests. Russia “loss” of Georgia further
increased Armenia’s importance to Russia, especially since Azerbaijan
(“one people two nations” with NATO-member Turkey) is eager to send
the Russians packing.

There was no way Russia would have allowed Armenia to slip into
Europe’s embrace. To make Armenia even more vulnerable to Russia’s
suffocating hug, several realities about the Armenian condition should
be considered: blockaded by two hostile Turkic republics-one of them
incessantly threatening Armenia-Yerevan needs Moscow. It would take
Turkey’s huge army a mere few hours to swallow Armenia lock, stock
and Medzamor. Meanwhile, petrostate Azerbaijan is flexing its muscles,
thanks to nonstop weapons imports from at least 18 countries.

Armenia is also vulnerable to Russian economic pressure. Russia is,
by far, Armenia’s biggest export market. Russia owns most of Armenia’s
economic assets…and hundreds of thousand Armenians, who work in
Russia, send billions of dollars in remittances to their homeland.

Still with economics: While Armenia was sending love notes to EU and
Russia was putting on the economic screws on Yerevan, Brussels didn’t
hint at any economic aid to alleviate Armenia’s economic crisis.

Despite the above unpromising scenario, Panglossian Sarkissian
continued his courtship of the EU. (He also wouldn’t make public the
text of Armenia’s agreement with the EU. Critics said he didn’t want
to reveal EU’s negative stance toward liberated Artsakh).

After sending messages-through Russian think tanks and Russophile
Armenian journalists-Putin pulled out the big stick. Sarkissian had
to be brought to his senses before Armenia signed the EU Eastern
Partnership Agreement in mid-November in Vilnius, Lithuania.

Despite serving as a secret agent (1974 to 1991), Putin is not a subtle
man. He promptly sold $4 billion worth of weapons to Baku-his “ally’s”
belligerent foe. Then his foreign minister–Sergey Lavrov–dropped
hints which could be interpreted as Moscow’s support for Azerbaijan
sovereignty over Nagorno-Karapagh. And for good measure, Putin
increased the price of fuel he sells to Armenia.

Perhaps the Siberian Tiger-Whisperer was hoping the resulting price
rises would create political turmoil which would topple Sarkissian.

Pollyanna Sarkissian got the message. In early September he ate humble
pie and announced Armenia would join Putin’s Eurasia club. Goodbye
to Eurofication.

Sarkissian was the creative “brain” of this farce or Greek
tragedy-depending on one’s view. He ignored facts which are known even
high school students in Armenia. Armenia’s geopolitical situation
is such that it can’t survive without Russia. Armenia’s northern
neighbor-Georgia-is unreliable. Its southern neighbor-Iran-is
considered a pariah by the west and is under western economic and
political lockdown.

But Sarkissian is not the only party who miscalculated grievously.

What were the EU officials thinking when they began their courtship
of Armenia? Did they think Armenia would be allowed to slip out of
Russia’s shadow? And as the signing of the Partnership Agreement
got closer, why didn’t the EU make confidence-building political and
economic gestures to Armenia? While there were reports that Armenian
products were not up to scratch for the EU markets, there was no
encouraging word from Brussels.

After Armenia’s house of cards collapsed, to save face Sarkissian
kept mumbling that Armenia’s European Dream was not over. Meanwhile,
a senior EU official promised: “We definitely have not given up on
Armenia and the Armenian people.” The EU would not abandon Armenia.

When—and how many times–have Armenians heard similar empty and
hypocritical words, from the west?

In what must be the understatement of the year, the secretary general
of the European Friends of Armenia said that he believed Armenia’s
decision to join the Customs Union “was not a free choice.” Ahem.

Finally, there’s Putin. While his country depends dangerously on
the export of a single product, Putin has unrealistic ambitions
of reviving the truncated remains of the Soviet Union into a super
political-economic-military bloc. To realize his feeble dream, he
has dragged in two states (Kazakhstan where 24% of the population is
Russian) and Belarus to his bloc: the latter through blackmail.

