Azerbaijan on Thursday condemned as a “provocation” a high-profile
military parade that was held in Nagorno-Karabakh and attended by
President Serzh Sarkisian.

“Such a destructive position demonstrates that the Armenian side is
not prepared to hold negotiations in a constructive manner,” the
APA news agency quoted an Azerbaijani Foreign Ministry spokesman,
Elman Abdullayev, as telling journalists.

The parade, which involved scores of troops, tanks and other military
hardware, was dedicated to the 20th anniversary of a key battle that
greatly contributed to the Armenian victory in the 1991-1994 war
for Karabakh.

Azerbaijan has similarly condemned Sarkisian’s presence at military
exercises held by Karabakh’s Armenian-based armed forces. Watching
such drills in late 2010, Sarkisian warned that the Armenian side
will deal a “devastating and final” blow to Baku if it attempts to
resolve their conflict by force.

Azerbaijani leaders threaten to forcibly win back Karabakh and
Armenian-occupied territories surrounding it on a regular basis.

In a separate development, a senior aide to Azerbaijani President
Ilham Aliyev accused the West on Thursday of unjustly portraying the
weekend parliamentary elections in Armenia as democratic.

“Voting in Armenia’s elections was largely a show organized by
themselves,” Novruz Mammadov said, according to the Trend news agency.

“Unfortunately, the West, having immediately demonstrated some
[pro-Armenian] partiality, wants to present these elections as
transparent and democratic.”

YEREVAN. – The ruling Republican Party of Armenia (RPA) new member,
previously oppositional Victor Dallakyan demands to cancel the
candidacy of independent candidate Edmon Marukyan, claiming that he
has not resided in Armenia regularly during the recent five years,
and generally the election results at No. 30 precinct, Armenian
News-NEWS.am own source reports.

The agency tried to check the appeal information from Dallakyan,
however, he had no mood for the questions and asked not to call him
anymore. Instead the agency called the candidate Marukyan who won at
the precinct. The latter confirmed that Dallakyan has really appealed.

However, Dallakyan will fail again, as Marukyan has resided in Armenia
during the recent five years.

Park Activists Don’t Know Who Will Be Sentenced

The activists at Mashtots Park can’t explain the case instigated by
the RA Police in relation to the incidents that took place at Mashtots
Park on April 29 because they don’t know whom the case is against.

“The RA Police statement mentions the names of some people. We don’t
know who the police are referring to and don’t know the details. We
will make a statement on how we view the RA Police’s statement
tomorrow,” political scientist, civil activist Gor Hakobyan told “A1+”.

Talking about the activists’ steps, he said they would continue
to demand that the police officers that applied force against the
activists at Mashtots Park on April 29 be brought to justice.

“On May 7, we appealed to the Prosecutor General’s Office and the
Special Investigative Service so that they would bring those police
officers to justice,” said Gor Hakobyan in closing.

PanARMENIAN.Net – Iraqi Prime Minister Nuri al-Maliki criticised Turkey
on Thursday, May 10 for remarks he said did not show “mutual respect”,
in the latest bout of a weeks-long spat between the two neighbours,
AFP reported.

Maliki’s comments came as Turkey said it would not extradite fugitive
Iraqi Vice President Tareq al-Hashemi, who is accused of running death
squads and is the subject of an Interpol international Red Notice.

“We do not have any problems with Turkey,” Maliki told NRT, a Kurdish
satellite channel, according to a statement issued by his office that
included quotes from the yet-to-be broadcast interview.

“We do not want to antagonise Turkey, or Iran, or America, or Saudi
Arabia, or any other country, but what happened and the remarks issued
by Turkey do not show mutual respect.”

His remarks come after Iraq and Turkey last month summoned each
other’s ambassadors to express their displeasure over a worsening row.

At the time, Turkish Prime Minister Recep Tayyip Erdogan accused
Maliki, a Shiite, of stoking sectarian tensions between Shiites,
Sunnis and Kurds, and of monopolising power.

