Istanbul, April 13, IRNA – Russia’s Deputy Foreign Minister Sergei
Riyabkov said that he does not have access to compelling documents
indicating military nature of Iran’s nuclear program.

Riyabkov, also Russia’s envoy to the Group 5+1 (five permanent members
of the UN Security Council plus Germany) talks made the remarks to
IRNA’s correspondent in the Turkish city of Istanbul on Friday before
meeting with deputy secretary of Iran’s Supreme National Security
Council Ali Baqeri.

“According to information that I currently have, it is out of question
now to conclude that Iran’s nuclear program is fully peaceful, but
it is completely different from saying that such activities have
military dimensions,” he added.

Asked about Russia’s stance vis-a-vis the sanctions imposed by the
European Union and the US on Iran, Riyabkov noted that Russia is in
principle against any sanctions and it considers them as contrary to
all international norms.

“Such trend does not respect the ideas of other nations and if
it prevails it will it will ignore the legitimate right of other
countries and companies that want to work with their Iranian partners

co-production forum will be conducted in frame of “Golden Apricot”
9th international festival. Applications for participation can already
be submitted, an official from the office of “Golden Apricot” told
Armenpress. The forum will be held July 10-12.

“Directors without borders” forum is an annual event, which aims
to encourage development of co-production in countries of Eastern
Partnership, in particular, development of co-production of films in
Armenia, Georgia, Moldova, Ukraine, Belarus and Azerbaijan. This time
full-length feature films will be in focus of the forum

The forum is the part of the Eastern Partnership program of “Directors
without borders”, which is sponsored by the European Union and is
implemented by “Golden Apricot” cinema development foundation.

The forum will include short-term trainings, which will be conducted
by world famous specialists and guest-speakers. This will afford to
participants new opportunities of career development. Besides the
trainings, the program of the forum will include pitching, individual
meetings with international specialist and producers.

When the world’s major powers gather in Istanbul on Saturday for
crucial talks with Tehran on its nuclear program, Moscow’s negotiators
will have extra motivation to avoid a war.

An Israeli attack on Iran would not only send shock waves throughout
the Gulf region and the Islamic world, it would also have unpredictable
consequences on the South Caucasus, long regarded by Moscow as Russia’s
own backyard.

Some experts are warning that a war with Iran carries the risk of
reigniting the conflict over Nagorno-Karabakh, an Azerbaijani breakaway
province controlled by Armenian separatists, and even precipitate a
war between Russia and Georgia.

While those voices are a clear minority, few dispute that the region,
awash with unresolved ethno-territorial conflicts, remains a powder
keg. And the ratcheting up of tensions over Iran has already spilled
over into Azerbaijan, Armenia and Georgia.

Earlier this week, Iran’s Intelligence Ministry announced that it had
arrested an Israeli-backed terrorist group whose headquarters lay in
another country in the region.

The ministry did not name the country, but most observers pointed to
Azerbaijan. The country has been described as a potential staging
ground for an Israeli attack on Iran in a controversial article
published by the U.S. magazine Foreign Policy last month, which claimed
that Baku has granted Israel ­access to air bases on its territory.

Ali Hasanov, a senior official in Azerbaijan’s presidential
administration, denied the report, saying “foreign circles” were
using the tensions over Iran to sow discord between both countries,
Nezavisimaya Gazeta reported.

But Baku has seen a host of suspicious incidents recently. Earlier in
March, police arrested 22 individuals whom they accused of being hired
by Iran to stage terror attacks against Israeli and American targets.

Those arrests came on the heels of a report in January that Azerbaijan
had uncovered an Iranian plot to kill the Israeli ambassador in Baku.

On Thursday, Azerbaijan’s National Security Ministry said it had
arrested a group of more than eight Azeri and Iranian citizens
suspected of smuggling arms and drugs into the country.

Deepening ties between Israel and predominantly Muslim Azerbaijan
were highlighted in February when it emerged that Baku had bought
arms worth $1.6 billion from the Jewish state. Analysts have said
the deal has little to do with Iran and a lot with Baku’s drive to
equip its military for a potential war over Nagorno-Karabakh.

But a shadow of doubt was cast over this explanation by a media report
last week that said the arms purchase included Gabriel anti-ship
missiles, which Azerbaijan will use to protect its Caspian Sea coast
from Iranian warships.

Tehran has also accused Baku of supporting Israeli-trained
assassination squads targeting Iranian scientists, an accusation the
Azeri government called slander.

And in February, Baku lawmakers called for changing the country’s name
to “North Azerbaijan,” suggesting that the 16 million ethnic Azeris
who live to the south in northern Iran are in need of liberation.

All this already makes for a lot of trouble in Iranian-Azeri neighborly
ties, but by bringing in Armenia, Georgia, the United States and
Russia, the picture becomes more dramatic.

Armenia, the region’s staunchest Russian ally, is dependent on supply
routes through Georgia and Iran because it has no ties with Azerbaijan
and Turkey, its other two neighbors.

Earlier this month an Armenian analyst warned that Azerbaijan might
launch an attack on Nagorno-Karabakh because it calculates that Iran
would close its border with Armenia and Georgia would not let Russian
aid pass through its territory.

