2011 European Women’s Boxing Championships kick off in Rotterdam
on October 17-23. Armenian women boxers Haykuhi Nahapetyan (51kg),
Karine Gevorgyan (57kg), Armine Sinapyan (60kg) and Ashkhen Simonyan
(75kg) will attend the championship.

The press service of Armenian National Olympic Committee informs
the boxers will be accompanied by coach Samvel Soghomonyan and Arsen
Davtyan.

The government of Iran, in an act of enriching its defense made a
surprising announcement of building 10 new uranium nuclear plants in
the country, Shiny Bulletin reported.

The announcement came through the state broadcaster and is believed
to a clear cut act of defiance against the UN, after the UN nuclear
overseers strictly criticized Tehran for its secret nuclear work.

It is believed that these 10 new nuclear plants are going to be
of as much size as that of the main enrichment plant at Natanz. The
broadcaster also mentioned that the work on these plants will commence
within a short duration of two months.

Mahmoud Ahmadinejad, the president of Iran stated that the country
should aim to produce a bulky amount of 250-300 tones of nuclear
fuel every single year. Adding to this, the semi-official Mehr News
Agency also quoted the Head of Iran’s Atomic Energy Organization,
Ali Akbar Salehi saying, “Ten new enrichment plants will be built”.

Adding more information to the news, the State Broadcaster IRIB said
that the location for five of these plants were already decided and
work on them will start within the two months, as decided by the
officials. In the same time, the locations for the other five plants
will be decided, and work on them as well shall be commenced with.

The creation of these new nuclear enrichment plants will exaggerate
the tensions between the other major powers and Islamic republic. The
matter is nearly shocking for the other major powers who have been
trying to seek a very diplomatic answer to this long disputed matter
of the Iran nuclear plant.

The major fear of all the western Supremes is that Iran is perhaps on
the way to developing its very own disastrous nuclear bomb. And under
this fear, all the major countries supported strongly the UN drafted
nuclear deal which was designed specially with the main concern of
relieving the worries related to the Iran’s nuclear activities.

However, in an answer to these criticisms of the UN, the government
said that Iran is the world’s fifth largest producer and exporter
of crude oil, and wishes to only generate electricity through this
atomic program. But even details that the Iranian lawmakers forced
the government to sketch out a plan to decrease the cooperation of
the country with the International Atomic Energy Agency (IAEA). The
MP’s were stated saying, “Because of world powers’ hasty behavior,
the government should submit its plan over reducing Iran’s cooperation
level with the agency,” in the parliament.

Peu après son arrivee a Erevan, le president Sarkozy a courageusement
declare devant les journalistes reunis au Monument du Genocide
Armenien : ” Le genocide armenien est une realite historique qui a ete
reconnue par la France. Le negationnisme collectif est pire encore
que le negationnisme individuel. ” Interroge sur l’adoption d’une
loi en France sanctionnant ceux qui nient le genocide, le president
francais a declare : ” Si la Turquie revisitait son histoire, et la
regardait en face, avec ses ombres et ses lumières, sa reconnaissance
du genocide serait suffisante. Si la Turquie ne le faisait pas,
alors sans doute faudrait-il aller plus loin. ”

Lorsqu’il etait candidat a la presidentielle en 2007, Sarkozy avait
promis de soutenir l’adoption par le Senat d’une loi criminalisant
la negation du genocide armenien. Le Parlement francais avait deja
vote cette motion en 2006. Et pourtant, malgre sa promesse, le parti
au pouvoir du president Sarkozy avait bloque l’adoption de la loi
en mai dernier. Alors que le gouvernement francais avait interdit la
negation du genocide juif en 1990, il n’a pas pris de mesure similaire
pour le genocide armenien, bien que la France l’ait reconnu en 2001.

