HAMILTON, N.Y.-Prof. Taner Akcam lectured to a packed Persson Hall
Auditorium at Colgate University on Thurs., April 5, launching
his new book The Young Turks’ Crime Against Humanity: The Armenian
Genocide and Ethnic Cleansing in the Ottoman Empire, which has just
been published by Princeton University Press. Akcam spoke about the
importance of the new archival documents he unearthed in the ministry
of the interior archives in Istanbul. He explored the Young Turks’
policies of forced conversions and planned absorption of orphaned
Armenian children as a dimension of the genocidal process through
which Armenian identity was obliterated by the central planning of the
Ottoman government in 1915. Akcam also discussed the significance of
Talat Pasha’s orders to massacre about 200,000 Armenians in Der Zor,
Syria, in the summer of 1916. The lecture was followed by a lively
question and answer session and a reception.

Prof. Peter Balakian, noted: “Akcam’s work remains groundbreaking,
vitalizing, essential. Not only has he opened up space inside Turkey
for an honest evaluation of the genocide of the Armenians, but also
he has given courage to a generation of younger Turkish scholars to
tackle this history from the premise of truthful acknowledgment of
Lemkin’s definition of genocide.”

The lecture was sponsored by Colgate’s Office of the Dean and Provost,
its Peace and Conflict Studies Program, and the Core Program, in
which Balakian teaches his course on modern genocide.

Akcam holds the Kaloosdian and Mugar Chair in Armenian Genocide
Studies at Clark University.

ADB Forecasts GDP Growth Slowdown In Armenia

PanARMENIAN.Net – Armenia’s GDP growth acceleration for 2012-2013
will be restricted by weakening of economies of European countries and
their possible negative impact on Russia, which is the key source of
remittances to the country, according to Asian Development Outlook
annual report published on Asian Development Bank (ADB) official
website.

ADB forecasts up to 3,8% slowdown in GDP growth in 2012 and
acceleration up to 4,2% in 2013.

“Structural political reforms are already implemented with creation
of electronic inventory of property among them. Automated construction
permit will help boost the investment climate,” ADB experts say.

“Inflation will drop to 4,1% in 2012 and will rise to 4,5% in 2013,”
they say.

“Continuation of reforms in tax and customs sector and improvement
of business environment will ensure sustainable economic growth and
diversification of economic base, though the products of reforms may
take quite long,” the financial institute advises.

YEREVAN.- Belligerence coming from Azerbaijan is unacceptable for
Armenia and must be condemned, Secretary of National Security Council
Arthur Baghdasaryan told journalists on Thursday.

“One should not voice warlike statements and then speak about talks.

Azerbaijan has already come out in its true colors. World community
considers such position unacceptable and worthy of condemnation,”
Baghdasaryan stressed.

Asked whether Azerbaijan’s recent purchase of weapons from Israel
will affect the balance of forces, Baghdasaryan said that all existing
problems are studied thoroughly.

“The most important thing is the Council adopted 2011-2015 state
program of supplies of military equipment and ammunition. Under this
program, Armenia will be supplied with modern equipment,” he said.

NSC Secretary said the Armenian side is doing its utmost not to permit
change in the balance of forces despite the fact that Azerbaijan is
spending huge money on military build-up.

“We must not be worried about Azerbaijan’s military build-up but have
to modernize our military potential,” Baghdasaryan concluded.

PanARMENIAN.Net – After long hesitation, president of the Football
Federation of Armenia (FFA) Ruben Hayrapetyan decided to run for the
parliament in constituency 1, after he heard rumors that leader of
the opposition Armenian National Congress (ANC) Levon Ter-Petrossian
is going to nominate his candidacy here.

“I decided to use the opportunity and show everyone the real
Ter-Petrossian by rivaling him in the same constituency,” member of
the ruling Republican Party of Armenia (RPA) Hayrapetyan, nominated by
majority system in Yerevan’s Avan district told the journalists. “But
he seems to be afraid and not nominate his candidacy here.”

RPA representative said he is ready to support ANC members with
providing a headquarters office.

When asked by journalists whether he had supported Ter-Petrossian and
is ready to further render assistance to him, Hayrapetyan replied:
“I’m ready to support any miserable citizen of Armenia”.

He further clarified that by saying “miserable” he meant not those
lacking finance, but rather immature and poor in political sense,
adding he is ready to provide his advice and guidance. Stepan Safaryan
from Heritage party and ANC representative Gayane Arustamyan are also
running in this constituency.

RPA candidate declared that he is not going to debate with Arustamyan
since he believed a debate with a woman is not the right thing to do.

Speaking about the election campaign, Hayrapetyan said his opponents
and he have equal chances to win, and voiced readiness to shake hands
with any of his rivals who gains victory.

