Ex-head of OSCE said once the organization as close to resolution of
the Nagorno-Karabakh conflict but, unfortunately, the process stopped.

“Once we were very close to the resolution of Nagorno-Karabakh
conflict. Unfortunately, this process has stopped. Unfortunately,
there is a stagnation in the process towards the peaceful solution
to the conflict,” APA agency quotes Dora Bakoyannis Greek MP, former
foreign minister and chairperson of the OSCE.

She also called on OSCE and international organizations dealing with
the establishment of peace in the world to approach the solution to
Nagorno-Karabakh attentively.

“OSCE Minsk Group would better increase its efforts in this issue,”
she added.

Football team and Ukrainean “Shakhtar” Henrik Mkhitaryan was recognized
best player of the championship of Ukraine in September. As Armenpress
reports citing soccer.ru website , “Kamanda” newspaper polls show
Mkhitaryan has scored 19 points. The second place is held by Yevgeni
Konoplyak ” Dnepr” seven points. The third and fourth places are
shared by other “Shakhtar” footballers Alexander Kucher and Ruslan
Rotan with reportedly six points.

It is already the second time Mkhitaryan is recognized Ukrainian
Championship best footballer. Armenian midfielder was the best in
August as well. Mkhitaryan started his career in Yerevan “Pyunik”
club. The young footballer played for three years and half in the
ranks of longtime champion, scoring 35 goals and playing 89 games. In
the course of this period Mkitaryan became Armenia’s “Gold medal “,
Armenia’s Independence Cup and two-time Super cup winner.

YEREVAN, OCTOBER 5, ARMENPRESS: Bombs were exploded nearby the
Dzavaryan National School in the Armenian New Village district of
Aleppo at about 22:30pm on October 4, causing death to two Aleppo
Armenians. It was reported to Armenpress by the Press Secretary of the
National Primacy of Aleppo Zhirayr Reyisyan, adding that the names of
the killed were Hasmik Ter Nersisyan-Kirakosyan and Parsum Parsumyan.

There were wounded as well, the number of which had not yet been
clarified. The wounded were immediately transferred to the hospital.

Reyisyan stated that the emergency body took immediate measures to
extinguish the fire and works in that direction had been carried out
by late night.

The Press Secretary of the National Primacy of Aleppo reported as
well that the explosions caused considerable damages to the nearby
buildings and a significant number of apartments were destroyed.

At night of October 5 another bomb was exploded in Suleimania district,
again causing considerable material damages. According to Zhirayr
Reyisyan, minutes ago one more explosion was blown in Aleppo, about
the caused damages of which there was not any information yet.

In Syria more than 30,000 people, including more than 30 Armenians,
died in the collisions between the opposition and government forces,
which have lasted about 18 months.

La Russie espère une “normalisation de ses relations” avec la Georgie
après la victoire de l’opposition aux legislatives, a indique mercredi
la diplomatie russe, alors que les liens diplomatiques entre les deux
pays sont rompus depuis la guerre qui les a oppose en 2008.

“Il est evident que la societe georgienne a vote pour des changements.

Nous esperons qu’en fin de compte, ils permettront a la Georgie de
normaliser et d’etablir des relations constructives et respectueuses
avec ses voisins”, a declare le porte-parole du ministère des Affaires
etrangères, Alexandre Loukachevitch, cite dans un communique.

“La Russie saluerait evidemment un tel developpement”, ajoute-t-il.

Moscou et Tbilissi n’entretiennent plus de relations diplomatiques
depuis leur bref conflit de 2008, a l’issue duquel la Russie a reconnu
l’independance de l’Ossetie du Sud et de l’Abkhazie, deux regions
georgiennes secessionnistes pro-russe.

Peu après que le president georgien Mikheïl Saakachvili, bete
noire du Kremlin, a reconnu mardi la defaite de son parti aux
elections legislatives, le milliardaire Bidzina Ivanichvili, qui
menait la coalition d’opposition victorieuse au scrutin, a declare
qu’il entendait “normaliser” les relations avec la Russie, tout en
repetant vouloir rejoindre l’Otan, une ambition vue d’un mauvais oeil
par Moscou.

