APARTMENT BUILDINGS TO BE BUILT IN NEW ALEPPO DISTRICT

YEREVAN, SEPTEMBER 24, ARMENPRESS: Instead of the one or two-storied
cottages, apartment buildings will be built for the Syrian Armenians
in the New Aleppo District. As Armenpress was reported by the Head
of Staff of the Ministry of Diaspora of the Republic of Armenia
Firdus Zakaryan, the decision of the Ministry has been changed, as a
lot of money is needed for the building of the cottages, instead of
which apartment buildings might be built to accommodate more Syrian
Armenians.

The Ministry announced earlier that by the decision of the Government
of the Republic of Armenia, the Ashtarak Municipality provided land
for the District. A part of money for the apartment will be covered
by the sponsor and the other part will be paid by the buyer. “We
suppose that the District will have about 500 apartments at the cost of
$50-60,000, the half of which will be paid by the Syrian Armenians”,
– said the Head of Staff of the Ministry of Diaspora of the Republic
of Armenia Firdus Zakaryan, emphasizing that there are 450 families,
who have already applied for the apartments.

Houses as well will be built in the New Aleppo District. The issue
is being discussed at the moment. Firdus Zakaryan informed that the
houses will be more expensive.

Currently about 10,000 Syrian Armenians live in Armenia, who are
permanently supported by the Ministry of Diaspora of the Republic
of Armenia in apartment and job issues. About 1000 Syrian Armenians
applied to the Ministry and were provided with jobs.

The situation was aggravated in Syria on August 21 when media informed
about using chemical weapons in the suburbs of Damascus. According to
preliminary information, 600 people were killed in the result of the
attack. According to other sources, numbers of the dead people reached
1300. After the incident the governmental forces and the opposition
announced about their non-participation in using chemical weapons
blaming each other in it. USA increased its military presence around
Syria activating the discussion of military intervention scenario. On
August 25 the Syrian government allowed the UN experts to visit the
possible areas of the chemical attack. The experts left Syria on
August 31, taking samples with them.

After visiting Sochi, President Serzh Sargsyan ordered to quickly
form a group made up of economists and businessmen that will present
in Moscow the economic risks of Armenia in case of its membership to
the Customs Union, Zhoghovurd says.

The group, headed by chairman of the Union of Manufacturers and
Businessmen (Employers) of Armenia, Arsen Ghazaryan, will leave for the
Russian capital today. Considering the fact that the group was formed
in a haste, it can be supposed that Russia wishes Armenia to complete
the Customs Union membership as soon as possible, the paper says.

ARMENIA’S TECTONIC SHIFT TO THE EAST: CHALLENGES AND POSSIBILITIES

Following the meeting in Moscow on September 3rd, the Presidents of
Armenia and Russia signed a joint statement, which confirms Armenia’s
desire to join the Customs Union (CU) and willingness to participate
in the formation of the Eurasian Union (EAU) by 2015.

The government of Armenia on Thursday, September 19th, already approved
an action plan to join the Customs Union. Seven working groups have
been set up to accelerate the process.

These developments came in as a big surprise especially for the EU, as
Brussels expected to sign an Association Agreement along with a Deep
and Comprehensive Free Trade Area (AA/DCFTA) component with Armenia
and other Eastern Partnership (EaP) states in Vilniusthis November.

For months, both the EU and Russia made it clear that Armenia had
to make a decision between the Customs Union membership or closer
association with the EU. The incompatibility of both blocs was
the center of gravity, despite official Yerevan’scontinuous (and
unsuccessful)attempts to break loose of that imposition.

Both the EU and Russia claim that their geostrategic plans are
not contrary to the other side’s, and even claim the opposite. If
this were the case, Russia and the EU would be more willing to work
together to find a mutually agreeable format of cooperation with the
six EaP states instead of moving towarda head-to-head collision.

Considering the close collaboration between Armenia and Russia in the
economic, political, and military spheres, this news should not come
as a total surprise. Russia maintains an army base in Armenia, owns
most of the country’s critical infrastructure, is the leading foreign
investor, and is home to the largest Armenian Diaspora in the world.