Maliki fired back, saying such comments “will damage Turkey’s interests
and makes it a hostile state for all.”

The Iraqi premier’s latest comments came as Turkish deputy prime
minister Bekir Bozdag said on Wednesday that Ankara would not
extradite Hashemi, whose trial in Baghdad is due to begin on May 15
after two delays.

Later this month, the eyes of the world will be focused on a shimmering
glass and steel building newly erected on the shores of the Caspian
Sea to welcome the pop stars and television crews from more than 40
European countries who will broadcast the Eurovision Song Contest
2012 spectacle.

Azerbaijan won hosting rights to the popular extravaganza last
year when the Azerbaijani pop duo of Ell and Nikki sang their way
to victory in Eurovision 2011. The Azerbaijan government responded
proudly with plans for a new $134 million concert showplace called
the Crystal Hall which seats 23,000. Finished only a few weeks ago,
it was a tense race to get the venue ready in time. Its importance
was signaled by the frequent visits made by President Ilham Aliyev
and First Lady Mehriban Aliyeva to the bold geometric structure as
it rose amidst the construction site.

But their interest was not just ceremonial and patriotic. An
investigation by the Organized Crime and Corruption Reporting Project
(OCCRP) and Radio Free Europe/Radio Liberty has discovered that the
first family is personally profiting from the massive construction
project through its hidden ownership in the AZENCO construction
company.

The company contracted for the work has long been identified in all
official announcements as the German company Alpine Bau Deutchland AG.

Yet some of the equipment at the construction site is stamped with
the company name AZENCO . Rolf Herr, a representative of Alpine Bau
in Azerbaijan, described AZENCO as a subcontractor.

He would give no other details of its involvement. The Alpine Bau
press office in Germany did respond to an email by OCCRP.

“We usually don’t publish any information regarding our business
contacts with subcontractors. Therefore we unfortunately cannot
answer your questions,” said Nicole Weixler, a marketing manager,
in the email.

Trucks from AZENCO during construction of the hall

AZENCO is owned through a series of front companies that mask the
real owners. The official newspaper of the agency for privatization
of state property in Azerbaijan announced in 2010 that Baku-based
Interenerji MMC acquired 97.5 percent of the shares of AZENCO.

According to privatization records from March 2010, ADOR MMC,
another Baku-based company controls 70 percent of the ownership of
Interenerji. That company’s registration documents list its legal
address as “7 Samed Vurgun Street”. The registered occupants of that
address at the time were Mehriban Aliyeva, Leyla Aliyeva and Arzu
Aliyeva, the wife and daughters of the president respectively.

In 2010, Radio Free Europe/Radio Liberty investigated the privatization
of the State Aviation Company’s infrastructure, including Azalbank
(currently Silkwaybank), which also has as a registered shareholder
Arzu Aliyeva, residing at the same address.

Presidential spokesperson Azer Gasimov at the time confirmed that
the shareholder was indeed the president’s daughter.

Gasimov did not respond to repeated phone calls and a written inquiry
about the president’s family’s connection to Azenco and the appearance
of a conflict of interest if Azenco is profiting from state-funded
construction projects.

Eurovision 2012 event coordinator Sietse Bakker said that it was not
the proper organization to answer questions about the First Lady or
the Crystal Hall construction.

Bakker said the city of Baku commissioned the multi-functional indoor
venue before Azerbaijan won Eurovision. “We have no involvement with
the construction of the hall, so you should ask this question to the
responsible authorities.”

Record sources do not support Bakker’s contention. Presidential order
1620 from July of 2011 to build the concert hall came after the May
Eurovision victory.

“I have not seen written records,” Bakker said, “but it doesn’t take
much to realize that there is quite a lot of planning going into the
construction of such venue,” Bakker said.”

The Crystal Hall is the second project to raise conflict of interest
questions about Azenco.

