Official Baku appeared in Kazan summit with a document of 10
proposals, President Serzh Sargsyan declared yesterday in a joint news
conference with his Ukrainian counterpart. The President has at the
same time reminded his PACE address, where he said if Azerbaijan
didn’t appear with new changes, advancement would be recorded,
Panorama.am reported.

“We could record advancement in Kazan, But, regretfully, it was
failed. Official Baku behaved the way they are used to during the last
year,” Serzh Sargsyan declared adding they’ve prepared a document of
10 issues to be changed.

“The same scenario is being repeated for the fourth time within 15
months,” President said.

“I think, that one chance has been missed. It doesn’t necessarily mean
the end of negotiations. But we’ve missed the period leading to the
next meeting. Russian President and the leaders of OSCE Minsk Group
co-chairing states have confirmed their readiness to continue the
efforts, and Russian President told me in phone conversation he’s
drafted his vision. I think, we’ll soon get it and see how we could
advance,” President of Armenia concluded.

The Armenian Relief Society (ARS) `Ani’ Chapter hosted a Centennial
Celebration Luncheon on Sun., May 22, at Saint Gregory Armenian
Apostolic Church. The event, which welcomed nearly 200 ARS members,
family, and friends, was held in the newly completed and beautifully
adorned Founders Hall.

Photos of past members adorned the entrance to the luncheon, reminding
guests of the ungerouhis who served before. The luncheon was dedicated
to the blessed memory of Virginia Tourigian, a lifelong member of the
ARS.

Shnohik Karakelian, the chairperson of the ARS `Ani’ Chapter, welcomed
the audience and remembered the past members of the chapter. Guests
stood as each ungerouhi and unger was remembered. Silva Kouyoumjian,
the chairperson of the Board of Regional Directors, and Caroline
Chamavonian, addressed the crowd as representatives of the Regional
ARS.

Among the guests were Der Nerces and Yr. Nectar Manoogian, as well as
Sister Hripsime Cheftalian of the Armenian Sisters’ Academy of Radnor,
Pa., and Mother General Keshishian of the Sisters of Immaculate
Conception in Rome.

The day was both a tribute to those who have passed as well as a
celebration of new members who were inducted into the chapter at the
luncheon. Current Ani Chapter ungerouhis passed lit candles decorated
with blue ribbons to the new members as they prepared to take their
oath. Fifteen new members became ungerouhis: Ashkhen Setrakian, Karen
Kludjian, Silva Santerian, Nora Babaian, Sossi Avrigian, Nora
Sarkahian, Mari Degirmenci, Verjeen Kazanjian, Haigoush Karakelian,
Nelly Handian, Diane Vosbikian, and Talene Aboshian. Unable to attend
that day were new members Kristen Martha, Dori Keshgegian, and Zovig
Parseghian.

Following a delicious buffet, guests were treated to a spectacular
dance performance by the AghTamar Dance Ensemble. Members of the
ensemble had traveled from New Jersey and wowed the crowd with their
captivating performance. The finale, which featured the entire group
unraveling the Armenian flag, launched all into a flurry of applause
and cheers.

The day was a celebration that honored the past while promoting the
future. The Armenian Relief Society works tirelessly to aid those who
need it most. The organization is exemplary in its relief efforts and,
with the inspiration of those ungerouhis who have passed coupled with
the wisdom and dedication of the current members, there is no doubt
that this wonderful organization will continue to thrive.

23 juin 2011 – Les membres du Conseil de securite ont salue jeudi les
resultats de la Conference des parties au Darfour, qui s’est deroulee
fin mai a Doha, au Qatar, comme etant une importante avancee et une
base pour la conclusion d’une paix globale et inclusive au Darfour.

