the interview with Aravot.am, regarding our question as to what steps
she intends to make for the incident with the Russian border guards.

To remind, that on September 25, on the way back to Yerevan from
Meghri, the representatives of RF FSS stopped the cars of “Heritage”
party members, and broke their cameras. Zaruhi Postanjyan said
that it should be still determined as to what extent the actions
of Russian border guards were legitimate. “They need to give an
explanation as to what right the RF SSS representatives had to be
there, and what functions they were performing there, because it is
not a border. It is 30 km of straight line far from the border with
Iran, and it would be even much longer if we go by the road. It is
not a territory controlled by absolute bordering procedures, and as
a citizen of Armenia, my, as well as fundamental rights of all other
citizens were limited over there because of them. We have the right
to be informed as to what these border guards were doing there, and
what the legal bases were for restricting our fundamental freedoms.”

The members of the Preparliament civil initiative are holding a protest
action to hinder the work of the new supermarket built in the area of
the Indoor Market by Samvel Alexanyan, MP from the ruling Republican
Party of Armenia.

To recall, despite the stormy public protests, the Indoor Market opened
on October 7, though only a small part of it – the market itself –
is currently operating.

The Preparliament members held a procession to the Indoor Market on
Wednesday. Samvel Alexanyan’s supporters met them near the Indoor
Market. Alexanyan himself also arrived at the place but refused to
answer the journalists’ questions.

Tigran Khzmalyan, a member of the Preparliament, said that they are
not going to give up the fight and will raise a strong wave of protest
to keep everybody from doing shopping in the oligarch-MP’s supermarket.

The Indoor Market was built in 1952 by Armenian architect Grigory
Aghababyan’s project and has been considered one of the symbols
of the Armenian capital since then. The repair inside the building
has damaged the original exterior of the building. In early June,
the municipality promised that the constructions erected inside the
building would be demolished and the original appearance would be
restored. However, these constructions have not been dismantled.

Two penalties (worth 200 thsd AMD and 2.5 mln AMD) have been imposed
on Market Number One CJSC, the owner of the market, under Article
154 of the Armenian Law “On Administrative Violations”.

Passenger Traffic Through Zvartnost Airport Declines By 2.6 Percent

PASSENGER TRAFFIC THROUGH ZVARTNOST AIRPORT DECLINES BY 2.6 PERCENT IN NINE MONTHS

YEREVAN, October 9. / ARKA /. Armenia’s international airport Zvartnots
said it had handled 1,240,418 passengers in the first nine months of
this year, by 2.6 percent less than in the same time span last year.

According to a statement posted on the official website of Armenia’s
Chief Civil Aviation Department, the passenger traffic in September
increased by 15.8 % from July.

Some 637,828 people were said to have left the country in the first
9 months, down from 665,239 people in the first 9 months of 2012. And
602,590 arrived in the country against 608,438 in Jan.-Aug. 2012.

During the reporting period 3,061 metric tons of goods were imported
to Armenia through Zvartnots airport, a decline of 22.5% year-on-year
and 4,545 tons were taken out, a decline of 1%.

The total number of takeoffs and landings dropped to 6,338 from 7,961
in the first 9 months of 2012.

Zvartnots airport is run by Armenia International Airports runs
Zvartnots airport in accordance with a 30-year concession granted by
the Armenian government in 2001. The owner of the company is a New
York-based holding company, in which 100% is owned by Argentinean
businessman Eduardo Eurnekian. -0-

UN Security Council urges Azerbaijan to stop breaching the ceasefire
regime achieved in 1994 at the request of the Azerbaijani authorities,
said Vahram Kajoyan, Armenia’s representative at the 68th Session
of the UN Security Council. He recalled that Azerbaijan is breaching
the ceasefire nearly every day.

“Azerbaijan is the only country to boast of its military budget at
the same time threatening Armenia and speaking of peaceful resolution
of the Karabakh conflict.

