THE TEMPTATION TO SOLVE THE NAGORNO-KARABAKH CONFLICT BY THE MILITARY
WAY IS GROWING STRONGER; Although the Nagorno-Karabakh conflict outside
of Armenia and Azerbaijan have gone far to the periphery of public
attention, its growth into a new war looks practically inevitable
in the near future. This is explained by extreme hardening of the
parties, absolute incompatibility of their positions and, what is the
most important, by the fundamental impossibility of preserving of the
status quo forever for Azerbaijan and by the complete unacceptability
of breaking of the status quo for Armenia.

Although the Nagorno-Karabakh conflict outside of Armenia and
Azerbaijan have gone far to the periphery of public attention, its
growth into a new war looks practically inevitable in the near future.

This is explained by extreme hardening of the parties, absolute
incompatibility of their positions and, what is the most important, by
the fundamental impossibility of preserving of the status quo forever
for Azerbaijan and by the complete unacceptability of breaking of
the status quo for Armenia. No Minsk group can do anything to this,
although in this case its members (Russia, US, France) demonstrate a
unique unanimity unique for them. Despite their significant influence
on Baku and Yerevan it is not so strong to force one of these parties
to sacrifice its fundamental national interests. A compromise does
not look possible.

In case of a war each party has its own advantages. For Armenia this
is a convenient and perfectly arranged defensive position along the
entire frontline, as well as higher combat qualities of the servicemen
than those of the enemy. For Azerbaijan these are much bigger economic
capabilities. Officials in Baku keep repeating that the military
budget of Azerbaijan is bigger than the entire GDP of Armenia.

According to official data, as of January 1 of 2011 Azerbaijan had 381
tanks, 181 combat infantry vehicles and armored personnel carriers,
469 artillery systems, 79 combat airplanes and 26 strike helicopters.

On the same day, Armenia had 110 tanks, 140 combat infantry vehicles
and armored personnel carriers, 239 artillery systems, 16 combat
airplanes and 15 strike helicopters. Along with this, the armed forces
of Nagorno-Karabakh Republic fully integrated with the Armenian ones
are not taken into account. It is presumed that according to the
quantity of ground hardware they may even exceed the Armenian army
but they have no aviation at all.

On account of significant oil revenues Azerbaijan keeps increasing
the military superiority over Armenia and Nagorno-Karabakh Republic
both in the air and on the ground. Correspondingly, the temptation
to solve the Nagorno-Karabakh problem by the military way grows
stronger. Quite possibly, Baku would have already attempted this
but for the Russian-Georgian war of 2008. It shocked the Azerbaijani
authorities because they imagined themselves “in the boots” of their
Georgian colleagues. The shock is over now and military advantage of
Azerbaijan is growing bigger.

Presence of the Russian base in Gyumri and membership in CSTO seems
to be a guarantee of protection from the Azerbaijani blow for Armenia.

However, most likely, this guarantee is illusory. Neither Kazakhstan,
nor Belarus, moreover so Central Asian countries will fight against
Azerbaijan on the side of Armenia. Russia will not do this too. In
reality, the Russian base is only a guarantee of protection from
interference of Turkey into the conflict (on the side of Azerbaijan).

If the war is purely Armenian-Azerbaijani like at the beginning
of the 1990s probability of Russia’s interference into it on the
side of Armenia is close to zero, at least if the hostilities are
confined to the territory of Nagorno-Karabakh Republic and do not
touch Armenia proper.

As to the West, two opposite factors will have effect on its
positions. This is the powerful Armenian Diaspora (especially in the US
and France) and exceptional importance of Azerbaijan for numerous oil
and gas projects alternative to the Russian ones. It is difficult to
make a choice in this case. In any case, military interference of the
US, leaving apart the European countries, into the Nagorno-Karabakh
war is absolutely ruled out. The West will simply ardently demand
Yerevan and Baku to stop the war as soon as possible.

Incidentally, Russia will do the same.