Le leader de l’opposition Raffi Hovannisian a fixe les conditions mardi
10 avril 2012 de son parti Zharangutyun (patrimoine) pour lutter contre
la fraude possible lors des elections parlementaires du mois prochain.

Le parti Zharangutyun, deux autres forces d’opposition de premier
plan ainsi que le chef du parti Armenie prospère (BHK) ont annonce la
creation d’un ” Centre Inter-Parti ” pour la surveillance publique des
elections dans une declaration commune signee par leurs membres le 4
avril. Raffi Hovannisian a affirme que le parti Zharangutyun estime
que le groupe de travail peut fonctionner avec succès que si les
quatre pretendants aux elections precisent ce qu’ils entendent par ”
elections libres et equitables “. Il a egalement exige l’adoption d’une
autre declaration conjointe qui serait signe par leurs dirigeants.

Le president Serge Sarkissian s’est engage a renforcer la primaute
du droit et de creer de nouveaux emplois. Il a lance la campagne
electorale parlementaire de son Parti republicain (HHK) lors d’un
rassemblement organise dans la banlieue sud d’Erevan mardi 10 avril
2012.

Sarkissian etait accompagne du maire d’Erevan Taron Markarian et un
autre membre eminent du HHK. ” Etant donne les m~urs vicieuses qui
ont pris racine [en Armenie] depuis des decennies, faire respecter les
lois est une tâche difficile “, a declare Sarkissian. ” Je ne peux
pas le nier. Mais nous allons assurer une importance considerable a
la justice dans notre pays. ”

Sarkissian a continue a defendre sa politique economique, affirmant
qu’il avait sauve le pays des grands ” chocs ” economiques au cours
de la recession mondiale de 2009. ” Nous n’avons pas reussi a assurer
une croissance economique qui aurait eu des effets considerables
et tangibles sur la population en general “, a-t-il dit. ” Mais

La situation economique a ete le thème central du discours politique
de Gagik Tsarukian, le chef du Parti Armenie prospère (BHK), le
partenaire du HHK dans la coalition gouvernementale. Tsarukian –
qui fait campagne dans la province de l’Armenie centrale de Kotayk- a
exhorte les electeurs a ne pas faire confiance a la creation d’emplois
a grande echelle promis par d’autres candidats aux elections.

Tsarukian lors d’un rassemblement tenu dans la ville de Yeghvard. Le
chef du BHK, qui est l’un des plus riches hommes d’affaires du pays,

les petites et moyennes entreprises qui doivent etre une priorite
economique.

LOS ANGELES-The Armenian National Committee of America-Western Region
(ANCA-WR) welcomes the introduction of Assembly Concurrent Resolution
126 (ACR 126), introduced by California Assembly Majority Leader
Charles Calderon (D-58) on March 13. This measure requests that
the Department of Transportation erect informational signs on State
Highway Route 210 in the County of Los Angeles directing motorists
to the Western Prelacy of the Armenian Apostolic Church of America.

The resolution would not only aid in nurturing the traditions and
values of over one million Armenian Americans in California, Nevada,
Colorado, Utah, Oregon, Arizona, and beyond, it will also attract
thousands of motorists and tourists from all over the world. “ACR 126
symbolizes the pivotal role that the church plays in helping build and
cultivate the Armenian-American community across the Golden State and
beyond, as well as the importance of preserving the community’s rich
religious history,” said Nora Hovsepian, chairperson of the ANCA-WR.

In 2010, State Assembly Majority Leader Charles Calderon (D-58)
announced the passage of a similar resolution, ACR 148, in the
California State Legislature. The passage of ACR 148 called on the
Department of Transportation to erect information signs on Highway
60 in Los Angeles County directing motorists to the Armenian Genocide
Martyrs Monument and highlights the Monument as a beacon of awareness
for crimes against humanity. On April 15, 2010, the State Assembly
voted unanimously in favor of ACR 148, and the Armenian Genocide
Martyrs Monument freeway sign was installed on April 1, 2011.

The Western Prelacy of the Armenian Apostolic Church of America
was established in 1973. The mission of the Western Prelacy is to
preserve and foster the faith, heritage, traditions, culture, and
national values of the Armenian Apostolic Church. The Legislature

One of the issues for Turkey that will never go away by itself is the
“Armenian problem.” This is mainly because the Armenians dispersed
throughout the world keep the subject alive at all times and insist on
its remembrance by any means possible. In fact, expatriation (forceful
eviction from one’s homeland) has become the nucleus of the Armenian
common identity, shared by all Armenians worldwide. The Ottoman
officials that decided on the eviction of Armenians from Anatolia, the
heartland of the envisaged Turkish nation-state, called their drastic
act deportation. The Armenians call the initiative and ensuing criminal
acts genocide. The Turks reject this concept and its implications.

April 24 is approaching. This is the date of the rounding up of 235
prominent Ottoman Armenians from İstanbul in 1915 and sending them
away to an obscure future. The Armenians commemorate this day with
eulogies and condemn the act as genocide. They demand the Turks
follow suit.

