Nearly 40 % of all the children of pre-school age in the Republic are
involved in nursery schools and preparatory groups, NKR Minister of
Science and Education Vladik Khachatryan informed during the press
conference convened on August 31 and reported that one and a half
years ago this index was only 20 %.

As the Minister reported at present about 3 thousand children are
engaged in nursery schools and preparatory groups and in addition
this year their number will be replenished with 625 children.

Of all the 40 nursery schools functioning in the Republic 27 ones
are state financed. However, they are not enough to meet the needs
of the population. The Minister of Science and Education confesses
that today nursery schools are packed out, especially in Stepanakert.

As Vladik Khachatryan informed the construction of Nursery School N4
has begun in Stepanakert, it is going to be quite a large building
planned for about 540 children, yet they will try to create appropriate
conditions for hosting 750 children. According to the Minister the
construction of the building will be completed in two years.

Mr Melik-Shahnazaryan, recently You announced that RA first President
presented an application against Armenia. Where does this information
come from?

Frankly speaking, it’s strange that I am the source of that
information. Actually information on it has been published on the
official website of the European Court of Human Rights in May,
where circumstances of the case are presented in detail. It was
surprising for me that Armenian mass medias didn’t pay attention to
those materials. Perhaps, they didn’t know that Ter-Petrosyan took
such a step.

Judging from comments of ANC activists they didn’t know either. As
it’s known, Levon Zurabyan, Hrant Bagratyan and Lyudmila Sargsyan
denied truthfulness of the news.

They couldn’t but know about that. Especially Levon Zurabyan, which
is the ANC coordinator. This step of Ter-Petrosyan pursues a strict
emphasized political, somewhat campaign character and he should have
consulted his teammates. Otherwise, it should be supposed that ANC
leader isn’t interested in the opinion of other members of the treaty.

In this case Levon Zurabyan either has to accept his worthlessness in
Ter-Petrosyan’s team or by denying he was just cheating. Both variants
are equally possible, but I think Zurabyan, as well as Bagratyan and
Sargsyan were just lying.

Why? Sooner or later its truthfulness would have been found out?

That would be right to pose this question to them. I think people
just realize that Ter-Petrosyan’s step doesn’t do credit neither him,
nor to their political team.

The extradition of Ramil Safarov to Azerbaijan and Azerbaijani
President Ilham Aliyev’s granting a pardon to him caused fair
indignation among Hungarian intellectuals.

On September 2, lecturers of Yerevan State Linguistic University
received a number of letters from Hungarian intellectuals, who are
severely critical of the Hungarian authorities’ step and express
their support to the Armenian people.

In their letter, the Executives of Pazmany Peter Catholic University
state that most Hungarians are against the Hungarian government’s
decision. Just a few hours ago, the Archbishop of Hungary expressed
his support to the Armenian people. The authors express hope that
problems will be settled and bilateral cooperation will be continued.

Armenia-born professional boxer Arthur Abraham (35-3, 27 KO) is
back in business after what was arguably his best fight in the super
middleweight division against WBO champion Robert Stieglitz (42-2,
23 KOs) late last month.

Abraham, who is based in Berlin and goes by the King Arthur alias,
scored a victory in the August 25 fight against Germany’s Stieglitz
to get a world champion’s belt for the first time since he gave up
one in the middleweight class as an unbeaten holder and moved upwards
to join a prestigious Super Six tournament.

Abraham, who is now 32, suffered a number of painful defeats in
subsequent years, leading some specialists and boxing rivals to cast
doubt about his further chances in the ring. The Armenian himself,
however, is not in a hurry to call it a career yet.

Now boxing specialists predict ‘big fights’ coming up for Abraham
against the likes of Mikkel Kessler (45-2, 34 KOs), a 33-year-old
former WBA/WBC super middleweight champion from Denmark. Incidentally,
the later was ringside to watch Abraham destroy Stieglitz in the
Berlin arena.

The chorus slamming Hungary lacked the voice of Russia which claims
to be Armenia’s “strategic partner”.

The story with Ramil Safarov’s extradition once again proved the truth:
anything can be bought. Petrodollars nullify any moral or even legal
considerations. However, the most interesting part began after the jet,
with Safarov on board, landed in Baku.

PanARMENIAN.Net – Hungary faced loads of deserved charges. Even Barack
Obama “voiced discontent” on the case; meanwhile, the chorus slamming
Hungary lacked the voice of Russia which claims to be Armenia’s
“strategic partner”… Maybe the reason is that a friend of Vladimir
Putin mediated in the extradition case?Hungarian politicians and
experts were unanimous in the opinion that Viktor Orban let down
not only the government but the whole Hungarian nation that feels
disgraced now. The response of ordinary people is quite predictable,
yet it is unclear how a person going for such a decision independently
can still maintain his post. According to logic and moral duty,
Orban’s government should have resigned on August 31.