Les Francais d’origine armenienne ont ete scandalises par la trahison
de Sarkozy. Le chanteur Charles Aznavour l’a publiquement prevenu qu’il
perdrait le soutien des 500°000 Franco-Armeniens lors des elections
presidentielles de l’an prochain. Le mois dernier, la FRA de France
a declare soutenir la candidature probable du candidat socialiste a
l’election presidentielle, Francois Hollande, après qu’il a promis
que son parti, qui a recemment gagne la majorite au Senat, voterait
pour la loi penalisant la negation du genocide armenien.

Hollande est actuellement loin devant Sarkozy dans les sondages.

Lors de sa visite en Armenie la semaine dernière, le president
Sarkozy a fait passer plusieurs messages importants : il a reassure
les Armeniens quant a son intention de tenir sa promesse initiale sur
la loi penalisant la negation du genocide ; il a averti la Turquie
de cesser de nier le genocide armenien ; et il a montre sa sympathie
envers la position armenienne sur l’Artsakh (Nagorno Karabagh).

Le voyage du president francais dans les trois Republiques du Caucase
etait partial car nettement en faveur de l’Armenie où il a passe
une nuit, alors qu’il n’est reste que trois heures en Azerbaïdjan et
en Georgie. Ses brèves visites dans ces deux pays n’ont ete qu’une
tentative pour montrer un semblant d’impartialite. La toute première
visite de Sarkozy en Armenie a ete riche en evenements festifs et
gestes d’amitie assez theâtraux : planter un arbre en memoire des
victimes du genocide armenien ; depôt d’une gerbe au Memorial du
Genocide, où Sarkozy a ecrit dans le Livre d’Or – ” La France n’oublie
pas ” ; avertir la Turquie qu’elle devait reconnaître le genocide avant
la fin de l’annee ; prononcer le mot armenien “tseghasbanoutioun”
(genocide), mot que le president Obama avait refuse d’utiliser ;
allumer une bougie a Etchmiadzine ; rejeter la candidature de la
Turquie a l’Union europeenne ; inaugurer le Musee Aznavour qui a
vue sur le Mont Ararat ; et le don a la Republique d’Armenie d’une
inestimable statue de Rodin.

Un chef d’Etat a enfin ose remettre a leur place les arrogants
dirigeants de la Turquie ! Le ministre des Affaires etrangères Ahmet
Davutoglu a reagi avec colère en disant que le president francais
devrait plutôt affronter le passe colonial de son pays et ne pas donner
une lecon d’histoire a la Turquie. Le president de l’Azerbaïdjan, Ilham
Aliyev, a manifeste de la froideur a l’endroit du dirigeant francais
en visite a Bakou. Un conseiller d’Aliyev a declare que son pays ne
partageait pas l’opinion de Sarkozy sur le genocide armenien. Les
paroles condescendantes de Davutoglu contre la France pourraient bien
inciter le Senat francais a adopter la nouvelle loi sur le genocide.

Les Francais d’origine armenienne sont dans une position de
gagnant-gagnant. Les deux candidats de tete a la presidentielle
se sont engages a soutenir non seulement la loi penalisant la
negation du genocide armenien, mais egalement d’autres initiatives
pro-armeniennes. Que se soit l’un ou l’autre des deux candidats qui
sera elu lors des prochaines elections presidentielles francaises de
2012, les Armeniens sont gagnants !

Cependant, etant donne la longue liste de promesses brisees des
politiciens, les Franco-Armeniens ne devraient pas faire confiance
a leurs belles paroles. Ils devraient faire comprendre clairement
aux deux candidats que les Armeniens soutiendront celui qui aidera a
faire adopter la loi sur la negation du genocide armenien AVANT les
prochaines elections presidentielles d’avril. L’ideal serait que
les deux candidats donnent la consigne aux deputes de leur parti
de voter pour la loi maintenant, ce qui laisserait la communaute
armenienne face a l’agreable dilemme de choisir entre deux candidats
qui la soutiennent.

Les Franco-Armeniens et les Armeno-Americains veulent peut-etre
renverser l’approche de toujours, pourtant perdante, consistant a
d’abord soutenir des candidats en se fiant a leurs promesses, avec
l’espoir qu’ils les tiendront une fois elus. La nouvelle strategie
devrait etre la suivante : une fois le president elu et ses promesses
tenues, alors seulement la communaute le recompensera en lui accordant
son soutien.