This means that the Azerbaijani authorities are waging a twin policy,”
he said. If the Azerbaijani authorities really advocate for return of
refugees, they ought to accept the current format of the OSCE Minsk
Group and its demands.

“Considering all the official statements of the Azerbaijani
authorities, one can state that we deal with a country with prospering
racism and xenophobia,” Kajoyan said.

Terrorism occurs where there is no tolerance, which leads to radical
nationalist sentiments in society, Armenian Deputy Speaker Edward
Sharmazanov said at a meeting of the standing committee on defense
and security of the CIS Inter-parliamentary Assembly in St. Petersburg.

Addressing the participants, Sharmazanov noted that the fight against
terrorism is on the agenda of the CIS countries, including Armenia. He
also expressed regret over the fact that in CIS area there are still
countries sowing inter-ethnic and inter-religious enmity.

He stressed that some CIS countries, considering certain nations their
enemies, are sowing hatred in new generations. He also noted that the
emergence of terrorism contributes to the arms race and belligerent
calls aimed at resolving confrontation.

In Manucharyan’s words, a universal man is the same in all countries
of the world.

“A universal man is a man who is principally an infringement against
humanity because [, in this way,] the very important human qualities
are disappearing,” he argued.

Debut De L’application De La Loi D’amnistie En Armenie

DEBUT DE L’APPLICATION DE LA LOI D’AMNISTIE EN ARMENIE

Des centaines de detenus en Armenie devraient etre liberes des prisons
après une loi d’amnistie generale adoptee par le parlement la semaine
dernière. Son application a commence dès hier.

Dans l’ensemble, on prevoit que la loi adoptee a l’occasion du 22ème
anniversaire de l’independance de l’Armenie concernera entre 1 300
de 4 600 detenus. Environ 600 vont etre liberes immediatement, tandis
que les autres verront leur peine de prison raccourcie.

La loi s’applique aux condamnes qui ont commis des crimes avant le
1er septembre 2013, y compris ceux qui purgent des peines pour des
crimes, tels que l’assassinat et le viol.

Selon le ministère de la justice, les donnees sur les condamnes
amnisties seront publiees après le 14 octobre.

Pendant ce temps, des experts en droit supposent qu’un certain nombre
d’anciens hauts responsables condamnes feront partis des beneficiaires
de la legislation. L’un d’eux, l’ancien chef de la police routière
Markar Ohanian, a ete libere de la prison d’Erevan hier matin.

Le colonel Ohanian, arrete en 2011, a plus tard ete condamne a six ans
de prison pour avoir commis un detournement de fonds publics de grande
echelle. Il a ete accueilli par de nombreux amis a sa liberation. Il
a refuse de repondre aux questions des journalistes, en affirmant
seulement qu’il se rendait chez lui et ne voulait pas en parler.

Parmi ceux qui sont susceptibles de beneficier de l’amnistie, on compte
plusieurs jeunes membres de l’opposition, y compris le militant du
Congrès National Armenien Tigran Arakelian. Il purge une peine de
six ans de prison pour avoir pretendument agresse un agent de police.

L’appel d’Arakelian est toujours en cours. Si sa peine actuelle est
augmentee, il sera probablement admissible a une liberation.

L’amnistie actuelle est la neuvième depuis que l’Armenie a acquis
son independance et la troisième au cours des quatre dernières
annees. Les deux actes anterieurs passes en 2009 et 2011 ont
abouti a la liberation d’un grand nombre de membres de l’opposition
condamnes sur des accusations decoulant de leur rôle presume dans
les affrontements post- electoraux en mars 2008.

Deutsche Post DHL is taking its GARD program (“Get Airports Ready
for Disaster”) to the Zvartnots international airport in the Armenian
capital of Yerevan and the Gyumri regional airport in the northwestern
part of the country. The training will take place from October 7-10
and will prepare airport personnel and infrastructure for the special
logistical challenges that accompany natural disasters. The training
demonstrates how logistics capacities and local expertise can be
optimally utilized, bottlenecks prevented and inbound relief supplies
handled quickly and efficiently after an extreme natural event.