Russia is in disarray. Corruption, rampant alcoholism, declining
birthrate, and a sharp drop in longevity have sent Russia to the sick
bay. To fend off further decline in population, Putin has offered
enticements to the citizens of some former Soviet republics to settle
in Russia.

The lumbering bear wants Armenia. And whether Armenia likes it or not,
sickly Russia is the only game in town.

Putin might have opened a Stolichnaya Elit to celebrate Sarkissian’s
U-turn, but the former KGB agent should know that a forced marriage
doesn’t bode well for the future of the relationship. Perhaps
he doesn’t realize that his loveless wedding not only humiliated
Sarkissian, but it also humiliated Armenians everywhere. His brutal
tactics will leave a permanent scar on Armenian-Russian relations. One
can’t force love. Unfortunately, Vlad the Impaler is no debonair
Casanova.

Despite the major U-turn that saw Armenia sharply change its political
vector in the direction of Russia, the two countries’ leaders remain
somewhat aloof.

At the opening of the Armenian cathedral in Moscow, President Serzh
Sargsyan and Vladimir Putin never met; neither did the Russian leader
visit Armenia, says the paper.

“It turns out that they didn’t meet at the Collective Security Treaty
Organization’s Council’s session in Sochi either. It was officially
confirmed yesterday that Putin had private talks with Kyrgyzstan’s
Preisdent Almazbek Atambayev and Belarus President Alexander
Lukashenko. But no meeting took place with Serzh Sargsyan. So we
wonder why Putin avoids the Armenian leader,” writes the paper.

Leader Of Talysh Movement Is In Yerevan

LEADER OF TALYSH MOVEMENT IS IN YEREVAN

The leader of the Talysh Movement, president of Talysh-Mughan
Autonomous Republic Alikram Hummatov is in Yerevan.

The purpose of his visit is to attend the presentation of the master’s
program of Talysh studies at Yerevan State University Chair of Iranian
Studies. The ceremony starts at 13.00, September 24.

Alikram Hummatov is for balanced steps in the Talysh liberation
movement, and sees the path of achieving independence of Talysh
Republic in transformation of the Republic of Azerbaijan to a
confederation, and if necessary, full independence.

During the visit Alikram Hummatov will meet with the representatives
of public, political and scientific circles. He will spend two days
in Artsakh and deliver a lecture at Artsakh State University.

C’est a une formation de juges, composee du President et de ses deux
assesseurs, visiblement econome de son temps, que Maître Krikorian
indiquait avoir besoin pour sa plaidoirie, d’une demi-heure. Pour
sa part, l’avocat des intimes, Maître Bruno Lombard semblait avoir
abandonne son attitude condescendante et le ton peu courtois de
ses conclusions.

Contrairement aux affaires precedentes appelees a l’audience du jour,
c’est le president lui-meme qui ayant pris connaissance du dossier,
resumait les faits attendus et conclusions, disant etre alle au
c~ur du litige, et reformulant les faits, les arguments et les
demandes presentees par les parties. Il a fait cette synthèse avec
une precision et un souci du detail etonnants, etant donne qu’il ne
dispose du dossier que depuis peu de temps et sachant la complexite
apparente de ce dossier.

Comme en instance de refere, le litige porte sur la Question
Prioritaire de Constitutionnalite (QPC), que les appelants demandent a
la Cour d’Appel de transmettre a la Cour de Cassation, une demande que
le juge des referes du TGI de Marseille avait rejetee par ordonnance
en juin de cette annee.

D’une voix claire et posee, Maître Krikorian commenca sa plaidoirie en
citant le nom des mandants, pour la plupart d’ ” origine armenienne “,
” pas tous, mais tous de nationalite francaise “. Sans jamais achopper
sur des mots, sans jamais se reprendre, hesiter ou se repeter, Maître
Krikorian a developpe son argumentation juridique, non sans rappeler
que le but etait de ” donner aux Armeniens, une protection contre la
negation “. Deplorant l’absence du Procureur de la Republique, il a
combattu la theorie ” fumeuse ” de l’acte de gouvernement que la partie
adverse avait elle-meme introduite dans le litige, pour justifier
l’absence de toute initiative de l’etat tendant a transposer dans le
droit francais la decision-cadre de novembre 2008 du Conseil Europeen.

