INTRODUCTION OF MANDATORY FUNDED PENSION SYSTEM IN ARMENIA DIFFICULT TO IMPLEMENT IN PRACTICE – DEMOGRAPHER

YEREVAN, March 3, /ARKA/. Introduction of mandatory funded pension
system in Armenia is theoretically possible, but difficult to implement
in practice, said demographer Ruben Yeganyan.

“If the population of the country, particularly young people,
embraced by the new pension scheme, were solvent, this reform would
be acceptable in theory, but in practice it is difficult to imagine,”
he told ARKA.

According to him, the pension reform will create additional financial
hardship for the population, which is already facing numerous
difficulties.

Yeganyan argued that the segment of the population who the new scheme
embraces should be given freedom to choose it voluntarily.

Armenia’s Constitutional Court suspended last month Article 76 of the
new pension law, which provides for penalties for failed or delayed
pension tax payments, and the third paragraph of Article 86, which
obligates employed citizens to choose a pension fund, among other
parts of the law. The Court says it will conclude the inquiry on
March 28, 2014.

The constitutionality of the law was challenged by three opposition
parties in the National Assembly — the Armenian National Congress,
the Armenian Revolutionary Federation, and the Heritage Party —
along with the usually pro-government Prosperous Armenia Party.

The new pension system requires that all Armenian citizens born
after 1973 pay social security taxes equivalent to 5 percent of their
monthly wages, which will be matched and doubled by the government.

That money has to be deposited with private pension funds licensed
by the government late last December. -0-

shocked by the March 1 demonstration of the Armenian National Congress
(ANC).

Speaking about ANC leader Levon Ter-Petrosyan’s speech, she said the
statements of the first president raised many questions. Bisharyan
said she was appalled by comparison between Georgian PM Bidzina
Ivanishvili and Prosperous Armenia leader Gagik Tsarkyan.

In turn, former deputy defense minister Vahan Shirkhanyan was
surprised only by Levon Ter-Petrosyan’s positive attitude towards
joining Customs Union.

On March 1, about 100 villagers gathered in the center of Karbi,
a village in Armenia’s Aragatsotn marz (province), to meet with
Aragatsotn marzpet (regional governor) Sargis Sahakyan, the village
mayor, and a representative of the developer company building a
hydroelectric plant near the villages of Karbi and Ohanavan. Several
members of the Pan-Armenian Environmental Front (PAEF) were also
present at the meeting.

According to a statement issued by PAEF, Karbi residents are against
the construction. They argue that the a hydroelectric plant will
consume so much water from the Aparan reservoir that there won’t be
any irrigation water for their apple orchards. Meanwhile, sometimes
there is not enough irrigation water for them even today.

According to the environmentalists, during the nearly two-hour long
meeting, there was still no response to the question of whether there
is a project under which this construction should be carried out.

“The villagers themselves didn’t know eventually what is being built:
a hydroelectric plant, a waterline, a reservoir, a fishpond, or
something else? The marzpet and the representative of the developer,
on one hand, insisted that what is being built is not a nuclear power
plant, and on the other hand, guaranteed that the construction of a
hydroelectric plant will not reduce the villagers’ irrigation water,”
PAEF wrote on its Facebook page.

An Armenian political analyst on Monday drew parallels between
Nagorno-Karabakh and the autonomous region of Crimea, considering
the statuses of both the result of major historical errors.

Sergey Shakaryants said he thinks that in case Crimea becomes an
independent state or is returned to Russia that will positively
impact the settlement of the Nagorno-Karabakh conflict conflict,
significantly facilitating the process.

“A historical fact was violated in both cases. Crimea’s handover
to Ukraine resulted from an overnight decision, likewise Artsakh
[Nagorno-Karabakh] and Nakhicevan were handed over to Azerbaijan.

Crimea’s independence or return will be extremely advantageous to
Armenia,” he told a news conference.

The expert said he doesn’t expect any war in Crimea, noting that the
country does not have forces powerful enough to fight back the Russian
Black Sea Fleet. “The Black Sea Fleet alone is powerful enough to
solve the problem; even if there is an intervention by Turkey. The
navy will fight back Turkey’s [forces] in just 48 hours,” he added.

Addressing the Ukrainian crisis, Shakaryants said he doesn’t absolutely
find it a revolution. He described the tensions as just an attempt
to replace one class of oligarchs with another.

The Russian Foreign Ministry says Russia is in broad agreement with
China on the situation in crisis-hit Ukraine.

The ministry’s announcement followed a telephone conversation between
Russian Foreign Minister Sergei Lavrov and his Chinese counterpart
Wang Yi on Monday.

