Fikret Ertan, columnist for Turkish “Zaman” daily published a story
referring to Armenian-Iranian relations and the forthcoming Kazan
meeting over Karabakh conflict. Turkish columnist underlines developing
Armenian-Iranian relations claim to expand and be reinforced in other
levels also.

The daily forecasts June 25 meeting in Kazan between the Presidents of
Armenia and Azerbaijan is of great significance, since it’s considered
as the last chance.

“It’s said Ilham Aliyev also thinks so,” Zaman writes.

YEREVAN.- Armenian expert in ethnography Hranush Kharatyan accused
international agencies of supporting genocide, including “cultural”
one.

Kharatyan said that the recent scandal at the Paris exhibition put
an end to the “efforts” to implement the provisions of the UN Charter
in general, and UNESCO in particular.

During the recent photo exhibition dedicated to art of Armenian
khachkars (cross stones) quotations indicating the place of origin
of each khachkhar had been removed without any justification.

The expert stressed that UNESCO did not take any moves when the
Armenian cross-stones and tombstones were actively destroyed in
Azerbaijan several years ago, she told journalists on Monday.

Azerbaijani authorities have initiated extermination of the Armenian
cross stones and other architectural monuments in the territory of
Nakhchivan Autonomous Republic. An ancient Armenian cemetery was
destroyed in 2005-2006.

YEREVAN, JUNE 20, ARMENPRESS: The summer session of the Council of
Europe Parliamentary Assembly goes on in Strasbourg.

Naira Zohrabyan, member of the Armenian delegation to PACE, told
Armenpress from Strasbourg that during the session and the PACE
authorities and the so-called “chairman” of the Subcommittee on the
NK Issue stated that the Subcommittee will hold today a session.

At a session, held today morning, Davit Harutyunyan, head of the
Armenian delegation to PACE, made a report and presented the Armenian
delegation’s argumentation, according to which the resumption of the
activity of the PACE Subcommittee on the NK Issue is not appropriate.

Davit Harutyunyan stated that the Armenian delegation will not partake
in the works of the Subcommittee.

Davit Harutyunyan said the Armenian delegation will not respond to
the Azerbaijani party’s charges, falsifications, and this will be
the goodwill by the Armenian delegation. He offered the Azerbaijani
party to act the same way and restrain from such a behavior.

“I think many members of the Assembly perceived this positively.

Naturally, the head of the Azerbaijani delegation got hysterical about
this. He called on the Council of Europe to demand the operation of the
Subcommittee and accused the Armenian delegation of a non-constructive
stance,” Naira Zohrabyan said.

PanARMENIAN.Net – French, U.S. and Scottish bands will participate
in Yerevan-hosted Music Festival due June 21.

Bratsch, a French-based music ensemble, formed in 1975 by guitarist
Dan Gharibian will perform a concert in Cafesjian Center for the Arts.

An Gordonach Scottish band and American singer Sima Cunningham will
perform in Yerevan’s lover’s park.

The Music Festival was first held in 1982 in France with the
sponsorship of Francois Mitterrand, and further celebrated in different
cities worldwide. The festival has been marked in Armenia since 2007.

Orange Armenia acts as festival sponsors in 2011, similarly to 2010.

The Forum of Armenian Associations of Europe (FAAE) president Ashot
Grigoryan organizes a protest against the UNESCO managing staff
in connection with the scandal taken place in the exhibition of
“Armenian cross-stones” that was launched on June 15 in Paris.

Mr. Grigoryan applies to the UNESCO Director-General Irina Bokova
and demands an explanation for the incident and sends the copy of the
letter to the UN Secretary-General of the United Nations Ban Ki-Moon.

The copies of the letters will be sent Karen Nazaryan the Armenian
Ambassador to the UN, to the Armenian Ambassador in Switzerland Vigen
Chitechyan and the Armenian goodwill ambassador to the UNESCO.

FAAE is going to file a lawsuit against UNESCO through the Armenian
lawyers of Europe, in case UNESCO doesn’t give a sufficient response
for the incident occurred. At the same time the FAAE launches
electronic signature collection against the organizers of the
exhibition, the FAAE press secretariat informs.

PanARMENIAN.Net – The incident which occurred at Paris-hosted Khachkar
Craftsmanship exhibit, organized by Armenia’s permanent representation,
was caused by a lack of prior coordination.

As UNESCO headquarters told PanARMENIAN.Net reporter, “prior
consultation is essential when organising events involving the
interests of many countries.”

“Unfortunately, that condition was not fully met; several exhibits
didn’t correspond to organisation’s mandate and might undermine
the spirit of international understanding and cooperation,” the
representative of the organisation noted, assuring that the exhibit
was in no way censured or negated any historic facts.

“The organisation attempted to work in close contact with the
representatives of Armenia to avoid unnecessary politicization
of a cultural event. During all the stages of preparation, UNESCO
secretariat was strictly adhering to rules and regulations meant for
member states. We spared no efforts for the event to be a success,”
the organisation representative stated.