De son côte, Maître Lombard se bornait aux arguments issus de la
jurisprudence et de la doctrine, certains d’ailleurs sans les avoir
mentionnes dans ses conclusions, ce qui est contraire au respect
du contradictoire.

On ne peut evidemment pas prejuger de la decision de la Cour dans
cette affaire engagee contre l’etat, mais une chose est sûre, c’est
que les Armeniens de France ont bien ete defendus. Dans cette audience

L’Institut-Musee du Genocide armenien de l’Academie nationale des
sciences de la Republique d’Armenie accueillera du 20 au 22 avril 2014
a Erevan une conference internationale intitulee ” La ligne de Front
dans le Caucase au cours de la Première Guerre mondiale. Genocide,
les refugies et l’aide humanitaire “, dedie a l’occasion du centenaire
de la Première Guerre mondiale.

L’objectif de la conference est d’etudier les faits historiques
inconnus sur les operations militaires sur le Front du Caucase lors de
la Première Guerre mondiale, l’existence des refugies dans les regions,
des actions militaires et la mise en ~uvre du genocide contre la
population armenienne sur les territoires de l’ex-empire ottoman et
l’ex empire russe pendant la guerre. Les sujets suivants seront parmi
les questions abordees par la Conference : la guerre et le genocide,
les militaires russes en tant que temoins du genocide, les photographes
militaire, la guerre et la science : l’archeologique et les etudes
ethnographiques en Armenie pendant la guerre, les crimes contre
l’humanite et la civilisation, le statut et la foi des prisonniers de
guerre et des disparus, le mouvement de la guerre et des benevoles,
l’aide humanitaire et les refugies, la charite sur le Front du Caucase.

Sous le pretexte de guerre, le gouvernement ottoman a commis le
genocide planifie contre la population armenienne non seulement en
Armenie occidentale et dans tout l’Empire ottoman, mais aussi dans
les regions voisines du Caucase du Nord et d’Iran. Les populations
grecque, assyrienne et Yezidi de la region ont egalement ete decimees.

Le president Serge Sarkissian a publiquement critique lundi les Etats
d’Asie centrale allies a l’Armenie dans le cadre du pacte de defense
dirigee par la Russie qui ont approuve la position de l’Azerbaïdjan
sur le conflit du Haut -Karabakh.

Sarkissian a semble pointer du doigt le Kazakhstan et le Kirghizistan
lors du sommet de l’Organisation du Traite de securite collective
(OTSC ) qui s’est tenu dans la ville de la mer Noire russe de Sotchi .

” Au cours des dernières annees, il y a eu des documents officiels,
y compris au niveau presidentiel, qui , a la demande de la partie
azerbaïdjanaise ne prennent en compte que le seul principe de
l’integrite territoriale au detriment d’autres principes , ” a-t-il
declare devant les presidents des deux Etats d’Asie centrale ainsi
que de la Russie, de la Bielorussie et du Tadjikistan .

Il a fait valoir que les Etats- Unis, la Russie et la France – les
trois puissances mediatrices – estiment que le conflit du Karabakh
doit etre resolu sur la base des principes de l’autodetermination du
peuple et du non-usage de la force .

” Naturellement , de nombreux pays ont leurs propres interets avec
l’Azerbaïdjan “, a poursuivi M. Sarkissian . “Mais nous ne pouvons
pas accepter que ces relations conduisent a l’adoption de documents
diriges contre les interets des Etats membres de l’OTSC et l’image
de l’organisation dans son ensemble. ”

” Cette question est particulièrement importante dans le contexte de
la rhetorique armenophobes du president de l’Azerbaïdjan et de ses
menaces constantes d’utiliser la force contre la population civile
du Haut-Karabakh, ” a-t-il declare dans un discours televise .

Le 16 août , le president kazakh Noursoultan Nazarbaïev et son
homologue kirghiz Almazbek Atambaïev avaient soutenu le principe
d’un règlement de la question du Haut-Karabakh ” a l’interieur des
frontières internationalement reconnues de l’Azerbaïdjan ” dans une
declaration commune adoptee lors d’un sommet des Etats turcophones
dans la ville azerbaïdjanaise de Gabala .