Dans une declaration a la presse lue par la Presidence tournante du
Conseil occupee par le Gabon, le Conseil de securite ont invite ”
toutes les parties a resoudre d’urgence leurs differends et les ont
engages a n’epargner aucun effort pour parvenir, dans les meilleurs
delais, a un cessez-le-feu permanent et a un accord de paix global,
sur la base du Document de Doha pour la paix au Darfour. ”

Les membres du Conseil ont exprime leur gratitude a Sheikh Hamad
bin Khalifa Al-Thani, Emir de l’Etat du Qatar, pour le soutien de
son gouvernement au processus de paix de Doha, en notant que le
gouvernement du Qatar restait dispose a poursuivre son assistance.

Ils ont aussi exprime leur gratitude a Ahmed bin Abdulla Al-Mahmoud,
Ministre d’Etat aux affaires etrangères de l’Etat du Qatar,
et Djibrill Bassole, Ministre des affaires etrangères et de la
cooperation regionale du Burkina Faso, pour leur contribution au
processus de paix au Darfour.

Ces deux responsables, qui ont co-preside la Conference des parties au
Darfour, ont presente mercredi au Conseil de securite le Document de
Doha et ont procede a un echange de vues informatif avec les membres
du Conseil de securite.

Le Secretaire general de l’ONU, Ban Ki-moon, a recu lundi une copie
de la Declaration et ” l’a saluee comme la base pour arriver a un
cessez-le-feu permanent et a un règlement de paix ouvert a tous “,
a indique son porte-parole.

Quelque 500 personnes ont participe a cette Conference a Doha,
representant le gouvernement soudanais, les mouvements rebelles du
Darfour, des delegues de la societe civile, des representants des
personnes deplacees, des dirigeants de partis politiques soudanais
et des membres elus des assemblees des Etats et du Parlement national.

FIFA has released today the ranking table for the world national
teams. Armenian football team after having failed the match with
Russian team, yielded its positions from the 62nd to the 70th. Armenia
has 462 points on its account.

The ranking table is chaired by Spain (1871), the Netherlands comes
the second and Germany the third (1661 and 1471 respectively).

It’s remarkable that the team of Brazil has yielded to the fifth
and Argentina to the tenth horizontals. National team of Mexico
demonstrates perfect results appearing on the 9th horizontal from
the 28th.

Parliamentary Speaker Ali Larijani said the relations between
Azerbaijan and Iran are at a very high level.

“Azerbaijan is a neighbor country with Iran, is a Muslim and
fraternal country. Iran and Azerbaijan have historical ties, based
on deep roots. From this point of view, the relations between the two
countries in various spheres are at a very high level,” Larijani told
Trend on the eve of his visit to Azerbaijan on June 30.

Fortunately, in recent years, diplomatic negotiations have been
conducted to develop political, economic, cultural and social ties
between the two countries, and the relations continue to develop,
he said.

“With regards to the inter-parliamentary relations of the two
countries, a friendship group has been organized between the
parliaments, they are in constant contact with each other and hold
discussions,” Larijani said.

“We meet with our Azerbaijani friends in the international arena and
conduct negotiations with them. Our inter-parliamentary relations
are satisfactory, but we can improve these relations and share
experiences. The parliaments of both countries can adopt some joint
laws that can enable to create even better conditions for investments.

Thus, we can expand the cooperation between the parliaments of the
two countries in the field of legislation,” he stressed.

Another sphere in which the sides can cooperate is the international
inter-parliamentary community, Larijani said. Both countries
are members of the OIC Parliamentary Union and the International
Parliamentary Union. At the International Parliamentary Union, we
can together discuss many issues, including the situation in Muslim
countries, international issues, as well as issues of mutual interest
for both countries.

The third sphere in which we can cooperate is that the parliaments of
both countries support the implementation of projects of inter-state
importance.

“The potential that exists in the parliaments of both countries can
play a supporting role in implementing bilateral economic, political
and social projects,” he said.

He emphasized that a number of important issues exist to be discussed
at a political level. “This is a number of regional issues and the
issues of mutual interest for both countries, which will be discussed
during my visit to Azerbaijan,” he said.

