Armenian among 10 more MPs leaving Ukraine president’s faction

Ten more members of the Verkhovna Rada (Supreme Council) of
Ukraine–which is the country’s parliament–have left the parliamentary
faction of President Viktor Yanukovych’s Party of Regions (a
Russophone political party of Ukraine).

Rada Deputy Chairman Ruslan Koshulynsky stated the aforementioned,
Liga Novosti reports.

In his words, Armenian MP Nver Mkhitaryan likewise has left the faction.

Earlier, seventeen Rada members plus Volodymyr Makeyenko, Head of Kyiv
City State Administration, had left the Party of Regions faction.

Beginning March 1, not all services provided by Armenian polyclinics
will be free. Citizens not listed in special groups will have to make
payments for laboratory services, Haykakan Zhamanak writes.

With part of the sum to be paid by the state, the remaining part has
to be paid by the citizen. Also, from March 1, those entitled to use
free health services under the “state order” system will receive
documents confirming such right.

The ruling regime’s zeal in adopting more and more unpopular measures
has put Armenia on the verge of a default, with the only solution they
offer being the “accumulative” robbery or some ridiculous fines for no
OMI policy…

It is very hard to speak of economic component of any issues in
Armenia, given that the actions of the authorities contain neither
macroeconomic components nor economic criteria. The bankruptcy of the
authorities emerges in economy when they stake on indirect taxes and
take indirect measures to replenish the budget. Imposing indirect
taxes is the easiest thing today. Look at VAT on the vital foodstuffs,
it is an additional load on consumers. It is interesting that we do
not often notice it. If VAT turns insufficient for the budget
replenishment, the authorities resort to excise tax, additional
customs duties, property taxes, absurd fines for not having
third-party liability insurance policy. After all, this burden lies
heavy on the nation. What we see now in the country means that the
authorities no longer have any natural methods to replenish the
budget. Meanwhile 60%-65% of GDP of Germany is the share of SMEs. In
Japan this indicator reaches nearly 90%. In other developed countries
the major taxes are profit and incomes taxes – direct taxes collected
from the real sector of economy. One needs no deep analysis to make
sure that the Armenian authorities grab hold on the scandalous
mandatory accumulative pension system to replenish the budget. At the
latest meeting of Yerkrapah Union of Volunteers, Serzh Sargsyan made
quite abstract statements, including on the pension reform.
Nevertheless, the president declared quite sincerely that ‘these
money are necessary for our economy,’ Considering that any economy is
developed at the expense of anything but the government funds, the
president probably meant the necessity to cover the budget deficit.
Admitting that the ‘authorities spend their political resource’ being
well aware that 80% of the population opposes the pension reforms, the
president, actually, reaffirmed that the authorities are at the end of
their tether.

For many years Armenia was moving towards Europe, was harmonizing its
laws to European requirements, but all of a sudden, it decided to join
the Customs Union. Let’s talk about this…

Whenever I ask my colleagues who are in power now about the Customs
Union, they whisper to me that the Union is a guarantee of
Nagorno-Karabakh’s security. I don’t like whispering as I think that
in the 21st century politics must be open. My belief is that
Nagorno-Karabakh’s security cannot be based on a five-minute whisper
between Vladimir Putin and Serzh Sargsyan. Security cannot be based on
personalities, it must be fixed on paper. I doubt that the Customs
Union will give Armenia economic benefits. Today almost all experts
say that the growth in customs duties that will follow Armenia’s
joining the Customs Union will result in growing prices inside the
country. And there is no guarantee that the collected duties will be
used for our benefit. Part of it will be given in kickbacks, the rest
will go to those in power. Direct investment of just one billion of
USD would create at least 50,000-60,000 in Armenia and would make
solvent almost 1/4 of the local population. Nobody seems to care
though. They look to be happy enough at having just $3,000 per capita
GDP and $4bln national budget.

Customs Union membership does not seem to imply independent
investments in Armenia – unless they are politically motivated…

The Armenian authorities hope that Russia will grant their request to
exempt from customs duties as many as 600-800 products imported into
Armenia but Russia is aware how corrupt they are. Armenia is a pure
consumer as it produces almost no goods. 30-50% of its population are
poor. So, well aware of this the local authorities have kept import
duties low so as to prevent any big growth in the consumer goods
basket. Russia’s economy is based on oil and gas exports and low-tech
expensive production.

Do you mean that the only way for the Russians to protect their market
is to keep their import duties high?