“They understand that and can use that in case of a war over Iran,
Sarkis Astaryan was quoted as saying by the Panarmenian.net site.

Meanwhile, Georgian officials warn of a new war with Russia, citing
Moscow’s announcement to hold large-scale military exercises in the
North Caucasus in September.

Giga Bokeria, the secretary of Tbilisi’s national security council,
argued that the Caucasus 2012 exercises will include Russian troops
stationed in Georgia’s breakaway provinces of Abkhazia and South
Ossetia.

Speaking on Ekho Moskvy, he suggested that Moscow wants to achieve
regime change in Georgia “finishing what it started in 2008,” when
Russia and Georgia fought a brief war over South Ossetia.

Military analyst Pavel Felgenhauer went further by arguing that the
planned exercise is intended to counter any U.S. involvement in a
war with Iran.

And Georgian opposition figures have suggested that a series of newly
constructed provincial hospitals was financed by the United States
and part of a covert campaign to ready the country for war.

Russian Deputy Foreign Minister Grigory Karasin has said the fuss
about the exercise was inappropriate.

But analysts told The Moscow Times that risks over Karabakh and in
Georgia are so high, that no side would dare fire a shot, lest they
set off a devastating war.

“A war over Iran would destabilize the whole South Caucasus,”
said Alexander Krylov, of the Institute of the World Economy and
International Relations.

He argued that Russia’s North Caucasus exercises do not mean that war
is imminent. Rather, he said, they could “cool the heads of regional
leaders and demonstrate stability.”

Krylov also strongly argued against the possibility of an Azeri attack
on Karabakh, saying it would jeopardize the country’s precarious
foreign policy position.

“Nobody would support them, not even Turkey,” Krylov said.

A former ambassador from a major western country to Azerbaijan, who
spoke on condition of anonymity because of the sensitivity of the
issue, agreed that Azeri President Ilham Aliyev was a “clever man”
who will do everything to maintain a foreign policy strategy of
“quadrilateral balance between Russia, Iran, Turkey and the West.”

“Right now they are very busy telling the Iranians that they pose no
threat to Tehran’s security,” the ex-ambassador said.

He added that a war between Israel and Iran would only upset this
balance.

Others said both Azerbaijan and Armenia would suffer considerably from
a war over Iran because it would bring Baku’s lucrative oil exports
to a halt, while stopping Yerevan’s crucial oil imports from Iran.

Ben Judah, a Caucasus expert at the European Council of Foreign
Relations think tank said Israel currently imports a third of its
oil from Azerbaijan, which flows via pipelines through Georgia to
the Black Sea.

“War with Iran would leave Baku vulnerable,” he said in a telephone
interview from London.

Prime Minister Tigran Sargsyan reported about the reforms of the
government, and among achievements he mentioned what the government
was obliged to do in between times to solve more global problems.

In particular, Tigran Sargsyan told with pride that they “succeeded”
in simplifying a number of complicated procedures which contained
corruption risks – technical examination of cars, cadastre
registration, notary service etc. moreover, he said that according
to monitoring people were found out to know about the reforms.

That’s all – here are the achievements. In the meantime, the
simplification of bureaucratic procedures should be a part of the
systemic reforms without which it loses sense. Since reforms need to
be directed at the reduction of corruption, creation of beneficial
conditions for the development of business and competition as well
as removal of colossal means from shadow. But the government does
not report on this issue.

The ambassador of Germany to Armenia Hans Johan-Schmidt stated that
the issues of the economic sphere of Armenia are a huge obstacle to
the development of the country. “If you want to improve the economic
situation of the population and successfully deal with the emigration,
then, as it seems to me, you need to organize the political life so
to bring changes to the structure of the economy. That is, to form a
relevant competitive field and to be ready for the challenges of the
so-called oligarchic systems. If the small and midsize businesses can’s
work properly, then it is a huge problem for Armenia”, he underlined.

The ambassador promised EU support to Armenia, if such reforms
are fulfilled. Now, he is evidently following how the “explosion
of the oligarchic system” is being prepared. He is also following
the oligarchs’ election campaign on the best traditions of cynicism,
the political figures, who are trying to play chess with the boxers,
Serzh Sargsyan, who appeals to vote for the generals and oligarchs
discredited themselves by blood and looting. At the same time, a law
is adopted which allows the use of the army for the “liquidation of
the consequences of states of emergency”.

the distinguished Armenian philanthropist Alexander Mantashev, will
visit Yerevan on April 16-21.

And on April 18, the great benefactor’s grandson will attend the
official opening of Mantashev’s statue, Yerevan City Hall Press

The statue will be placed in downtown Yerevan, and its creator is

YEREVAN, APRIL 13, ARMENPRESS. Turkish NGOs are planning to conduct
a protest rally in Turkey dedicated to the 1915 Armenian Genocide,
Armenpress reports citing Turkish Hurriyet Daily.

The initiators of the rally are members of the Human Rights Association
and “Say no to Racism” organization. The main rally will be conducted
in Istanbul’s Taksim square.

