On the International Children’s Day, the Artsakh Youth Development
Center held a seminar-round table attended by Baroness Caroline Cox and
dedicated to the protection of the right of children to live in peace.

NKR Deputy Minister of Culture and Youth Affairs Hasmik Mikaelian,
Advisor to the NKR Ombudsman Suren Garakian, Head of the Family and
Children Issues Department of the NKR Social Security Ministry Erna
Javadian, representatives of various non-governmental youth and
Christian organizations were invited to the event.

The Artsakh Youth Development Center has long expected for Baroness
Caroline Cox’ visit. Still in 1998, on the invitation of Baroness Cox,
the center’s leader Susanna Petrosian participated in the international
human rights conference held in London. In 2007, S.

Petrosian founded the first club of English-speakers in Artsakh,
which was greatly supported by Caroline Cox, whose Hard humanitarian
organization’s volunteers included also Susanna Petrosian. This
organization’s goal is to visit war- and conflict zones’ countries and
to render different kinds of humanitarian assistance. Since 2007, the
Baroness has visited the center each time when arriving in Artsakh,
meeting with the children there. In addition, Hard organizations’
volunteer Philip Clayton, under the sponsorship of Baroness Cox,
has visited the center for a certain period of time since years to
organize lectures and seminars on the English language. And while
the center was initially established as English-speakers’ club, then
it was expanded, comprising currently 13 clubs. Over 300 members of
the center are involved, besides the English-speakers’ clubs, in the
French-speakers’, political, discussion, movie, song, and dance clubs.

The round-table discussions included issues related to the protection
of the rights of our children and those around the world. Baroness
Cox, first, delivered a lecture, presenting the common problems of
children in different parts of the world, particularly those living
in conflicting regions. ‘Children’s Prayer’ video was also shown; its
basic idea was that every child has the right to peaceful existence.

Caroline Cox also referred to the conflicting countries in Africa,
where children’s rights are violated. Such painful issues, as well as
those of NKR children’s security were raised during the meeting. And
the member of the British House of Lords noted happily that the Artsakh
children currently lived in peace. “My heart is wrung when I remember
that 20 years ago the Artsakh children lived in difficult conditions
in cellars, under bombardment, but fortunately peace, progress, and
prosperity are established currently in Artsakh. And every child in
the world, it does not matter what nationality he is, should live a
happy, carefree, and peaceful life. We cannot do everything, but it
does not mean that nothing should be done”, said Caroline Cox.

The participants of the discussions also touched upon the problems of
the Artsakh children. The head of the NKR Social Security Ministry’s
Family and Children Issues Department presented the state programs
on the protection of children deprived of parental care, and the
Adviser to the NKR Ombudsman noted that one should not notice and
then eliminate a violation, but should see and resolve the existing
problem before the violation for preventing further problems. The
participants also raised the issue of protecting the rights of unborn
children and called for joint efforts to struggle for them: currently,
the lives of many unborn children in the world are interrupted on
different reasons, and corresponding works should be conducted in
this direction. In the nearest future, a conference dedicated to the
protection of unborn children’s lives will take place.

The meeting also outlined the joint programs to be implemented in
the nearest future by the Center and Caroline Cox.

plusieurs reprises. En effet, les trois branches du gouvernement
americain l’ont deja declare, confirmant que le genocide armenien
etait en effet un genocide.

La première fois que le pouvoir executif a fait reference au genocide
armenien etait en 1951, dans un document cle depose par le gouvernement
americain auprès de la Cour internationale de justice (la Cour
mondiale). Il exposait ce qui suit : ” La Convention du Genocide a
ete creee suite aux pratiques inhumaines et barbares qui ont prevalu
dans certains pays avant et pendant la Seconde Guerre mondiale, quand
des groupes minoritaires entiers, religieux, raciaux et nationaux ont
ete menaces et soumis a une extermination deliberee. La pratique de
genocide est survenue tout au long de l’histoire de l’humanite. La
persecution romaine des chretiens, les massacres turcs des Armeniens,
l’extermination de millions de juifs et de Polonais par les nazis
sont des exemples frappants du crime de genocide.”

