HIS HOLINESS ARAM I RECEIVES
THE ARMENIAN CATHOLIC PATRIARCHAL EXARCH

On Monday 11 July 2011, Rev. Fr. Raphael Minassian visited His Holiness Aram
I accompanied by the editor Sarkis Najarian. The Archbishop was recently
appointed by the Vatican to serve the Armenian Catholic community in
Armenia, Georgia and Russia.

His Holiness Aram I congratulated the Archbishop for his new pastoral
ministry and said, “I am confident that you will serve Armenia and
strengthen Armenia-Diaspora relations through your new ministry.”

On the same day His Holiness Aram I also met with Mr. Haig Demoyan, Director
of the Genocide Museum in Yerevan and Secretary of the 100th Anniversary
Genocide Commemoration Committee. Mr. Demoyan discussed with Catholicos Aram
I the proposed plans and activities of the Committee.

ANCA-WR WELCOMES PASSAGE OF CALIFORNIA ARMENIAN GENOCIDE VICTIMS RIGHTS BILL

SACRAMENTO, CA—The Armenian National Committee of America-Western
Region (ANCA-WR) welcomed the signing of California Assembly Bill 173.
The bill extends the statute of limitations, until 2016, for heirs of
Armenian Genocide victims to pursue claims against insurance companies
that sold policies during the Genocide but have withheld payment of
the claims to the victims and their families. The bill was authored
by California State Assembly Member Mike Gatto (AD-43-D-Glendale).
California State Assembly Member Katcho Achadjian (AD-33-R-San Luis
Obispo) joined Gatto as the bill’s principal co-author.

“California once again affirmed its commitment to justice for victims
of the Armenian Genocide with the passage and signing of AB 173,” said
Andrew Kzirian, Chairman of the ANCA-WR Board of Directors. “This
legislation directly impacts our community and is a reminder that a
just resolution of the Armenian Genocide remains a contemporary issue
that must be addressed.”

The ANCA-WR was instrumental in advocating for and securing the
passage of Senate Bill 1915 in 2000. That bill, the first to extend
the statute of limitations until 2010, was authored by then California
Senator Chuck Poochigian.

ANCA-WR Encourages GOTV for Janice Hahn in South Bay Election

Glendale – As electioneering approached its final day in the
Congressional race to succeed retired congresswoman Jane Harman, the
Armenian National Committee of America – Western Region (ANCA-WR)
encouraged voters in the South Bay to go to the polls on Tuesday, July
12, and cast their ballots for Janice Hahn.

In what is sure to be a special election plagued by low voter turnout,
the participation of Armenian Americans in the South Bay will have a
considerable impact on the results. Although the small but tightly
knit community has contributed to the campaign throughout the past
months, the closeness of the race has made their participation at the
polls doubly important.

The seat that is up for grabs was vacated by Jane Harman, a noted
Genocide denier in Congress, whose duplicitous behavior angered
Armenian Americans across the country, but especially those in her
district, many of whom had volunteered and donated to her campaigns.

Ms. Hahn has a track record of supporting Armenian Genocide
resolutions while on the Los Angeles City Council and has been
forceful in stating her continued support for proper Genocide
recognition.

`We are encouraging all of our supporters who live in the district to
make sure that they vote on Election Day, this Tuesday, so that Janice
Hahn is elected to Congress to represent the issues that are important
to us and to all people concerned with justice and human rights,’ said

TBILISI: Holy Synod Meet To Discuss Controversial New Religion Law

A meeting of Holy Synod was held on July 11, where some decisions
were taken regarding the recent granting of legal status to other
religious faiths in the country. Their full decision has still not
been released to society; however the members of Synod have already
made some statements.

“Holy Synod made explanations regarding law on denominations and took
decision of compromising character that will benefit the country and
the church,’~R father Iobi told journalists after the Synod session.

Based on father Serapime, majority MP, Lasha Tordia was invited to the
Patriarchate for juridical explanations of the law, “the authority
representatives, while speaking with us, claim that other religions
will not became equal to ours due to the law and granting them some
property is not on the agenda as well. Mayor Gigi Ugulava said about
this during his visit to the Patriarchate yesterday and Lasha Tordia
today, we have also heard from them that changing of the law is
impossible, however making some amendments can be carried out.” He
also stated that Georgian society and especially other faiths should
understand that after the changes in the law, they would not be equal
to the Georgian orthodox religion and that this point is written in
the Synod’s decision.