Yes, I do. Once Armenia joins the Customs Union, it will have to
accept its home consumer-friendly model, so, it will be a road to an
abyss for us. The Customs and Eurasian unions are not systematic
projects. They are based on the personalities of Putin, Nazarbayev,
Lukashenko and Sargsyan. Should at least one of them quit, the whole
project may sink – or at least it will continue without Armenia. With
Europe the Armenian authorities kept feigning commitment to integrate
in hope that they were smarter than the Europeans. With Russia this
will hardly work out as it is the Russians who want to see us as part
of the Customs Union.

What will be the consequences of growing essentials prices?

I think this will result in a new wave of emigration. Once the
consumer goods basket in Armenia grows, the earnings of the several
hundreds of thousands of Armenia working in Russia will drop and they
will no longer be able to transfer money to their families in Armenia
and will prefer taking them to Russia. This may cause a social riot
but they in the Kremlin do not care as the only reason why they
‘invited’ Armenia into the Customs Union was to show Europe who wears
the pants in the post-Soviet area. Armenia was small fish in this
game. Russia’s key target here were Ukraine and the EU’s Eastern
Partnership program.

Will it be good for Armenia if Russia becomes even stronger due to its
Eurasian integration projects?

The problem is that the Armenian authorities do not think
strategically. For example, they are not asking themselves if Russia’s
strengthening in the post-Soviet area will be good for them.
Theoretically, this will not be good for us. Practically, our
authorities are not even thinking about this. We are consistently
moving towards self-isolation from both regional and global processes.
This notwithstanding, we are in a better geo-political situation than
Azerbaijan and Georgia: Azerbaijan has bad relations with the West and
Iran, Georgia is at odds with Russia, while we have good relations
with all the parties. But what our authorities mostly care about is
how to retain their power – this is the key reason why we are in
isolation and why our people are becoming increasingly defiant.
Armenia’s relations with Russia are based on bootlicking. As a result,
we have ceased to be a serious factor for them in the Kremlin. All
they need to do should any problem arise is just to call Serzh
Sargsyan.

title in the open chess tournaments held in Graz, Austria.

Without any defeat in all the rounds, the sportsman scored 7.5 out of
the possible 8 points, reportsArmches.am.

The competitions brought together a total of 88 participants.

According to the data of the NKR Defense Army, about 250 cases of
ceasefire violation by the Azerbaijani side were registered at the
line of contact between the armed forces of Nagorno Karabakh and
Azerbaijan from February 16 to 22.

The rival fired more than 1,500 shots from weapons of different
caliber in the direction of the Armenian positions.

The activeness of the rival was pressured as a result of the
retaliatory actions taken by the front divisions of the Defense Army,
Press Service of the NKR Ministry of Defense reports.

La FAO va fournir à l’Arménie une assistance de 459 000$

L’Organisation des Nations unies pour l’alimentation et l’agriculture
(FAO) fournira à l’Arménie une assistance de 459 000 $ pour renforcer
la culture des légumes selon le ministre de l’agriculture Sergo
Karapetian.

Le secteur de l’agriculture d’Arménie représente 23% du PIB. Les
légumes sont cultivés sur 27 000 hectares de terres et assurent plus
de 200 millions de $ de revenu, ce qui représente plus de 20% du
revenu agricole généré au total.

Actuellement, seulement 5% des graines sont fournies par le Centre
scientifique des melons et des cultures industrielles appartenant à
l’Etat, tandis que 70 pour cent des achats de semences ne sont pas
contrôlés du tout.

Le but du programme est d’établir une base pour le développement d’un
système viable et durable de production de semences certifiées.

Après la démission de l’entraîneur national Vartan Minassian, la
sélection arménienne cherche un nouveau sélectionneur.
L’arméno-uruguayen Sergio Markarian (69 ans) qui a jadis entraîné de
nombreux clubs d’Amérique latine ainsi que les sélections du Paraguay
et du Pérou pourrait selon certaines informations prendre la charge de
l’équipe d’Arménie. En 2009 la Fédération arménienne de football avait
déjà invité l’arméno-uruguayen à prendre la tête de la sélection
nationale d’Arménie. Sans parvenir à un accord. Le 5 mars à Krasnodar
(Russie), l’Arménie -classée 30e équipe mondiale- sera opposée en
match amical à la Russie.

Le 20 février, l’Association Nationale des Anciens Combattants et
Résistants Arméniens (ANACRA), dirigée par son président Antoine
Bagdikian, avec l’Aumônerie Israélite des Armées (AIA), représentée
par Haïm Korsia, Aumônier général, ont présidé à un hommage officiel à
la mémoire de Missak Manouchian et ses camarades de l’Affiche rouge,
en présence de nombreuses personnalités du corps diplomatique, du
monde politique, de la communauté juive, musulmane et arménienne.