Twenty-five years ago, Armenia was hit by a devastating earthquake
that left some 25,000 people dead. One of the 60 most disaster-prone
countries in the world, the country faces a heightened risk of natural
catastrophes, including earthquakes, drought and flooding.

“Again and again, we have experienced that natural disasters pose
special challenges for logistics in particular and require a fast
support,” said Christof Ehrhart, Director of Corporate Communications
und Responsibility at Deutsche Post DHL. “Our GARD initiative is
designed to provide our logistics know-how to local experts in a timely
fashion and thus make the work following a natural disaster easier.”

After conducting successful GARD trainings in Indonesia, Nepal,
Bangladesh, Lebanon, Turkey, El Salvador, the Philippines and Panama,
DHL, the world’s leading transport and logistics company, together
with the United Nations Development Programme (UNDP), will head to
Yerevan and Gyumri and provide emergency preparedness training to
its 22nd airport.

Disaster preparedness and risk reduction

“Lessons from the devastating earthquake in 1988 forced national
authorities to reconsider their response to natural disasters. For
almost a decade, UNDP has been supporting national counterparts
to increase awareness, to promote disaster preparedness and risk
reduction, to establish the concept of national disaster management;
as well as to change institutional, legal and regulatory frameworks.

Substantial progress has been made – a National Disaster Risk Reduction
Strategy and Action Plan have been developed and a National Platform
was officially adopted by the government,” said Claire Medina, UNDP
Deputy Resident Representative in Armenia.

“Airports are considered one of the most important and strategic
objects of any country and their role in emergency preparedness and
response is outstanding. Recently the Ministry of Emergency Situations
of the Republic of Armenia took control over the “Stepanavan” airport
in the northern part of Armenia. It will be reconstructed and used for
humanitarian purposes! The GARD training will improve the skills of the
airport’s personnel and cooperation between airports and Ministry,”
said Sergey Azaryan, General-Major and Head of Rescue Service,
Ministry of Emergency Situations – Armenia.

Fast and effective processing of relief goods

As part of the program, airport staff and representatives of local
agencies and government authorities will assess the local site and
develop customized and detailed emergency response plans. Employees
from different local airports took part in previous training sessions
so that they could apply what they learned at their own facilities.

Participants will include the Zvartnots airport staff as well as
security officials and government agency representatives. This will
ensure that every participant in the logistics operations internalizes
the training.

“GARD is a very praxis-oriented initiative that makes the work at
airports after a disaster more efficient,” said Edward Kaspersky,
Managing Director of DHL Armenia. “The training makes it possible
for us to work hand-in-hand with Armenian airport employees. We are
pleased to be able to make a contribution here.”

The GARD training program was created in 2009 by Deutsche Post DHL
and UNDP. It was developed on the basis of the personal experiences
of DHL Disaster Response Teams and UN personnel made during relief
operations, and aims at the fast and effective processing of relief
goods. The program is conducted by experienced trainers and logistics
experts from Deutsche Post DHL.

the Nagorno Karabakh Republic Karen Mirzoyan received the delegation of
students of the Diplomatic School of the Armenian Foreign Ministry on
October 7 2013, headed by the Director of the School Vahe Gabrielyan,
which was on a familiarization visit to Stepanakert. As Armenpress
was reported by the Press Service of the NKR MFA, welcoming the
initiative of the Diplomatic School in organizing annual visits,
the Foreign Minister noted that they started to obtain a traditional
character and expressed confidence that such visits would allow the
future diplomats to form a true and accurate view on the political,
cultural, and economic life in Artsakh.

Karen Mirzoyan presented to the students of the Diplomatic School the
main directions of the NKR foreign policy, the tasks of the Ministry
and the structure and functions of the NKR MFA.

The NKR Foreign Minister Karen Mirzoyan answered numerous questions
of the participants.

At the end of the meeting, Minister Karen Mirzoyan awarded Vahe
Gabrielyan with the jubilee commemorative medal dedicated to the 20th
anniversary of the NKR MFA.