“The parliaments of Iran and Azerbaijan have signed several cooperation
agreements. During my visit, we can also sign a number of other
agreements in spheres of interest for Azerbaijan,” Larijani added.

Nagorno-Karabakh conflict

“We have previously stated and now repeat that the regional conflicts
should be resolved through negotiations inside the region,” Larijani
said answering the question on possibility of Iran ‘s mediation in
Armenian-Azerbaijani Nagorno-Karabakh

Experience shows that when the big countries interfere in the solution
of regional conflicts, this conflict protracts. They pursue their
own goals in this regard, he stressed.

“The OSCE Minsk Group has been conducting talks on the Nagorno-Karabakh
conflict settlement for several years. What results have been
achieved? How did they approach the solution of this? From this
point of view, we reasonably believe that the negotiations to resolve
such conflicts can be better conducted inside the region because the
region countries can better understand each other. I think that the
territorial integrity of the country must necessarily be taken into
account, and discussions should be conducted inside the region,”
Larijani said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group — Russia, France, and the U.S. —
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

Role of Iran and Turkey to resolve conflicts in the region

Larijani said Turkey is a very important country and Iran exchanges
views with this country in various fields.

“A well-known fact is that the economic cooperation between Iran and
Turkey is at a high level. Turkey also is a fraternal and friendly
country for us, we have sincere and good relations with this country,”
he said. “We closely and continuously exchange views on many events in
the region. The Leader of the Iranian Islamic Revolution Imam Khomeini
said that the Muslim countries should always be friendly and united.

The strategy of the Islamic Republic of Iran is expressed in it.”

“If the Muslim countries unite assessing the existing capacity,
they can prevent the interference of many countries in the region,
which want to create problems there,” he added. “We can demonstrate
cooperation between Iran, Azerbaijan and Turkey as the exemplary
cooperation in the region. All three countries well understand and
communicate with each other and cooperate in many spheres,”

Iran ‘s nuclear program

“There are no “knots” in Iran’s nuclear program, since there is
IAEA-developed special legal system for peaceful nuclear activities,”
Larijani said . He was commenting on relations between Iran and the
West over Tehran ‘s nuclear program.

He said the countries that have signed the Treaty on the
Non-Proliferation of Nuclear Weapons operate under the control of
this system. “This organization should support the country that is
a member of the IAEA in the field of peaceful nuclear activities, as
well as help if it needs. I think that the problem in the discussions
regarding the peaceful nuclear activities of Iran is that the U.S. and
Western countries conduct the policy of “restrictions” against Iran,”
he stressed.

The U.S. and Western countries want the Muslim country not to have
knowledge in the field of nuclear technology, Larijani said. “They want
to keep nuclear technology in their hands. The reserves of natural
fuel will whenever exhaust, so they are already thinking about the
future. They want the Muslim world to depend on them after the natural
resources exhaust. So, they oppress Muslim countries in this regard.”

Another important factor is that the new technologies themselves create
potential for the development of science in Muslim countries.The
Western countries are concerned not only over the fact that Iran
possesses nuclear technology, but also the fact that Iran has succeeded
in other new technologies.

The main problem is that they do not want to be reconciled with the
changes which are taking place in the contemporary world.

“Today, it is impossible to put restrictions on science. Conditions
should also be created for other countries to develop new
technologies. Iran’s nuclear activities have faced unfriendly
policies of the United States and Western countries. They said one
thing repeatedly in discussions with the West, or at closed meetings,
but expressed a different position after the meetings,” he said.

System of law in Iran

“Iran is a country that relies on the people and democracy,” Larijani
said . “From this point of view, there can be some controversies every
time.” He was commenting on criticism of the Iranian parliament to
address certain public officials.

In general, differences arise in various fields in order to
specialize. Thus, the parliament approves any provision to develop
the industrial sphere, makes a decision how to assist the development
of agriculture or identify ways how to solve some problems existing
in the country’s economy, he added.

