Le gouvernement armenien a dementi lundi les affirmations des autorites
de Crimee qu’une compagnie aerienne russe a commence des vols directs
a partir de la region de la mer Noire annexe par la Russie a l’Armenie.

Anatoly Tsurkin, le ministre des Transports de Crimee, a declare a
l’agence de nouvelles Interfax que la compagnie aerienne Grozny Avia
a effectue son vol inaugural vers Erevan dimanche matin. Il a dit
que l’avion de la compagnie Grozny Avia allait rentrer lundi vers la
capitale de la Crimee Simferopol.

YEREVAN, November 21. /ARKA/. Russia’s president Vladimir Putin awarded
Order of Friendship to advisor to Armenia’s president Karine Minasyan,
Novosti-Armenia reported referring to the Kremlin website.

The award is given for major contribution to the strengthening of
friendship and cooperation with the Russian Federation and to the
development of economic and trade ties, according to the report.

Minasyan was appointed as advisor to president on June 7. She was

Drastic Rise In Armenia’s Potato Prices Tied To Deficit Due To Crop

DRASTIC RISE IN ARMENIA’S POTATO PRICES TIED TO DEFICIT DUE TO CROP FAILURE IN SHIRAK

YEREVAN, November 21. /ARKA/. Potato prices have risen drastically
in Armenia due to deficit caused by crop failure in Shirak region
of the country, vice-president of the National Academy of Consumers
Ruben Haytyan told journalists on Thursday.

The potato prices have gone up from 120-130 drams to 250-300 drams
per kilo, he said.

Main potato suppliers in the Armenian market are farmers of
Gegharkunik, Lori and Shiran regions of Armenia and farms of Javakhk
of neighboring Georgia with prevailing ethnic Armenian population.

Potato crops in Shirak dropped by 13% due to unfavorable weather
conditions, no potatoes have been imported from Javakhk so far,
Haytyan said.

This year potatoes are supplied only from Gegharkunik and Lori, which
is insufficient as they are in the list of essential commodities in
Armenia, along with bread, milk, eggs and vegetable oil, Haytyan said.

According to the ministry of agriculture, potato crops totaled 691,400
tons in 2014. The current price for potatoes is 210-230 drams per
kilo on average. -0–

EEU Membership To Enable Armenia Integrating In Russian Industry

EEU MEMBERSHIP TO ENABLE ARMENIA INTEGRATING IN RUSSIAN INDUSTRY

YEREVAN, November 21. /ARKA/. Accession to the Eurasian Economic Union
(EEU) will give Armenia a chance to integrate in the Russian industrial
environment, head of Armenia’s Union of Local Manufacturers Vazgen
Safaryan said on the air on Sputnik-Armenia radio channel on Thursday,
as cited by Novosti-Armenia.

The EU sanctions against Russia made the Russian president turn to
local producers. In this respect, while joining the EEU, Armenia can
directly integrate in the Russian market, Safaryan said.

In particular, according to him, opportunities open up for integrating
in the Russian high-tech. Today Armenian scientists have certain
research and development projects that do not materialize because of
lack of finance, he said.

Safaryan also noted there are certain agreements with the Russian union
of machine-builders that set up a mechanical engineering coordination
council within the EEU, and Armenia is trying to promote its proposals
in the council and arrange joint production.

According to the expert, quite favorable conditions are there for
Armenia as many Russian economists say today the country should turn
to a new and deeper science and technology industrial policy.

Industry accounts for about 17% of Armenia’s GDP; services are 41%
and agriculture 19%, and there is great potential for expansion,
Safaryan said.

“We have already gained: the fact that Armenia is receiving gas
at reduced tariffs and enjoys certain preferences in oil product
supplies, is already an achievement. As to further developments,
we get an access to a 170-million market, first of all in terms of
agricultural sales”, Safaryan said.

On October 10 Armenia signed the EEU treaty that comes into effect

Armenia’s human rights defender has asked the Council of Europe’s
commissioner for human rights to assist in the return of the downed
Armenian helicopter’s crew.

In a latter to Nils Muižnieks, Karen Andreasyan expresses concerns
over Azerbaijan’s continuing gun attacks targeted at the crash site,
considering the armed violence a serious violation of the international
humanitarian law.

“I am deeply concerned and worried over the fate of helicopter’s
three-member crew. The unarmed helicopter was hit by the Azerbaijani
armed forces during a training flight on November 12.

“Eight days have passed since the incident, but Azerbaijani side won’t
allow access to the helicopter to recover the crew members, despite
the calls by the OSCE chairperson-in-office’s personal representative
and the International Committee of the Red Cross. To make the matters
worse, the Azebraijani side did not allow the OSCE representatives
to conduct a monitoring in the crash site.

“Keeping the crashed helicopter’s crew under fire for days conflicts
with not only the norms of international humanitarian law –
particularly the provisions of the Geneva Convention[s] – but also
violates the principles of elementary morality and conscience. In case
of a chance to approach the crashed helicopter’s pilots to deliver
medical aid, it could have been possible to save at least one of them.

“I call on you not to stand by idly and assist in the return of
the helicopter’s crew to the Armenian side, as well as ensure a
comprehensive, unbiased and transparent probe into the incident,”
he added.

Zhengyalov Hats, a combination of various types of greens with dough is
one of the most famous dishes in Artsakh cuisine. There are different
Zhengyalov Hats recipes with a mix of up to 20 kinds of greens. Beyond
Karabakh, it’s very popular in Armenian towns of Kapan and Goris. In
some areas, it’s also made with nettle.

