53 937 touristes d’Armenie se sont rendus en Turquie sur les neuf
premiers mois de l’annee, un chiffre en augmentation de 2,7 % par
rapport a la meme periode de l’an dernier. Au mois de septembre 7
524 citoyens armeniens ont visite la Turquie, en croissance de 15 %
sur 2010. L’an dernier 69 323 touristes d’Armenie s’etaient rendus
en Turquie, en augmentation de 7 % par rapport a 2009. Notons enfin
qu’outre les visites d’Istanbul ou Antalya, de nombreux citoyens
armeniens se rendent sur les terres de l’Armenie historique pour un
” retour aux sources ” avec des visites a Van, Kars ou Ani.

Un militant des droits civils a declare mercredi que les atteintes aux
droits humains commises par les organismes repressifs continueront
probablement sans relâche sous la direction du nouveau chef de la
police nationale, Vladimir Gasparian.

Gasparian, qui a precedemment occupe des postes superieurs dans
l’armee, s’est engage a respecter ” la suprematie de la loi ” et a
poursuivre ” les reformes en cours dans la police “.

Les representants des principaux groupes militants pour les droits
civiques sont très sceptiques sur ce point.

S’exprimant au service de RFE / RL armenien (Azatutyun.am), ils ont
tenu a enregistrer la controverse qui a eu lieu au sein du ministère
de la Defense et de la police militaire que Gasparian a dirige de
1997-2010.

Gasparian a ete nomme ministre adjoint de la Defense l’annee dernière.

” Gasparian est connu pour ses methodes brutales, et donc je pense
que rien ne changera pour nous “, a declare Mikael Danielian, membre
de l’Association armenienne d’Helsinki.

Levon Barseghian, le president du Club de Gyumri a mene une campagne
active contre la criminalite armee.” Je ne m’attends pas a un
changement tangible avec cette nomination, ” a-t-il dit.

” Il va continuer a se comporter de manière agressive et, comme son
predecesseur [Alik Sarkissian,], il utilisera les dispositions de la
police contre les droits humains “, a revendique Barseghian.

La brutalite policière a longtemps ete consideree par les observateurs
locaux et internationaux comme l’une des formes les plus frequentes
de violation des droits humains en Armenie. Les forces de l’ordre
continuent a maltraiter systematiquement les suspects en garde a vue.

Il n’est pas certain que les reformes de la police citees par les
deux president Sarkissian et Gasparian soient destinees a remedier
au problème.

Barseghian et Zhanna Aleksanian, un journaliste veteran a la tete du
groupe des ” Journalistes pour les Droits de l’Homme “, a egalement
cite les recentes attaques des militants civiques qui croient que
le leadership militaire du pays fait peu pour mettre fin au decès
dans l’armee.

” Il est tout simplement incapable de s’engager avec la societe civile
et de faire des compromis “, a declare Aleksanian.

En attendant, il est apparu mercredi qu’au moins trois officiers
superieurs de police ont demissionne de la police nationale après la
nomination de Gasparian.

L’un d’eux, Karen Babayan, qui dirigeait la station de police
a l’aeroport Zvartnots d’Erevan, a confirme qu’il ne voulait pas
travailler avec le nouveau chef de police. S’exprimant au service de
RFE / RL armenien, Babayan a refuse de faire davantage de commentaires.

YEREVAN. – First Deputy Chief of Armenian President’s staff Mikael
Minasyan was dismissed on Thursday. Armenian News-NEWS.am offers an
interview with the former official.

Mr. Minasyan, what comments do you have on your sudden resignation?

This, certainly, was of no surprise. I am going to help Hovik
Abrahamyan in preparation to upcoming elections, which proves to be
today’s priority.

Why the formation of election headquarters draws so much attention
now? What is the reason for resignation of senior officials?

The President is determined to hold exemplary elections. We work not
only to ensure the victory of our party [ruling Republican Party of
Armenia] but also to facilitate the conduct of elections that would
create a stronger Armenia. I believe these elections will prove to
be a qualitative revolution for our country and for all of us.

Can we assume that this will end the chain of resignations we have
witnessed recently?

Only one person knows the answer to this question – the President
of Armenia.

YEREVAN. – Turkish FM Ahmet Davutoglu’s statements would hardly have
a positive impact on the normalization of Armenian-Turkish relations,
Armenia’s FM Edward Nalbandian stated, on Thursday, commenting on
Davutoglu’s recent statement. The latter had thanked Armenia for
its humanitarian aid provided to Turkey, but adding this could not
contribute to the normalization of Armenian-Turkish relations.