Le Premier ministre russe Dmitri Medvedev a dès mardi salue
sa victoire, jugeant qu’il y aurait desormais “des forces plus
constructives et plus responsables au parlement” georgien. Il a
indique par ailleurs que le parti au pouvoir russe Russie Unie etait
“pret a un dialogue sur l’avenir des relations russo-georgiennes”.

La presse russe a en revanche accueilli mercredi avec reserve la
victoire de l’opposition, estimant que le nouveau gouvernement
ne serait pas en mesure de changer fondamentalement les relations
avec Moscou.

Selon les experts, meme s’il est repute proche de la Russie où il a
bâti sa fortune, M. Ivanichvili ne transigera pas sur la question
ultra-sensible de l’Ossetie du Sud et de l’Abkhazie, et Moscou ne
reviendra pas non plus sur ses positions.

En depit d’un dementi du Parquet general il y a quelques jours,
le Procureur general Aghvan Hovsepian a demande au Parlement
d’autoriser la levee de l’immunite parlementaire de Vartan Oskanian,
depute du parti Armenie prospère, ancien Ministre des AE. Cette
mesure permettrait au Service de securite nationale (SSN) de mener
une enquete approfondie et objective sur l’affaire Civilitas, ce
think-tank fonde par M. Oskanian accuse de blanchiment d’argent. La
levee de l’immunite parlementaire permettra aussi au SSN d’accuser M.
Oskanian lui-meme de blanchiment, alors qu’il est actuellement
interroge comme temoin. D’après le porte-parole du Parquet, les
enqueteurs n’ont pas a ce stade l’intention d’arreter M. Oskanian,
n’entendant que le poursuivre. Rappelons que le SSN accuse Civilitas et
M. Oskanian d’avoir recu en 2011 2 millions de dollars de deux societes
americaines, qui n’auraient pas ete declares a l’administration
fiscale. M. Oskanian dement les accusations, affirmant que toutes
les transactions ont ete transparentes. Il est a rappeler aussi
que le SSN a lance ses investigations contre Civilitas le 25 mai,
au lendemain du jour où Armenie prospère a annonce sa decision de
ne pas rejoindre la coalition gouvernementale. M. Oskanian et le
porte-parole d’Armenie prospère se sont dits ” surpris ” de cette
annonce. Dans une declaration, l’ancien Ministre a qualifie cette
mesure de ” politique ” et de depourvue de fondement juridique.

Il s’est dit pret a ” lutter jusqu’au bout “. ” Si l’objectif de
cette mesure est de faire taire mes critiques a l’encontre du pouvoir
qui a echoue dans tous les domaines, alors je peux affirmer que les
autorites se sont trompees dans leurs calculs “. On s’attend a ce
qu’Armenie prospère tienne aujourd’hui une reunion afin de prendre
position sur cette affaire.

La directrice de Civilitas, Salpi Ghazarian, a qualifie d’absurde la
mesure du Procureur general, affirmant que M. Oskanian et Civilitas
iront jusqu’a la Cour europeenne des droits de l’Homme afin de prouver
la motivation politique des accusations.

Selon Hayots Achkhar, les parlementaires devraient decider le
1er octobre, a l’issue d’un vote secret, la levee de l’immunite
parlementaire de leur collègue.

Les commentateurs ne semblent pas presses de commenter cette mesure,
dans l’attente de la reaction d’Armenie prospère. Certains se disent
interesses de savoir quelle sera celle de Robert Kotcharian, dont
le nom est associe a cette formation politique. Hraparak estime que
les preuves sur le blanchiment d’argent sont loin d’etre suffisantes,
mais que l’AN donnera sûrement son feu vert a la levee de l’immunite de
Vartan Oskanian. ” Une chose est certaine : les autorites deteriorent
la situation politique interieure “, conclut Hraparak.