Parliament, as a controlling body, sees the flaws and shortcomings
in some executive agencies and wants to solve them. “The presence
of shortages related to law violations in some government agencies
is natural. Maybe, the executive authority has not fulfilled some
law. In this case, the parliament is obliged to remind them about it
and make corrections. Our views on the issues have the same goal —
to make changes and corrections,” he stressed.

“The control, criticism and comments serve one purpose — to raise
the country to the “peak of development,” he said.

Nagorny-Karabakh: Only A Military Settlement?

Our topic today will be Nagorny Karabakh settlement discussion, and
commenting on this issue will be our guest Evgenia Voiko, leading
expert at the Russian Center of Political Processes.

Armenia and Azerbaijan fail to reach agreement on Nagorny Karabakh
after a meeting in Russia’s Kazan. As we see, the two countries
interpret the principle of territorial integrity differently, and they
draw different borders on the map. So, does that mean that progress
is most unlikely?

This situation shows that similar conflicts like, for example,
a conflict in South Ossetia and Abkhazia, can be solved only by
military ways, because neither Armenia, nor Azerbaijan are going to
make any confessions. So, I think that this failure was an expected
result of these negotiations. I think that both in Yerevan and Baku
officials are interested in supporting status quo in the region,
just not to be the initiator of any further conflict.

Unfortunately, Nagorny Karabakh is one of many such conflicts in the
CIS. So, what prevents the CIS from resolving these conflicts through
its own efforts?

I think that there are several reasons. One of the reasons is that the
administration of the CIS has no mechanisms to solve such conflicts.

We can see that all of these conflicts are solved only by key
countries, and Russia is a key actor in such conflicts. So, we see
that there are no authorities, no actors that are going to solve this
conflict. The second reason is that there are no legal mechanisms to
solve this conflict, to solve this problem of territorial integrity,
and so on. The third reason is that Armenia and Azerbaijan, as well as
Georgia and so on, are not interested in solving conflicts in favour
of one or other country, in favour of their rivals. So, I think that
there are no both CIS legal mechanisms and international mechanisms
how this conflict can be solved. It is a very old conflict which
touches traditional aspects, ethnic aspects, national aspects, some
state aspects, etc. So, it is a very different problem, and there are
just no legal mechanisms and political willing to solve this conflict.

And how would you describe the current Russia’s role as a mediator?

I think that Russian authorities are trying to increase Russian role
in that conflict, especially in the absence of French interest in this
conflict, because we can see that France is interested in solving its
domestic problems, as well as the United States is solving its problems
in some hot spots like in Iraq and in Afghanistan. So, nowadays
Russia is the only actor, the only mediator that can influence the
conflict and that can direct it in this or that direction. Moreover,
Russia is a neighbor, a colleague of both Armenia and Azerbaijan in the
post-Soviet area, so it has more political, more economic instruments
to control the situation and to arrange negotiations between these two
countries. The level of trust to Russian authorities is significantly
higher than, for example, to the United States, or to France.

And how do you think whether Armenia considers the possibility of
recognizing the independence of Nagorny Karabakh?

To some extent yes, but I think that it will not take place in the
near future, because I am afraid that this decision will not be
popular among the international community, and especially among the
Russian authorities. I think that it is just an Armenian threat to
make Azerbaijan stop its military rhetoric, but I am not sure that
this decision will be supported by the international community and
by the Armenian elite.

Is there a high risk of hostility being resumed?

Yes, I think that the risk exists, but the situation in the near future
will remain as it is now, because we see that Armenia and Azerbaijan
are interested in this. This military rhetoric which is typical
for Azerbaijani authorities is also a threat to stimulate Armenia
to make some confessions, to make some steps forward Azerbaijan,
especially in the territorial questions. But the question is also
in the international behavior. How, for example, Russian diplomatic
structures, as well as American diplomatic structures, will behave
in this situation? Which side will they support? What will be their
attitude towards the conflict? What will be benefits from Russian
mediation in the conflict?

