Exposition Toros « Ligne de Femme »
au Square Charles Aznavour de Valence

La Ville de Valence présente au Square Charles Aznavour (face au
Centre du Patrimoine arménien de Valence) du 19 octobre jusqu’au 29
janvier 2012 une exposition des `uvres de Toros intitulée « Lignes de
Femmes » pour célébrer les 50 ans de sculpture de l’artiste. Le
sculpteur romanais Toros (Toros Rastkélénian) est très célèbre pour
ses `uvres (sculptures ou stèles) sur le génocide arménien. Des `uvres
liées au génocide qui sont présentes dans de nombreuses villes comme
Valence, Vienne, Aix-en-Provence, Marseille, Grenoble, et région
parisienne. Mais Toros « l’amoureux des femmes » voue également une
passion pour « le beau » et les femmes. En hommage à sa mère qui vécut
une histoire toute particulière liée au génocide. Par cette
exposition, la Ville de Valence à travers le Centre du Patrimoine
arménien de Valence présentera cet amour de Toros envers les femmes.
De nombreuses oeuvres de Toros seront présentées dans cette nouvelle
salle du Square Charles Aznavour. Les visiteurs pourront également
découvrir des dessins de Toros et dans l’une des salles de
l’exposition, une projection permanente de la vie et de l’oeuvre de
l’artiste. A ne pas rater.

GARABAGH LIBERATION ORGANIZATION CONDEMNS INTERIOR MINISTER’S VISIT TO YEREVAN

BAKU. October 14, 2011: Garabagh Liberation Organization, in an
unusual backlash against the official government line of Azerbaijan,
strongly condemned the visit of the Azerbaijani Interior Minister Ramil
Usubov to Yerevan, Armenia. The statement of this organization accused
minister Ramil Usubov of betraying the national interests of Azerbaijan
and insult the memory of the victims of the Armenian aggression.

The Garabagh Liberation Organization underlined that nothing could
justify the visit of the Azerbaijani Minister of Interior to Armenia.

The statement read that Ramil Usubov “stepped over the blood of
our martyrs, including Khojali, his own relatives, who were killed
by Armenians in Khojali with particular brutality, and went to the
reception by the Armenian murderers.”

The Garabagh Liberation Organization’s statement read that as a person
whose origins are from Khojali, a town where the Armenian military
caused a brutal massacre of the local population, Ramil Usubov should
have refused to make that visit to Armenia even under the threat of
dismissal from his senior government position. “Apparently, position
for these people is above all else. For the sake of their position
they are prepared to any dishonor.”

“Usubov will leave his office and life too, but this stain will stay
on him and his descendants. We are including the name Usubov into
the black list and curse him in front of the souls of our martyrs,”
stated the Garabagh liberation Organizations.

Ramil Usubov went to Yerevan to attend a meeting of the Council of
Interior Ministers of the Commonwealth of independent States (CIS).

Yesterday the Interior Ministry had made it clear that none of its
officials will go to Yerevan. Therefore, most likely, the decision
to override the statement of the Interior Minister and attend the
activity in Yerevan was made by the leadership of Azerbaijan, and
Usubov could not ignore this order.

Earlier, Armenia was visited by the ministers of education, health
and agriculture of Azerbaijan, as well as many other officials. These
visits took place at the meetings of international organizations
and regional events. The same applies to Armenian officials, who
repeatedly visited Baku (Turan).

20 troops were killed and 36 injured from the both Armenian and
Azerbaijani parties within the last year, “SalamNews” quotes the
personal representative of the OSCE Chairman-in-Office Andrzej Kasprzyk
as saying.

Mr. Kasprzyk has stressed that the conflict of Nagorno-Karabakh
isn’t a frozen conflict; it is an unresolved conflict, which should
be settled within a short period of time.

The so-called Karabakh Liberation Organization headed by ill-famed
Akif Nagi released a statement on Thursday, condemning the visit of
Azerbaijani Minister of the Interior, Colonel General Ramil Usubov
to Yerevan.

Below is the statement, cited by the 24 saat.az news agency:

“We are filled with disgust and condemn the visit of the Minister of
the Interior Usubov to Yerevan. This visit cannot be justified. A
person with self-respect could never take such a step. Minister of
the Interior, born in Khojali, he should not have taken such a step.