La deuxième reference au genocide armenien, emanant du pouvoir
executif, a ete faite par le president Ronald Reagan, quand il a publie
sa proclamation presidentielle 4838, le 22 avril 1981, qui indiquait
: ” Comme le genocide des Armeniens avant lui, et le genocide des
Cambodgiens qui l’a suivi – et comme tant d’autres persecutions de
bien trop d’autres peuples – les lecons de l’holocauste ne doivent
jamais etre oubliees. ”

Le pouvoir legislatif du gouvernement americain a adopte deux
resolutions confirmant les faits historiques du genocide armenien. La
première resolution, approuvee par la Chambre des Representants des
Etats-Unis, le 8 avril 1975, designe le 24 avril 1975 ” comme un jour
de souvenir pour toutes les victimes du genocide, en particulier celles
d’origine armenienne qui ont succombe au genocide commis en 1915. ”
Une deuxième resolution a ete adoptee par la Chambre des Representants
le 10 septembre 1984, designant le 24 avril 1985 ” Comme un jour de
souvenir pour toutes les victimes de genocide, particulièrement le
million et demi de personnes d’origine armenienne qui ont ete les
victimes du genocide commis en Turquie entre 1915 et 1923. ” De plus,
la Chambre a adopte deux amendements sur le genocide armenien, a la
Loi de credit sur les operations a l’etranger (Foreign Operations
Appropriation Act) de 1996 et 2004.

Cependant, la plupart des gens ignorent que le pouvoir judiciaire,
la troisième branche du gouvernement americain, a publie au moins
trois decisions de justice federales concernant le genocide armenien :

La première reference juridique au genocide armenien a ete faite
dans la decision unanime d’un jury de trois juges de la Première
Cour d’appel, le 11 août 2010. Dans une decision ecrite de l’ancien
juge de la Cour Supreme americaine, David Souter, la cour a rejete
une plainte emanant d’un groupe americano-turc, a propos d’un guide
scolaire publie par le Commissaire a l’Enseignement du Massachusetts,
se referant explicitement au genocide armenien, et qui, selon le
groupe, aurait dû inclure des references ” contre le genocide. ”

Le deuxième cas juridique impliquant le genocide armenien concerne
la decision de la juge federale Colleen Kollar-Kotelly, le 26 janvier
2011, dans les procès relatifs au Musee & Memorial du Genocide armenien
a Washington, D.C. Dans le paragraphe d’introduction de sa decision,
la juge Kollar-Kotelly a cite les mots effrayants d’Adolf Hitler :
” Qui, de nos jours, parle encore de l’extermination des Armeniens
? ” Elle a explique qu’Hitler se referait ” aux efforts en grande
partie fructueux du gouvernement ottoman-turc pour eliminer la
population armenienne vivant sur sa patrie historique, a l’epoque
de la Première Guerre mondiale, ce que l’on appelle aujourd’hui le
genocide armenien. ” La juge a declare dans une note de bas de page
que ” l’utilisation par la Cour du terme ‘genocide’ n’est pas destine
a exprimer un avis quel qu’il soit sur la convenance de ce terme. ”

La troisième reference juridique au genocide armenien a ete faite
le 3 mai 2012, par un jury de trois juges de la Huitième Cour
d’appel, rejetant la plainte de la Coalition turque d’Amerique contre
l’Universite du Minnesota. Unanimement, les juges se sont referes au
genocide armenien sans equivoque et sans qualification, le decrivant
comme ” le genocide turc des Armeniens pendant la Première Guerre
mondiale. ”

Avec les trois branches independantes du gouvernement americain ayant
reaffirme le genocide armenien, les Etats-Unis ont gagne leur place
legitime dans la liste des nations justes qui ont reconnu le genocide
armenien. En realite, et a bien des egards, les Etats-Unis en ont
fait bien plus pour la reconnaissance du genocide armenien que la
plupart des autres pays, qui ont simplement adopte une resolution
legislative sur cette question.

