ACTIONS MUST FOLLOW THE SPEECHES

In regard to extradition of the life-sentenced murderer Ramil Safarov
from Hungary to Azerbaijan and the regional and international
developments generated by the move the Heritage Party states: In
result of extraditing the life-sentenced criminal Ramil Safarov from
Hungary to Azerbaijan the Azerbaijani President got the chance and
deliberately ceased the administration of justice towards a notorious
criminal. The step taken by Ilham Aliev is unlawful in essence, it’s
a provocation threatening to regional stability and is an expression
of fanatic enmity and hatred towards Armenians.

The country leaded by a President giving that sample of unlawful,
provocative and xenophobic conduct can’t be considered a bearer of
values declared by the United Nations and take a seat at UN Security
Council. The Heritage Party considers that Armenia and especially
the Hungary must raise the issues of expelling the Azerbaijan from
the UN Security Council and transmitting Ramil Safarov to the Hague
International Court at UN General Assembly.

The Heritage Party values the responses of all international
structures, governments and leaders who condemned the illegitimate and
willful misconduct of Azerbaijani President. We also regret that some
other players at international scene simply called the both parties to
pursue quietude – demonstrating a superficial approach to the problem.

Still in both cases an insufficient attention was paid to
anti-democratic and corrupted essence of Azerbaijani statehood revealed
in full nudity.

According to some publications in Hungary the Azerbaijan had offered
2-3 billion dollars veiled bribe to Budapest for extraditing Safarov.

If a President may dismiss the needs of millions of citizens,
including the refugees, and entitle himself to waste three billion
dollars to make his crazy longing become true then it’s a thorough
proof of absence of state order in the country.

The Heritage Party invites her sister-parties within EPP and especially
the governing Fidesh party of Hungary, as well as the Governments of
EU countries to attach attention to this unveiled reality and assumes
there’s a ground to discuss the suspension of EU Association Agreement
negotiations with Azerbaijan, until a control over the budget and
an end to the arbitrariness of the leaders will be established in
that country.

Regretfully since the 1988 pogroms in Sumgait the anti-Armenian lunacy
in Azerbaijan rarely attracted that much international attention
and had that illustrative expression as the developments around the
Safarov case did. The Heritage Party considers that the emerged
situation is an appropriate ground to introduce the core essence
of the Nagorno-Karabakh conflict to the new generation entered to
political-diplomatic circles, to reinstate the necessity of engaging
the NKR representatives into the Minsk group peace negotiations
and to argue the imperativeness of recognizing the independence of
Nagorno Karabakh.

At the same time under the light of the ongoing developments the
Heritage party considers rightful for the Armenian Parliament to
discuss and recognize the independence of Nagorno-Karabakh first and
therefore proposed the relating bill at National Assembly.

PanARMENIAN.Net – Armenian Foreign Ministry spokesman believes there’s
no need for Swiss mediation in normalization of ties between Armenia
and Hungary.

“Hungarian leadership’s drastic actions is what’s more important at
present,” Tigran Balayan said.

As Hungary’s Foreign Minister Janos Martonyi said earlier, during
his visit to Switzerland, the country’s Foreign Minister Didier
Burkhalter offered his assistance in promoting normalization of
Yerevan-Budapest ties.

Ramil Safarov, the Azerbaijani army officer who was serving a life
sentence in Hungary for axing to death Armenian Lt. Gurgen Margaryan,
was extradited to Azerbaijan and pardoned by Azerbaijani President
Ilham Aliyev.

Official Yerevan reacted by suspending diplomatic ties with Hungary.

Hungary, however, states that it had sent Safarov back to Azerbaijan
after receiving assurances from the Azerbaijani Justice Ministry that
Safarov’s sentence, which included the possibility of parole after
25 years, would be enforced.

“Haykakan Zhamanak” writes, that yesterday a face to face conversation
took place between the Hungarian Deputy Prime Minister, Minister of
Administration and Justice Tibor Navracsics and NA MP Nikol Pashinyan.

It took place within the frames of the 22nd Economic Forum, opened in
Polish Krynica -Zdroj city. During one of the seminar-debates, when
Navracsics has been reading a report on e-courts prospects in Europe,
Pashinyan asked for voice, and posed him the following inquiries.

