More than 1600 families in Armenia are below the poverty line and need
the state support, chairman of International Association of Lawyers and
Psychologists, Khachatur Marozyan, said at today’s press-conference.

“In 2009 we prepared a draft law on entering the Family Day in the list
of holidays of Armenia, which is also celebrated in several countries
of Europe. The draft law was endorsed by the National Assembly
of Armenia. Now we have been preparing a draft law “On strategic
development of family”, which will be submitted to the parliament in
autumn of the current year. The creation of a school-family should
be the first step, and participation of the state in this process is
very much important, as the problems of families must not be resolved
only by the efforts of private organizations”, – Marozyan said.

He also added that the task of the school-family is to give elementary
and necessary knowledge about family to the growing generation.

For his part, representative of Armenian Apostolic Church, priest
Babken Hayrapetyan, said that the church has blessed the Family Day
holiday and added that the state plays an important part in existence
and development of a family.

“Unfortunately, our state does not create relevant conditions for
keeping of a family. This results in outflow of population. Moreover,
in many cases men do not come back to their families and leave them”,
– Hayrapetyan said.

President Serzh Sargsyan participated in the jubilee session of the
CSTO Collective Security Council dedicated to the 20th anniversary of
conclusion of the Collective Security Treaty and the 10th anniversary
of establishment of the Collective Security Treaty Organization.

The heads of CSTO member states referred to the urgent international
issues and regional challenges. They discussed the main results of
the 10-year activity of CSTO.

Upon the conclusion of the session the participants adopted a
joint statement, where they assess the main trends of development
of situation and the CSTO activity. They also reiterated their
commitment to the objectives and principles of the Treaty, as well
as the willingness to develop and deepen the cooperation in the field
of foreign policy, military and military-technical spheres.

On May 15 the delegation led by the Deputy Speaker of the National
Assembly of the Republic of Korea Hong Jae Hyong being in Armenia
on three-day visit, accompanied by the RA NA Deputy Speaker Eduard
Sharmazanov, visited Tsitsernakaberd.

The members of the delegation laid flowers at the Memorial of the
1915 Armenian Genocide, honored with a minute of silence the memory
of one and a half million innocent victims.

The members of the Parliamentary Delegation of the Republic of Korea
visited the Armenian Genocide Museum-Institute, got acquainted with the
documents testifying to the Armenian Genocide and watched with great
interest the exhibits. Hong Jae Hyong left a note in the Commemoration
Book: “I had a hard feeling, seeing and hearing about the tragedy,
which occurred during the 20th century. I am sure that such tragedies
will never be repeated.”

Answering the journalists’ questions, the Head of the Delegation noted:
“Armenia and Korea have centuries-long history. The two peoples have
experienced scores of difficulties, and have undergone troubles.

Today the two countries have taken the path of development and
democracy.

Very few people know about the Armenian Genocide. At present works are
carried out in submitting full information on the Armenian Genocide.

Noh Yong Min, deputy of our parliament has written a book, and in
its first part the Armenian Genocide is in detail presented.”

Presenting his book to the journalists Noh Yong Min said that the
reason of writing the book had been the concern how such tragedy had
occurred in the first half of the 20th century. “The Jews’ Holocaust
has been recognized, I think the Armenian Genocide will also be
recognized by the whole humanity with time. Every year on April 24
I make a note in the Facebook that it is the Armenian Genocide Day.”

The deputy Noh Yong Min also left a note in the Commemoration Book: “I
wish the whole Armenians live together as never blowing out fire. Such
tragedies should never be repeated, and the organizers of the crime
should be subjected to responsibility.”

If the Government seizes a territory for some public purposes but
does not use it for more than two years, that territory should be
given back to its former owner, Hayk Alumyan, the lawyer of the ex
owner of Milano shop Hovhannes Ghukasyan told journalists on Monday.

He said that following Alumyan’s appeal to the European Court, the
Government notified Ghukasyan that he has been fined for not paying
a tax for the third floor of the building.

“My client bought the building in 1995 as a two-storied facility. Four
years ago the Government took it away from him as a one-storied
facility and has paid just 180mln AMD of the offered 270mln AMD. The
rest has been charged as a fine for not paying a tax for the third
floor,” Alumyan said.

He wonders why the Government supports the current owner of the
building, Avo LLC, to the detriment of its own citizens. “The point
is that should the European Court rule that the former owner should
be paid compensation, that money will be paid by the Government rather
than the current owner,” Alumyan said.

Azerbaijan must immediately halt the police use of violence to suppress
freedom of expression, Amnesty International said after two separate
peaceful protests were broken up by police in the capital city Baku
on Monday.

Local activists told Amnesty International that opposition party
members were specifically targeted at rallies in Baku’s Sabir Garden
area and in front of the city authorities’ offices.

Independent video footage from the scene shows police roughing up
demonstrators as they are being dragged away.

Around 300 protesters took part in the unsanctioned gatherings which
called for the release of political prisoners before Azerbaijan hosts
the Eurovision Song Contest later this month.