On June 15, a photo exhibition titled Khachkar Craftsmanship opened
in Paris in the framework of scientific conferences organized by
the United Nations Educational, Scientific and Cultural Organization
(UNESCO). On the opening day of the exhibition hosting the Armenian
Deputy Minister of Culture and Armenian Ambassador in France Vigen
Tchitetchian, the guests faced an unpleasant surprise. The attendees
were embarrassed to see that the quotations indicating the place of
origin of each Khachkar (cross-stone) had been removed without any
clarification on the part of organizers of the event. Only dates were
indicated under the photos.

On June 17 the Commission of Hostages, Missing People and Prisoners of
War held a sitting at the Ministry of Defense chaired by Defense
Minister Seyran Ohanyan. The work done in the first half of 2010 was
discussed, the future programs were determined.

The Committee members stated that the process of return the POWs to
the Motherland is slow as the Azerbaijani side fails to demonstrate
enough willingness and determination.

Members of the committee noted that it is necessary to draw the
attention of international structures to the fact of restrictions of
the activity of the ICRC Office in Baku by the Azerbaijani
authorities, and raise the effectiveness of the work towards returning
the hostages and the missing people back home.

The Lori Regional Prosecutor has launched a criminal case regarding
embezzlement allegations directed against “Varmash” Ltd. and certain
company financial officers.

Preliminary investigation revealed that during May-December 2008, the
director of the company and other officers failed to completely carry
out road renovations at Katnarat as specified in a March 5, 2008
contract it signed with the RA Ministry of Transportation and
Communications.

By not performing certain contractual duties, the company was able to
embezzle just over 3 million AMD.

Turkey will come under pressure to normalize its relationship with
neighboring Armenia, another component of the zero-problems policy of
the re-elected government as hopes are running high over a progress at
the June 25 meeting of the Armenian and Azerbaijani leaders mediated
by Russia.

The leaders of Armenia and Azerbaijan will meet next Saturday in Kazan
in Russia at a meeting brokered by Russian President Dimitri Medvedev,
one of the mediators of the conflict between Azerbaijan and Armenia
over Nagorno-Karabakh, an Azeri territory occupied by Yerevan. The
speculation reveals the two sides are close to a framework agreement,
which will ultimately lead to a breakthrough over the long-running
dispute.

Initial signals of optimism came from Azerbaijani Foreign Minister
Elmar Memmedyarov who said last week Armenia began to act more
flexibly. Turkey, a party sided with Azerbaijan and closed its border
with Yerevan in 1993 in solidarity with Baku, is not involved in the
Minsk process leading negotiations between the two foes but says it is
not very optimist.

`There has been stagnation over the Nagorno-Karabakh dispute. We are
not very much hopeful but I hope progress will be made,’ a senior
Turkish Foreign Ministry diplomat told the Hürriyet Daily News.

Concentrated on a heated election campaign at home and surrounded by
unrest in its regional neighborhood in the Middle East and North
Africa, Turkey could not set aside extra time and energy for the
Caucasus and as long as the uprisings especially in neighboring Syria
continue, Ankara appears to fall short of channelizing into
normalizing Armenia ties. The Foreign Ministry diplomat already
confessed: `Right now regional issues are a priority for us.’

An Armenian expert also agrees.

Richard Kirakossian, director of the Regional Studies Center, said the
Karabakh conflict was not considered as an important factor during the
election campaign in Turkey, stressing the situation remained the same
as Turkey currently has more important regional issues related to
Syria, Libya as well as Israel.

However, genocide resolutions brought to the US Congress every year
are hanging like a sword of Damocles over Turkey. Last week,
pro-Armenian lawmakers introduced a fresh congressional resolution
calling on the United States to recognize World War I-era deaths of
Armenians in the Ottoman Empire as `genocide.’

`Undoubtedly, there will be pressure from the United States to
normalize relations with Armenia in the post-election era,’ opposition
deputy Faruk LoÄ?oÄ?lu told the Daily News.

His Republican People’s Party, or CHP, opposed the protocols and
reconciliation with Armenia unless a settlement was reached to the
Nagorno-Karabakh dispute.

`It is necessary to reconsider the protocols. If a further step is
going to be taken in relations with Armenia, the calibrations of the
process should be set well,’ said LoÄ?oÄ?lu, Turkey’s former ambassador
to Azerbaijan and the US. `The CHP is in favor of Turkish-Armenian
reconciliation but any normalization should observe Turkey’s
interests.’

Turkey wants to create a belt of security and stability in the
Caucasus and believes Armenia is no exception to this policy. Turkish
diplomatic sources said the process stalled because of the two
countries’ failure to manage the normalization, but they hoped efforts
would continue. In the post-election era, the Turkish government is
expected to introduce a set of confidence-building measures as a sign
of its commitment to the normalization process.

Armenian Prime Minister Tigran Sarkisian, in a recent interview with
the BBC, said his country was ready to establish diplomatic
relationship with Turkey without any preconditions and slammed the
closure of border in the 21st century as `absurdity.’

TEHRAN — The Rudaki Symphony Orchestra will give its first public
performance at Tehran’s Vahdat Hall on June 20 to 21.

The orchestra was established in February by the Rudaki Foundation, a
nongovernmental artistic and cultural institution.

A wide repertoire of Iranian compositions is scheduled to be performed
during the concerts, the foundation announced in a press release on
Saturday.

Twelve Armenian musicians will join the orchestra for the concerts,
which will be conducted by Arash Amini.