Having so much political and economic leverage over Armenia, Russia
did not face a major challenge in”convincing” Armenia of the greater
virtues ofthe CU over the AA/DCFTA.

Armenia’s chances for a possible membership in the EU are currently
close to zero, whereas the CU and consequently EAU membership
might prove to be beneficial in increasing Armenia’s international
relevance as part of a much larger entity. Taking into consideration
all the above-mentioned factors as well as the cultural and historical
connections with Russia, the CU was a more natural choice for Armenia
than the AA/DCFTA.

In making its decision, the Armenian leadership was not provided
with many (equally good) alternatives. Just like Russia, the EU was
not eager to allow Armenia much maneuver space: thus, Brussels has
its own share of the blame in regards to recent events. In choosing
between national security or further trade with the EU, Armenia chose
the former.

Armenia became a “victim” of the contention of the two sides,
regardless of its commitment to work with both. The question now,
however, is no longer if official Yerevan should choose between the
East or West, but rather how it should reap the utmost benefits from
the current situation and overcome its foreign policy challenges.

First, the Armenian leadership should, at the minimum, maintain
the same level of cooperation with the EU as it has thus far. The
EU remains a major trading partner and home to a sizable Armenian
Diaspora. This should be viewed in light of the country’s policy of
“Complimentarity” in foreign affairs- Armenia cannot afford to have
tense relations with Russia,the EU, or other major powers due to its
geopolitical situation.

The challenge for Armenia now is, parallel to the Russian projects,
trying to draw other foreign investments into the country to make
sure that the state does not become too dependent on Russia (as it is
the largest and richest member of the CU). Continuous interaction and
attraction of both Russian and non-Russian (even Belarusian and Kazakh)
foreign investments into Armenia is important. Additionally, Yerevan
should focus on increasing Diasporan investments into the country,
which will solve several issues at once, including deeper commercial
interaction with the compatriots abroad, domestic job-creation,
economic growth, and (hopefully) repatriation.

Proactive diplomacy can turn the balance to Armenia’s advantage. Given
the current strategic and political realities, Armenia can and should
capitalize on the situation to the maximum. The leadership mustbe more
engaged in the region and promote the state’s national interests. In
exchange for the decision to join the CU over AA/DCFTA, Armenia should
attempt to reap greater benefits from Moscow- be those economic,
political, military, or otherwise.Additionally, Yerevan should try to
mediate the relations between Georgia and Russia, since normalization
in relations would benefit Armenia as well. This will not only
serve Yerevan’s geopolitical interests, but also raise the country’s
international image as a successful mediator and reliable partner.

Inclusion of Artsakh, even informally, in the CU ought to be an
important objective. In a press briefing, Secretary of the Armenian
National Security Council Arthur Baghdasaryan assured that Artsakh
will be incorporated into the CU- something very unlikely to have
happened with the AA/DCFTA.

Parallel to the “Complimentarity” policy towards Russia and EU,
Armenia should look into further deepening of its ties with India,
China, and others- something that the leadership has not given as much
priorityas available thus far. Further cultivation of apolicy inclined
to develop and strengthen ties with the East should be one of Yerevan’s
top priorities. This will enable Armenia to create more alternatives
for itself and loosen its dependence on both Russia and the EU, hence
allowing for more flexibility in its foreign and domestic policies.

It is now in Yerevan’s absolute interest to work towards and lobby for
Ukraine’s (also Georgia and Moldova) membership in the CU, as Ukraine’s
accession would ensure CU’s, and subsequently ECU’s viability. Ukraine
is a major economic and political player in Eastern Europe and its
accession to the CU will be a great benefit for Armenia. Since the CU
accession decision has already been made, Yerevan can no longer afford
to stand on the sidelines and needs to take a much more proactive
role in promoting the CU, together with Russia.

Aside from Ukraine, Armenia should particularly push for Georgia’s CU
membership (or at least some other level of engagement) – something
not very likely in the near future, but not impossible either.

Georgia’s membership would solve the issue of not having a common
border with the other CU states, and would provide Armenia with better
conditions to access the Black Sea region and international markets as
part of a single economic space. In such a scenario, the unilateral
coercive blockades of Azerbaijan and Turkey would be obsolete and
would additionally ensure Azerbaijan’s relative regional isolation
from the ongoing processes.