Le chef de la deuxième parti le plus importante de la coalition au
pouvoir en Armenie a defendu le retour possible de l’ancien president
Robert Kocharian a la vie politique active et a arrete brusquement
son soutien a la reelection du President actuel Serge Sarkissian.

Dans une interview publie par l’agence de presse Tert.am Gagik
Tsarukian president du parti Armenie Prospère (BHK) a dit que Kocharian
a ” le plein droit moral et politique ” pour retourner dans l’arène
politique plus de trois ans après l’achèvement de son deuxième terme
de president. Il n’a pas fait davantage de remarques sur la question.

Robert Kocharian a laisse plusieurs indications de son desir de
regagner un rôle clef dans la conduite du pays dans une interview
avec l’agence de presse Mediamax. Il a dit qu’il pourrait organiser
un retour politique si on le desire dans ” les diverses strates de
la societe ” et s’il n’y a aucune ” amelioration tangible et stable
de la situation economique dans le pays “.

Le BHK est depuis longtemps considere comme proche de Robert
Kocharian. Certains medias affirmant que ce parti servirait comme
plate-forme principale pour un tel retour.

En fevrier dernier, le BHK a signe un engagement soutenant Serge
Sarkissian lors de la prochaine election presidentielle en 2013.

Le magnat n’a pas mentionne la declaration dans son interview.

Questionne sur son soutien en 2013, il a dit ” des elections
Parlementaires se tiendront d’abord. Il faut vous en rappeller “.

M.Tsarukian a affirme que ses liens avec Sarkisian sont ” très normals
et pratiques “. Il a aussi loue un dialogue entre la coalition au
pouvoir et le Congrès National Armenien (HAK) qui a commence en
juillet, mais qui es tbloque a ce jour.

” Je crois que le pays doit etre epargne par des bouleversements ”
a-t-il dit. ” Je felicite le president actuel et le premier president
[Levon Ter-Petrosian] pour avoir plce la stabilite du pays au-dessus
de tout le reste “.

from our salaries, supposedly for activities of the School’s trade
union, but it became clear that we did not have a trade union,”
Armenian capital Yerevan’s Monte Melkonian School’s English-language
teacher Lilia Margaryan told Yerkir daily, the latter writes.

“She could not ‘swallow’ the injustice, and, together with the School’s
literature teacher, Margarit Ispiryan, filed a lawsuit against the
School’s principal, Ruzanna Azizyan. In the meantime, Margaryan was
dismissed and this was approved by the court. Finding that their right
for a fair trial-envisioned by Armenia’s international agreement-was
violated, the teachers filed a complaint to the European Court of
Human Rights, and the case was accepted,” Yerkir writes.

BAKU: Latvia Has Not Responded To Azerbaijan About Arms Sale To Arme

Azerbaijan has not yet received a response from Latvia concerning
sale of arms to Armenia.

It was stated by spokesperson for the Foreign Ministry of Azerbaijan
Elman Abdullayev.

Second secretary at the Security Affairs Department of the
Foreign Ministry of Azerbaijan Elchin Huseynli said earlier that
Latspeceksports from Latvia is also involved in arms sale to Armenia.

In his address to the conference “Building cross-border ties”
co-organized by the GUAM Parliament Assembly and Baltic Assembly in
Baku recently Elchin Huseynli called on parliamentarians from the
Baltic Assembly to study this issue.

Vice President of Baltic Assembly, head of the visiting Latvian
delegation Janis Reirs claimed no company has been issued a license
by the Latvian Defense Ministry to sell weapons to Armenia.

PACE session. There are such cases. Armenian lobby is working there.

There are countries and parliamentary groups, which support Armenians.

It should be taken as normal. This is a political struggle in the
international framework. Both Azerbaijan and Armenia gain supporters
within the framework of the political struggle”, head of the public
policy department of the Presidential Administration of Azerbaijan
Ali Hasanov told journalists.