Because time is working for Azerbaijan now a war is more beneficial
for Armenians. As long as forces of the parties are comparable they
can count on victory, that is on a very significant weakening of the
military potential of the enemy that Azerbaijan will have to restore
at least for 15-20 years afterwards. However, if Armenians start a
war they will be aggressors that attack a territory that belongs to
Azerbaijan from any standpoint. Even Russia understands this.

That is why it is possible to presume that the scenario most
beneficial from the standpoint of Armenia and Nagorno-Karabakh
Republic is to somehow provoke Azerbaijanis to attack the first as
soon as possible. Then Armenians being in a position of defenders on
a perfectly equipped, prepared and well studied position beneficial
from the military standpoint will be able to fulfill the main task of
the war: will eliminate the offensive potential of Azerbaijan. Along
with the military defeat Baku will also have a political defeat both
on international arena and at home. Then Nagorno-Karabakh Republic
will change its status from an absolutely unrecognized country to a
partially recognized one. At least, Armenia will recognize it.

Thus, both parties want a war. The main question is at which moment
their wishes will be brought into life.

The leader of the opposition Heritage party, Raffi Hovhannisyan,
believes that the proposal to adopt a 100% proportional representations
system should be discussed jointly with the president.

Speaking to reporters on Friday, the Heritage leader admitted that
their party’s initiative to start debates over the issue was a
little delayed but said the question can be resolved if there is a
political will.

“Serzh Sargsyan had better meet the Armenian National Congress
(ANC), the Armenian Revolutionary Federation-Dashnaksutun (ARF-D)
and Heritage. But the tangible outcome of all this is that it helped
create a new political culture,” he said.

Highlighting the importance of a 100 % proportional voting Hovhannisyan
further said their party is willing to consider possibilities of
creating an alliance with any political force.

“We’ll have meetings with several parties’ delegations, and in case
there are mutual interests, will expand the agenda,” Hovhannisyan said,
adding that Heritage will also meet the ruling political parties if
they wish so.

He further referred to the recent dialogue between Heritage and ARF-D.

“Dashnaksutyun and we are different opposition factions in parliament,
and there is a collaboration based on mutual respect. We are unanimous
in national issues; and the coming period will show whether a close
cooperation is possible. But it is clear already that each party
strives for a straight ticket voting,” he said.

parliamentary candidate from electoral district no. 34 in Gyumri.

He’ll be competing against Prosperous Armenia candidate Martun
Grigoryan, reports local daily Hraparak, adding that few Republicans
would dare to face off against the skilled-in-thievery and
newly-skilled-in-politics Martun.

In the last elections, a similar attempt was made by Sukias Avetisyan,
who was unsuccessful. Arman Sahakyan’s courage is commendable,
though it’s hard to predict what fate will have in store for him,
writes the paper.

Note, Arman Sahakyan also owns the TV channel “12,” as well as Media
Style LLC, which operates the Tert.am news site and Armsport.am
sports site.

YEREVAN.- Armenian ruling party MP considers the French Constitutional
Council will approve the bill criminalizing the genocide denial.

Gagik Melikyan, secretary of the ruling Republican Party of Armenia,
is confident the Council would ignore the offers voiced by the Turkish
authorities and pro-Turkish organizations.

Moreover, we would witness adoption of similar bills throughout Europe
and intensification of the Armenian Genocide recognition campaign in
the future, he told journalists on Friday.

A Cabinet sitting was held today, chaired by Prime Minister Tigran
Sargsyan.

Before proceeding to the agenda, the head of government highlighted
some issues which were described as of serious political relevance.

Guided by the fundamental principle of human capital development,
understanding that well-being is provided through high-standard
education and professional qualification, the government approved a
program of assessment of servicemen’s educational needs in army units
and implementation of educational programs and approved the sample
questionnaire and results forms.

Embracing a new social policy line implying transition from relief
efforts to implementation of educational, healthcare, housing and other
programs, as well as provision of welfare packages to beneficiary
groups, the government approved an educational need assessment,
support and monitoring program for children aged 16-18 from duly
registered vulnerable households.

The program seeks to raise the living standards of eligible families
through enhanced access to vocational education, increased social
opportunities for their children and so on.