‘Nobody had hidden motives. Deputies suffer from the situation
most, as they fear the Patriarch of Georgia will have the feeling
that parliament goes against the Georgian church,’ Vice Speaker of
parliament Rusudan Karvalishvili , stated

The deputy states that the bill on the status of religions does
not cause doubts, as the state has a constitutional agreement with
Georgian Orthodox Church, that is superior to civil code. “Amendments
to the civil code cannot be compared to the constitutional agreement
with the Georgian orthodox church. I assure you that all the issues
will be investigated and there will be communication to clear
up the misunderstanding”, Kervalishvili said. Moreover, majority
representative Mikheil Machavariani stated that Georgian church
would have the same status in Armenia, “The Armenian Church said
that it would have granted the same status to the Georgian Church in
their country, as they had here in Georgia. After coming back to the
homeland the Armenian Patriarch rechecked the issue with Armenian
authorities and got confirmation that the analogy draft would be
prepared in Armenia.”

The majority of Georgian opposition parties continue appealing to the
authorities to abolish the law, “a regime acting in the country has
reached the culmination of moral annihilation and by the law adopted
recently has declared war against God and the state, we appeal to
the Parliament to hold a special session and to abolish the changes,

At the same time, hundreds of Georgians are holding a peaceful protest
in Tbilisi to expressing their unhappiness with the new law.

BRUSSELS. – European Union will send its new special representative
to Southern Caucasus in the near future. Her main responsibility
will be to support resolution of conflicts in the region, including
Karabakh conflict, EU managing director for Eastern Neighborhood
Miroslav LajÄ~Mák told in the interview with Radio Liberty.

He stressed that EU intends to increase its role in conflict resolution
process, but it should not be done through OSCE Minsk group.

“EU supports Minsk group and its efforts to find political resolution
of the conflict. At the same time there is an increasing belief that
official Brussels should also have an active and visual political
role. Karabakh conflict is the only issue in our neighborhood where
EU is not directly involved. We cannot establish relations with our
Eastern neighbors while pretending the conflict does not exist,”
LajÄ~Mák told.

EU will clarify its steps aimed at Karabakh conflict resolution after
negotiates with OSCE Minsk group.

According to LajÄ~Mák, EU can bring the sides of Karabakh conflict
closer to each other and can promote dialogue between societies.

However, everything depends on negotiations with OSCE Minsk group. In
case of progress, EU will have more chances to be included in the
process.

European diplomat told that Catherine Ashton will be appointed as the
new representative in Southern Caucasus. The appointment will allow
to implement EU’s disposition, interests and policy in the region.

Russian Foreign Minister Sergey Lavrov discussed Karabakh conflict
with OSCE MG co-chairs.

On 11 July, Russian Foreign Minister Sergey Lavrov met with co-chairs
of OSCE Minsk Group on Nagorno-Karabakh conflict settlement Bernad
Fassier of France, Igor Popov of Russia and Robert Bradtke of United
States as well as OSCE chairman-in-office special envoy Andrzej
Kasprzyk in accordance with previously made agreements.

According to Russian Foreign Ministry’s website, the consultations
focused on further coordination of works of the countries
co-chairing Minsk Group given the outcome of the trilateral summit on
Nagorno-Karabakh conflict settlement in Kazan on 24 June and latest
efforts made by Russia, US and France as mediators in negotiating
process.

film d’un roman de Perch Proshyan intitutle “question de pain”.

Le president armenien Serge Sarkissian a eu jeudi une conversation
telephonique avec la Secretaire d’Etat americaine Hillary Clinton a
propos du processus de paix au Karabakh.

Une declaration laconique sortie par le service de presse de Sarkissian
a annonce ” les deux parties ont discute des questions se rapportant
a l’etape actuelle des negociations sur le règlement du conflit au
Nagorno-Karabakh “.

Aucun autre detail de la conversation n’a filtre.

En attendant, le Ministère armenien des Affaires etrangères a
declare plus tôt jeudi que le Ministre russe des Affaires Etrangères
Sergei Lavrov effectuera une visite de travail en Armenie où il
rencontrera le President Sarkisian et sa contrepartie armenienne
Edouard Nalbandian. Le service de presse du Ministère n’a pas donne
plus de details.

L’agence de presse azerie Trend, citant des sources diplomatiques, a
annonce que le ministre russe des Affaires Etrangères allait egalement
se rendre dans la capitale de l’Azerbaïdjan.

Le ministre russe des Affaires etrangères, Sergueï Lavrov, a effectue
une brève visite en Armenie, vendredi 8 juillet, dans le cadre du
processus de paix sur le conflit du Haut-Karabagh.