“The glitz and glamour of the Eurovision are only weeks away, but the
international media attention the contest will bring seems to be no
deterrent for Baku’s police, who continue to use brute force to put
down peaceful protests,” said John Dalhuisen, Amnesty International’s
Europe and Central Asia Programme Director.

“We renew our call on the Eurovision’s planners to roundly condemn this
unacceptable ongoing repression of freedom of expression in Azerbaijan.

“Azerbaijan’s authorities must take immediate steps to lift bans on
public protests in central Baku and to bring to justice all those
responsible for the police abuse.”

Before Monday’s protests began, police surrounded the area and
attempted to stop activists near the Icheri Sheher metro station.

Abulfaz Gurbanly, one of the protest organizers and the head of the
opposition Popular Front Party (PFP) Youth Committee, told Amnesty
International that the protesters had gathered to “demand freedom of
assembly and the release of all political prisoners”.

In recent months, Baku city authorities have permitted some protests,
but have maintained a ban on opposition parties holding rallies in the
city centre, instead relegating such gatherings to the far outskirts
of the city.

Gurbanly and 17 other activists were detained at Monday’s protests
before being held at two different Sabail District Police departments.

Ten of them were driven west of the city to the Gobustan Reserve and
released with a verbal warning, and the remaining eight detainees
were given written warnings before being set free.

Police also briefly detained another group of 10 female activists at
the rallies, and drove them away from the scene before releasing them
in the city’s Akhundov Garden area.

Gurbanly told Amnesty International that police had used beatings and
violence while dispersing the peaceful protesters. He described how
policemen punched him and dragged him by his hair during his arrest.

Independent videos from the protests posted to YouTube show uniformed
police officers shoving, punching and kicking peaceful protesters,
as well as dragging some away as they shout “freedom” (Azadliq).

“This latest crackdown on peaceful protests is sadly an accurate
indicator of the Azerbaijani authorities’ attitude towards freedom
of expression. It must be remedied by ensuring those responsible are
swiftly brought to justice,” said Dalhuisen.

The Republic of Armenia and its citizens find themselves in grave
systemic crisis. The parliamentary polls held on May 6 have delivered
a nationwide abyss deeper and more ominous than ever before.

The incumbent regime has imposed in unprecedented manner a cult of
complicity upon large segments of the Armenian public, and despite
its own democratic rhetoric has comported itself and the elections in
defiance of civil liberties, constitutional rights, and an unfettered
expression of the national will.

Once again the people of Armenia have received a de facto legislature
and, unless we together and immediately act to return to them the
power and protection they are due, the Republic is condemned to greet
the next in a long line of de facto presidents as well.

We deserve-and shall have-better. We deserve-and must achieve-de jure
leadership both in parliament and at the presidency.

In its long-standing tradition of humble public service, the Heritage
Party will continue to serve the citizen-nation and its interests
both in the current circumstances of de facto shame and in a near
future of de jure dignity. We shall do so in all available arenas,
through all possible avenues, and against all probable odds.

We thank those of our fellow citizens who cast their votes for
Heritage-whether or not they were among the few that were officially
registered in our favor-because they were born of a free will, a clear
conscience, and a brave belonging to our Homeland and its calling.

Upon completion of a critical consultation process with our civil
supporters and public partners, Heritage will present its detailed
assessment of the “State of the State” and share its vision-temporarily
obstructed but ever so sharp and undeterred-for the New Armenia which
is bound to come.

For this purpose, Heritage will deliberate in congress on June 2.

Archag et Anahid : cultiver la litterature armenienne en France

Tandis que la communaute franco-armenienne retient tous les regards
ces temps-ci, saisissons cette belle opportunite pour rappeler le
rôle que la France joua, par le passe, en tant que pôle de l’activite
litteraire et culturelle de la diaspora armenienne.

Dans les annees 1920 et 1930, la capitale de la vie intellectuelle
armeno-occidentale passa de Constantinople a Paris. Durant la periode
ottomane de reformes sociales, au milieu du 19ème siècle, il etait de
coutume au sein des riches familles armeniennes d’envoyer leurs fils –
et, exceptionnellement, leurs filles – a Paris pour y achever leurs
etudes. Ces jeunes Armeniens rentraient en general dans l’empire
ottoman, une fois diplômes, dans l’espoir d’employer leur savoir et
leurs competences, afin d’aider a ameliorer la situation sociale
et politique de leur communaute. Quoi qu’il en soit, au tournant
du siècle dernier, un groupe reduit, mais influent, d’environ 3 000
Armeniens s’etait etabli a Paris. Ces Armeniens etaient souvent des
ecrivains et des militants qui, menaces par le regime de plus en plus
autoritaire du sultan Abd ul-Hamid II, choisirent de chercher refuge
a l’etranger, où ils pouvaient s’exprimer plus librement, sans crainte
d’etre emprisonnes ou de faire l’objet d’une surveillance agressive.

Parmi la petite communaute d’Armeniens du Paris fin de siècle, un de
ses membres les plus remarquables et respectes fut Archag Tchobanian.