“The foreign ministers have exchanged their views on the situation
in Ukraine. They noted a broad overlap of the Russian and Chinese
views on the current situation in and around this country (Ukraine),”
the Russian Foreign Ministry said.

In addition, the Russian ministry said the two ministers pledged to
continue close contacts on the issue.

Meanwhile, UN Secretary General Ban Ki-moon is expected to meet
with Lavrov later in the day on the sidelines of the UN Human Rights
Council in Geneva to discuss the spiraling crisis in Ukraine.

The developments come as seven major industrialized countries
denounced Russia’s military actions in Ukraine’s semi-autonomous
Republic of Crimea.

On March 1, the upper house of the Russian parliament unanimously
approved a request by President Vladimir Putin to deploy troops into
the Crimea if necessary.

The approval came after Crimea’s regional Prime Minister Sergey
Aksenov asked Putin to help restore peace and calm in the region
amid tensions over the region’s resistance against new pro-Western
authorities in Kiev.

Russia has dispatched hundreds of its troops to the Ukrainian territory
of Crimea “to protect its interests and also of those Russian speakers
in that region.”

Pour se rendre chez Arsène Tchakarian, Ã Vitry-sur-Seine
(Val-de-Marne), on peut passer par la place du 19-Mars-1962 et son
monument aux morts. On peut aussi prendre l’avenue du
Groupe-Manouchian… réseau de résistants dont il est, Ã 97 ans, le
dernier survivant.

Le teint mat et le regard vif, l’homme ouvre le portail de son
pavillon en pointant du doigt une voiture française garée dans la rue.
« Je conduis encore, lance-t-il avec fierté. D’ailleurs, depuis la
Libération, je n’ai dû prendre le métro que deux ou trois fois. »
Arsène Tchakarian se tient droit, parle bien. Beaucoup. « Je suis
assez bavard », prévient-il en s’asseyant derrière son bureau, aménagé
sous une véranda en bordure de jardin.

Armé de ses notes « pour ne rien oublier », le patriarche (il a 25
arrière-petits-enfants) assure avoir raconté ses aventures dans « plus
de 220 conférences », une « histoire magnifique », sourit-il. Né en
Turquie, élevé en Bulgarie, Arsène est arrivé Ã Paris avec sa famille
au début des années 1930. En 1943, il a 27 ans et fréquente déjà son
ami Missak Manouchian, issu comme lui de la communauté arménienne et
de la CGT. « Un homme très intelligent et très cultivé, se
souvient-il. Il avait été journaliste et poète. Entre 1940 et 1942,
nous distribuions ensemble des tracts anti-hitlériens. » Une guerre
des mots, prémices d’une action plus pre.

Après l’unification de la Résistance, Tchakarian et Manouchian
prennent part à la première armée secrète. « C’était quelque chose de
très organisé. Nous étions des commandos, nous utilisions des faux
noms. Je ne connaissais l’identité de personne, excepté Manouchian. »
C’est avec lui et Marcel Rayman qu’il commet le 17 mars 1943 un
premier attentat à la grenade contre une vingtaine de feldgendarmes, Ã
Levallois-Perret. « Pour passer à l’attaque, il fallait être rusé,
mais il fallait aussi avoir du courage. Moi, j’ai toujours eu beaucoup
de sang-froid. Si je haïssais les Allemands ? J’ai beau être un petit
immigré arménien, j’ai subi l’occupation comme tout le monde. J’ai eu
froid, j’ai eu faim et je suis allé au front en 1939. Je me suis plus
battu pour la France que certains Français. J’étais un dur. »

Un dur ?qui, 70 ans plus tard, ne se laisse pas déborder par ses
émotions en racontant la dizaine d’actions auxquelles il a participé,
à la tête d’un petit groupe. « Tout ce que je peux dire, c’est que
mettre des obus dans un canon, ce n’est pas pareil que de se dresser
en face d’un homme et pointer une arme vers lui », concède-t-il avec
pudeur.

Ce n’est que lorsqu’il évoque celui qui l’a aidé Ã se cacher, un
camarade de bataillon, que l’oeil se met à briller. « Frédéric
Navar… vous pouvez noter son nom. Ce qu’il a fait est juste
formidable. » Quand les 23 du groupe Manouchian sont arrêtés, Arsène
se terre dans un petit appartement de Montrouge (Hauts-de-Seine). A sa
sortie, l’Affiche rouge est placardée sur les murs de la capitale. «
Ce que j’ai ressenti ? Des fois, il vaut mieux arrêter de penser »,
soupire l’homme qui rejoindra ensuite la Résistance, notamment en
Gironde.