Vendredi matin, il a rencontre le president armenien Serge Sarkissian
et lui a transmis un message du president russe Dmitri Medvedev sur
le conflit armeno-azerbaïdjanais.

Selon le service de presse presidentiel, S. Sarkissian aurait salue les
efforts des mediateurs internationaux dans la resolution du conflit.

Il aurait reaffirme que l’Armenie etait prete a faire des progrès
dans le processus de paix le plus rapidement possible, a declare que
la partie armenienne ” etudiera avec attention ” les propositions de D.

Medvedev et donnera sa reponse dans un proche avenir.

” Nous voulons que ce problème soit resolu d’une manière qui apportera
paix et stabilite dans notre region “, aurait declare S. Sarkissian.

S. Lavrov aurait, de son côte, reaffirme ” l’interet sincère ” du
president D. Medvedev pour l’aboutissement du processus, soulignant sa
conviction que ” toutes les conditions existent pour que les parties
parviennent a un accord “.

” Maintenant, nous attendons une reponse “, a indique S. Lavrov,
lors d’une conference de presse après sa rencontre avec le president
armenien.

Il a affirme qu’il allait transmettre un message similaire aux
dirigeants azerbaïdjanais. Selon l’agence de presse russe Itar-Tass, il
s’est egalement rendu a Bakou vendredi concernant cette meme question.

Mercredi dernier, S. Lavrov a recu son homologue armenien, Edouard
Nalbandian a Moscou. Il a ensuite declare que les pourparlers de paix
armeno-azerbaïdjanais avaient atteint le ” stade final ” et que le
sommet de Kazan avait cree ” des conditions prealables a un accord
autour des principes de base “.

” Il est temps de prendre des decisions “, a souligne S. Lavrov lors
d’une conference de presse conjointe avec E. Nalbandian, le 6 juillet.

E. Nalbandian a declare vendredi qu’une percee etait possible si
l’Azerbaïdjan retirait ses dernières revendications.

Après le sommet de Kazan du 24 juin, l’Armenie a accuse l’Azerbaïdjan
de l’echec des negociations, en disant que le president azerbaïdjanais
Ilham Aliev a presente ” une douzaine de modifications ” inacceptables
pour l’Armenie.

La veille de la visite de S. Lavrov a Erevan, le president Serge
Sarkissian et la secretaire d’Etat americaine Hillary Clinton auraient
discute du processus de paix au telephone.

Stepanakert, Karabagh – Rien de plus inattendu pour le dirigeant
sovietique Mikhail Gorbatchev a la fin des annees 1980, que l’emergence
de cet intense sentiment national parmi les populations minoritaires
de l’Union Sovietique, pour la plus grande part teinte d’antagonisme
religieux. Au Daghestan, les Musulmans furieux des restrictions
apportees au hadjj, ou pèlerinage a la Mecque, detruisent un edifice
gouvernemental. En Ukraine, les Catholiques de l’Est demandent leur
independance. Mais la tension n’a ete nulle part aussi vive qu’au
Karabagh, un reduit montagneux du Sud-Caucase, repute pour ses mûriers,
son miel, ses monastères anciens, ses gorges abruptes et des siècles
de conflits.

C’est une region peuplee en majorite ecrasante par les Armeniens
mais qui a ete attribuee, par Joseph Staline, a la Republique
Socialiste Sovietique d’Azerbaïdjan en 1921. A cette epoque, Staline
etait commissaire aux nationalites, et conformement a sa strategie
diviser pour regner, il tracait souvent des frontières pour diviser
les groupes ethniques. Ces frontières, dans le Caucase et en Asie
Centrale, grèvent encore de nos jours les efforts pour y maintenir
des relations pacifiques.

Les Armeniens, par exemple, etaient des Chretiens depuis près de 1
700 ans, et les Azerbaïdjanais des Musulmans, apparentes de près
aux Turcs. L’ordre rigoureux sovietique avait avait eu raison de
leur mutuelle hostilite et mefiance, mais lorsque la pression s’est
relâchee du fait des reformes de Gorbatchev, les vieilles haines ont
fait leur reapparition.

En 1988, les dirigeants du Karabagh ont exprime leur volonte de se
reunir a l’Armenie proprement dite, toute proche, a l’Ouest. Moscou
n’a jamais vraiment repondu, mais en reponse, en Azerbaïdjan, des
pogroms ont ete organises contre les Armeniens qui ont fait parmi eux
des victimes par douzaines. L’armee sovietique a envoye des troupes,
les Azeris ont fui le Karabagh et l’Azerbaïdjan a deporte plus de 5
000 Armeniens. En 1991, près d’un millier de personnes avaient ete
tuees dans des combats sporadiques.