Dans son discours, Antoine Bagdikian s’est attaché à retracer sa
rencontre avec Mélinée Manouchian en 1983, et désormais l’hommage qui
devra être rendu à son héros de mari. (voir encadrés : cliquer sur les

L’ambassadeur de la République d’Arménie en France, Viguen
Tchitetchian, a clôturé les prises de paroles en faisant part de sa
grande “fierté à cette cérémonie d’hommage officielle de la résistance
en l’honneur du Groupe Manouchian”. Il contera l’histoire du crime
commis contre le lieutenant Margaryan assassiné par le soldat azéri
Safarov, et après une minute de silence, l’ambassadeur reviendra sur
le sort de ces étrangers qui ont donné leur vie pour la France,
survivants du génocide des Arméniens.

Après le déjeuner, les convives ont été invités à visiter le Musée de
l’École militaire, puis ils se ont rendus sous l’Arc de Triomphe pour
une cérémonie de ravivage de la Flamme du Soldat inconnu.

EUROPEAN FREE ALLIANCE DELEGATION TO VISIT KARABAKH

Along the lines of the 12th General Assembly of the European Free
Alliance (EFA), Nagorno-Karabakh Republic (NKR) National Assembly
Speaker Ashot Ghulyan met with members of the EFA Chairmanship,
on February 14.

At the press conference on the results of his visit to Spain, Ghulyan
stated that the EFA Chairmanship members were presented the NKR’s
state structure, objectives and challenges, and the Karabakh peace
process. The parties also discussed the possible avenues for the
development of cooperation with EFA.

“A delegation from the EFA Chairmanship will visit Nagorno-Karabakh
in the coming months, to get acquainted on location with our history,
postwar realities, and our vision for the development of a democratic,
legal and social state,” Ghulyan noted.

In Ashot Ghulyan’s words, the cooperation with EFA should be
considered within the framework of interparliamentary and inter-party
collaboration.

The 12th General Assembly of the European Free Alliance was held in
Spain, on February 14 and 15.

Safaryan Urges Government To Resume Production Of Rubber At Nairit P

SAFARYAN URGES GOVERNMENT TO RESUME PRODUCTION OF RUBBER AT NAIRIT PLANT

YEREVAN, February 20. / ARKA /. Vazgen Safaryan, head of the Union
of Domestic Commodity Producers, urged the government today to do
everything possible to resume production of synthetic rubber at
chemical plant Nairit.

Officials from Russian state-owned oil company Rosneft, Pirelli
Tyre Russia and Rosneft- Armenia signed in Yerevan on December
25 a memorandum of understanding to establish a joint venture for
production of synthetic rubber at Nirit. The memorandum and several
other agreements aimed at enhancing cooperation were signed after
the meeting of Armenian President Serzh Sargsyan with Rosneft head
Igor Sechin.

Later, Prime Minister Tigran Sargsyan said Rosneft planned to invest
$400 million in construction of a new plant in Armenia. Also Russian
ambassador to Armenia, Ivan Volynkin, expressed hope that Nairit’s
personnel would be recruited by the new enterprise.

Safaryan said to a news conference today that to begin production of
rubber Nairit may start cooperation with Yerevan thermal power plant
and use gas shipped by Iran and pay for it by rubber. This way the
plant may generate proceeds to pay back its huge debt, he said.

In 2006, 90% of Nairit’s shares were sold to British RHinoville
Property Limited for $40 million. The remaining 10% belong to
the Armenian government. RHinоville Property Limited was set up
by Polish Samex, US Intertex and Russian Eurogaz. In April 2010 the
plant stopped producing rubber. Before the halt, it sold synthetic
rubber to EU countries, Russia (about 30% of the exports), the United
States and 20 other countries.

In January the Moscow Arbitration Court ruled that Rhinoville Property
Limited pay $107.95 million to the Interstate Bank. Particularly,
the court ordered that the company pay $ 68.6 million of principal
debt as well as interests and penalty on an Interstate Bank loan.

Representatives of the defendant, as well as Nairit did not attend
the court session despite being notified.

According to media reports, in 2006 the Interstate Bank opened a $70
million credit line for Rhinoville Property Limited. The Interstate
Bank filed also another lawsuit against Nairit, which acts as a
guarantor of the loan, for the recovery of $25.183 million.

In 2013 February the court returned the lawsuit against the bank
on grounds that it was filed with a violation of the rules, but the
appeal court overturned this ruling. The new court hearing on this
lawsuit is scheduled for March 11. -0-