The government decided to allocate AMD 163mn to the Ministry
of Agriculture in the first quarter of 2012 for the loading and
transportation of nitrogenous fertilizers to be provided to land
users at a reasonable price.

The next decision bore on the procurement of diesel fuel under a
State support program for domestic land users for which the Ministry
of Agriculture will be allocated AMD 1,327,914bn in the first quarter
of 2012.

The meeting decided to extend up till February 20, 2015 the deadline
set for VAT settlements by Hanna-Trans Ltd for over AMD 300mn worth
of goods imported in the period from February 20 to March 31, 2012
under the ongoing investment program

The company plans to organize the transportation of coal from Maghavuz
region of Nagorno-Karabakh to Vardenis railway junction for further
delivery to Yerevan TPP by Hanna-Group. The coal so transported shall
be used as a water-carbonic fuel for electricity purposes.

To attract foreign direct investments with a view to boosting the
exports of advanced technologies conducive to new jobs and sustainable
economic development, the government decided to set up a free economic
zone on the site of RAO Mars CJSC and Development Institute CJSC.

With a focus on electronics, precision engineering, pharmaceuticals and
biotechnologies, information technology, alternative energy, industrial
design and telecommunications sectors, this Sitronics-Armenia
CJSC-hosted first Armenian free economic zone will be effective for
a term of 10 years.

The meeting went on to endorse the Come Back Home – 2012 program with
an action plan expected to bring to Armenia some 800 teenagers from
the Diaspora during the year.

In conclusion, the meeting backed a draft presidential decree on
establishment of Armenia’s consulate general in Odessa (Ukraine).

There are some 400 thousand Armenians currently living in Ukraine, with
about 150-180 thousand people domiciled the country’s south-eastern
regions, including Odessa and the Crimea.

The founding of the general consulate in Odessa will help improve
the quality of services provided to Armenians from Ukraine’s distant
south-eastern regions, Crimea and Moldova.

The meeting agenda comprised some 50 items altogether.

Young Armenian man has been kidnapped in Syria due to ongoing clashes
in that country. Our sources of Syrian-Armenian community have informed
that the kidnappers demand 50 thousand USD ransom.

Criminal cases in Syria have grown recently as the authorities are
busy trying to stop anti-governmental protests. And the Armenians
that are relatively wealthy, have never had any problem till now,
but now they are victims. Many rich Armenians receive threatening
messages now. And the young man that has been kidnapped is also rich
and had just got married.

Les incertitudes economiques en Europe vont probablement mener a une
forte baisse des prix internationaux des metaux et frapper ainsi la
source la plus importante des revenus d’Armenie grâce aux exportations
a declare le Ministre de l’Economie Tigran Davtian.

La statistique officielle montre que le cuivre et les autres metaux
non ferreux ont represente 58 pour cent des exportations armeniennes
et ont grimpe de 23 pour cent en termes absolus entre janvier et
novembre 2011.

L’industrie minière locale a beaucoup profite de la forte hausse des
prix des metaux sur les marches internationaux entre 2008 et 2009
avant la recession mondiale.

Les analystes avertissent que la crise des dettes souveraines en
Europe pourrait faire degringoler les prix des marchandises. L’agence
Moody Investors Service, une agence d’evaluation des risques, ont cite
cette possibilite quand elle a baisse sa perspective pour l’economie
armenienne en novembre.

Tigran Davtian a affirme ” a l’heure actuelle ces prix sont tels
qu’ils assurent la rentabilite “.

Les deux plus grandes entreprises metallurgiques d’Armenie, qui
emploient des milliers de personnes, projettent d’etendre leurs
operations en developpant de nouveaux gisements.

Tigran Davtian a aussi annonce que le Premier ministre Tigran Sarkisian
fondera et presidera bientôt un Conseil Supreme Industriel qui sera en
charge d’executer une nouvelle strategie de promotion des exportations.

Le document du gouvernement redige par le ministère de Tigran Davtian
a appelle au doublement des exportations armeniennes a 3,5 milliards
de $ en 2015 et d’elever leur volume a au moins 5 milliards de $
en 2020. Les fonctionnaires disent que l’accent sera mis dans les
secteurs industriels autres que l’extraction et la metallurgie.

