After Yerevan Djur CJSC was transferred to concessional management of
Generale des Eaux (France), the water losses in Yerevan made up 83%
in Yerevan in 2009, a year later – 85%, and according to the data of
the latest surveys, the water losses make up 86.2%, Armen Poghosyan,
President of the Consumers’ Union NGO, told journalists in Yerevan
on May 16.

He said that according to the latest data, a total of 5210 consumers
are registered in Yerevan, who do not pay for water. He added that
before 2009 the water price should have been maintained at 144 AMD
per 1 cu m, and after 2009 it should have been reduced to 95 AMD.

However, Poghosyan said that the quality of the water does not improve,
while the price keeps growing. According to Poghosyan, today Armenia
has water pipelines, which are registered nowhere. In addition, such
places as saunas and car washes have not been completely studied yet.

To recall, Yerevan Djur CJSC is a resident of Armenia. It was founded
by Veolia Generale des Eaux (France).

International Atomic Energy Agency’s Internal Oversight Services
Director Carsten Meyer, press service of the Ministry told APA.

The projects on The General Plan for Energy Development and Support
the Use of Nuclear Energy were discussed at the meeting. Abbasov noted
that, Metsamor atomic power station in Armenia was dangerous for whole
region. According to him, that station could create a problem and he
called IEAE to stop Metsamor atomic power station.

For Turks, both those sitting in Ankara as well as ordinary citizens,
the failure of Nicolas Sarkozy to secure a second term as French
president was very much welcomed. Relations between Ankara and Paris
nosedived during Sarkozy’s presidency as a result of his anti-Turkish
populism, and more recently when a Sarkozy-backed draft Armenian
genocide bill was passed by the lower and upper houses of the French
Parliament. Therefore, the victory of Francois Hollande in the May
6 presidential elections should bring an end to the increasingly
hostile rhetoric that was used by both sides hitherto and opens up
a fresh page in relations between the two countries. This will be a
win-win for both parties.

It would seem that there will be a good opportunity for a first meeting
between the two countries at the forthcoming NATO Summit, which is due
to take place in Chicago on May 19-20 and which Monsieur Hollande and
Turkish President Abdullah Gul will both be participating in. This
should hopefully be followed by a much longer and more in-depth
session either in Ankara or Paris, when a real bilateral agenda of
priorities can be laid out.

There is a strong belief in Turkey that Hollande has a good
understanding of the importance of Turkey, both strategically and
economically, to Europe. Sarkozy, of course, often underlined the
importance of Turkey as a partner to the EU, particularly in foreign
policy terms, yet he simply refused to accept that Turkey could at any
time be part of the EU. However, while Sarkozy may have strengthened
France’s anti-Turkish position, he did not give birth to it. However,
Hollande, who has been overall rather quiet on his foreign policy
aims, outlined his view in a 2011 book — “Le Reve Francais” —
that negotiations between the EU and Turkey must be ‘fairly” pursued,
until their conclusion. Moreover, he has criticized Sarkozy on several
occasions over his opposition to Turkey’s accession, which has severely
damaged bilateral ties between the two countries. Turkey’s EU Minister,
Egemen BagıÅ~_, has recently said, “Ankara would like to see France
become one of the champions of Turkish integration into the EU as
it was under President Jacques Chirac.” Perhaps this may be going
too far because I can never see France being a champion of Turkey’s
membership, but one would hope that France will at least lift its
veto from the five negotiating chapters it has blocked. However,
this clearly also would not mean an open road for Ankara because,
firstly, some of the chapters under French veto have also been blocked
by Germany and Austria, and secondly, because of the Cyprus issue.

Furthermore, Turkey’s eventual accession would still go to a referendum
in France, meaning that one of the toughest battles still needs to
be won — changing the way many French people perceive Turkey.

Still, overall, there is good reason to be optimistic, and deeper
cooperation between Paris and Ankara should hopefully help reactivate
the EU’s transformational power on Turkey in the field of democratic
reforms.

However, there still remains a question mark over one issue, which
should not be underestimated — namely the Armenian genocide. Ankara
is waiting to see whether Hollande will follow through on his promise
to revive the law criminalizing denial of the genocide, in spite
of the verdict of the French Constitutional Court. While Monsieur
Hollande has some very close ties with the Armenian Revolutionary
Federation-Dashnaktsutyun (ARF-D), it still seems quite unlikely that
he would do this. First, because he seems to realize the importance
of resetting relations with Turkey, and secondly, because the decision
of the Constitutional Court destroying the Boyer Act was based on the
principle of law, which means there would be very little opportunity
for a second attempt. However, at the same time, it would seem rather
improbable that Hollande is going to make an official statement
saying that he is going to drop the matter; rather, he may keep the
issue alive, but it will be way down at the bottom of his list of
priorities. Indeed, recent speeches given by Monsieur Hollande on
this issue (for example, in Paris and Marseille) were only published
by an Armenian website, and not by the Socialist Party.