La visite du Commissaire europeen a l’elargissement et a la
politique de voisinage a Erevan constitue l’un des principaux sujets
d’actualite. Il a ete recu par le President Sarkissian, le PM, le
President de la Commission parlementaire des AE, ainsi que par Levon
Ter-Petrossian. Il a signe avec le PM armenien un accord d’octroi a
l’Armenie de 43 M Euros d’aide, visant a contribuer a l’integration
de ce pays a l’UE dans le cadre de la politique de voisinage et d’un
futur accord d’association. Il a aussi confirme les projets de l’UE
d’octroyer au Gouvernement armenien 15 M euros supplementaires selon
le principe ” plus contre plus “.

Les negociations entre l’Armenie et l’UE en vue d’un accord
d’association, de la mise en place d’une zone de libre echange et de
la facilitation du regime des visas et de la readmission ont constitue
la pierre angulaire des entretiens de M. Fule. Lors d’une conference
de presse avec le PM armenien, il a souligne les progrès accomplis
par l’Armenie en ce sens.

Interroge sur l’affaire Safarov, M. Fule a dit respecter les sentiments
des Armeniens quant a cette affaire et regretter le prejudice porte
au processus de negociations. Il a toutefois appele a la retenue dans
les propos comme dans les actes et insiste sur la necessite d’~uvrer
en faveur de la paix.

Les citoyens de l’Union europeenne desireux de voyager en Armenie
n’auront plus besoin de visa d’entree a partir de l’annee prochaine.

C’est ce qu’a annonce le gouvernement armenien jeudi, dans ce qu’il
a qualifie de nouvel elan a l’integration europeenne du pays.

La mesure historique, qui entrera en vigueur le 10 janvier 2013,
signifie que les ressortissants de l’UE seront autorises a rester
en Armenie sans visa 90 jours par an. Elle s’applique egalement aux
citoyens des pays europeens comme la Suisse qui ne sont pas membres
de l’UE mais font partie de l’espace Schengen.

L’Armenie est ainsi devenue le quatrième etat non baltique des
anciennes republiques sovietiques – après l’Ukraine, la Georgie et
la Moldavie – a abolir unilateralement l’obligation de visas pour
les Europeens. Il dispose actuellement de regimes d’exemption de visa
avec presque deux douzaines de pays, y compris la Georgie, la Russie
et la plupart des anciens Etats sovietiques.

Dans une note explicative, le gouvernement a declare que voyager
sans visa entrainera un plus grand afflux de touristes europeens et
contribuera a elargir les liens commerciaux entre l’Armenie et l’UE.

Plus important encore, il a egalement explique la mesure dans le
contexte des negociations en cours sur la signature d’un ” accord
d’association ” entre l’Armenie et le bloc des 27 nations.

“La Republique d’Armenie a adopte une politique d’integration a
l’Union europeenne et est tenue de negocier avec l’UE sur l’accord
d’association et la creation d’une zone de libre-echange complète et
gratuite “, explique le document.

L’un des principaux elements de cet accord est une facilitation des
exigences strictes de l’UE en matière de visas pour les Armeniens ayant
l’intention de voyager en Europe. Il est prevu qu’ils seront en mesure
de recevoir des visas Schengen avec moins de documents et a moindre
coût. En retour, Erevan devra signer un ” accord de readmission ”
separee avec Bruxelles dans lequel il s’engagera a aider les autorites
de l’immigration de l’UE a accelerer le rapatriement des immigres
clandestins armeniens.

Les fonctionnaires armeniens et de l’UE ont ouvert des negociations
formelles sur la facilitation des visas en fevrier. Des diplomates
a Erevan avaient fait etat de progrès majeur dans les negociations.

Dans l’explication ecrite approuvee par le gouvernement, le ministère
armenien des Affaires etrangères a egalement fait valoir que la mise
au rebut unilateral des visas pourrait encourager l’UE a adopter
une ” approche differenciee ” entre l’Armenie et l’Azerbaïdjan sur
la question.