Clinton Warns Azeri-Armenian Skirmishes Could Spark Broader Regional

Cross-border raids have led to the deaths of five Azerbaijani soldiers
by Armenian troops, just one day after three Armenians were killed
along the tense border between the two ancient enemies.

Azerbaijan’s defense ministry accused an “Armenian sabotage group”
of carrying out the killings. In response, the Armenian defense
ministry said its personnel were simply reacting to an attempted
illegal border-crossing by Azerbaijani forces.

Armenia and Azerbaijan have engaged in repeated tit-for-tat killings
and skirmishes ever since the 1994 ceasefire following the conflict
over the disputed Nagorno-Karabakh region.

Nagorno-Karabakh, which lies entirely within Azerbaijan, was taken
over by Armenian forces during the 1988-1994 war that killed about
30,000 people and displaced 1 million others.

Technically, Armenia and Azerbaijan remain at war since there was a
never a comprehensive final peace agreement between the two parties.

Nagorno-Karabakh has a majority Armenian population, although
Azerbaijan claims it as its own and has repeatedly threatened military
force to seize the region. Armenia has in turn vowed a full-scale
war if Azerbaijan tried such a military adventure in Nagorno-Karabakh.

The resumption of violence comes as U.S. Secretary of State Hilary
is visiting the southern Caucasus region to urge for peace.

“I am very concerned about the danger of escalation of tensions
and the senseless deaths of young soldiers and innocent civilians,”
Clinton said on Monday after meeting with Armenia’s president Serzh
Sarkisyan and foreign minister, Edward Nalbandian.

“The use of force will not resolve the Nagorno-Karabakh conflict and
therefore force must not be used. And we are calling on everyone to
renounce force as well as refraining from violence. I assured the
president that I would make these points in Baku [Azerbaijan].”

Warning that a worsening Azeri-Armenian conflict could spark wider
problems in the region, Clinton said that the US, in tandem with
Russia and France, would seek to mediate peace.

After visiting with top government officials in Armenia on Monday,
Clinton is spending Tuesday in Georgia. On Wednesday, the secretary
will journey to Azerbaijan.

Terrorism and insurgency are spreading as Putin’s efforts to increase
the Kremlin’s control heighten strains.

FULL TEXT Secretary of State Hillary Clinton’s visit to Armenia,
Azerbaijan, and Georgia this week is timely. The Caucasus holds risks
of confrontation that could affect American and European interests,
and it requires regular and high-level attention.

Terrorism and insurgency are spreading in Russia’s North Caucasus
region. Russian military occupation of Abkhazia, South Ossetia, and
adjacent areas in Georgia heightens strains. Renewed hostilities are
increasingly possible between Armenia and Azerbaijan over the ethnic
Armenian enclave of Nagorno-Karabakh in Azerbaijan.

Vladimir Putin’s return to Russia’s presidency adds complexity. He
seeks to increase Russia’s influence over former Soviet neighbors,
counterbalancing the appeal of the NATO and the European Union. Last
month, Putin skipped a G-8 summit but convened leaders from the
Collective Security Treaty Organization, whose other members are
Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

Russia is pushing for a widened Eurasian customs union, which Ukraine
is resisting.

The Kremlin is skeptical about democratic openings on its borders,
such as the 2003 Rose revolution in Georgia and the one a year later
in Ukraine. Russia’s invasion of Georgia in 2008 violated established
precedent in seeking to change by force borders of the former Soviet
states. Moscow engineered proclamations of independence by Abkhazia and
South Ossetia, but they are effectively being integrated into Russia.

