commented on the pardon granted to the Armenian officer’s murderer
by Azerbaijani President Ilham Aliyev.

“We strongly condemn this distasteful act by the President of
Azerbaijan, which not only clearly marks the regime’s extremely
hostile attitude towards Armenia and Armenians, but is an obvious
mockery towards justice,” the Union said.

What Baku has done is nothing but sanction for the murder of
Armenians. Justice also seems to have completely collapsed in Hungary,
which it has disregarded its own laws,” it said.

“By pardoning Safarov, the regime in Azerbaijan has brought its hatred
to new heights while pretending to be resolving the Nagorno Karabakh
through peaceful means,” the Union said.

received a hero’s welcome in Baku.

Tell Hungary’s Ambassador that you are profoundly troubled by their
immoral and ill-advised decision to extradite (release) Ramil Safarov,
the unrepentant axe-murderer who killed Armenian lieutenant Gurgen
Margaryan, in his sleep, during a 2004 NATO training exercise.

(Azerbaijan’s President Ilham Aliyev immediately pardoned and freed
Safarov upon his arrival in Baku.)

Call, email, or post your thoughts (firmly, but politely), explaining
that this grave injustice compromises Hungary’s international standing,
emboldens Azerbaijani leaders to be even more aggressive, and
undermines the prospects for a real and lasting Nagorno Karabakh peace.

BACKGROUND:

The ANCA has written to Ambassador Szapary, on August 29th, prior to
Safarov’s release, to urge the government of Hungary to not extradite
him, in the interest both of justice and the cause of peace in the
Caucasus.  (The text of this letter is provided below).

Earlier today, the ANCA called on President Obama to “publicly
criticize Hungary’s extradition of a known and unapologetic terrorist,
to openly condemn Baku’s subsequent release of Safarov, and to
demand his immediate re-incarceration for the remainder of his life
sentence.”  The ANCA letter, signed by Chairman Ken Hachikian, stressed
that: “A lack of a forceful American response to this grave injustice
would, in addition to compromising our nation’s moral standing,
undermine prospects for peace by emboldening an increasingly heavily
armed Azerbaijani government to continue inciting its own citizens
to violence and to encourage it to continue making threats and to
commit actual acts of aggression.”

Dear Mr. President:

I am writing, in the spirit of your June 18, 2012 joint statement with
the leaders of Russia and France, about the peaceful settlement of
Nagorno Karabakh, to call upon you to condemn Azerbaijan’s release of
Ramil Safarov, a lieutenant in the Azerbaijani military who was recent
extradited from Hungary, where he was serving a life sentence-with
no expression of either regret or remorse-for the pre-meditated axe
murder of Armenian lieutenant Gurgen Margaryan, in his sleep, during
a NATO Partnership for Peace program.

As expected, Safarov’s return to Baku was welcomed, as was his
act of murder, by officials of Ilham Aliyev’s government and much
of Azerbaijani society. The Azerbaijani government apparently had
committed to Hungary that they would continue his prison term; yet,
Aliyev immediately pardoned him.

The facts of this brutal murder are as clear as the imperative
for our government, which serves as a mediator of this conflict
through the Minsk Group of the OSCE, to publicly criticize Hungary’s
extradition of a known and unapologetic terrorist, to openly condemn
Baku’s subsequent release of Safarov, and to demand his immediate
re-incarceration for the remainder of his life sentence. A lack of a
forceful American response to this grave injustice would, in addition
to compromising our nation’s moral standing, undermine prospects
for peace by emboldening an increasingly heavily armed Azerbaijani
government to continue inciting its own citizens to violence, and
encouraging it to continue its threats and actual acts of aggression.

I would like to also use this opportunity, to once again, request that
you hold a personal meeting with the broad-based leadership of the
Armenian American community.  As I have written to you in the past, the
absence of direct discussions between you and your Armenian American
constituents, a dialogue you pledged as a candidate to undertake,
is unhealthy both for our democracy as well as for our diplomacy.