– Mr. Navracsics, a little ago you were saying that the e-court
is an expensive type of justice. I want to ask you about another
“expensive” type of justice. A few days ago you’ve signed a decision
on extraditing Azerbaijani citizen Ramil Safarov, who had been
sentenced to life in prison without right for pardon for 30 years,
by the Hungarian court. On his arrival at the capital, Safarov has
been in freedom. For those, who don’t know, let me say, that in 2004
Safarov has killed Armenian citizen Gurgen Margaryan in Budapest. They,
as officers of the Armed Forces of their countries, were participating
in English classes within the frames of NATO’s “Partnership for Peace”
program. Safarov has axed Margaryan, when the latter, not guessing
anything, was sleeping in his own bed.

Mr. Navrascics, please reply:

– How have you made the decision of extraditing Safarov? You knew,
that after murdering the Armenian officer Safarov was being regarded
as national hero in his country, and his pardon was more than
predictable. Why was the further serving of his sentence impossible
in Hungary?

– Do you condemn the president of Azerbaijan, for signing the
decision of amnesty of a person, who has been recognized as guilty
for intentional murder by the Hungarian court? Don’t you think it’s
a slight step towards the Hungarian court?

– What can you say about the publications of the media, according to
which Azerbaijan has paid you fir Safarov’s release?

– What steps do you intend to take in order to make the decision of the
Hungarian Court be respected? Do you intend to take any steps towards
returning Safarov to prison, for example, declare an international
search for him or anything else?

In response to this questionnaire, Navrascics, who signed the decision
of extraditing Safarov, pronounced just 3 sentences:

“Safarov’s extradition took place based on international documents.

Azerbaijan had given guarantees that he will remain at the prison
for some time. Azerbaijan should be asked why Safarov is released.”

After this reply, the speaker closed the session.

ANC MPs and Hrant Bagratyan and Nikol Pashinyan were participating in
the forum of Krynica with the invitations of the organizers. Yesterday
the Economic Forum in Krynica has been officially pened bythe
president of Poland Bronislav Komorovsky and the president of Croatia
Ivo Josipovic.

PanARMENIAN.Net – The Azerbaijani government is going to kill Ramil
Safarov, an Armenian politician said.

Sentenced to life for the murder of Armenian officer Gurgen Margaryan,
Safarov was recently extradited to Azerbaijan and immediately pardoned
by the country’s President.

Hamerashkhutyun party leader Sargis Avetisyan believes that Armenian
President Serzh Sargsyan should not have suspended relations with
Hungary but take some other diplomatic steps instead.

Besides, Avetisyan thinks that the educational and cultural boycott
against Hungary is an extreme measure, as the Hungarians are not
responsible for the ruling party’s decisions, while the cultural ties
between the two countries have always been strong.

Avetisyan also quoted RA second President Robert Kocharian, who said
that “every Armenian is at risk.”

It is obvious that Brussels, Washington, D.C., and Yerevan were all
aware of the extradition of the fanatic murderer Ramil Safarov ahead
of time. This act was silently allowed to have taken place, since
three of these capitals had their own interest in causing this harm to
both the current authorities of Hungary and to Aliev.

The current Prime Minister of Hungary has become the eyesore of the
European family since his regime was in power during 1998-2002. In
Brussels his nationalistic and xenophobic rhetoric and politics were
always considered as contradicting and threatening to the European and
common humanistic values.

Orban was also blamed for the application of authoritarian model of
public administration, resulted in decrease of the parliament’s role
and authority. In 2002–not without Brussels’ support–liberals and
leftists won the elections, and Orban with his Fidesz right-centrist
party (by the way, the party is a member of EPP) was complaining about
fabrication of the results. But the only violation the European
observers found was obviously more privileges given to Fidesz during
the Public TV coverage.

Owing to discontent among the Hungarian people–stemming from the
outcomes of the world economic crisis–in 2010 Fidesz again came to
power, and Orban became the Prime Minister. However, this time
Washington with Obama’s democratic administration–that attaches more
importance to human rights, even sometimes compromising some
geopolitical positions–also joint Brussels in the team of Orban’s
“dislikers.” Meanwhile Orban’s regime–nationalist, populist and
xenophobic, supporter of the catholic priests (and for that having
been awarded the cross of St. Gregory the Great by Vatican)–does not
match the context of the international priorities declared by the US
foreign policy, and has already gained the harsh criticism of the US.