Les fonctionnaires du ministère sont inquiets que l’UE retarde
l’entree en vigueur d’un regime de visas plus liberal avec l’Armenie
au motif qu’il negocie un accord similaire avec l’Azerbaïdjan, sans
doute pour eviter les accusations de partialite proarmenienne de
l’Azerbaïdjan. Les pourparlers de Bruxelles sur la facilitation des
visas avec Erevan sont apparemment a un stade plus avance que ceux
avec Bakou.

Le document declare egalement que l’UE est prete, en principe,
a finalement abolir integralement les visas pour les Armeniens. Il
indique que les deux parties envisagent de lancer un ” dialogue ”
sur la question un an après que les règles plus souples de visas
Schengen soient entrees en vigueur.

Les procedures de visa pour l’Armenie ont ete simplifiees pour
la plupart du monde exterieur depuis les annees 1990. L’UE et les
citoyens americains peuvent obtenir un visa a non seulement dans les
consulats armeniens a l’etranger, mais aussi aux frontières du pays
et a l’aeroport d’Erevan.

WASHINGTON: STATEMENT BY AMBASSADOR BOHLEN ON TOLERANCE AT THE OSCE HUMAN DIMENSION IMPLEMENTATION MEETING

Department of US Bureau of Democracy, Human Rights and Labor, The
Government of USA has issued the following news release:

OSCE commitments to encourage equality of opportunity among women
and men go back to the Helsinki Final Act of 1975. These have been
further elaborated over the years, and in 2000 and 2004, we adopted
OSCE action plans addressing both the situation in participating
States as well as management and staffing within the OSCE itself. But
commitments are not enough – the commitments must be implemented. The
question is whether the human rights of women in our countries are
protected in practice as well as on as well as in law. Unfortunately,
the answer is “not always.”

In some OSCE participating States, the legal framework to protect
the human rights of women is still not complete or is ineffectively
implemented. Law enforcement authorities do not always respond
adequately to sexual or other physical assaults against women,
particularly when these assaults are committed by intimate partners or
other family members. For the past several years, we have identified
those OSCE countries that do not yet have specific legislation
protecting women against domestic violence, sexual harassment,
or spousal rape. Unfortunately, the list this year has changed
very little.

Although some states prosecute domestic violence under general
assault laws, specific laws would strengthen authorities’ ability to
hold abusers accountable and could be drafted to lift the burden of
pressing charges from the survivor. OSCE participating States that
do not have specific laws against domestic violence include Armenia,
Belarus, and Uzbekistan. Russia has no legal definition of domestic
violence, making prosecution difficult. One positive change occurred
in Lithuania, where a law criminalizing domestic violence for the
first time went into effect last December, providing a legal basis
for rapid police reaction to instances of domestic violence as well
as preventive measures and victim assistance. I also would like to
recognize the good work of the OSCE Office in Tajikistan in training
police to handle domestic violence cases.

Several OSCE participating States also lack specific laws addressing
sexual harassment, including Armenia, Belarus, Russia, Turkmenistan,
and Uzbekistan. Kyrgyzstan’s legislation deals only with physical
assault, not verbal harassment. Though Kosovo’s new criminal code
does not include a specific sexual harassment crime, it does include
a provision that covers sexual abuse by misuse of power.

Spousal rape is also not specifically outlawed in several OSCE
participating States. It can be prosecuted under general rape laws,
but specifically addressing it would help strengthen the response of
law enforcement authorities, who often view it as simply a private,
family matter. States in the OSCE region with no specific law against
spousal rape include Armenia, Azerbaijan, Belarus, Georgia, Latvia,
Ukraine, and Tajikistan. In Romania, prosecuting a rape requires both
a witness and a medical certificate, making it virtually impossible
for authorities to press charges even when they have independent
physical evidence.