“It is apparent that Armenia had expressed readiness to send
humanitarian aid to Turkey, and it did that. I do not think Davutoglu’s
statements would have a positive impact on the normalization of
Armenian-Turkish relations. This proves yet again that the Turkish
side continues to demonstrate a non-constructive approach, just as
during the Zurich meeting,” Nalbandian noted.

Three days after the devastating earthquake in Van, Turkey, on October
23, the country’s leadership had agreed to receive international
humanitarian aid, including from Armenia and Israel. Official Ankara,
however, had returned the woolen blankets received from Israel.

Yerevan Subway System To Reach International Airport

YEREVAN. – The Government of Armenia on Thursday approved the plan
for constructing an international logistics center and transportation
infrastructures nearby Zvartnots International Airport. This plan is
a component for the creation of a free trade zone, and it envisions
constructing a new motorway and railway toward the Airport.

According to the Ministry of Transport and Communication, there is
a need to improve the Airport’s link to the capital Yerevan and to
other large cities of Armenia.

Instead of the current 1.6 million, 3 million passengers are expected
to be served annually once the Airport’s new terminal is built.

The planned railway system will enable to establish a link between
the Airport’s passenger terminal and Charbakh Station of Yerevan’s
subway system while the cargo complex will connect, via express train,
to Karmir Blur Station.

The logistics center is expected to be built in three years and its
construction will cost around 25 million Euros, which will be jointly
covered by the state and the private sector.

COMMENTARY: PROSPECTS OF A KOCHARIAN COMEBACK

Armenia’s electoral atmosphere is heating up as the parliamentary
election date gets nearer. Next May, Armenia will hold parliamentary
elections, which will prove to be a litmus test for the presidential
election in 2014. Speculations abound in the news media about possible
realignments in the political spectrum.

One major question is hanging over all the discussions and
speculations: Would former President Robert Kocharian throw his hat
into the ring? Before completing his second term as president, Mr.

Kocharian had indicated that he did not wish to become the youngest
retiree in Armenia, leading to wild speculations.

After all, politics and politicians in Armenia walk in lockstep with
Moscow. Kocharian’s master, Vladimir Putin, made his future political
plans all too obvious when he handpicked Dmitry Medvedev to succeed
him. As the latter’s term was nearing its close, Medvedev himself
proposed Putin as candidate for the next presidential election.

Robert Kocharian certainly wishes to emulate Putin in Armenia. That is
why he was very frank when asked about his future plans. He cited three
conditions for his comeback: “1. Should economic stagnation continue to
deteriorate the prospects of improving the social conditions, which,
in turn, further increases emigration; 2. Demand by different strata
of society for my return to big politics and 3. My personal conviction
that I will be able to bring radical change to the situation.”

These are broad prospects to be able to measure in any meaningful way,
and therefore they are open to various interpretations. Since the
number of votes still do not determine the outcome of the elections
in Armenia but only the plans of the people counting the votes,
Kocharian certainly may have a chance for a comeback. Only the
interaction of political forces and the formation of coalitions may
frustrate his plans.

That is why when asked if Kocharian can run as a presidential candidate
in the upcoming election, the head of the Prosperous Armenia Party
(Parkavaj Hayastan) Gagik Zaroukian, answered bluntly that Mr.
Kocharian has all the moral right to run. Since that party has served
as a front for Kocharian’s power base, news media began to speculate
that the ruling coalition is falling apart. The Prosperous Armenia
and Republican parties together control the current parliament.

Arthur Baghdassarian’s Country of Laws Party (Orinats Yerkir) is a
minor partner in the ruling coalition. Baghdassarian has a cozy place
in the present coalition, since he has no chance to be re- elected
if his party tries to run independently. During the last elections he
duped the electorate, running as an opposition candidate and he split
the opposition votes, and after the election he switched sides and
joined the ruling coalition. You cannot deceive people all the time.

To dispel rumors and speculations, Mr. Zaroukian recently came up
with a clarification that the agreement signed between the Republican
and Properous Armenia parties last February 17 was still in force,
and he blamed the media for manufacturing artificial crises between
the coalition partners, whereas highplace officials in his party
made public statements about the party’s plans to run independently
in the elections, fueling those speculations.

As far as Kocharian candidacy is concerned, the former president comes
with a heavy baggage of liabilities, the least among them being the
rumors that during his presidency one of his sons built a personal
fortune of $10 billion. Even if the figure is 90-percent exaggeration,
it is still a tremendous amount of money to amass in a poor country
like Armenia.

Mr. Kocharian may be convinced that he can bring radical change to
the plight of the people, but the voters may ask, why didn’t he use
that magic during his presidential tenure of 10 years?