By the way, it is not only catholic Vatican that admires Orban, but
also Great Russia, from where always admiration is expressed towards
“European Hugo Chavez,” who closed the roads for the projects of
formation of European global elite”

Moscow is particularly excited about the new constitution of Hungary
that was enacted on January 1st, 2012. With this Hungary became the
first the EU state that put an end to “cultural diversity.” In
addition, the preamble of the new constitution mentions modern Hungary
as a “successor” of the medieval Hungarian Empire, the territory of
which exceeded two to three times that of contemporary Hungary, and
included Slovakia in its entirety, the Ukrainian Carpathians, Serbian
Vojvodina, almost all of Croatia, and half of Romania. In other words,
this mishap that has come to power in the middle of Europe stands in
full contrast with the European values. Thus, it is not by accident
that Hungary fell in its own “pit of values,” when it ignored the
humanistic and principal moral values for the sake of its “national
interests.” That is, in order to ensure a few billion dollars worth of
investment by Azerbaijan in Hungary, it returned the criminal, who had
committed a loathsome murder, to a country, which Europe unofficially
considers to be an eastern petrol emirate, the foreign policy of which
includes elements of racism, and where the murderer would clearly
avoid enduring deserved punishment. Moreover, he was already turned
into a hero before his transfer.

Thus, Orban belongs to those xenophobes who do not accept European
values, and always takes the chance to discredit them. Now there is
great opportunity for Brussels and Washington to get rid of his exotic
regime. Orban himself is giving the chance.

Aliev was no less foresighted, and if Brussels and Washington were
interested in his mistake, official Yerevan’s concern was even deeper.

The first two solve at least three problems concerning Azerbaijan:

1. Formation of additional prerequisites for pressuring Azerbaijan as
an uncompromising side that stimulates the undermining of the status
quo, which is unacceptable for the West.

2. Global weakening of the ruling regime of Azerbaijan–that has
become strictly stubborn due to oil super profits and irritates the
West–and democratizating Azerbaijan by strengthening its system of
checks and balances.

3. Creation of yet another opportunity for escalation of international
pressure on Aliev a year ahead of Azerbaijani presidential elections
to be held in October, 2013.

Meanwhile, Yerevan is the most interested party in the weakening of
Azerbaijan’s status and of making Baku a target of international
pressure the least effects of which may be at minimum the extortion of
some concessions within the negotiation format, such as Republic of
Mountainous Karabakh’s (MKR) return to the negotiating table, adoption
of a more loyal attitude by the presidents of the OSCE Minsk Group’s
Co-Chair countries France, the Russian Federation, and the United
States of America towards the stimulation of the resettlement process
of the liberated territories or at least a real restart of modernized
Stepanakert airport, and at maximum a permission for the recognition
of Artsakh’s freedom to be received from the aforementioned three
presidents, which will become a starting point for the international
recognition process of the MKR as a state. Eventually, the weakening
of current racist and anti-Armenianist Azerbaijan is a security issue
for Armenia and Artsakh. The dissolution of misanthropic feudal regime
and the establishment of a modern democratic state in our neighboring
country stems not only from Armenia’s and Western countries’
interests, but also from the interests of Azerbaijan’s multiethnic
nation.

Hungary May Cut Off Relations With Azerbaijan, Diplomatic Source

HUNGARY MAY CUT OFF RELATIONS WITH AZERBAIJAN, DIPLOMATIC SOURCE

Hungary discusses the possibility to suspend relations with
Azerbaijan. OSCE Vienna source has informed Mediamax news agency
about this. According to the source the issue was discussed with the
representative of Hungarian mission in OSCE and the US diplomat during
the non-official dinner.

Hungarian diplomat told his US counterpart that the final decision is
not accepted yet and underlined that the cut off of the relations with
Azerbaijan could be a solution for the hard situation in which the
Hungarians have appeared after Azerbaijani criminal Ramil Safarov’s
extradition. And besides this, such a decision could be a symbolic
step to restore the relations with Yerevan, the diplomat added.

On September 4 teh Hungarians held a rally and condemned the decision
by Hungarian authorities to give back Safarov to Azerbaijan.

The international society also condemns strictly this step by Hungarian
Government.