Although last year Georgia agreed to allow Russia to join the World
Trade Organization, relationships remain tenuous. The Kremlin
refuses to deal with President Mikheil Saakashvili, and most
economic ties are suspended. Last month in Chicago, despite Moscow’s
opposition, NATO reaffirmed that Georgia will become a member and
noted its “substantial contribution” – including in Afghanistan
– to Euro-Atlantic security. Georgia’s holding of free and fair
parliamentary elections this year and presidential elections in 2013
will influence NATO attitudes about membership.

War over Nagorno-Karabakh in the early 1990s displaced about a
million people and gave Armenia control of the enclave and another 9
percent of Azerbaijan’s territory. The Organization for Security and
Cooperation in Europe seeks a mediated solution, but negotiations are
long stalled. A fragile cease-fire is frequently violated. Russia
arms Armenia and maintains a military base there. Azerbaijan uses
its oil wealth for an arms buildup, and its ally Turkey has closed
the border with Armenia for more than a decade. The Nagorno-Karabakh
conflict could suddenly become unfrozen.

In the North Caucasus, popular alienation and militant violence are
increasing. Two dozen Russian soldiers died in an attack three days
before Putin’s inauguration last month. Russia relies mostly on force
and economic subsidies to quell resistance, but the strategy has not
worked. Terrorism could be a real threat to the 2014 Winter Olympic
games in Sochi. Moscow might again blame Azerbaijan and Georgia for
aiding terrorists, as it did falsely in 1999 regarding Chechnya.

How can the America and Europe lessen risks in the Caucasus?

They should continue to stand firm for the independence of Georgia and
against the illegal occupation of one-fifth of its territory. Moscow
ought not to be allowed to assert control over the export of Caspian
energy through Georgia. Europe and America should importune Georgia
not to stir anti-Russian animosities in the North Caucasus. They ought
to cooperate with Russia to prevent terrorist acts around the Olympics.

America and Europe can no longer keep the Nagorno-Karabakh talks on
the back burner. Azerbaijani President Ilham Aliyev faces domestic
pressures to act, but Europe and America should caution him about
the adverse consequences, notably a broader regional war. Energy
investment in Azerbaijan and a major new gas pipeline to Europe,
Nabucco, could become casualties.

O.S.C.E. members have largely stopped engaging Russia about tensions
in the North Caucasus, but risks grow and could spill over into
Azerbaijan and Georgia. Members should use the permanent council in
Vienna to raise concerns and begin a dialogue.

In her visit, Secretary Clinton should spotlight these tensions
and offer reassurance that the West will work actively to prevent
confrontation and conflict.

Alexander Arzumanyan will work in the Standing Committee on Foreign

processes and always said that it is impossible to settle
such complicated conflict in a night. That’s why we support the
stage-by-stage settlement of the conflict, said Foreign Minister of
Azerbaijan Elmar Mammadyarov answering the question on murder of
five Azerbaijani servicemen as a result of ceasefire violation in
the contact line of the troops.

We will try to explain the Armenian side at the ministerial meeting
on June 18 that the current stalemate situation is not real and
young people die in contact line of the troops as a result of this
situation. This issue will be also discussed during the visit of US
Secretary of State Hilary Clinton to Azerbaijan.

It’s prudent always to expect the unexpected from a man who keeps
lions in his back yard.

Tycoon Gagik Tsarukian, the man with exotic pets, heads the Prosperous
Armenia Party, which finished with just under one-third of the vote
in Armenia’s May 6 parliamentary elections. A few days later, he
confounded Armenia’s political establishment with an announcement
that his party will not rejoin the governing coalition. Speculation
is now mounting in Yerevan that Tsarukian may potentially challenge
President Serzh Sargsyan in next year’s presidential election.

“Gagik Tsarukian now needs a rope-walker’s skills in order to balance
between both [government and opposition] spheres,” commented pollster
Aharon Adibekian, the director of Yerevan’s Sociometer Center.