Deux responsables de l’Organisation pour la Securite et la Cooperation
en Europe (OSCE) se trouvaient en Armenie le 1er fevrier pour
s’informer de la situation politique sur le terrain a l’approche
des elections legislatives qui vont se derouler dans le pays dans
quelques semaines. Lors de leur visite de deux jours, Nicola Schmidt,
vice-president du departement en charge des processus electoraux au
Bureau de l’OSCE pour les Institutions Democratiques et les Droits de
l’homme (ODIHR), et Raul Lucian Muresan, expert en droit electoral
auprès de l’ODIHR, ont rencontre des representants des principales
forces politiques du pays. Les entretiens ont porte essentiellement
sur les modalites pratiques de la mission d’observation electorale la
plus importante qui sera deployee dans le pays a l’occasion du scrutin
de mai prochain. Comme par le passe, les consclusions de cette mission
seront determinantes pour la legitimite internationale des elections.

Mais après une serie de scrutins entaches de fraudes et d’irregularites
depuis l’accession du pays a l’independance, il y va du credit
de l’Armenie e,n matière de democratie et il semble que les
autorites armeniennes aient pris conscience de l’importance de ce
scrutin crucial, dont elles ont affirme qu’il serait exemplaire
et le plus democratique, en tout cas, de l’histoire de l’Armenie
independante. Des engagements qui n’ont semble-t-il pas convaincu
l’opposition, qui exigeait notamment en vain l’extension du mode de
scrutin proportionnel a l’ensemble des elections, mais qui ont ete
accueillis avec satisfaction par la communaute internationale, qui
demande toutefois a juger le pouvoir armenien sur ses actes. Davit
Harutiunian, depute du Parti republicain d’Armenie (HHK) au pouvoir,
a reaffirme l’engagement des autorites a organiser des elections
justes et libres lors de sa rencontre avec MM. Schmidt et Muresan
le 1er fevrier. Il a fait reference aux recents amendements du Code
electoral qui avaient d’ailleurs ete salues par les dirigeants de
l’UE et des Etats-Unis, mais juges insuffisants voire insignifiants
par l’opposition armenienne. Rencontrant les representants de
l’ODIHR la veille, les leaders du principal mouvement d’opposition,
le Congrès national armenien (HAK) ont presente les propositions de
reformes electorales plus radicales reclamees par le HAK et d’autres
partis d’opposition. Ils ont aussi reitere les appels du HAK a l’UE
pour qu’elle deploie davantage d’observateurs lors des prochaines
elections. L’alliance de partis d’opposition non parlementaire estime
que les observateurs depeches pour la plupart par des pays occidentaux
devraient etre present dans la plupart des 2 000 bureaux de vote le
jour du scrutin. Les precedentes elections avaient ete contrôlees par
300 observateurs au plus representant l ‘OSCE, ainsi que le Counseil de
l’Europe et le Parlement europeen. Levon Zurabian, un leader du HAK,
avait declare le mois dernier que si les institutions europeennes
n’etaient pas capables d’envoyer une mission d’observation plus
importante ells devraient au moins s’assurer que leurs observateurs
restent dans le meme bureau de vote durant toute la procedure jusqu’au
decompte des bulletins, plutôt que de naviguer entre differents bureaux
de vote le jour du scrutin. Il serait ainsi plus facile d’empecher
et de traquer les frauds eventuelles, avait-il indique en mettant en
garde : “Si cela n’est pas fait, alors cela oudra dire qu’ils sont
prets a fermer les yeux sur un trucage de l’election “.

Les deputes du parti d’opposition Federation revolutionnaire armenienne
(Dachnaktsoutioun) ont aussi appele a un changement dans les procedures
d’observation loers d’un entretien separe avec les representants de
l’ODIHR le 1er fevrier. Artush Shahbazian a notamment indique que les
observateurs devraient arriver a Erevan une semaaine avant le scrutin
et ne pas quitter les bureaux de vote lors des elections. Selon
une declaration du HAK, MM. Schmidt aurait indique que l’ OSCE
et l’ODIHR annonceraient les details de la mission, notamment le
nombre des observateurs, après avoir recu une invitation officielle du
gouvernement armenien. Les observateurs d’ l’OSCE/ODIHR avaient designe
les dernières elections legislatives et presidentielles d’Armenie comme
globalement democratiques, alors meme que l’opposition en contestait
les resultats dans la rue, denoncant des fraudes et irregularites
lors de manifestations sevèrement reprimees le 1er mars 2008.