However, putting emotions aside, Orban just struck a deal to save
his country from default and collapse. Who knows, maybe they’d better
remain poor and preserve stainless reputation. These 3 bln euros will
not save Hungary’s economy, but they worked well to involve Budapest
into affairs it had been far way from, in particular, the Nagorno
Karabakh conflict.

According to Andras Racz, Hungarian expert on EU Foreign and Security
Policy, they will now have difficulties in communicating with both
Armenians and the Europeans who are shocked by Orban’s move.

Well, Safarov was not expected to end his life in the Hungarian jail.

Some 10 years later he would be extradited to his home country all
the same. This was a mere coincidence: Hungary needed money, and
Azerbaijan wanted Safarov back. Nothing personal, just business.

Business would remain business if it were not for the personality
of the released one. Hungary extradited neither a mafia boss nor a
tax-dodger, and not even a gun dealer. It released a murderer, whose
ultimate goal is assassination of sleeping Armenian. He wouldn’t
touch those awake because he wouldn’t survive then. And it was the
personality of this slayer that sullied the Hungarian government and,
indirectly, its people who actually are not to blame for the mean
action of their prime minister.

The trouble of the Armenian side now is its over-emotionality.

Suspension of the diplomatic relations was a correct move; the next
step should be refusal from meeting Ilham Aliyev and any Azerbaijani
officials irrespective of their position. Obviously, Budapest slipped
twice: first, when it made the decision and second, when it believed
Aliyev. No comments here, perhaps.

However, despite Azerbaijan’s euphoria, this story does no credit to
either Aliyev or Turkey that backs him. It is no secret that Ankara
stands behind all this deal; it organized the talks and specified
the sum Ilham Aliyev had to pay. However, reliable sources in Hungary
claim the notorious 3 bln euros have so far failed to reach Budapest.

Instead, all parliamentary parties demand that Viktor Orban government
should resign.

As to Yerevan’s stance, it is time Armenia recognizes the independence
of Nagorno Karabakh Republic; it is already obvious that the
negotiations within the framework of OSCE Minsk Group will hardly be
continued, and no further meetings between presidents of Armenia and
Azerbaijan will take place.

Here’s today’s statement of the Hungarian Foreign Ministry posted on
its website:

Hungary’s Foreign Ministry told the ambassador of Azerbaijan in
Budapest on Sunday that the actions that followed the transfer home
of life-sentenced Azerbaijani Ramil Sahib Safarov are unacceptable to
Hungary, the foreign affairs state secretary at the prime minister’s
office told Hunagrian News Agency MTI.

Peter Szijjarto, spokesman of Hungarian Prime Minister Viktor Orban,
reiterated that Hungary had acted in compliance with the European
Council’s convention on the transfer of sentenced persons.

The legal representative of Safarov, convicted for murdering Armenian
fellow-soldier Gurgen Margaryan with an axe in 2004, had requested
from Hungary’s justice ministry that he should be allowed to serve
the remaining part of his prison sentence in his home country,
Szijjarto said.

After the Hungarian Justice Ministry had contacted the Azerbaijani
authorities, they informed the ministry that the crime that Safarov
was convicted for would also qualify as a criminal act in Azerbaijan
and the punishment could be a life sentence. The authorities also
informed the ministry that Safarov would continue to serve his sentence
in Azerbaijan if he is transferred home, Szijjarto said.

Since Azerbaijan has failed to act in line with the official document
sent to Hungary, the Hungarian Foreign Ministry told the ambassador
of Azerbaijan that this course of action had been unacceptable for
Hungary.

If Armenia had international reputation, Hungary would have never
extradited Ramil Safarov, Hmayak Hovhannisyan, Chairman of the
Political Scientists Union of Armenia, told journalists on Monday.

“The terrible slap we have got was a premeditated and deliberately
timed step. It is highly important to consider two factors – the
context and time – in analyzing each event. They could have done it
a year ago or a year later, but they have done it now, in the present
political context,” Hovhannisyan said.

As to what “now” means, Hovhannisyan said that Azerbaijan’s regional
role in being emphasized now, with Syria developments being an
occasion. “The Armenians’ situation in Syria is arousing concern. This
is the first Armenian community formed after the Armenian Genocide.

And now that, supported by the West, armed groups are attacking
Armenians’ spiritual heritage in Syria, this event has happened,”
Hovhannisyan said.