States must do more to train law enforcement officials, social
workers, and others to respond to victims of domestic violence or
rape. Victims must be able to obtain information and assistance easily
and quickly. Governments should commit resources to help them do so,
and should support civil society efforts in this regard as well. We
strongly support OSCE programs in these areas, and believe the OSCE
should increase its assistance to participating States, including
those which do not host field missions.

Women in all OSCE States have proven that when given the same
opportunity as men, they also will succeed. Equality of access
for women to education, political participation, and economic
opportunities and freedom from all forms of violence are key to a
country’s competitiveness and prosperity.

Moreover, women need to be better represented at the policy-making
table. Many OSCE activities focus on conflict prevention, crisis
management and resolution, and post-conflict rehabilitation. It is
important that women be involved in all stages of conflict-related
work. OSCE staff dealing with conflict management should be trained
to identify and include women in these efforts.

While we often refer to “women’s rights,” in fact women have the
same rights as men. All our citizens have the same human rights
and fundamental freedoms, which we must protect. Unfortunately,
women aren’t always afforded these rights. We all must work harder
to ensure the human rights of women and men are both respected equally.

Turkey Infiltrating Native American Tribes and May Get Congressional

Stunner: Islamists select a new target, and a “see no evil” House bill
may facilitate the effort.

Recently, Native American Congressman Tom Cole (R-OK, member of the
Chickasaw Nation) introduced H.R. 2362, the Indian Trade and
Investment Demonstration Project. The bill singles out Turkish-owned
companies for exclusive investment preferences and special rights in
Native American tribal area projects.

Congressman Cole freely admitted the following on the House floor:

There’s no question that I was approached by the Turkish American
Coalition (properly the Turkish Coalition of America), who have a
deep interest in Turkey and American Indians.

“Deep interest” indeed. The bill was the culmination of a multi-year
effort by Turkey to ingratiate itself with Native American tribes:
tribal students now study in Turkey with full scholarships; Turkish
officials regularly appear at Native American economic summits; and
dozens of tribal leaders have gone to Turkey on lavish
all-expense-paid trips.

Why the intense interest in business and cultural ties with Native
American tribes now, when Turkish Prime Minister Recep Tayyip Erdogan
and his Islamist Justice and Development party (AKP) have taken Turkey
down a path of aggressive and dangerous Islamism?

Evidence from Uzbekistan points to a possible motive: infiltration and
Islamization. The government of Uzbekistan is claiming that private
Turkish business interests in the Central Asian country have been
acting as a front for banned Islamist extremists. According to Agence
France-Presse:

[The Uzbek government has accused] Turkish companies of creating a
shadow economy, using double accounting and propagating
nationalistic and extremist ideology. # Long wary of the influence
of Islamic fundamentalism # secular authorities appear to be
linking Turkish private business to the activities of the Nurcus,
an Islamic group that is banned in the country.

Nurcus is also banned in Russia.

Is it in America’s national security interests to have Turkish
contractors and their families flooding into America’s heartland and
settling in semi-autonomous zones out of the reach of American
authorities? Especially if their intent is to form intimate business
and social ties with a long-aggrieved minority group?

H.R. 2362 was narrowly defeated on July 23, when a “suspension of the
rules” vote (usually reserved for non-controversial votes with limited
debate) failed to attain the required two-thirds majority. But
troublingly, 220 representatives voted in favor – representing both
parties and all ideological strains – with 160 opposed and 49
abstaining.

The bill could come up for a vote again at any time.

In the original version of H.R. 2362, the stated purpose was:

[To] encourage increased levels of commerce and economic
investment [with Native American tribes] by private entities
incorporated in or emanating from the Republic of Turkey.

It allowed for select Native American tribes to lease land held in
trust by the United States:

… [for] a project or activity … in furtherance of a commercial
partnership involving one or more private entities incorporated in
or emanating from the Republic of Turkey.

When the bill came up for a vote, its backers were forced to offer an
amended version. The phrase “or other World Trade Organization (WTO)
member nations” was placed after “Republic of Turkey” in the passages
above. The amended version still maintains:

[Congress] finds that the public and private sectors in the
Republic of Turkey have demonstrated a unique interest in
bolstering cultural, political, and economic relationships with
Indian tribes and tribal members.