In short, Armenia should intensively use its diplomatic clout,
Diaspora, and other channels present in Ukraine, Moldova, and Georgia
in a vigorous campaign to get those countriesto join the CU, or at
least gain an observer status.

Finally, Yerevan should push to accelerate the process of finalizing
the railway and oil pipeline projects with Iran, which would further
integrate Armenia into regional development projects and solidify
its position as a transit hub of goods and resources. This is a
project that Moscow and Beijing have shown interest in during recent
discussions with Armenian officials. A North-South transit route
would further (economically) legitimize the Eurasian Union project,
and prove to be a major boon to trans-regional firms engaged in
global commerce.Aside from regional and international benefits,
Armenia would simultaneously strengthen its domestic political and
economic environments.

If such a scenario is to play out, which is quiterealistic, Armenia
will come out much better positioned in the region and globally than
if it were to sign an AA/DCFTA with the EU. It is not too late to act
(if not already), but in this case the time is running against Armenia.

An Armenian monument expert has expressed his disagreement with the
clerical proposal for beatifying the victoms of Genocide.

Speaking to Tert.am, Samvel Karapetyan said the question, which has
been repeatedly raised by the Armenian Apostolic Church and is now
on the agenda of the Bisops’ Synod being held in St. Echmiadzin,
should not address the 1.5 people who died during the Genocide, but
rather those who helped the Armenian nation to survive the hard moment.

“The problem is not of course in the number of victims, but if those
victims had struggled and died for their homeland, I would be in favor
of their beatification. I do not want to say a rude word, but they
were martyred for the sake of nothing. They went to the grave with
bowed heads for the sake of nothing and without a struggle,” he said.

“If beatification is the issue, why don’t they beatify those who
fought and helped create the Republic of Armenia? Why don’t they
beatify [Garegin] Nzhdeh, David Bek-Pirumyan? Why don’t they beatify
[General] Andranik and the commanders and soldiers of the 1910s-1920s?”

Vardan Khachatryan, a theologist and a former parliament member,
holds the contrary viewpoints. He thinks beatification is important
given that the 1.5 people who died accepted their death for belief
and with obedience as did Jesus Christ.

“A central principle in Christianity is that a certain part of people
shared Jesus’ fate, and that’s why, they resurrected from the dead.

That, as a matter of fact, can be considered the repetition of Jesus’
fate, a behavior of Christians,” he told Tert.am.

“Considering the ancient tradition, and simultaneously the fact that
they are innocent victims who died without violating the principles
of faith, I don’t find it illogical. I assure you that there are two
factors here: first, they would have saved their lives by changing
their belief – while they didn’t – and second, I recall the words of
[Ottoman leader] Sultan Hamid, who said, ‘I respect the Armenians
because they never write letters from a death row saying they are
converting to Islam’.”

STEPANAKERT. – An opening ceremony of the park of friendship between
Shushi and Los Angeles took place in Shushi on Monday.

A statue of an angel, a symbol of two cities, was erected in the park,
Karabakh Foreign Ministry’s press service reported.

The opening ceremony was attended by representative of the California
Assembly, members of Los Angeles City Council, representatives of
Shushi administration, citizens and guests of Shushi.

The speakers underscored importance of further expansion and
strengthening of cooperation which was set up with the declaration
on establishment of friendly relations adopted on May 9, 2012.

Azerbaijani embassy in Canada is scrutinizing the information about
an illegal visit by the county’s MP Jim Karygiannis to the separatist
Nagorno-Karabakh region, Azerbaijani Foreign Ministry spokesman Elman
Abdullayev has said.

Abdullayev told a press conference that the Foreign Ministry has
already issued relevant instructions to the Azerbaijani embassy.

The reports about the Canadian MP’s visit to Azerbaijan’s occupied
territories were circulated by Armenian media on September 23.

Earlier, four foreign citizens blacklisted by Azerbaijan’s Foreign
Ministry for illegally visiting the Azerbaijani territories occupied
by Armenia were excluded from the list. They pointed out in their
appeals to Baku that they had been taken to Azerbaijan’s occupied
territories by deception.