Après 1945, Arsène explore les archives, écrit des livres et en vient
à la conclusion que les Manouchian sont tombés du fait d’un traître,
une version contestée par les historiens. Dernier encore debout, il se
sent toujours investi d’une mission. « Il faut que je raconte cette
histoire parce que je ne serai pas toujours lÃ. Mais je n’ai pas peur
de la mort. J’ai eu une vie bien remplie. »

Azeri pundits split on prospects for European integration

Baku, 28 February: There is no alternative to European integration for
Azerbaijan. This was the leitmotif of the debates the National Council
of Democratic Forces organized in the media centre on Friday [28
February].

Members of opposition parties, experts and civil society activists
attended the discussion. Developments in Ukraine make topical public
debates on signing with the EU an association agreement, which
Azerbaijan refrains from.

Association agreement with EU

“Soon Georgia and Moldova will sign an association agreement with the
EU, while the rejection of this agreement by the former Ukrainian
government caused a revolution in Ukraine. Hence, Azerbaijan too must
sign an association agreement,” Gultakin Hacibayli, member of the
National Council of Democratic Forces, said.

The debaters criticized the Azerbaijani government for delaying
membership of the World Trade Organization. This happens because
bringing the customs system in line with international standards and
liberalizing the domestic [market] does not suit interests of state
officials.

“Azerbaijan wishes to sign a strategic partnership agreement. But an
associative agreement is in line with national interests. It envisages
full integration of Azerbaijan into Europe,” expert Leyla Aliyeva
said.

Energy and democracy

During the debates it was pointed out that over the past 20 years
Azerbaijan has moved further from European values towards
authoritarianism. The EU in its relations with Azerbaijan relied more
on energy resources, rather than on democratic values. The EU also
displayed double standards when admitting Cyprus and rejecting
Turkey’s membership bid. Armenia has practically become a part of
Russia, but the EU still does not change its treatment of this
country. Influence of the EU on settling conflicts in Georgia and
Azerbaijan is not felt. Therefore, Azerbaijani voters doubt that EU
membership will facilitate a fair solution to the Karabakh conflict,
head of the REAL movement’s board, Erkin Qadirli, said.

“The money of the corrupted regime and bribe-taking state officials
are not kept in Russian banks, but in those of Europe and the USA.
Then they channel these funds to Azerbaijan in the form of foreign
investments,” lawyer Aslan Ismayilov said.

Regional integration

During discussions it was said that the European integration process
will only expand. Soon the interests of the European Union and the
Azerbaijani authorities may clash and this can happen as early as in
the 2015 parliamentary election. The Azerbaijani regime may face the
pressure that was put on [Ukrainian President] Yanukovych. The events
of 2008 in Georgia also showed this. The EU and NATO show no interest
in integrating states individually. Therefore, integration must be
conducted on the regional level. The South Caucasus countries may
integrate between themselves, further within the post-Soviet state and
later within the framework of the European Union. European integration
is necessary and geographic borders of Europe are turning into
political borders.

Azerbaijan falls short of European standards

The head of the National Council of Democratic Forces, Camil Hasanli,
believes that Azerbaijan is moving away from European integration.
There can be no talk of European standards in a country where 600,000
families, or 2m people, receive targeted social welfare and half of
the population has left [the country] to earn money. According to
Hasanli, [Azerbaijani President] Ilham Aliyev explains the rejection
of WTO membership by caring about the domestic market. However, in
reality the authorities pursue their own monopolist interests. The
course of the incumbent Azerbaijani regime runs counter to interests
of the people and European values, Hasanli said. He also reproached
European countries for weak support for democracy in Azerbaijan. The
EU and OSCE countries should not have recognized the [2013]
presidential election outcome, he said.

Islamists demand levy from Christians in Syrian city

An al Qaeda splinter group has demanded that Christians in a Syrian
city it controls pay a levy in gold and curb displays of their faith
in return for protection, according to a statement posted online on
Wednesday, Reuters reported.

The Islamic State in Iraq and the Levant (ISIL), mainly composed of foreign
fighters, is widely considered the most radical of the groups fighting
President Bashar al-Assad, and is also engaged in a violent struggle with
rival Islamist rebels.

Its directive to Christians in the eastern city of Raqqa is the latest
evidence of the group’s ambition to establish a state in Syria founded on
radical Islamist principles, a prospect that concerns Western and Arab
backers of other rebel groups fighting Assad.

ISIL said it would ensure Christians’ safety in exchange for the levy and
their adherence to restrictions on their faith, citing the Islamic legal
precept of ‘dhimma.’

It said Christians must not make renovations to churches or other religious
buildings, display religious insignia outside of churches, ring church
bells or pray in public.

It demanded every Christian man pay a tax of up to 17 grams of gold, a levy
that was common in Muslim states centuries ago.

The directive also bans Christians from owning weapons and from selling
pork or wine to Muslims or drinking wine in public.
