Prosperous Armenia Party sees no need for constitutional reform

At present Armenia does not need any constitutional reform, as the
effective Constitution is able to settle the problems in the country,
including the one connected with human rights and freedoms, and
establishment of a social and legal state. The statement came from
Naira Zohrabyan, Secretary of Prosperous Armenia Party (PAP), in
response to ArmInfo’s request for comments on occasion of the
Constitution Day that is celebrated in Armenia on 5 July.

Zohrabyan said Armenia’s major problems are not imperfect laws or
Constitution, but non-fulfillment of the regulatory acts and
provisions of these laws.

“The human rights and freedoms are protected on paper, but ignored in
practice. That is the problem. It is necessary to settle these
problems by properly fulfilling the legislation, but not initiating
Constitutional reforms. Fulfilling the requirements of our
Constitution, we can achieve real success in establishment of a social
and legal state,” the parliamentarian claims.

To recall, the President initiated a project of constitutional reforms
that feature transition to the parliamentary system of government in
Armenia. The document, particularly, calls to expand the parliament’s
supervisory powers, authorize the legislative body to elect the
president for a 7-year term. Sargsyan assures he does not seek the
prime minister’s post.

On July 5 Armenia celebrates the Constitution Day. The Constitution
was adopted in 1995. On 27 November 2005, the document underwent
certain amendments under president Robert Kocharyan.

Ravenne en Italie. Elle était accompagnée au piano par Hector Papadia.

L’Azerbaïdjan est l’un des pays les plus corrompus de la planète.
Cette semaine nous avons été informés par le site azéri Vesti.az qu’un
recteur de l’Université de Gandja (ex-Kirovabad), avait négocié 300
faux diplômes avec ses étudiants. La police vient d’arrêter les
complices du recteur qui négocié certains de ses diplômes à plus de 6
000 dollars. Des diplômes qui autorisaient les étudiants à exercer le
métier d’enseignant. L’an dernier le recteur en question, un certain
Ramiz Mamedov avait été libéré de ses fonctions. Une enquête est menée
pour récupérer les faux diplômes.

On July 4 Serzh Sargsyan visited the U.S. embassy. Serzh Sargsyan
hailed the new level of the U.S. Armenian relations and increase of
American investments in the Armenian economy.

A few days ago U.S. Ambassador Heffern told the Voice of America that
the decision to sell Vorotan Cascade to Contour Global is especially
important. It is an important sector – energy. Earlier the sector was
dominated by Russian companies. The deal will a signal to investors of
the U.S. and Western countries and help prove that Armenia is open to
business, Heffern said.

Did Serzh Sargsyan mean the deal of Vorotan when he mentioned American
capital? He has not expressed his opinion on the deal yet which is a
real test on the U.S.-Armenian relations. Some non-governmental
parties of Armenia are against the deal. Robert Kocharyan said the
only positive thing about the deal is the appearance of a U.S. company
in the Armenian energy sector. Meanwhile, the terms and conditions of
the deal are not favorable for Armenia.

Indignation with Vorotan is expressed in the context of silent
surrender of all the other facilities of the energy sector to Russia.
And this is evidence that this indignation has a political ground
supported by Russia.

When the American ambassador spoke about signals, he apparently meant
the rumors on cancelling the deal. Heffern warns that the United
States will perceive it as a lack of will to cooperate, inability to
handle autonomously its own energy sector. As soon as that signal is
given, the United States may altogether lose interest in Armenia which
is now perceived as an important political factor in the region.

On the other hand, the deal may signal that Armenia is open to
diversification of its energy sector and the entire economy.
Afterwards, the American side may offer to build the new nuclear plant
of Armenia. It is known that Armenia is currently negotiating with
Russia on a 300 million dollar loan to reconstruct the NPP. Meanwhile,
the United States was ready to award a grant for enhancing the
security of the Armenian NPP.