Before April 24 such rallies will take place in other regions of
Turkey as well. “The recognition of the Armenian Genocide is of
ethical, legal, political and social responsibility,” member of the
Human Rights organization Ayse Gunaysu said. According to the human
rights advocate, the realization of pain of the past will allow Turkey
become more democratic.

Two NGOs conducted such rallies on April 24 2011 in Istanbul, Ankara,
Izmir and other regions of Turkey.

Save Teghut Civil Initiative sent an open letter to the President
of the Constitutional Court of Armenia Gagik Harutyunyan referring
to the February request by Save Teghut, Transparency International
Anti-Corruption Center and Ecodar NGO to discuss a number of issues
within the competence of the Constitutional Court. They note that these
issues are directly related to the activities of the Constitutional
Court.

According to the authors of the statement, the Court needs
to undertake relevant steps to avoid misinterpretation of the
international agreements, namely Aarhus Convention. They state that the
Constitutional Court is essential for the establishment and promotion
of democracy, respect for the Constitution and human rights, otherwise
the institute of constitutional justice becomes unnecessary and formal.

Save Teghut statement holds that though the Constitutional Court
does not have to comment on its decisions, it could comment at
least on issues of high public importance through discussion and
conferences which will help raise the legal status of the Court for the
international structures and will influence the solution of the issues.

The authors say it is not clear why the President of the Court does
not react to their specific proposals to launch discussion on issues
of high public importance.

Save Teghut Initiative is looking forward to getting quick response
from the President of the Constitutional Court Gagik Harutyunyan
otherwise the society will have to state the declarative essence of
the Constitutional Court of Armenia the decisions of which have no
legal value.

The People Newspaper writes that Hovhannes Ghazaryan of Artashat,
nicknamed Gasi Hovo, had to leave the country after a row with the
ex-speaker Hovik Abrahamyan and his brother and an attempt on his
life. Now he heads one of the units of the campaign headquarters for
the Republican Party.

The newspaper reports that Ghazaryan agreed to work for the Republican
Party because his son is in prison facing an imprisonment of 10 years.

“The authorities agreed to cut the sentence if Ghazaryan ensures at
least 5000 votes from the area assigned to him. We have learned that
the flags of the Republican Party have appeared on the cars of the
taxi service run by Ghazaryan. In addition, this taxi service was
the cause of the conflict with the Abrahamyan. And the son of Hovik
Abrahamyan set to fire one of those taxis,” the newspaper wrote.

Involving Gasi Hovo in the campaign has another purpose. Although
Hovik Abrahamyan is the head of the Republican campaign headquarters,
he does not enjoy the confidence of Serzh Sargsyan. Moreover, Hovik
Abrahamyan’s clan is actively campaigning for Prosperous Armenia Party
in Ararat region. Serzh Sargsyan wants to use the factor of Gasi Hovo
to keep the pre-election period under control, especially that so far
the “winner” of the long conflict between the Ghazaryan and Abrahamyan
family was the ex-speaker, so Gasi Hovo stands an exceptional chance
to gain advantage and even regain his former foothold so he will not
spare any effort.

collaboration with Georgia’s National Library, Armenia’s ministries
of culture and diaspora organized exhibition of antique Armenian
books dedicated to the 500th anniversary of Armenia’s Typography.

Foreign Ministry’s press office reported that the exhibition presented
more than 50 books.

At the ceremonial opening of the event Armenia’s ambassador to Georgia
Hovhannes Manukyan said the exhibition is dedicated to the 500th
anniversary of Armenia’s typography and is one of the many events
intended to be held throughout the world. “But Tbilisi exhibition,
of course, has a special place in this row of events as not in all
places there is such rich library of ancient Armenian books,” the
ambassador said.

Primate of the Georgian Diocese of the Armenian Church Rev. Vazgen
Mirzakhanyan highly valued the role of the book in the development
of people’s mind and noted that for centuries Georgia was the center
of development of Armenia’s culture and today Georgia is the country
where not only Armenian culture is developing but historical monuments,
pride of Armenian identity, are being preserved. More then 50 thousand
Armenian books and documents are being kept in the National library.

A program “Wealth Through Diversity: equal opportunities for exercising
cultural rights of national minorities and vulnerable groups” kicked
off in Yerevan on April 13.

This is a 3-year program. Maria Poghosyan, program coordinator,
says meetings, seminars and master- classes will be held in all the
10 regions of Armenia. In addition, concerts and exhibitions will
be organized to introduce the culture of national minorities. In
2013 mutual visits are expected to Poland and Ukraine to boost the
cultural dialogue.

Shushanik Saratikyan, expert at the Armenian Government’s Department
for National Minorities and Religion, hopes the program will awaken the
cultural life in the regions. “There are problems that need solution,
specifically there are limited material resources, culture houses
and national instruments,” she says.

The program is implemented by NGO “Centre for the Development of Civil
Society”, Foundation for Partnership and Civil Society Development,
GURT Resource Center (Ukraine) with the financial assistance of the EU.

National minorities make up 2.2% of total population of Armenia. The
Yezidi are the largest ethnic group – 40500 people.