Usubov will leave his position and will depart this life, but his
name will always carry this brand of disgrace. We put Usubov on the
blacklist of Karabakh and curse him before the souls of our perished
brothers.”

YEREVAN. – Former French MP and long-standing friend of the Armenian
people, Henri Saby, who passed away in June, had left a will thereby
requesting that he be buried in Armenia and Artsakh (Karabakh),
Yerkir daily writes.

“The urn containing his ashes is in Armenia these days. Some of his
ashes will be laid to rest at [capital] Yerevan’s Civic Pantheon,
on October 19, and the remaining ashes, according to his will, will
be interred in Artsakh.

Henri Saby, who has no Armenian roots, carried out pro-Armenian
activities throughout his actions. It was through his efforts that
the European Parliament had examined and approved the resolution on
“Political Solution of the Armenian Question,” where what happened to
the Armenians in the Ottoman Empire, from 1915 to 1917, was considered
Genocide. Saby also played a great role in the European Parliament’s
adoption-during the Artsakh movement-of a variety of resolutions
defending the rights of Artsakh Armenians,” Yerkir writes.

The Azerbaijani community in Nagorno-Karabakh is ready for talks
with the Armenian community, Bayram Safarov, head of the Public Union
“Azerbaijani Community of Nagorno-Karabakh”, told Trend.

Meetings of both communities in Nagorno-Karabakh must be regular and
may contribute to the peace process, Safarov believes.

Bakhar Muradova, Azerbaijani Vice-Speaker of Parliament and head
of the Azerbaijani delegation to the OSCE Parliamentary Assembly,
spoke out for such meetings.

Muradova also said that Zhoao Suaresh, special OSCE representative to
the South Caucasus, will visit the region in November or January. They
exchanged views on meetings of the communities.

Safarov noted that the Azerbaijani community in Nagorno-Karabakh is
actively operating in various spheres. One of the main goals is to
help fulfil the rights of refugees who had to leave their homes due
to Armenian aggression .

On October 13 the press conference of the RA NA Delegation to OSCE
PA was held in the RA National Assembly.

Aram Safaryan, Head of the Armenian Delegation in OSCE PA, informed
those present that the Delegation took part in the OSCE PA Fall
Meetings in Dubrovnik, Croatia on October 7-11, after which a special
discussion-presentation was held dedicated to the role of the OSCE
in Nagorno Karabakh Conflict Resolution.

OSCE PA’s Special Representative on the South Caucasus, OSCE PA
President Emeritus Joao Soares presided over the discussion, which
lasted three hours. The OSCE Minsk Group Co-Chairs Igor Popov, Robert
Bradtke and Bernard Fassier, as well as the Personal Representative
of the OSCE Chair Andrzey Kasprzik delivered speeches.

Besides these speeches, there were also other speeches, among them
was, according to the arrangement, Aram Safaryan, Head of the RA
NA Delegation, who presented the our country’s position on the NK
conflict settlement.

As to Aram Safaryan, the majority of the speeches was constructive
and balanced mainly they defended the OSCE approaches and views on
the NK conflict settlement.

3-4 unbalanced and non-constructive speeches were also sounded.

Despite that circumstance the members of the delegation stressed
that the discussion was held in the constructive atmosphere, there
were mainly speeches defending the OSCE Minsk Group mission in the
issue of the NK conflict settlement. A number of proposals were made,
among them on the extention of the participation of the Parliamentary
Assembly in the process of the conflict settlement.

Mr. Safaryan stated that this discussion on the NK conflict settlement
differed from the previous ones with its format. The thing is, a
discussion was held in 2005 on the NK conflict settlement after the
package of the proposals “Golden Opportunity” by Goran Lennmarker,
previous reporter on the NK issue, was introduced.

It was mentioned that the visit of Joao Soares, OSCE PA’s Personal
Representative on the Nagorno Karabakh issue, OSCE PA President
Emeritus, was envisaged in the near future.

The delegation member Artak Davtyan noticed that all the autonomous
formations existing in the Balkans had a status of autonomous states,
as well as a comparison had been made between the Balkans and the South
Caucasus. He distinguished the words of the American Co-Chair Bradtke,
who noted that the three well-known principles, which existed at the
table of negotiation, were not a menu to choose whatever they wanted,
but integrity, and everybody should understand that. Mr.