It also helped construct the grandiose US$38 million State Flag Square
near the Crystal Hall, which briefly held the Guinness Book of World
Records title for tallest flagpole in the world.

A few months after it was put up, Azerbaijan’s 162-meter flagpole
was surpassed by an even bigger flagpole in Dushanbe in Tajikistan
designed by the same American firm.

Two -thirds of the cost of the square in Baku came from the Reserve
Fund of the head of state by presidential decrees 532 ( Oct. 26, 2009)
and 1052 (Aug. 3, 2010). The other third came directly from the 2011
state budget in accordance with a decree of the Cabinet of Ministers
260 S (Aug. 25 2011).

A spokesman for the Cabinet, Akif Ali, refused to respond to questions
about how Azenco came to be chosen as a partner in the project.

Azenco has been employed on numerous state-funded projects less showy
but no less profitable than the Baku work. State Procurement Agency
records show that in 2010 alone the company was awarded contracts
worth US$79 million. The company also recently gained control of
Sumgayit Technology Park, a former State funded enterprise started
by Azerenerji, the government owned energy production company.

Azer Mehtiyev, director of the Center for Assistance to Economic
Initiatives, a politically independent think tank, said Azenco was
a clear example of a scheme to misappropriate some of the country’s
big oil money.

“With the big oil money flowing into the budget, a parallel process of
monopolization of spheres of economy, re-division of state property …

(made) way for the misappropriation of revenues,” Mehtiyev said.

“Big infrastructure projects financed by oil revenues are mainly
distributed to companies which belong to high-ranking officials. The
government keeps the information about owners of the companies secret.

The state contracts are assigned to companies established in offshore
zones with unknown owners making the public control over the process
impossible,” he said.

According to Mehtiyev, it is especially difficult to get information
about the business interests of the president’s family.

Azerbaijan adopted an Anti-Corruption Law in 2004 that obliges
officials to declare the income and property holdings of themselves
and their relatives.

In August 2005 (order number278), the president ordered the Cabinet
of Ministers to prepare a special form on which officials would give
that information within two months. But the forms were never drafted
and officials never provided the information. It is not clear if
the president or the first lady, who is also a member of parliament,
have submitted declarations in the past decade.

The Presidential administration and the Central Election Commission
will not respond to questions about their property. A written inquiry
sent to the First lady’s web page was not answered.

In January 2011 President Aliyev declared that the government would
take serious measures against corrupt officials.

The 2012 Eurovision event will have one other tie to the first family
besides the new showcase auditorium. Between acts, the singer chosen
to entertain the crowd just happens to be the President’s son-in-law
(OCCRP).

Security Council will be held in Moscow on May 15. The session is

YEREVAN. – Armenian national carrier Armavia company will not suspend
talks on purchase of the second Russian Sukhoi SuperJet-100 after an
air crash in Indonesia.

The company’s representative said that Armavia has been holding talks
on new Sukhoi SuperJet-100 for two months, though the precise date
of the purchase is not determined yet.

“We do not have serious claims; any aircraft has defects,” he told
MIR TV channel.

He added it is too early to speak about the causes of air crash
in Indonesia.

A handover ceremony of the first Sukhoi Superjet-100 that arrived in
Armenia was held at the Zvartnots international airport in Yerevan
in April 2011.

Last month head of Sukhoi Company Mikhail Pogosyan said Armavia will
purchase another Sukhoi Superjet-100 in 2012.

The National TV and Radio Commission will fine Kentron TV for
broadcasting a program of promulgating nature during the period of
silence. The fine is the minimum salary 1000 times. Kentron TV belongs
to Gagik Tsarukyan, the leader of Prosperous Armenia.

Most probably, the fine is related to the parliamentary election,
it has a political motive and is part of pressure on Tsarukyan.

In terms of law enforcement, there might be substantial grounds
for fining this TV company. However, it is not a secret that it is
possible to fine any TV company at any time, for any of the small
and big violations for so many years.