Cent trente-sept deputes et senateurs francais viennent de saisir le
Conseil constitutionnel afin de faire invalider une proposition de loi
penalisant la negation des genocides, notamment celui des Armeniens
par les Turcs en 1915. Ce texte avait ete adopte le 23 janvier dernier
par le Senat. Parmi les senateurs de Haute-Garonne, Alain Chatillon
(Parti radical valoisien), Jean-Pierre Plancade et Francoise Laborde
(RDSE) s’etaient prononces contre ; Jean-Jacques Mirassou (PS) avait
vote pour.

Bertrand Auban (PS), qui n’avait pas souhaite prendre part au
vote le 23 janvier au Senat, est signataire du recours depose au
Conseil Constitutionnel : ” Loin de moi l’idee de cautionner tout
negationnisme, lesquels sont deja reprimes par la loi Gayssot qui
suffit amplement a la tâche, se justifie-t-il. Il n’appartient pas aux
parlementaires de se substituer aux historiens et aux juges. Seule
l’autorite judiciaire a qualite pour definir un crime et en nommer
les auteurs. Le Parlement francais ne peut pas s’eriger en tribunal
de l’histoire mondiale, il n’a pas competence de la Constitution pour
dire l’Histoire. C’est aux historiens et a eux seuls de le faire,
et cette loi les en empechera (…) Cette loi adoptee en periode
pre-electorale enfreint nos principes Constitutionnels et compromet
nos relations internationales”.

“Airbus en Turquie c’est plusieurs milliards d’euros” Alain Chatillon
a lui aussi signe le recours. Le senateur-maire de Revel considère
lui aussi que les parlementaires n’ont pas a ecrire l’Histoire. Par
ailleurs, sans nier la realite du genocide armenien, il estime ” que
nous aurons besoin de tout le soutien de la Turquie pour preserver
l’equilibre du monde arabe maintenant que nous n’avons plus ni l’Irak,
ni l’Iran et que l’incertitude demeure quant aux pouvoirs qui vont
se mettre en placeaprès les revolutions arabes”.

” Economiquement, ajoute-t-il, la Turquie reste un partenaire important
pour notre economie. En tant que senateur de Haute-Garonne, je me
dois de defendre les interets des entreprises hautes-garonnaises qui
exportent en Turquie en general et notre fleuron Airbus et ses 300
entreprises sous-traitantes, en particuliers. Airbus en Turquie c’est
un marche de plusieurs milliards d’euros sur les prochaines annees “.

President of France Nicolas Sarkozy intends to prepare a new bill
criminalising the denial of the so-called “Armenian genocide”, if
the country’s Constitutional Council repeals a law adopted recently
by the Senate, CNN Turk reports with reference to French media outlets.

According to the media, Mr Sarkozy criticised some ministers who
oppose the law and expressed dissatisfaction with the MPs’ address
to the Constitutional Council to repeal the law on “genocide.”

On Jan.31, French Senators collected required number of signatures
to submit to the Constitutional Council to demand a repeal of the
law criminalising the denial of the so-called “Armenian genocide”.

Previously on Jan 23, after an eight-hour debate, the French senate
adopted the bill. Some 127 senators voted in favour, while 86 voted
against.

The lower house of the French parliament adopted a bill criminalising
the denial of the so-called “genocide” on Dec.22.

The bill demands a year’s imprisonment and a fine of 45,000 euro for
denying the so-called “genocide.”

Armenia and the Armenian lobby claim that the predecessor of the Turkey
– Ottoman Empire had committed the 1915 genocide against the Armenians
living in Anadolu, and achieved recognition of the “Armenian Genocide”
by the parliaments of several countries.