Les deux Etats d’Asie centrale ainsi que le Tadjikistan avaient
precedemment signe des declarations encore plus pro – azerbaïdjanaises
dans le cadre de l’Organisation de la cooperation islamique (OCI)
. Ce regroupement de plus de 50 Etats a majorite musulmane a condamne
a plusieurs reprises ” l’agression ” armenienne contre l’Azerbaïdjan .

Les ministres des Affaires etrangères des Etats membres de l’OCI ont
publie cette declaration lors d’une reunion a New York en septembre
2012. La reunion presidee par le ministre kazakh des Affaires
etrangères Yerzhan Kazykhanov avait declare que le conflit du Karabakh
devait etre regle ” sur la base du respect de la souverainete,
de l’integrite territoriale et de l’inviolabilite des frontières
internationalement reconnues de l’Azerbaïdjan. ”

Les dirigeants armeniens ont proteste contre l’approbation d’Etats
membres de l’OTSC a ces declarations avant meme le sommet de l’OTSC
a Sotchi. Sarkissian a declare lundi qu’elles s’incrivent en faux
contre ” l’esprit des decisions ” de l’alliance militaire dirigee
par la Russie . Il a cite une declaration de decembre 2012 dans
laquelle les chefs d’Etat membre de l’OTSC soutiennent a la fois les
principes d’integrite territoriale et d’autodetermination dans ce
conflit non resolu.

La Turquie rejuge les tueurs de Hrant Dink, «l’Arménien»

Un nouveau procès a débuté mardi en l’absence des commanditaires de
l’assassinat du journaliste.

La mort de Hrant Dink, abattu le 19 janvier 2007 à Istanbul, a
désormais des couleurs. Des marches à proximité du trottoir où le
journaliste d’origine arménienne s’est effondré ont été badigeonnées
en rouge bordeaux et en bleu par des inconnus la semaine dernière.
C’est une variante sinistre de la nouvelle mode des escaliers publics
repeints aux couleurs de l’arc-en-ciel par des activistes qui
contestent les dérives autoritaires du gouvernement
islamo-conservateur. Le bordeaux et le bleu sont les couleurs du club
de football de Trabzon, la ville de la mer Noire d’où est originaire
Ogün Samast, l’auteur des coups de feu contre Hrant Dink.

Les plus pessimistes y voient une manifestation de l’impunité des
commanditaires et un mauvais présage de plus concernant le nouveau
procès qui s’est ouvert mardi devant la 14e chambre criminelle, à
Istanbul.

En mai dernier, la Cour de cassation avait confirmé les condamnations
prononcées en première instance et estimé qu’il s’agissait bien d’un
crime organisé. Elle invalidait l’acquittement général prononcé en
2012 concernant l’existence d’un complot. Les avocats de la famille de
Hrant Dink sont satisfaits de cette reconnaissance mais s’inquiètent
d’une possible requalification des faits. «Le premier acte
d’accusation utilisait le terme d’organisation terroriste, qui était
composée de 18 membres, explique – Fethiye Çetin. Désormais, il ne
s’agit plus que d’une organisation criminelle de jeunes nationalistes
et elle ne compte plus que cinq membres.» Ce changement a minima fait
craindre que la lumière sur la dimension politique de l’exécution du
journaliste, qui était haï des nationalistes et harcelé par la
justice, ne soit jamais faite.

Disparition de pièces à conviction

Au cours de l’enquête, de nombreux éléments ont laissé suspecter une
implication de responsables des services de renseignements et de la
police dans la mort du rédacteur en chef du journal Argos, infatigable
porte-voix de la petite communauté arménienne de la Turquie. Mais des
pièces à conviction, comme les enregistrements de vidéos de caméras de
surveillance proches du lieu du crime, avaient disparu. Outre deux
complices, seuls Ogün Samast, gé de 17 ans au moment des faits, et
Yasin Hayal, considéré comme le cerveau, avaient été condamnés lors du
premier procès. Malgré les demandes répétées des parties civiles, les
magistrats ont toujours refusé d’enquêter sur les ramifications
possibles au sein de l’État et de lier le meurtre au réseau Ergenekon,
une structure militaro-mafieuse condamnée pour avoir cherché à
renverser le gouvernement islamo-conservateur.