Also, heavy clouds hang on Mr. Kocharian’s credibility. One is the
October 27 massacre in the parliament 10 years ago, which was not fully
investigated, and whose direct beneficiary was Kocharian himself. The
other case is the March 1 incident, which claimed 10 victims. That was
a liability that he bequeathed to then President-Elect Serge Sargisian.

The greatest handicap of course for a Kocharian comeback is the
incumbent president, who does not seem willing to yield his position.

Former Foreign Minister Vartan Oskanian has been testing the ground
for a possible return of Mr. Kocharian.

The political group which benefited most during Kocharian’s presidency
was the Dashnak (ARF) party, which is positioning itself in Armenia’s
political spectrum with obvious nostalgia.

Raffi Hovannisian’s Heritage Party (Jarangoutioun), which flirted
last time with Levon Ter-Petrosian’s HAK opposition coalition without
joining in the end, is gravitating towards the ARF. Ter-Petrosian
certainly still holds a grudge against Hovannisian for his inconclusive
political flirtation last time. Ter- Petrosian himself and his
lieutenants are still calling for early parliamentary elections and
for President Sargisian’s resignation, which do not seem likely to
happen. Even the opposition is convinced that those are slogans to
lull the opposition block during the rallies.

In one of his recent speeches, Ter-Petrosian extended an olive branch
to Gagik Zaroukian, who did not take the bait.

In the meantime, the president is struggling to keep his coalition in
tandem, sometimes even trampling on certain established principles,
like extending the same rank and courtesy to the Supreme Spiritual
Head of the Church and Catholicos Aram I. It looks like every aspect
of Armenia’s life is being politicized. The principles trampled today
for political expediency may not be restored tomorrow.

Prime Minister Tigran Sargisian’s remark drew fierce reactions from
different parties; he had indicated that those who do not side with
the Republican Party, will be on the losing side.

The president has certainly an uphill battle in front of him and
recent shocks are not helping that struggle; within a week two key
resignations shook the political stability of the government. The
first one was the Yerevan Mayor Karen Karapetyan, who they say has
received a lucrative offer from Russia’s Gazprom.

But the rumor is that he was asked to resign because the authorities
did not believe the mayor could deliver their expectations during
the parliamentary elections.

On the heels of the first resignation the chief of police, Alik
Sargisian, was also asked to resign after running a scandalous police
department. He is believed to be unable to hold together warring
factions within his department.

In view of this turmoil the US has been sending a message that nothing
less than perfect elections will be acceptable.

The parties and coalitions will continue realigning themselves. The
government will try to project a picture perfect image, yet the
starving people will vote for the party who hands them 5,000 drams
under the table.

Zhenya Avetisyan will be held November 4 at Yerevan Theater of the
Young Spectator.

British Council, UK Embassy in Yerevan and OSCE Yerevan Office have
announced the forth contest of Na/Ne journalistic reports.

All Armenian reporters, including freelancers, working for print,
online and broadcast media outlets, are welcome to submit their works
for the contest.

The materials that should have been published/broadcast from 2011
January to December can also be submitted through non-governmental
organizations.

The materials should focus on women activities, achievements and
accomplishment in the spheres of politics, public life and economy.

The materials can be submitted in any of the below reporting genres:

The People’s Party has decided to participate in the elections alone,
leader of the party Tigran Karapetyan told the reporters today. “News
as if we are going to join the Armenian National Congress does not
correspond to reality. We will participate in the election as an
alternative party,” the leader of the party said.

Tigran Karapetyan did not exclude the formation of alliances for the
participation in election.

Gevorgyan Forced To Shoulder Murder Of ‘March 1’ Victim

The police forced former political prisoner Felix Gevorgyan to to
take responsibility for one of the 10 deaths, Gevorgyan’s legal
representative Stepan Voskanyan told journalists on Friday.

The lawyer says his client refused to take over the murder and as a
result suffered at the hands of police.

“They pinned a number of thefts and assaults on him and finally
extorted false confession from him after torturing him and burning his
feet with a scorching rod. Subsequently, a criminal case was instituted
against Gevorgyan in the Mashtots district police department,” said
the lawyer.

Stepan Voskanyan is sure that the charges filed against the former
political prisoner are targeted at his father.

“Felix’s father, Petros Gevorgyan, is an activist of the opposition
Armenian National Congress. By involving Felix in a lawsuit they are
trying to suppress his father’s political activity,” he said.

Felix Gevorgyan was arrested in connection with the violence of March
1, 2008 political uprising in Yerevan and was convicted of illegal
possession of a firearm. He was paroled in 2010, but re-arrested on
September 29 this year. Gevorgyan is serving his sentence in Nubarashen
penitentiary institution.