However, even if the decision is not challenged, with the 100th
anniversary of the Armenian genocide on the horizon, it would be
naïve to believe this issue is simply going to disappear because it
will not, and the Armenian diaspora in France will intensify pressure
leading up to the commemorations.

Clearly Monsieur Hollande has many challenges ahead, not least the
showdown with German Chancellor Angela Merkel over the euro crisis,
but one is cautiously optimistic that his entry into office will
represent a new spring in Turkish-French relations.

Salt Galata will be hosting Sweet Confusion, a comparative project
that explores Armenian and Turkish cinematography of the ’60s
in collaboration with AICA Armenia, Anadolu Kultur, International
Armenian Cinema Center, Armenia Turkey Cinema Platform and tranzit.at.

The conference attempts to reread the socio-political and cultural
paradigms of two geopolitically estranged contexts, which, throughout
the 1960s, were in the process of self-definition and positioned
themselves by determining and shaping the “other” through the complex
correlation of cultural and political systems.

Sweet Confusion, which is supported by the Eurasia Partnership
Foundation, USAID, Erste Stiftung and Allianz Kulturstiftung, was
conceived in the framework of the international research project
“Sweet 60s.” The project explores, through contemporary artistic and
theoretical perspectives, the unknown, underestimated and hidden
contexts and territories of the 1960s that were omitted from the
meta-narrative of the “romantic revolutionary epoch.”

Some of the films will be screened again at Depo on May 20th.

Simultaneous translation will be available.

Hrach Bayadyan, Keti Chukhrov, Zeynep Dadak, Siranush Dvoyan, Dimitris
Eleftheriotis, Vigen Galtsyan, Ahmet Gurata, Nazareth Karoyan, Nadire
Mater and Fatih Ozguven will be presenting during Sweet Confusion. The
films that will be screened as part of the program include Barev,
es em (Hello, it’s me!), Erankyun (Triangle), Menq enq, mer sarery
(We and our mountains), Hayrik (Daddy), Vesikalı Yarim (My Prostitute
Love) and Bir Gecelik Gelin (One Night Bride).

The entrance of 60 Armenian Relief Society honorees clad in tricolor
ribbons into the Glendale Hilton Hotel’s Grand Ballroom inspired a
standing ovation by the more than 500 guests attending the Armenian
Relief Society of Western USA’s Gala 2012 on April 27.

Honorees were selected by their respective chapters in the society’s
Western USA region to be recognized for their excellence in service
in categories including longtime member, financially supportive member
and exemplary member.

Masters of Ceremony Grigor Ogaryan and Talar Aintablian introduced
the guests, including His Eminence Archbishop Moushegh Mardirossian,
the society’s Central Executive Chairwoman Vicky Marashlian and board
member Rosie Bedrossian, ACF Representative Anahit Aprahamian, Asbarez
Editor Apo Boghigian, Los Angeles City Councilman Eric Garcetti and
Glendale Unified school board member Greg Krikorian.

Tenor Raffi Kerbabian sang the national and society’s anthems,
accompanied by pianist Hovsep Torossian. Guests watched a video
message from Rep. Adam Schiff (D-Burbank), then mingled and had
dinner. Entertainment was provided by an Armenian folklore music
group directed by Ruben Haroutunyan.

Sofia. Sofia City Prosecutor’s Office gave details about last night’s
operation of the Chief Directorate for Fight with Organized Crime
when the police prevented the killing of a businessman with criminal
history.

Businessman Bozhin Bozhinov who was born in 1976 was the object of
an attempted murder, Sofia city prosecutor Nikolay Kokinov said at
the news briefing.

For now we can only guess what he was doing, apparently some kind
of a criminal business, broken promises. Bozhinov is registered with
the police for frauds. He is now being questioned, said the prosecutor.

Last night it was announced that a Montenegrin and three Armenians
were detained in the operation.

One person will be charged in the contract killing case in Sofia. The
person has Serbian citizenship and is called Bitiki Haki, said
prosecutor Nikolay Kokinov.

An identity card with other names, Haki Ukshini, was found with
him. His real identity is yet to be established.

According to the information available so far the person served
a sentence in a Bulgarian prison and was convicted of illegally
crossing the border, document crimes and drugs. The Serbian citizen
served the sentence in a Bulgarian prison together with the Lebanese
national Mustafa Mohamed Ismail and about ten days ago suggested him to
kill the Bulgarian citizen Bozhin Bozhinov. The Serbian gave Mustafa
Mohamed Ismail a gun, promised him BGN 30,000 and gave him photos of
the victim’s everyday route. The Lebanese citizen supposed to carry
out the killing voluntarily went to the police and told everything
about the case. A judge is now questioning him, said the prosecutor.

The reason for the order is unsettled scores, according to the
Prosecutor’s Office.

The killer was supposed to get the money after the killing, said
the prosecutor.

The Lebanese national will be a witness in the case and cooperated
with the police and Prosecutor’s Office voluntarily.

The Prosecutor’s Office is not interested in the three Armenian
citizens detained in last night’s police operation in Sofia in relation
with a planned contract killing of businessman Bozhin Bozhinov,
said Nikolay Kokinov.