Davtyan also highlighted the circumstance that Bradteke emphasized the
NK conflict settlement only in the Minsk group format and considered
inadmissible the transfer of it to other formats. Mr. Davtyan also
noted that the delegates of the OSCE member countries had the viewpoint
presented by the OSCE Minsk Group Co-Chairs and which was consonant
with the notions and expectations of our country.

The member of the delegation Khachik Harutyunyan noted that idea ran
like a golden thread throughout the whole discussion, according to
which, it was Azerbaijan to impede the NK conflict settlement. They
had also repeatedly sounded the view that the delegates saw the NK
conflict settlement within the OSCE Minsk Group format.

The Head of the Delegation Aram Safaryan informed them that during
the Fall Meetings votes had not been held and no document had been
adopted, as required by the OSCE PA procedure.

YEREVAN, October 14. /ARKA/. Fifteen Armenian cooks of four countries
participate in the festival of Armenian dishes “Golden ladle” which
started on Friday in Yerevan .

In the contest for the best cook participate cooks from Yerevan and
regions of Armenia, Russia, England and USA.

“I hope that such a festival will be the start of revival of interest
towards the wonderful traditions of Armenian national cuisine,
as well as an attractive factor for many young people wishing to
master cooks”, said Director of “Armenian-French education center”
Gayane Karapetyan who is the co-organizer of the event.

Head of NGO “Maintenance and development of Armenian cookery art”
Sedrak Mamulyan said that four nominations – “salads”, “national dish –
tolma”, “dish of lamb” and “dish on any subject” are envisaged.

“Two juries – professional and amateur will assess the prepared
dishes”, said Mamulyan.

The jury consists of the famous cooks of Armenia. Members of
professional jury are famous public and culture workers, among which
are the singer Nune Yesayan, hero of Karabakh war, major general
Arkadi Ter-Tadevosyan (Komandos).

The festival is organized by the fund “Armenian-French specialized
education center”, Diaspora Ministry of Armenia and NGO “Maintenance
and development of Armenian cookery art”.

Participants of the festival will participate on Friday in Pan-Armenian
Forum of Cooks, by the results of which Pan-Armenian organization
will be established.

The wall that Azerbaijan is reportedly building on the line of contact
with Karabakh is for propaganda purposes, Armenian political analyst
Hrant Melik-Shahnazaryan has said.

Speaking at a press conference on Friday, he said with that move
Azerbaijan is attempting to send a message to the world that the wall
is meant to protect its civilians from barbers.

“It is highly probable that they will build the wall and attempt to
draw parallels with the Chinese Wall,” said Melik-Shahnazaryan.

“What is the reason that in civilized world one state builds a wall?

Azerbaijan wants to demonstrate to the world that it is protecting
itself from barbarians, that Armenia is aggressor, a state that opens
fire at its civilians,” explained he.

It comes after media reports that the Azerbaijani authorities are
building a 3-meter-high defensive wall across the line of contact.

Hrant Melik-Shahnazaryan further said that should Armenia not take
relevant preemptive steps at the media level, Azerbaijan may succeed
in presenting Armenia as an aggressor in front of the international
community.

“We can call that wall a propaganda wall,” said he, adding that
the Armenian side should actively be involved in international
organizations in an attempt to inform it about what is happening on
the Armenian-Azerbaijani border.

Armenian Delegation To Participate In A Summit Of International Poli

In Sept 2012 the Armenian delegation will participate in a summit
of the International Police Association (IPA) in Israel, Head of
IPA Armenian Section, Colonel Grisha Sargsyan said at today’s press
conference.

The relevant decision was taken after the visit of IPA Secretary
General Georgios Katsaropoulos to Armenia.

“The summit will cover the issue of the Armenian section’s admission
to the IPA as its 64th full member”, Sargsyan said proudly.

Asked what privileges the Armenian Police will have in case it
becomes a full member of the IPA, Sargsyan replied: “Membership in
the IPA will be a great honor for us and will by all means contribute
to establishment and improvement of relations between the Armenian
Police and the other members of this influential organization”.

To recall, the Armenian delegation attended the 20-25 Sept 2011 IPA
summit in Budapest as an observer.