It is interesting whether the fine on Tsarukyan~Rs media arsenal will
be local in nature or will mark the beginning of a bigger process
which may be part of the larger process of reshuffle in the Armenian
TV business.

Kentron was established by Sharm Holding, and received the frequency
which was vacant after A1+ TV company was deprived of it by Robert
Kocharyan. Some time later Sharm sold Kentron to Gurgen Arsenyan, the
leader of the United Labor Party which won the parliamentary election
in 2007. Later Kentron had a new owner who was Member of Parliament
Murad Guloyan, Gagik Tsarukyan~Rs in-law but de facto the TV company
belonged to Gagik Tsarukyan. In this parliamentary election Gurgen
Arsenyan was N 4 on the PA list and will be a member of parliament.

Will the owner of Kentron TV change? Is the fine the beginning of a
new process or is it just a fragment which is a warning to Tsarukyan
or is intended to inflict a minor financial loss on him?

It is not ruled out that after knocking down the PA leader Serzh
Sargsyan decided to deprive him of one of his levers ~V TV company
~V before Tsarukyan comes round.

Time will show. It is possible that there are no far-fetched goals,
and Serzh Sargsyan is simply trying to retrieve Tsarukyan from the
month of opposition euphoria in case Tsarukyan returns from the
opposition field leaving there his TV company.

The Ministry of Foreign Affairs of Azerbaijan said the military parade
held by Armenian President Serzh Sargsyan in “the occupied territories
of Azerbaijan was provocation and destructive position”, APA reports.

Serzh Sargsyan’s participation in the parade became another reason
for Baku’s indignation.

While commenting on that issue spokesperson for the Ministry of Foreign
Affairs Elman Abdullayev told journalists that the parade could be
assessed as provocation and a negative step in the negotiation process:
“Such destructive position shows that Armenian side is not ready to
hold constructive negotiations.”

The military parade in Stepanakert was dedicated to the 67th
anniversary of the Victory Day, 20th anniversary of the Nagorno
Karabagh Republic Defense Army and Liberation of Shoushi. Alongside
with Serzh Sargsyan and NKR President Bako Sahakyan attending the event
were Catholicos of All Armenians Karekin II, the second President
of the Republic of Armenia Robert Kocharyan, NKR second President
Arkadi Ghoukasyan, leadership of the Artsakh Republic, the official
delegation of the Republic of Armenia, numerous guests from abroad.

Turkey Hopes To Restore Ties With France Under Hollande Presidency

TURKEY HOPES TO RESTORE TIES WITH FRANCE UNDER HOLLANDE PRESIDENCY

Top Turkish officials have said they are hopeful that Turkey will
restore ties with NATO ally France under the new leadership of
president-elect Francois Hollande, saying that Turkey will wait and
see the position of France.

Turkish Deputy Foreign Minister Naci Koru told reporters in Konya
that Turkey hopes problems it had with France will be gone with the
new president but he said it is difficult to say anything about the
future relations, stressing that Turkey will wait and see.

Turkish and French relations were badly strained earlier this year
after French Assembly endorsed a bill that makes it a crime to deny
World War I-era killings of Armenians constituted a genocide. Turkey
imposed a set of sanctions on France, cutting military ties and
canceling economic forums.

Koru added that Turkey hopes to improve relations with France, which
he said is an important country that Turkey has been cooperating
for long years. Koru noted that Turkey will open a new page with
France with the new president and this will have a positive impact
on relations between the two countries.

Foreign Minister Ahmet Davutoglu told reporters that Turkish and French
relations date back to history and that Turkey believes Hollande will
take positive steps in France’s transformation process.

Davutoglu urged France to act rational and in line with its tradition,
adding that Turkey has always acted with principles. Davutoglu added
that Turkey hopes Hollande and his team will make assessment in this
new period regarding Turkish-French relations, Today’s Zaman reports.