Prosperous Armenia had been a junior member since 2007 in the governing
coalition, which is led by Sargsyan’s Republican Party. But on May 24,
Tsarukian declared that such a subservient role “is inexpedient for
the party.” He added that he is ready to suffer “losses” to “maintain
the people’s trust.”

By rejecting a coalition with the Republican Party, Prosperous Armenia,
which holds 37 of parliament’s 131 seats, loses portfolios for four
ministers, four deputy ministers, and a bevy of regional political
posts. Those positions often come in handy at election time, due to
the fact that they can deploy so-called administrative resources on
behalf of their political parties and favored candidates.

Tsarukian’s surprise announcement sparked a flood of rumors that the
party is trying to seize the initiative from Armenia’s relatively weak
opposition ahead of the February 2013 presidential vote. Prosperous
Armenia has the reputation for a semi-messianic sense of mission
and generous gift-giving — everything from tractors to healthcare,
on the campaign trail and off — that suggest the party, and its
colorful leader, will not want to rest in the shadows.

At this stage, though, the party’s future trajectory is less than
clear. Citing “his extremely busy schedule,” Tsarukian missed the
new parliament’s first session on May 31, and has remained a no-show.

At the same time, Sargsyan’s Republican Party has given no outward sign
of concern that a political battle with Tsarukian, a former world and
European arm-wrestling champion (in 1996 and 1998, respectively), may
lie ahead. Senior Republican Party members have downplayed Tsarukian’s
announcement, stressing to reporters that everyone is free to make
a choice, and that they do not rule out “possible cooperation” with
Prosperous Armenia.

Yet, as the Republican Party, which holds 69 seats in parliament,
moves ahead with cabinet plans with its junior partner, the six-seat
Rule of Law (Orinats Yerkir) Party, Prosperous Armenia appears nowhere
in sight.

Senior Prosperous Armenia MP Naira Zohrabian has declared that the
party supports a “constructive approach” to politics, but did not
elaborate.

In theory, Armenia’s opposition might appear ripe for a fresh face;
none of the three main opposition parties gained more than 10 percent
of the vote for parliament. But if Tsarukian is striving to become
the face of Armenia’s opposition, he will have to contend with the
existing opposition leader – Levon Ter-Petrosian, a fiery orator and
ex-president who heads of the Armenian National Congress (ANC).

Since the fatal post-election clashes between Ter-Petrosian’s
supporters and police in 2008, attendance at ANC rallies has
dwindled, but it holds seven seats in parliament and remains the
country’s largest opposition force. ANC leaders assert that they
have no intention of ceding their leadership role among opposition
political forces.

ANC political coordinator Levon Zurabian commented that the party
believes “that cooperation is possible with all political forces,
with which we are able to unite on legislative initiatives aimed
at weakening the positions of Serzh Sargsyan’s regime,” but
underlined that the ANC “will undertake the role of an engine in
these initiatives, and in forming an anti-RPA [Republican Party of
Armenia] camp.”

Zurabian said he had no knowledge of a Prosperous Armenia plan to
join the opposition.

Other sizeable opposition parties – the Heritage Party and the Armenian
Revolutionary Federation Dashnaktsutiun (with five parliamentary seats
each) – similarly are not extending a welcoming hand to Tsarukian. “The
opposition must not allow a scenario in which another candidate,
a protege of the governmental candidate becomes the favorite,” drily
commented Stepan Safarian, the former Heritage parliamentary faction
leader, in reference to Tsarukian and President Sargsyan’s presumed
run for reelection.

Analyst Manvel Sargsian, director of research at Yerevan’s Armenian
Center for National and International Studies, a think-tank founded
by Heritage Party leader Raffi Hovanissian, shares the scepticism
that Prosperous Armenia can reinvent itself “on the opposite pole”
of Armenian politics.