Hence, it is interesting whether Heffern and Serzh Sargsyan spoke
about the Armenian energy sector or everything will end up in general
statements

La perspective de la reouverture de la ligne ferroviaire desaffectee
reliant actuellement l’Armenie avec le monde exterieur semble realiste
de certains a Erevan, mais d’autres pensent que la remise en marche
de la section abkhaze du rail Trans-Caucase n’a aucune perspective
pour le moment.

La section du chemin de fer a ete fermee en 1993 a la suite de
la guerre entre la Georgie et l’Abkhazie et elle est devenue l’un
des facteurs qui ont ajoute au blocus economique de l’Armenie. Les
speculations sur une possible nouvelle reouverture de la liaison est
devenue plus active la semaine dernière lorsque le president armenien
Serge Sarkissian a effectue une visite en Georgie.

Avant de se rendre a Tbilissi, Sarkissian a egalement rencontre le
president de la compagnie russe des chemins de fer Vladimir Yakounine,
qui a recommande que l’Armenie se focalise sur le chemin de fer
abkhaze. Mais peu de la question semble avoir ete discute lors de la
visite du chef armenien en Georgie.

Directeur de l’Institut du Caucase base a Erevan Alexandre Iskandaryan
pense qu’il y a beaucoup de problèmes non resolus lies a la reouverture
de cette section du chemin de fer, au moins dans un proche avenir,
il sera impossible de resoudre la question.

Pendant ce temps, l’expert de la Georgie Johnny Melikian considère
la reouverture du chemin de fer comme realiste et pense qu’elle sera
benefique non seulement pour l’Armenie, mais aussi pour la Georgie
et l’Abkhazie.

Des manifestations de masse exigeant la demission du president
Alexandre Ankvab ont commence en Abkhazie fin mai. Finalement,
le gouvernement est tombe et des forces preconisant des liens plus
etroits avec la Russie sont arrives au pouvoir en Abkhazie. Selon
Melikian, les nouvelles autorites de Soukhoumi reconnaissent l’aide
de la Russie, mais ils pensent aussi que l’Abkhazie doit developper
sa propre economie.

The protracted Nagorno-Karabakh conflict again appears to be in
the focus of attention of the world’s powers. While some analysts
in Armenia are convinced that the recent more intensified ceasefire
violations at the Karabakh-Azerbaijani and Armenian-Azerbaijani borders
have been directly or indirectly provoked by Russia, the United States
and France (that co-chair the OSCE Minsk Group along with Russia)
have called for re-opening talks on Karabakh as soon as possible.

The number of border incidents has increased considerably in the past
month or so, while during the past seven days Azerbaijan opened fire
at residential areas on the Armenian side in the northeastern province
of Tavush. A 12-year-old Armenian child was wounded in the Berd area
on Monday.

Member of Parliament, former Foreign Minister of Armenia Alexander
Arzumanyan believes that the Azerbaijani side’s activities are
conditioned by Russia’s interests.

“The recent developments show the processes by which they try to draw
us and Azerbaijan into another war. I don’t think that Armenia is
interested in the resumption of hostilities, as we have no problem to
solve, and certain forces, some players are trying to plunge us into
war, which can have very dangerous consequences,” Arzumanyan told a
press conference in Yerevan on Wednesday.

The opposition lawmaker added that in his opinion Azerbaijan is not
ready for a full-scale war either. “The moment Azerbaijan feels it
can solve the problem in the battlefield, it will certainly go to
war. So, there are forces that direct Azerbaijan, and whether they
do it directly or indirectly is another matter.”

According to Arzumanyan, since the signing of the truce in 1994 Russia
has always wanted to deploy its troops in the region, and the current
border incidents also serve this purpose.

“As the experience of our 200-year-old relationship shows, at some
point Russia starts treating us like small change for solving
its geopolitical problems,” argued the former foreign minister,
stressing that “with a clear conscience Russia is ready to discuss
Nagorno-Karabakh’s future in the context of Azerbaijan’s joining the
Customs Union.”