The three Armenians were detained in an entertainment entity while
the Serbian national Bitiki Haki was arrested. The Serbian citizen
will be charged with ordering a killing. One of the Armenians is
wanted with a Red Notice.

The prosecutor said the Armenians would be extradited.

In a place next to the entertainment entity in which the Armenians
were detained the police found containers with liquid suspected to
be related with synthetic drugs production. The containers will be
analyzed and for now it seems they are not connected with the prepared
killing, said the prosecutor.

this week adopted a number of provisions promoting U.S. interests
and American values in the Caucasus, proposing sharply increasing
aid to Nagorno Karabakh from $2 to $5 million and rejecting the
Obama Administration’s proposed $7.2 million cut in aid to Armenia,
reported the Armenian National Committee of America (ANCA).

The House Appropriations Subcommittee on State-Foreign Operations,
led by Chairwoman Kay Granger (R-TX) and Ranking Democrat Nita Lowey
(D-NY), also maintained military aid parity between Armenia and
Azerbaijan, and called upon the Administration to formulate a strategy
for targeted aid to the Armenian-populated Javakhk region of Georgia.

These provisions were included in the Committee’s Fiscal Year 2013
version of the foreign aid bill, which is set to be voted on by the
full House Appropriations Committee.

“Armenian Americans from California and across America thank
Congressman Adam Schiff – who aggressively spearheaded the adoption of
these vital foreign aid priorities – for his principled, pro-active,
and persistent leadership,” said Aram Hamparian, Executive Director
of the ANCA. “We would also like to express our warm appreciation
to our great friend and champion Congressman Steve Rothman, as
well as to Ranking Member Nita Lowey, Congressmen Frank Wolf and
Jesse Jackson, and, of course, to the leader of the Subcommittee,
Chairwoman Kay Granger. The aid levels proposed for both Armenia
and Nagorno Karabakh are particularly meaningful in the context of
overall reductions in foreign aid spending,” said Aram Hamparian,
Executive Director of the ANCA. The key provisions of concern to
Armenian Americans in this measure include:

Nagorno Karabakh: Against the backdrop of multi-billion dollar cuts to
overall foreign aid spending, the panel proposed more than doubling
aid to Nagorno Karabakh, from the traditional expenditure level over
the past several years of $2 million to an FY13 level of $5 million,
expliciting expanding the mandate of this assistance program to
include both humanitarian and development assistance.

Armenia: The Subcommittee also set aid to Armenia at no less than
$40 million, rejecting the Obama Administration’s proposal to reduce
FY13 economic aid to Armenia to $32.5 million, roughly $7.5 million
less than the $40 million appropriated by Congress for FY12.

Javakhk: In a move that underscored the panel’s interest in the welfare
of the Armenian-populated Javakhk region of Georgia, they directed “the
Coordinator of United States Assistance to Europe and Eurasia at the
Department of State, in consultation with the Chief Executive Officer
of the Millennium Challenge Corporation, to report to the Committees on
Appropriations describing the effects of United States assistance from
fiscal years 2005-2012 of programs conducted in Samstskhe-Javakheti
and a strategy for future development of this region.”

Military Aid Parity: The Subcommittee maintained parity in Foreign
Military Financing ($2.7 million) and International Military Education
and Training ($600,000) between Armenia and Azerbaijan.

Earlier this year, in an intiative supported by the ANCA, a bipartisan
group of legislators, led by Armenian Caucus Co-Chairman Frank Pallone
(D-NJ), sent a letter to Reps. Granger and Lowey making the case for
supporting “the U.S.-Armenia strategic relationship through economic
development and security assistance.” The letter called for at least
$5 million in U.S. aid to Nagorno Karabakh, increased aid to Armenia,
targeted assistance to Javakhk, and military aid parity, among other
priorities.

Asked why the Armenian National Congress (ANC) did not launch new
wave of massive protest actions with the demand to recognize invalid
the recent parliamentary election results, Karapetyan said that the
opposition bloc has no power any more.

According to him, cooperation is possible with those powers, which
had not participated in the elections or rejected MP mandates.

positions that provide advantage over the enemy, Armenian military
expert said.

As David Jamalyan told a press conference, the contact line between
Artsakh and Azerbaijani forces presently is quite close to the
strategic targets, which sparks Azeri concerns.

“The counterattack scenario and switching the hostilities to the
enemy’s territory is considered during Karabakh army maneuvers.

Azerbaijanis will be forced to overcome the mountains to the North and
South of Artsakh on the one hand, and Arax River, on the other hand,
which complicates the use of advantages. As for the Eastern plains
of the contact line, a strong defensive line was constructed during
the armistice, which will allow to repel enemy attack and continue
the offensive up to Kura River,” the expert said.

Mr. Jamalyan further noted that Karabakh defense army has achieved
tangible progress since its formation, continuing to advance positions
unless it gets full advantage.

“Artsakh army reforms, particularly inclusion of brave and skilled
commanders is also worth mentioning. Such personnel are vital to
boosting morale and defense capacity of the army,” the expert said.