“[T]hey are just fighting to offer ‘more expensive’ assistance to the
Republican Party of Armenia,” commented Sargsian. “Tsarukian’s moves,
his silence and wait-and-see policy are hinting at this.”

Adibekian, the pollster, believes that Tsarukian’s refusal to join
the government coalition may already have won him some opposition
support, but cautions that many of Prosperous Armenia’s votes may
have come from people attracted by the party’s formerly close ties
with the Republicans. “He needs to be very cautious in his game,”
the pollster said.

Simply put, “nothing” can be ruled out ahead of next year’s
presidential elections, said independent political analyst
Yervand Bozoian. “A current pro-government candidate may appear
opposition-oriented tomorrow or vice versa; the situation may change
unexpectedly.”

YEREVAN. – On Tuesday Azerbaijan has violated the ceasefire regime
several times, Armenian MOD press service official Mushegh Aghekyan
told Armenian News-NEWS.am.

Earlier Armenian News-NEWS.am reported that, the Azerbaijani side
has fired shots on Tuesday targeting several villages in the Armenian
Tavush region (Movses, Nerkin Karmiraghbyur and Aygepar villages).

The village head of Armenian Movses village Lyudvig Aperyan told
the correspondent of Armenian News-NEWS.am that the shootings are
continuing till now. Fortunately no one got injured.

As Armenian News-NEWS.am informed earlier, an Azerbaijani diversion
operation claimed the lives of three Armenian soldiers and wounded
six others in the early morning hours on Monday.

The killed soldiers are: Hrach Sargsyan, Zohrab Balabekyan, and
Karen Davtyan.

The wounded military servicemen are: Senior Lieutenant Mushegh
Nurbekyan, and conscripts Igit Hovhannisyan, Maxim Melkonyan, Sedrak

political flattery, political expert Levon Shirinyan told journalists
on Tuesday.

He said that the United States showed its true face when it broke
its promise concerning the Armenian Genocide.

Shirinyan believes that the Azeris’ last sabotage attack was meant
to prove something to the Americans. “The Azeris wanted to show that
the Americans and the Europeans are not an authority for them. In the
eyes of the US Secretary General Azerbaijan appeared as an aggressor,
Nagorno-Karabakh as a victim and Armenia as the one who gives it a
shoulder,” the expert said.

He urged the Armenian authorities to take the advice of EU Special
Representative for the South Caucasus and the Crisis in Georgia
Philippe Lefort, who called on Armenia not to expect anything good
from the world community. “The world community is something vague,
someone who does not decide anything. We must rely on our own selves.

Our problem is that we are regarded as a defendant while the real
defender is the enemy,” Shirinyan said.

PanARMENIAN.Net – UNESCO said it will for the first time consider a
Palestinian site for its World Heritage List, after the Palestinians
controversially joined the UN heritage body last year, AFP reported.

UNESCO said in a statement that its World Heritage Committee will
consider Bethlehem’s Church of the Nativity for inclusion on the
prestigious list during its next meeting, from June 24 to July 6,
in Saint Petersburg.

“Palestine, which became a member of UNESCO in October 2011
and subsequently ratified the World Heritage Convention, will be
presenting its first site for inscription on the World Heritage List,”
UNESCO said.

The full site to be listed would be the “Birthplace of Jesus: Church
of the Nativity and the Pilgrimage Route, Bethlehem,” UNESCO said.

The church is the most visited tourist site in the Palestinian
Territories, welcoming 1.5 million visitors in 2010.

The Palestinians were admitted to UNESCO in October, when its general
assembly voted 107-14 to make Palestine its 195th member.

The result angered the United States, Israel’s staunch ally, which says
the Palestinians must reach a peace agreement with the Jewish state
before they can become full members of an international organisation.

Israel and the United States subsequently cut funding to UNESCO,
depriving the organisation of 22 percent of its revenues.

The committee will consider 36 sites for inclusion on the World
Heritage List at the Saint Petersburg meeting, UNESCO said.