Mardi matin, à l’ouverture de la nouvelle audience, environ deux cents
personnes ont manifesté devant le tribunal de Caglayan en criant
«l’État doit rendre des comptes». Seuls deux accusés, dont Yasin
Hayal, ont comparu à la barre. Dans une lettre rendue publique, la
famille de Hrant Dink, accuse «toutes les structures étatiques» d’être
«impliquées» dans son assassinat et explique refuser d’assister au
procès afin de ne pas faire «le jeu de l’État qui se moque de nous».

Never a dull moment

I’d been planning this little trip in my head for weeks, so now, sat
in the back of my Lada taxi heading out of Armenia’s capital Yerevan,
I couldn’t believe I’d be at my destination in half an hour.

I already knew the basics; that Armenia produces some of the finest
Cognacs in the world and can beat the French stuff hands down. And of
course I’d heard the famous Churchill story and so wanted to believe
it was true!

As I climbed the near hundred steps up towards the vast red-brick
fortress that loomed above me, I saw a solitary young woman standing
waiting for me.

Sevana, my own personal tour guide for Yerevan’s famous Ararat Cognac
Factory. She was the perfect guide in all ways and made it clear to me
that I should not hesitate to ask her anything.

I bit my tongue as I decided not to ask for her phone number, not yet
anyway. C’mon man, concentrate on the cognac!

As we walked from room to building, Sevana talked and I soaked up the
info like a sponge, learning that Cognac had been made in this valley
since 1887 and is to this day Armenia’s most import export, vital to
its economy.

`If it’s that good’ I asked, `why has barely anyone in the west heard about it?’

`Well of course, in Soviet times, it was not allowed to export Ararat
and the very best was kept for the Soviet elite. Even today, 85% of
our cognac is consumed in Russia.’

Suddenly we came to a stop. Sevana opened a door and we entered a vast
holding shed that contained hundreds of gigantic barrels which she
informed me contained thousands of litres of Cognacs.

The smell was wonderfully intoxicating and I breathed it in deep while
taking in the sight that stood before me.

Just as I was to ask a question, Sevana put her finger to my lips and
whispered with a smile `Sshhh, the cognac is sleeping.’

Towards the end of my tour, I was led into an opulent wood-panelled
room and proudly shown a display dedicated to the greatest Britain
ever.

`So, tell me, and be honest here, is the Churchill story true?’ I asked.

`Most definitely’ replied Sevana with conviction.

The story goes that Ararat Cognac was served up to Churchill,
Roosevelt and Stalin at the Yalta conference in February 1945 and on
learning of Churchill’s obvious love for it, Stalin (until his death)
reportedly sent our Mr C an astonishing 300 bottles of Ararat, every
year.

Churchill later claimed he had drunk enough of the stuff to fill three
railway carriages. Go Winston!

Eventually I was guided by Sevana into a room with marble floors.
Three crystal tasting glasses, three bottles of cognac and a jug of
iced mineral water sat waiting for us on a huge glass table.

`Now, you can taste the famous Ararat, if you care to?’

`Oh, I care! I care!’

The first dram was from a bottle of one-year-old Cognac and being
left-handed I picked up my crystal glass as I would normally do which
certainly got Sevana’s approval.

She explained: `Good, must always hold Cognac glass in left hand …
that way the Cognac stays closer to your heart.’

After a sip of water, it was on to the five-year-old stuff … oh yes,
getting smoother all the time. No going back now. Another generous sip
of water and it was time for the finale … the 10-year-old Ararat.

Oh goodness me, it was, one word – exquisite. I bought two bottles.

Twenty minutes later (minus Sevana’s number as I’d forgotten to ask
for it) I was sat in my taxi heading back to Yerevan and I couldn’t
but help think that the bottles I was clutching contained more than
just quality alcohol.

For here I was holding the same drink that had oiled three old, but
very important, men as they haggled and carved up central and east
Europe over 70 years ago.