Making Zhengyalov Hats is a ceremony that is meant to bring family
members and friends together.

PAN has written down the recipe and found the ingredients essential
for making this dish.

Filling: greens – kndzmindzuk, trtnjuk, simsimok, timtinok, pttapashar,
pravu port, chrchrok, ptutkun, tesni, mokhratal (kind of spinach),
flax leaves, grapes leaves, dill, coriander, mint, beet tops, aveluk,
onions. The greens should be cut into tiny pieces and covered with
a towel.

Dough: flour, salt. The dough should be stiff but soft and left for
half an hour in a warm place.

Preparation: divide the dough into small round pieces with a diameter
of about 5cm. Roll each out (as for lavash), adding salt, pepper and
oil (about two spoons) to the cut greens, and then put the mix on the
flat, leaving about 1-1.5cm from the edges and sticking them together.

Press the flat gently and put in a hot sadzha (cast-iron roaster).

Bake for about 10-12 minutes.

TEHRAN- Iranian Energy Minister Hamid Chitchian announced that Iran
and Armenia have finalized an agreement on the construction of a
hydroelectric power plant in Armenia, the Fars News Agency reported
on Monday.

Chitchian made the remarks in the inaugural ceremony of the 10th
International Water and Wastewater Exhibition of Iran (WATEX 2104),
which opened yesterday at the Tehran Permanent International
Fairgrounds.

The official said Iranian companies will start construction of the
power plant soon.

Iranian private companies are currently implementing water projects
in 20 countries.

Iran has exported over $4.35 billion of technical and engineering
services since the beginning of the current Iranian calendar year
(March 21), according to Iranian Deputy Energy Minister Esmaeil
Mahsouli.

On June 15, an official with the Trade Promotion Organization of Iran
(TPOI) said the country’s annual technical and engineering exports
is projected to hit $7.6 billion in the current Iranian calendar year.

Iran exported $2.261 billion worth of technical and engineering
services in the past Iranian calendar year.

On June 16, the secretary of International Consultants and Contractors
Association of Iran (ICCA) said the country’s annual technical and
engineering exports value is projected to reach $10 billion in less
than five years.

WASHINGTON

WASHINGTON (AP) – To Armenian-Americans, the display Tuesday of a
hand-woven rug at the White House Visitor’s Center represented a
hard-fought victory in their push for official recognition of the
killings of their ancestors experienced nearly a century ago.

“It’s a silent, beautiful rebuttal to those who deny the murder of
a million-and-a-half people,” said Democratic Rep. Adam Schiff.

Schiff was one of several members of Congress at the event. The
lawmakers represent districts with thousands of Armenian-Americans.

The rug, hand-woven by orphans and delivered to President Calvin
Coolidge in 1925, has mostly sat in storage since the Coolidge family
returned it to the White House in 1982 as a gift. It measures 11.5
feet by 19 feet (3 by 6 meters), took 18 months to complete and
contains more than 4 million knots.

Armenian-Americans want the U.S. government to acknowledge that
the deaths of their ancestors constituted a genocide, a term used
to describe violence intended to destroy an entire group based on
ethnicity, race or religion.

Historians estimate that up to 1.5 million Armenians were killed by
Ottoman Turks around the time of World War I, an event widely viewed by
scholars as the first genocide of the 20th century. Turkey, however,
denies that the deaths constituted genocide, saying the toll has been
inflated and that those killed were victims of civil war and unrest.

The United States does not call the deaths genocide; doing so could
risk U.S. relations with Turkey, an important ally. Turkey withdrew
its U.S. ambassador four years ago when a House panel approved
a resolution branding the killing of Armenians as genocide. The
resolution eventually stalled.

As a presidential candidate, Barack Obama pledged to recognize the
deaths as genocide. But in a 2012 event, as president, he stopped
short of using that term, calling it “one of the worst atrocities of
the 20th century.”

Mark Stroh, a spokesman for the White House’s National Security
Council, said the president and other senior administration officials
have repeatedly acknowledged as historical fact that 1.5 million
Armenians were massacred or marched to their deaths in the final days
of the Ottoman Empire

“(They have) stated that a full, frank and just acknowledgement of
the facts is in our all interests, including Turkey’s, Armenia’s and
America’s,” Stroh said.

The rug was previously displayed in nonpublic settings as a result of
extraordinary requests, Stroh said. In one instance, in the 1980s,
for a member of Congress, and in the other, in the 1990s, to allow
it to be seen in the White House by a woman involved in its making.

Among the first visitors to view the rug Tuesday was John Marshall
Evans, who served as ambassador to Armenia for two years under
President George W. Bush. Evans said he was replaced as ambassador 18
months after he described the Armenian deaths as genocide and that
the U.S. needs to recognize the facts. He’s not satisfied with the
Obama administration’s approach, either.

Lawmakers began a letter-writing campaign to the White House last
year after reports that the display of the rug at the Smithsonian
Castle had been cancelled. Stroh said the rug was not lent to the
Smithsonian in that instance because its display for an afternoon
would have been in support of a book launch, which he said would not
have been appropriate.

Aram Hamparin, executive director of the Armenian National Committee
of America, said the display of the rug was progress but added,
“We’ve let a foreign country impose a gag rule on what Americans can
and cannot say on the Armenian genocide.”