Dear Mr. Ambassador:

I am writing, in the spirit of the longstanding friendship between
the Hungarian and Armenian peoples, to share with you our concerns
regarding published accounts that the government of Hungary may
be considering the extradition to Azerbaijan of Ramil Safarov,
a Lieutenant in the Azerbaijani military, who is currently serving a
life sentence in your country for the February 2004 premeditated murder
of Armenian Lieutenant Gurgen Margaryan, during a NATO Partnership
for Peace program.

As you know, Safarov was convicted for murdering Lieutenant Margaryan
in his sleep.  The brutal violence of Safarov’s cold-blooded,
pre-planned axe murder – during which he nearly severed his victim’s
head – is matched only by his chilling lack of remorse or repentance
for his crime.  If he were to be returned to Baku, he would, very
likely, be welcomed, as his act of murder was at the time, by
government officials, political leaders, and many in Azerbaijani
society.  Safarov’s extradition, in addition to representing a
serious breach of justice in a clear case of homocide, would send a
dangerous signal to the Azerbaijani government, emboldening it to
continue inciting its own citizens to violence and, more broadly,
encouraging it to continue undertaking threats and actual acts of
aggression against both Armenia and Nagorno Karabakh.

We are, as you can imagine, hopeful that the accounts that have been
published on this matter are unfounded and that consideration is not,
in fact, being given to Safarov’s extradition.  We would, of course,
welcome the opportunity to meet with you and your staff to address
our concerns in greater detail, and to discuss any other issues of
common concern.  Thank you for your kind consideration of our views
on this matter.

YEREVAN. – The Armenian Parliament Speaker Hovik Abrahamyan will
suspend his official visit to Hungary indefinitely. Abrahamyan planned
to visit Hungary by the invitation of his Hungarian counterpart
in late September. The suspension is linked to the extradition by
the Hungarian authorities the murderer of the Armenian serviceman
Gurgen Margaryan, Azerbaijani serviceman Ramil Safarov to Azerbaijan,
parliamentary press service reports.

As the Armenian News-NEWS.am has earlier informed, the murder had
taken place in Budapest on Feb. 19, 2004, where the Armenian military
serviceman was taking part in an English-language course organized
by NATO Partnership for Peace program.

In 2006, the Budapest court sentenced the Azerbaijani killer to life
imprisonment, and without a chance for pardon for thirty years. And the
reason for the brutal murder was simply that Margaryan was Armenian.

Panorama.am has revealed that the two urgent meetings called by
Armenian President Serzh Sargsyan will discuss Ramil Safarov, who
was extradited to Azerbaijan and pardoned by the Azerbaijani President.

Earlier today, citing the presidential press service, we reported
that Armenian President Serzh Sargsyan had called a meeting of the
National Security Council as well as an urgent consultation meeting
of heads of diplomatic missions of United Nations member states and
international organizations accredited to Armenia.

A protest vigil is taking place outside the Consulate of Hungary in
Yerevan in Zakian Street, a Panorama.am correspondent reports.

Though predominantly young, protesters include older and middle-aged
people as well. They are holding placards saying – Shame, The Criminal
should be Punished, We Demand Justice as well as posters of Gurgen
Margaryan and Ramil Safarov. Safarov is depicted with a pig snout
and ears.

The protesters demand a deserved punishment for Ramil Safarov who
axed Armenian officer Gurgen Margaryan on February 19, 2004.

On February 19 of 2004 in Budapest Azerbaijani officer Ramil Safarov

courses in framework of NATO program in Budapest. Hungarian court
sentenced Ramil Safarov to life imprisonment, without a right to be
pardoned during the first 30 years in jail. Azerbaijani President
Ilham Aliyev released criminal Ramil Safarov assassinating Armenian
officer Gurgen Margaryan during NATO courses from sentence.

Today, Heritage parliamentary group introduced a draft decision before
the National Assembly on the creation of a temporary commission
to study Vahe Avetyan’s and Poghos Poghosyan’s murder cases and to
present conclusions to the parliament.