Turks resist for three reasons: 1 — As a matter of identity. They do
not want to be recognized as the grandchildren of people who have been
labeled criminals. 2 — As a matter of the founding myth of the state.

The fact that the Turkish state is built on extermination and
assimilation of other peoples is a frustrating notion. 3 — As a
matter of enforcement that may entail criminal charges and retribution
(in kind or liquid assets for property and businesses lost, as well
as children left behind).

Turkey has not developed any legal definition of the past (1915)
events. The commonly adopted concept is deportation and punitive
precautions to prevent treason. This argument rests on the fact that
the Armenians living in eastern provinces had helped or joined the
invading Russian armies in the hope that the Russians would guarantee
the founding of an Armenian nation-state. There is sufficient evidence
for this argument; however, there is no plausible explanation why
Anatolia as a whole was depopulated of Armenians and that their losses
were not compensated. The issue of why deported Armenians did not come
back, and those 300,000 that did so after 1919 had to leave only few
years later, has to be addressed. (The first official census held in
1927 reveals that there were only 100,000 Armenians left in Turkey.)

It is hard to understand why the Turkish Republic, which was
nonexistent at the time of the catastrophe, has taken on the blame and
taken the beating since then. There may be three explanations: 1 —
Those that were involved in the deportation and related implementations
were court-martialed for their crimes (1919-1920) in İstanbul after
the Ottoman state lost World War I. But a wider circle of affiliated
(either physically or psychologically) officials joined the national
cause and fought for the founding of the Turkish Republic. Further
investigation and litigation was aborted. 2 — Millions of
Turks/Muslims from the Balkans had to migrate from Eastern Europe
to Anatolia when these lands were lost to the Orthodox Christians
who established their national states. These dispossessed masses
and those coming from the North Caucasus (Circassians), depopulated
by the tsarist armies, were given the homes and properties of the
Armenians labeled as “traitors.” The new owners always felt that
this was a just and necessary exchange for what they had lost. 3 —
The sense of loss and misery of Eastern Anatolian Muslims who were
removed from their lands and whose families perished during the
Armenian quest for independence is much deeper and wider than what
Armenians and contemporary Turks believe. The resentment and mistrust
of Armenians is surprisingly still alive.

What can be done?

1 — Turkey can go ahead and ratify the protocols that have been signed
between the two governments. Armenians have to follow suit. In fact,
the signing of the protocols was a mutually reluctant move, with both
sides believing that the other would back out at the last minute,
exposing the “true character” of the other.

2 — The Turkish government could issue an apology for the unfortunate
acts of the past that it was not responsible for but for which it
will take on the humanitarian initiative of compensating the Ottoman
Armenian citizens. Descendents of the deported or killed Armenians, who
lay claim to lost property and valuables, may apply to a newly created
office with their evidence. Turkish courts may be made responsible,
operating on declared (transparent) legal principles and procedures. A
sum may be allocated to a bank for monetary compensation.

3 — (This is strictly my idea and hope.) Citizenship may be afforded
to those descendents who wish to be Turkish citizens.

Thus the bridge that was brought down in the first quarter of the
20th century may be mended in the coming era, placing the zombie in
its resting place and ending the haunting of both peoples who were
simultaneously victims of nationalism.

Charles Aznavour, a French singer and composer of Armenian origin,
held a press conference in New York. He will mark his 88th anniversary
in May. The author of over 1000 songs, starring in 60 films, will
give 3 concerts at the City Center in New York, RIA Novosti reports.

Aznavour considers himself French, but he admitted that he aids
Armenia. The singer has become an honorary ambassador of Armenia
to UNESCO.

The famous composer said that he wants to visit Red Square in Moscow,
the Acropolis in Greece and the Pyramids in Egypt.

PanARMENIAN.Net – Iran said on Tuesday, April 10 it had identified
a “major terrorist group” it said was affiliated to Israel and had
arrested some of its members, Reuters reported citing the official
IRNA news agency.

“Iran’s Intelligence Ministry announced it has identified a major
terrorist group from the Zionist regime (of Israel) and has arrested
some of its protected operational members inside the country,” IRNA
reported without making clear when the arrests had taken place.

The semi-official Fars news agency said the suspects were arrested
“while preparing to carry out terrorist acts”, adding that a
considerable number of bombs, machine guns, military and communication
equipments were seized.

Tehran has in the past accused Israel of being behind the killings
of its nuclear scientists.

The Islamic state blamed Israel in January when a nuclear scientist
was killed by a bomb placed on his car by a motorcyclist in Tehran.

Iran denies Western suspicions that its nuclear program has military
goals, saying it is for purely peaceful purposes.

Fars cited the Intelligence Ministry’s statement as saying that
further information would be announced later.