Do you agree that the recent emergence of two new states in the South
Caucasus will reflect on the Karabakh settlement?

I do not think that it will reflect, because three years have passed
since 2008, and the situation practically did not change. So, I
think that these are quite different conflicts, different cases,
and Russian authorities usually underline that they are not going
to translate the situation in Nagorny Karabakh. I think that the
nature of these two conflicts differs, and moreover, Russia has no
any personal interest in the conflict, Russia is only a mediator in
contradiction with the conflict of South Ossetia and Abkhazia where
Russia was practically the other side of the conflict, the second side.

What is the ideal solution to the Nagorny Karabakh problem nowadays,
and what is the foundation for a successful compromise?

Analyzing positions of two sides, the ideal situation is to remain as
it is now, because we can see that Azerbaijan is going to implement
some military methods in this conflict in case Armenia does not make
any confessions. But I think that, of course, Azerbaijani authorities
realize that they do not have any international support, any military
support from, for example, North Atlantic Coalition, from Russian
authorities, etc. I am definitely sure that it stops Azerbaijani
authorities from any strict measures, any military measures. Speaking
about Armenia, the situation differs because the position of Armenian
authorities is not so stable as it may seem, because, for example,
they have very strong opposition, they have some contradictions
in the Armenian elite, and I think that it brings some instability
in the domestic political situation in Armenia, and the situation
in Nagorny Karabach in this case might be in favour of Armenia,
of administration of Sarkisyan, just to show that Sarkisyan and his
administration have possibilities, have some political instruments
to solve this very old conflict.

American businessman of Armenian origin Vahakn Hovnanian said to a
press conference.

Hovnanian said that he is purchasing land from the state on cadastral
value but is forced to make a significant investment, because the
place there used to be dump.

Note that in Vahakni residential community, named in honor of
the businessman, real estate prices have not changed – they are
consistently estimated at AMD 82.5 million (about $ 220 thousand).

Houses are built exclusively on private orders. Currently, the
residential community has 200 houses, 500 more will be built soon.

YEREVAN. – Over 25 thousand of citizens bear arms in Armenia, Armenian
police press service informed Armenian News-NEWS.am. Sixteen commercial
organizations are currently licensed and engaged in import and sale of
weapons. Most of the weapons are shipped from Russia, Georgia, Ukraine
and Europe. There are more than a dozen gun shops in Yerevan. For
instance, prices for weapons are ranging from AMD 80 000 to 150 000
in Zenkeri Ashkhar store. In Burastan store prices start from AMD 90
000, in Asparez, Vorsord and Nagan stores prices start at AMD 100 000.

On June 29, on the Remembrance Day of the missing freedom fighters,
The senior staff of the Defense Ministry and the General Staff headed
by the head of the Committee on POWs Hostages and the Missing People,
Defense Minister Seyran Ohanyan visited Yerablur Pantheon to pay
tribute to the monument of the Missing Freedom Fighters.

ARM Defesne Minister Seyran Ohanyan, relatives of the missing freedom
fighters, combat friends, participated in the commemorative event held
in the Yerevan Chamber Music Hall. While addressing the relatives,
Seyran Ohanyan particularly said, “There isn’t a single reasonable
man who would prefer war rather than peace. Though for every nation
there happen to be moments when the war turns out to be enforced and
decisive for the security and further development of that nation. In
this sense the Artsakh War was the sacred struggle through which
we were able to preserve our national dignity. Unfortunately we had
irreversible losses during the war. Glory and honor to all freedom
fighters who sacrificed their lives for our current peaceful reality.

Unfortunately we have had missing people too during military operations
whose faiths our still unknown. I realize the difficult situation
by which you live today. Every phone call or doorbell evokes the
expectation of your relatives. I assure you that the Committee on POWs
Hostages and the Missing People steadily carries out work with the
international organizations to find out information on the missing
people and organize their return home”.

There have been organized several events in regions of Armenia on
this commemoration day too.