Après instauration de l’etat d’urgence, la situation est a nouveau
revenue sous contrôle. Mais lorsqu’en juillet, Gorbatchev a
decide de retirer les troupes sovietiques des combats armes ont
presqu’immediatement repris. Le 7 juillet 1991, des rapports
arrivèrent a Moscou que des villages armeniens le long de la
frontière du Karabagh avaient fait l’objet d’attaques qui avaient
fait au moins trois morts. Le president de la Republique Armenienne,
Levon Ter-Petrossian, a accuse Gorbatchev de la soumettre au chantage
pour la forcer a se joindre au traite d’union, et renoncer ainsi a
son independance, en montrant qu’elle n’etait pas possible sans la
protection du gouvernement central.

La signature de ce traite nouveau etait prevue pour le 20 août,
mais au debut du mois de juillet, seulement neuf des quinze
republiques de l’Union Sovietique y avait montre quelque interet,
et les jusqu’auboutistes reprochaient a Gorbatchev de mettre le pays
en danger de dissolution. Il cherchait desesperement a convaincre
d’autres pays d’y adherer.

L’Armenie n’en faisait pas partie, et l’Azerbaïdjan non plus. Les
deux pays ont confirme leur independance en la declarant, tout comme
le Karabagh lui-meme, et en 1992, ils se trouvaient engages dans une
guerre veritable – la première guerre liee a l’effondrement de l’Union
Sovietique. Lorsqu’elle prit fin par un cessez le feu a la fin de 1994,
le Karabagh etait libre et independant. Mais aucune nation ne l’a
jamais reconnu. C’est une Republique de fait, avec des liens proches
avec l’Armenie voisine mais avec un sens resolu de son independance. Le
Karabagh d’aujourd’hui est farouchement defendu, immensement fier de
sa victoire sur l’Azzerbaïdjan, repondant par la confiance aux menaces
continuelles de l’Azerbaïdjan de reprendre la guerre, mais irrite
qu’on ne lui ai pas donne une place a la table des negociations,
a laquelle ses interets sont defendus par la nation armenienne –
et où peu de progrès ont ete accomplis au cours des annees.

La dernière tentative pour parvenir a une convention-cadre, dans une
reunion dans la ville russe de Kazan le 24 juin, sous le patronage de
le Russie, de la France et des USA, n’a abouti a rien. A la rigueur,
les Kharabaghtsis apprecieraient une reconnaissance internationale,
mais ils ne sont pas près de la solliciter. “Pas reconnu ? Bon et alors
? Nous nous y sommes habitues a present”, nous dit Tevan Poghosyan,
le precedent Representant du Karabagh aux Etats-Unis. Les gens sont
convaincus ici que si la communaute internationale avait refuse
de reconnaître ce qui pour eux est une frontière artificielle de
l’Azerbaïdjan au moment de l’effondrement de l’URSS, l’Azerbaïdjan
n’aurait pas ose attaquer et leur histoire aurait pu etre très
differente. Au lieu de cela, des milliers d’entre eux son morts sous
les bombes, Stepanakert a ete a moitie detruite, et la legende des
“martyrs” de l’Artsakh, le nom traditionnel du Karabagh, a pris forme.

Il y a toujours beaucoup de coups de feu le long de la ligne de contact
: 43 incidents au cours d’une periode de 24 heures recente. EN 2010, la
mort de sept personnes du côte Karabagh a ete rapportee, et, nous dit
le Ministre de la Defense Movses Hakobian, “Nous ripostons toujours”.

Les Karabaghtsis sont peu enclins a faire des concessions pour la
paix, ni en territoires, ni d’ailleurs en quoi que ce soit. Ce sont
des terres historiques armeniennes. Nous avons verse le sang de nos
fils pour ces terres,” disait Robert Baghryan, qui dirige aukourd’hui
l’Union des Combattants pour le Liberte de la Guerre d’Artsakh. A
present lieutenant-colonel dans l’armee de reserve du Karabagh,
Baghryan a recu sa formation militaire dans l’armee sovietique, où
il avait le grade de sergent. “La plus grande difference a première
vue entre les deux armees ? Le niveau de preparation”, dit-il. “Les
Soviets n’y ont jamais prete beaucoup d’attention”.