Besides, California State Assembly Speaker John Perez has refused to
visit the occupied territories of Azerbaijan, an informed source told
Trend news agency on September 23.

“This indicates that officials of foreign countries no longer yield
to persuasion of the Armenians and do not want to be included in the
list of “persona non grata” of the Azerbaijani Foreign Ministry who
visited the occupied territories,” the source said.

Recently, Armenian media reported that a delegation of Californian
officials and representatives from the Armenian National Committee
of America (ANCA) are expected to visit Nagorno-Karabakh.

Unauthorized visits to Nagorno-Karabakh and other regions of Azerbaijan
occupied by Armenia are deemed illegal and individuals paying such
visits are included in the “black list” of the Foreign Ministry.

Earlier, the Foreign Ministry released a list of 335 people declared
persona non grata over illegal visits to the Armenian-occupied
territories.

Azerbaijan has repeatedly warned foreign officials and diplomats over
visits to its territories occupied by Armenia, saying this contradicts
international law. The Foreign Ministry has stated that such visits,
paid without prior notification of the relevant authorities of
Azerbaijan, are illegal and damaging to the settlement process on
the Nagorno-Karabakh conflict.

A precarious cease-fire has been in place between Azerbaijan and
Armenia since a lengthy war in the early 1990s that displaced over
a million Azerbaijanis. Armenian armed forces have occupied over
20 percent of Azerbaijan’s internationally recognized territory,
including the Nagorno-Karabakh region and seven surrounding districts.

The UN Security Council has adopted four resolutions on Armenian
withdrawal from the Azerbaijani territory, but they have not been
enforced to this day.

of Armenia Hranush Hakobyan received the head of the Armenian office
of UNHCR Kristoff Frederick Otto Biervirti. As Armenpress was informed

“Coordinating Center on Syrian-Armenian issues” NGO Lena Halajyan
was also present at the meeting.

The Minister of Diaspora underlined Armenian positions on the issue

suburb of New Aleppo that has already kicked off.

Stamp Devoted To The Armenian Joan Of Arc, Avrora Mardiganyan, Survi

of Arc, Avrora Mardiganyan, survivor of Genocide, has been issued
on September 24 in Armenian Genocide Museum. As Armenpress reports
the director of the Museum Hayk Demoyan noted that the Armenian
Postal service started to issue stamps on the 100th anniversary of
the Armenian Genocide. He noted that these steps bear particular
importance as they immortalize the heroes of those ages.

“This is importance for both the internal and the external audiences
of this event is great, as the stamps bear the main messages,”
Hayk Demoyan said. He noted that the initiative will have is
continuation. On the 100th anniversary of the Armenian Genocide

“Haypost” has already issued stamps devoted to German theologist
Johannes Lepsius, English diplomat James Bryce and the Genocide
survivor Avrora Mardiganyan.

In 1918 a film was screened in Holywood based on Avrora Mardiganyan’s
story called “The auction of the spirit”. In this film which was
presented in New York Avrora tells about the horrors of the Genocide
and the exile. Avrora was 14 when she lost her family during the
Genocide and later she was tortured and raped by Turks and Kurds. In
the film she told about all those horrors.

She was later remembered as the Armenian Joan of Arc. She escaped
from the Turkish harem of Kemal Effendi and in 1917 got to Erzrum,
later to St. Petersburg and New York.

Actor Plans To Translate From French Books On Armenian Genocide

ACTOR PLANS TO TRANSLATE FROM FRENCH BOOKS ON ARMENIAN GENOCIDE

YEREVAN. – Actor Vardan Petrosyan has planned to translate, from
French into Armenian, five or six books about the Armenian Genocide,
to publish them, and subsequently distribute them to university
students and lecturers.

Petrosyan informed the aforesaid during a press conference on Tuesday.

The actor noted that he has already found sponsors that will assist
in the translation and publication of these books. The respective
arrangements are expected to be concluded in November, and the work
should get underway in the beginning of next year.

He said the books are expected to be published before 2015; that is,
the 100th anniversary of the Armenian Genocide.

Vardan Petrosyan stated that these books were written by historians
and journalists, and they depict the events that took place during
the days of the Armenian Genocide and numerous shivering things.