Ministry of Justice aimed at showing assistance to our Syrian
compatriots. As Ministry informed Armenpress, Syrian Armenians can
be provided with consultation in civil status acts registration on
(birth, marriage, death, divorce, adoption, paternity determination,
Renaming, apostil) , state register of legal entities, issues related
to implementation of notary activities by Ministry hot line, phone
35-83-99.

In result of clashes between opposition and Governmental forces in
Syria more than ten Armenians have died and two of whom were soldiers
of Syrian Army. During the last period representatives of Armenian
community of Syria also began to leave the country. The applications
submitted from Syria by our compatriots are being envisaged by
accelerated procedure, at least within ten days. 41 families consisting
of 76 members have applied to migration service of Armenia in order
to get shelter and already 27 families have got temporary habitations.

The Yerevan State University has refused to participate in the
scientific conference scheduled to be held September 7-10 under the
“South Caucasus and Neighbors” program.

“Connected with the decision of the Hungarian authorities to transfer
Ramil Safarov to Azerbaijan the Yerevan State University refuses to
participate in the scientific conference organized by the Central
European University in Budapest and declares that it will not take
place at YSU,” Public Relations and Information Department of the
Yerevan State University said in a statement.

L’editorialiste d’Aravot rend compte des appels de vengeance effective
vis-a-vis de Ramil Safarov qui se multiplient ces jours-ci sur les
reseaux sociaux et estime que rien ne justifie le terrorisme, meme
en desespoir de cause. En repondant a l’Azerbaïdjan par un meurtre
[de Ramil Safarov], l’Armenie perdrait tout l’avantage qu’elle a
obtenu comme suite de la politique myope d’Aliev. ” Il faut tuer non
pas Safarov dans un coin sombre, mais ceux sur le champ de bataille
qui tenteront de faire des provocations a l’encontre de nos terres
et de nos frontières “. L’editorialiste Aram Abrahamian est d’avis
que les evenements des derniers jours ont rendu evidents les serieux
problèmes auxquels fait face la societe azerbaïdjanaise et les ”
pathologies psychologiques ” dont souffre Ilham Aliev.

L’editorial de Hraparak appelle a ne pas perdre son sang froid, ni
se laisser prendre par l’excès d’emotion, l’hysterie nationaliste et
les passions anti-azerbaïdjanaises. Il est evident, selon ce journal,
que par sa dernière action, l’Azerbaïdjan se prepare a la guerre. Le
quotidien relève que ces derniers jours, les appels au boycott des
negociations avec l’Azerbaïdjan se multiplient, mais rappelle que
toutes les nations sages savent eviter la guerre, qui n’est pas une
alternative aux negociations.

la Hongrie. Ils ne seront pas importants, d’après ce journal. Les
echanges commerciaux entre les deux pays se sont eleves en 2011 a 25
M USD. La Hongrie n’a fait aucun investissement en Armenie l’annee
dernière. Les exportations des produits armeniens sur le marche
hongrois sont faibles. Sur lesdits 25 M USD 24 MUSD constituent les
importations de produits hongrois en Armenie.

Hayots Achkhar reproduit l’avis du depute du parti Republicain, Artak
Davtian, selon lequel, si le heros de l’Azerbaïdjan est un assassin,
l’avenir de ce pays est en danger. ” Si c’est avec de tels ” heros
” que l’Azerbaïdjan doit mener la guerre, qu’il la commence et il
verra son issue “, lance-t-il.

European Parliament head Martin Schulz expressed horror yesterday
after Azerbaijan brushed aside criticism of its pardon for a soldier
who axed an Armenian officer to death in his sleep.

Schulz added his voice to condemnation of the pardon, already sharply
criticized by the U.S. and EU President Herman Van Rompuy, after
Baku’s foreign minister appeared to blame Yerevan for Azerbaijani
soldier Ramil Safarov’s 2004 killing of Armenian officer Gurgen
Margarian. “The convention on the transfer of sentenced people should
not be abused for political purpose,” Schulz said. “I am disturbed
by what appears to be a politically motivated pardon of Safarov by
the president of Azerbaijan,” he added, while urging Azerbaijan and
Armenia to avoid any moves and statements that might exacerbate the
situation. Earlier yesterday, Azerbaijani Foreign Minister told U.S.

Deputy Secretary of State William Burns that the murder was “directly
related” to the war.