He stressed that fact that during this period the West emphasized
Azerbaijan’s role. “In the context of the well-known Congressman’s
letter that proposes partitioning Iran and thus enlarging Azerbaijan’s
territory. In this situation, when Hillary Clinton answered –
which remains secret – and Azerbaijan’s role in the region is being
emphasized, this has happened,” Hovhannisyan said.

Elaborating on Armenia’s international reputation, he noted that the
forthcoming local and presidential elections may improve it.

One of the suits was filed by Hayk Baboukhanyan and Iravounk Media
seeking to overturn the February 27, 2012 verdict of the Appeals
Court obligating the two plaintiffs to pay 393,000 AMD in fees to
file its appeal

Baboukhanyan and Iravounk had originally sued reporter Edik Andreasyan
and the report.am website for slander. A lower court ruled that the
suit didn’t meet its time deadlines.

The second case involved the slander suit brought by the Glendale
Hills real estate development company against the Zhamanak newspaper.

The newspaper was seeking to overturn the January 30, 2012 ruling
partially in favour of Glendale Hills.

The construction company had originally sued for 2.5 million AMD in
compensatory damages.

The lower court ordered the seizure of 200,000 AMD from the paper as
compensation and 300,000 for incurred legal costs.

On June 14, the Court of Appeals rejected the newspaper’s suit.

Delegation to EURONEST Parliamentary Assembly Vahan Hovhannisyan
addressed a letter to Herczog Edit, Member of the European Parliament;
Gyurk Andras, Member of the European Parliament; Deutsch Tamas,
Member of the European Parliament; Gal Kinga, Member of the European
Parliament; Glattfelder Bela, Member of the European Parliament;
Gurmai Zita, Member of the European Parliament.

“I am writing this letter with regret, because I feel that the spirit
of the longstanding friendship between the Armenian and Hungarian
peoples is almost completely shattered by the event that took place
recently,” Mr Hovhannisyan said.

“As you undoubtedly understand, I mean the extradition of Ramil
Safarov to Azerbaijan, a Lieutenant in the Azerbaijani army, who was
serving a life sentence in your country for the premeditated murder
of the Armenian Lieutenant Gurgen Margaryan, in 2004 during a NATO
“Partnership for Peace” program in Budapest.

As you know, Safarov was convicted for murdering Lieutenant Margaryan
in his sleep. The brutal violence of Safarov’s cold-blooded,
pre-planned axe murder – during which he nearly severed his innocent
victim’s head – is matched only by his chilling lack of remorse or
repentance for his crime.

During the last eight years Azerbaijani government officials,
political leaders, prominent public figures more than once expressed
their admiration by that heinous act. So, nobody in Hungary: neither
the court, nor the authorities could doubt that if Safarov returned
to Baku, he would, certainly, be welcomed, and his act of cowardly
murder declared a victory and a source of national pride for the
generations to come.

And that’s exactly what happened after your country decided to send
Safarov to Baku, i.e. set him free.

I am not going to dwell now on the judicial side of Safarov’s
extradition, which, in addition to representing a serious breach of
justice in a clear case of homicide, will send a dangerous signal
to the Azerbaijani government, emboldening it to continue inciting
its own citizens to violence, and, more broadly, encouraging it to
continue undertaking threats and actual acts of aggression against
both Armenia and Nagorno Karabakh.

The consequence of the actions of the Hungarian authorities was not
only predictable; it was obvious, so they bear full responsibility
for the fact that the murderer did not serve even ten years out of
a life sentence; and for whatever excesses the militarist leadership
of Azerbaijan will carry out as a result of the euphoria because of
this release.

Regretfully, the negative impact of this incident will also cast a
shadow on the standards and principles we tried to implement together
in the Euronest Parliamentary Assembly and Eastern Partnership policy.

The damage done to the concept of common values we share with our
European Partners is so devastating that I do not expect any late
reaction can improve the moral disappointment and frustration caused
by that.

But at least now, after the mean murderer is declared a national hero
in Azerbaijan, the society in Hungary and other European countries
must fully realize the reason why the Armenians in the Nagorno Karabakh
will never agree to be under Azerbaijani rule,” he said.

Le peintre français d’origine arménienne, Charles Atamian, a peint
beaucoup de toiles, en prenant pour sujet la plage de Saint-Gilles,
entre 1923 et 1939. Plusieurs centaines de ses oeuvres ont été
élaborées lors de ses séjours dans la station. Portraitiste et
illustrateur de livres et de revues, il a aussi réalisé des affiches,
décors et croquis pour plusieurs thétres parisiens. Une place
importante est donnée aux dessins d’Atamian lors de cette exposition.

Exposition,Ce ne sont pas que des huiles. Tous les jours (sauf lundi
et mardi), de 15 h à 19 h 30, les mercredis et samedis, de 10 h à 12 h
30.