Ne a Constantinople en 1872, Tchobanian fut elève au Lycee Guetronagan
– repute pour avoir produit certains des esprits litteraires armeniens
les plus accomplis – et se mit a ecrire et traduire de l’armenien vers
le francais a un âge precoce. A 23 ans, il fonde la revue litteraire
Dzaguig (Fleur, en armenien) et, peu après, quitte Constantinople
pour Paris, où il devint un personnage cle dans la vie intellectuelle
franco-armenienne durant plus d’un quart de siècle.

Celèbre comme ambassadeur des lettres armeniennes en France, ce poète,
ecrivain, traducteur et editeur s’acquit le respect non seulement
de ses compatriotes armeniens, mais aussi de maints ecrivains et
hommes politiques francais, des plus eminents de son epoque. Grâce
a ses contacts avec des personnalites telles qu’Anatole France et
Georges Clemenceau, Tchobanian fit prendre conscience des souffrances
du peuple armenien dans l’empire ottoman et s’attira le soutien de
l’opinion francaise a sa cause.

Tchobanian s’inquietait toutefois du danger lie au fait de presenter
les Armeniens simplement comme un peuple victimise et remit en
cause cette image en promouvant des exemples de leur patrimoine
litteraire et culturel auprès d’une opinion francaise des plus
neophyte en la matière ; il publia regulièrement des traductions de
contes populaires armeniens dans des revues litteraires francaises,
organisa des manifestations culturelles – invitant notamment le père
Komitas a se produire a Paris en 1906 – et accueillant colloques et
conferences sur l’histoire et la litterature armenienne.

La communaute franco-armenienne d’alors fut aussi grandement
redevable aux efforts de Tchobanian pour resister a l’acculturation,
en encourageant une production litteraire armenienne dans la diaspora.

Son apport le plus durable, a cet egard, fut la creation de la revue
litteraire, artistique et scientifique Anahid, en 1898.

A l’aide de cette revue, Tchobanian souhaitait susciter une admiration
chez les Armeniens envers leurs propres realisations culturelles et
maintenir l’heritage litteraire et intellectuelle des generations
anterieures parmi la diaspora. Il voyait dans Anahid un moyen de
preserver, perpetuer et rebâtir une identite armenienne en exil,
grâce en particulier au developpement de la communaute durant les
annees 1920.

Chaque numero de la revue se composait de poesie, de prose, de
traductions, de critiques litteraires et d’un ensemble eclectique
d’articles sur des thèmes allant de l’architecture a la musique. Meme
si des poèmes dus a des figures aussi respectees que Siamanto ou
Daniel Varoujan paraissaient dans Anahid, Tchobanian se preoccupait
aussi de promouvoir et publier de jeunes ecrivains en herbe, Zabel
Essayan et Zareh Vorpouni entre autres, qui deviendront ensuite des
figures de proue de la litterature armenienne.

En depit d’une interruption de dix-huit annees, de 1911 a 1929, et
d’un bref hiatus lors de l’occupation nazie de Paris dans les annees
1940, Anahid fut le vecteur artistique d’un peuple diaspore durant
trente-trois ans, sans etre egalee par aucune autre publication.

L’ultime numero d’Anahid fut publie en 1949 et fut bientôt suivi par
la mort de son devoue editeur en 1954.

[Diplômee d’etudes orientales et francaises de l’Universite Rutgers
(New Jersey), Jennifer Manoukian s’interesse a la litterature
armeno-occidentale et aux questions d’identite et de production
culturelle dans la diaspora armenienne. Elle est aussi traductrice ;
ses traductions de Zabel Essayan ont paru dans la revue Ararat.

et defis entre la Turquie et l’Afrique.

Dans l’après-midi, M. Volkan Bozkir, president du Comite des Affaires
etrangères de la Grande Assemblee Nationale de Turquie a anime le thème
” L’Afrique dans la Politique etrangère et les MediasTurcs “.

L’offensive de la politique turque en Afrique intervient au moment
où plusieurs personnalites politiques francaises sont opposees a
l’entree de la Turquie dans l’Union europeenne (UE).

Pour Marine Le Pen arrivee troisième au premier tour de l’election
presidentielle en France, ” l’Union europeenne n’a de sens qu’en tant
que club de pays europeens, c’est-a-dire faisant partie de la meme
civilisation, la civilisation europeenne, heritière tout a la fois
de la Grèce antique, de Rome, de la Chretiente et des idees modernes “.

” La Turquie et le monde turcophone appartiennent a un autre
ensemble geopolitique, qui fait l’interface avec les mondes arabes
et persanophones. Oui a un partenariat strategique fort avec la
Turquie, mais pour cela il faudrait deja commencer a se meler de ce
qui nous regarde et a ne pas mettre le nez du Parlement francais dans

Ahmet Davutoðlu a joue et joue toujours l’un des rôles les plus
importants dans la formation de l’actuelle politique exterieure.

En 2009, ce professeur de relations internationales, après avoir
occupe depuis 2003 la fonction de conseiller principal auprès du
president Gul et du premier ministre Erdoðan, devient le ministre
des Affaires etrangères.

Surnomme “le Kissinger turc” ou “le principal architecte, artisan
ou encore stratège des relations exterieures turques”, Davutoðlu a
tire la diplomatie turque, qui pendant longtemps s’etait complètement