The commission is tasked with:

– the study of the severe beating of a group of military officers
and Harsnakar restaurant and murder of one of them;

– the study of Poghos Poghosyan’s death killed on September 25,
2001 and

– the relation or participation of present or former officials to
crimes that harmed people’s lives or health. The Heritage parliamentary

By today’s decision of the National Security Service of Armenia,
an Armenian family from Syria, who have been in the secure zone of
Zvartnots Airport for several days, have been deported to Turkey,
wherefrom they came to Armenia.

The mass media disseminated the open letter of Mesrop Hendyan, a
resident of Germany, whose family became the victim of bureaucratic
hurdles at Zvartnots Airport.

In his letter Hendyan expresses his bewilderment at the fact that
his mother and two sisters with their kids were forced to stay at
the airport of Yerevan for over 40 hours. “My sisters, though they
are Armenians, and my mother, who has been an Armenian’s wife for 40
years, have not been granted visas. The Armenian Embassy in Damascus
made a special call and sent a letter to confirm that these people
belong to the Armenian community of Syria and that they are Armenians.

My father – Jean Hendyan and my mother – Laila Miro – are large
sponsors of the Armenian community of Syria, they annually sponsor
more than 10 Armenian students and cover their costs”, he says. Mesrob
Hendyan lives in Germany and every year he takes part in fundraising
of the Hayastan All-Armenian Fund and transfers a large amount of
money to the Fund.

“My full sisters, who have 5 children, the eldest being 8 years old
and the youngest – 9 months old, are among the Armenian captives of
the airport. They have been in the transit zone for 50 hours. They
are sitting on the benches without any food or water, and they are
cold because of the air conditioners”, he says in his letter.

Hendyan also points out that his family came from Istanbul to Yerevan
without any problems, and the problem arose in Yerevan. “They came
from Turkey, not Aleppo, because Aleppo faces a horrible situation
now, and to keep the children out of danger, they wanted to get to
Armenia via Turkey, and the dishonest Armenians send them back, to the
Turks. Even knowing that they were Armenians, the Turks treated them
in a more human way than the citizens of Armenia”, he says. While
Hendyan was writing these words, he was told from the airport that
air tickets to Istanbul had already been bought for his relatives. He
says that for the first time he sees that people give money (1400 EUR)
for deportation.

For his part, Head of the Press Center of the National Security Service
of Armenia Artsvin Baghramyan said that the specified persons were
Assyrians by nationality and were trying to cross the state border
of Armenia without the relevant documents and permissions.

Baghramyan pointed out that they were going to use the territory of
Armenia as a transit zone and to get to the third country with the
support of illegal migration organizer. He stressed that before the
arrival to Armenia, their attempt to get to Europe from Istanbul
failed. By the Yerevan-Istanbul flight the specified citizens of
Syria were forced to return to the country, wherefrom they had come
to Armenia.

Additional Water To Be Released From Armenia’s Lake Sevan

YEREVAN. – A total of 319.2 million cubic meters of water will be
released this year from Armenia’s Lake Sevan for irrigation purposes.

The Government on Thursday carried out a change in one of its previous
decisions, thereby increasing by 40 million cubic meters the volume
of water allowed to be released from the Lake.

To note, pursuant to the addition made in the law on approving the
Lake’s ecosystem programs, up to 320 million cubic meters of water
is permitted to be released from Lake Sevan in 2012.

A total of 275 cubic meters are already released as of Wednesday,
but Ararat Valley’s irrigation problems are not yet resolved, partly
because it is impossible to release water from Aparan Reservoir.

Fadey Charchoghlyan on August 30 held a meeting with the governor
of al-Ahmadi province of Kuwait doctor al-Duaidz.Armenpress was
informed from Press, information and public relations department of
Armenian Foreign affairs ministry that during the meeting the governor
introduced the process of implementing programs in the province and
spoke about the role of the region in the development of the country.

Armenian ambassador reverberated to economic possibilities of
Armenia, particularly to agricultural, tourism, chemical industry and
infrastructure spheres highlighting the aim and readiness of Armenia
to cooperate with Kuwaiti side.

At the end of the meeting the governor highly estimated the role
of Armenian community in the prosperity of the country at same time
expressing wish to visit Armenia in order to discuss the prospects
of cooperation between al-Ahmadi and Armenian regions.