Reminding about the Azerbaijani parliamentary group’s activity
in the PACE session, Hasanov noted that this issue is frequently
repeated in PACE experience. “If you remember, after joining the
Council of Europe, Azerbaijani parliamentary group issued a series of
documents about the Armenian aggressive policy against Azerbaijan,
Azerbaijani refugees and IDPs, illegal Armenian settlements in the
occupied Azerbaijani territories, use of occupied territories for
drug trafficking, turning Nagorno Karabakh into uncontrolled region
and other illegal cases. I assure you if PACE votes for that issue,
Azerbaijan will win 100-132 votes against 32”.

Hasanov also expressed opinion on the law on ex-presidents. “This
draft law was discussed in the society. I am not aware of the law’s
clauses and principles. I think Azerbaijan will solve this issue in
accordance with the world’s experience”.

Baku – APA. On October 13, the delegation led by Turkish National
Defense Minister Ismet Yilmaz, who is on an official visit to
Azerbaijan, met with Azerbaijani Defense Minister, Colonel General
Safar Abiyev.

Press service of the Defense Ministry told APA that the solemn
welcoming ceremony of the Turkish Minister was held in the Azerbaijani
Defense Ministry, the national anthems of both countries were sounded.

At the large meeting Abiyev congratulated Yilmaz on his appointment and
wished successes in his activity. The ministers exchanged view on the
development of military cooperation between the two countries. The
ministers discussed the settlement of Armenia-Azerbaijan Nagorno
Karabakh conflict and noted that the time has come to restore the
territorial integrity of Azerbaijan and to withdraw Armenian occupation
army from the Azerbaijani lands.

Abiyev said that though the negotiations were held for peaceful
settlement of the conflict, there was no concrete result yet and
Armenia continued its aggression. He said, in such situation, there
is no other way for Azerbaijan to prepare its armed forces seriously.

Turkish Ambassador to Azerbaijan Hulusi Kilic also participated in
the meeting.

The primary goal in resolving the Nagorno-Karabakh conflict is to
normalize ties between Armenia and Azerbaijan based on principles of
international law, Azerbaijani Deputy Foreign Minister Araz Azimov
said today.

He added that Azerbaijan is ready to continue its political efforts
to resolve the conflict.

“The question of the lack of results from the negotiation process
is valid, as it has been carried out and is being carried out within
the Minsk Group with Russian President Dmitry Medvedev,” Azimov said.

Asimov stressed with regret that the Azerbaijani, Armenian and Russian
presidents’ Kazan meeting yielded no results, and afterward there
was a sense of a pause. However, he added, Sochi hosted Aliyev and
Medvedev in August, and “we hope that following this meeting Russia
will modify its actions and together with two other co-chairs of the
Minsk Group will try to intensify the process.”

“Unfortunately, we hear more and more statements of an offensive
nature by the Armenian president, which seem to be speculative. It
refers to his recent statement in New York about the need to recognize
independence of the Nagorno-Karabakh region. We also face Armenia’s
intensified efforts to procure weapons of an offensive nature,”
Azimov said.

“I think they deliberately try to provoke a crisis, relying on Russian
peacekeepers, such as what happened in August 2008 in Georgia. The
development of such a crisis is easy to predict and this can lead to
extremely negative consequences,” Azimov said.

He said Azerbaijan is not interested in any crisis.

“We are interested in quiet, normal arrangements that would ensure
the integrity and inviolability of our territory, and the return of
IDPs,” he said.

Commenting on the change in the format of negotiations on the
Nagorno-Karabakh conflict, Azimov said if the question was about some
other conflict, it would be possible to discuss such a possibility.

“In this case we have the OSCE Minsk Group, working based on 1975
Helsinki Act. The U.S., France and Russia are members of the Minsk
Group, and they have duties of co-chairs. On the other hand, these
countries are permanent members of the UN Security Council. If not
the Minsk Group, there is the Security Council, I do not see much
difference,” Azimov said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.