The foreign ministers of Armenia and Karabakh met in Yerevan on
Wednesday and also discussed the activities of Azerbaijan in the
recent period, describing them as “targeted provocations”. They said
these actions “once again prove Azerbaijan’s unconstructive stance.”

Meanwhile, Arzumanyan called on Armenian diplomats to draw the
international community’s attention to these incidents. Remarkably,
there is already international reaction to these events as France and
the United States have again called for renewed peace talks between
Armenia and Azerbaijan.

In particular, Jen Psaki, the US State Department spokesperson,
called on both sides to redouble their efforts at the negotiation
table during a press briefing July 2.

“Obviously, inflammatory rhetoric and statements run counter to the
principle of reducing tensions, and so we certainly think that that
damages the peace process, and that’s why we’re encouraging them
to redouble their efforts,” Psaki said, expressing hope that “the
presidents of Armenia and Azerbaijan will accept French President
Hollande’s invitation to hold a summit in Paris as soon as possible.”

A similar appeal was made by the French Foreign Ministry spokesman
during a question-and-answer session: “France urges the parties to
refrain from statements that are contrary to confidence building and
calls the parties to active work.”

Commenting on the Public Services Regulatory Commission’s Tuesday
decision to raise the prices of electric power, the paper says that
a further hike is highly likely next spring.

With the Nuclear Power Plant expected to close for repairs for about
two years, the per kilowatt price for energy will this time surge by
8-10 Drams ($0.019 – $0.024), claims the paper.

“Against the backdrop of the tariff surge, the property owned by the
Public Services Regulatory Commission’s members and their closest
people acquires a special charm,” says the paper, noting that the
Commission’s chairman, Robert Nazaryan, is almost officially a
millionaire, with declared income worth 0.5 million US Dollars.

The paper says that Nazaryan annually receives 8.180 million Drams
(over $20,000) from the state budget to approve proposed hikes in
different service prices.

center in Armenia, Minister of Agriculture Sergo Karapetyan told
Armenian News-NEWS.am.

In Karapetyan’s words, two options are considered at present. They are
the Chinvan enterprise in Vanadzor city, and the automobile loading
plant in Charentsavan city.

Chinvan assembles Chinese tractors, whereas the Charentsavan plant
does not operate at the present time.

La police a arrete 27 militants lors d’une des manifestations contre
les augmentations prevues des tarifs de l’electricite. La manifestation
a eu lieu a l’exterieur des bureaux de la Commission de regulation
des services publics.

Dans la soiree quatre representants de l’opposition parlementaires
ont visite le poste de police demandant la liberation des personnes
arretees.

Les deputes ont mentionne que les materiaux seront envoyes a la
delegation armenienne de l’Assemblee parlementaire du Conseil de

blessees.

La manifestation faisait suite a des plans pour augmenter le coût de
l’electricite d’environ 10 pour cent a compter du 1er Août.

Après que la police a commence a faire des arrestations, les activistes
se sont assis. Les manifestants affirment que la police a alors
commence a retirer les gens du sol, les attrapant par les oreilles, etc

Karabakh President Receives Armenian Philanthropist From The Diaspor

KARABAKH PRESIDENT RECEIVES ARMENIAN PHILANTHROPIST FROM THE DIASPORA

STEPANAKERT, July 2. /ARKA/. Premier of Nagorno-Karabakh Republic
(NKR) Ara Harutiunyan received Armenian philanthropist from the
Diaspora Levon Nazaryan on Tuesday.

Nazaryan’s family is funding the reconstruction of the dormitory of
the Shushi Technical College, the press office of NKR’s government
reported.

The premier expressed his gratitude to the philanthropist for modern
and convenient conditions being created for students.

The college is expected to open in September 2015 after the
reconstruction.

Nazaryan briefed the premier on subsequent projects and stressed the
willingness of his family to do their best for enhancing educational