Also: removing “barriers” and encouraging a “more robust relationship”
between “Turkish and Indian tribal communities” is “in the interest”
of “the United States-Turkey relationship.” The “interest” is not
defined.

The bill, in both its forms, severely limits federal oversight of the
investment projects, and does not even require the Department of the
Interior to approve the leases. The term of the leases could stretch
75 years, effectively tying the hands of future administrations:
presidents would come and go, but Turkey would have a semi-permanent
foothold in America’s heartland.

The amended version of H.R. 2362 continues to single out Turkey for
special treatment, and if passed would serve as an official
U.S. government endorsement of Ankara.

In the past, special considerations by the U.S. for Turkey were
well-deserved. Hill staffers grew accustomed to doing favors for a
secular, pro-Western Ankara that was a key strategic ally to
Washington and its allies in the region. But all that changed with the
ascension of Erdogan’s AKP party in 2002. A small sampling of recent
events:

. Turkey refused to allow U.S. troops to reach Iraq via Turkish
territory in 2003.
. Turkey refused to back UN sanctions on Iran, meant to halt its
nuclear weapons program.
. Prime Minister Erdogan has said “Iran is our friend,” and “I do
not think that Hamas is a terrorist organization.”
. Erdogan invited the Iranian-backed Iraqi Shiite warload Muqtada
al-Sadr to Turkey for “political discussions.” Sadr, whose
militia is believed to be responsible for the deaths of
countless American soldiers in Iraq, stopped in Iran on his way
to Turkey.
. The Turkish government supported a flotilla of ships that
violently attempted to break Israel’s blockade of Gaza, ruled by
the terrorist group Hamas. Israel’s blockade was declared legal
by the United Nations.
. Erdogan halted trade with Israel and threatened to invade Cyprus
after an American-based company partnered with Israel to begin
gas exploration in Cypriot territorial waters, which is adjacent
to Israeli gas fields. Turkey then initiated military exercises
aimed at threatening both Israel and Cyprus.
. Erdogan defended Sudanese President Bashir, who faced worldwide
condemnation for the genocide in Darfur. Erdogan’s rationale: “A
Muslim can never commit genocide. It’s not possible.”
. According to Middle East expert Barry Rubin, the “AKP has
repressed opposition in Turkey, arrested hundreds of critics,
bought up 40 percent of the media, and installed its people in
the bureaucracy.” Very recently, 326 military officers were
convicted of conspiracy to overthrow Erdogan’s Islamist
government.

Perhaps most troubling – even if other WTO member nations have the
same rights in the amended version of H.R. 2362 – Turkey is poised to
infiltrate Native American tribal areas immediately upon passage due
to the Islamist country’s intense cultivation of ties with Native
American tribes through the Turkish Coalition of America. John Berrey,
chairman of the Quapaw Tribe (Oklahoma), claims:

The Turkish and Native American peoples are beginning to come
together under their own momentum to develop broader and deeper
economic and cultural ties.

But the “momentum” is coming from only one direction: Turkey, through
the TCA. Indeed, according to the Indian Country Today Media Network:

. In November 2010, the TCA organized and led the first Native
American Business Cooperation Trip to Turkey, attracting 20
leaders from 17 Native American tribes. The tribal leaders met
with Turkish high officials, including Foreign Minister Ahmet
Davutoglu. “The meeting in Turkey marked the tribal leaders’
first significant overseas trade meeting,” reported the
Associated Press.
. In March 2011, the TCA engineered the appearance of the Turkish
deputy minister for foreign trade at the Reservation Economic
Summit (RES) and American Indian Business Trade Fair in Las
Vegas. The Turkish minister was the “first foreign government

Turkish ambassador to Washington joined the TCA at the RES.
. Since 2008, the TCA has offered scholarships to Native American
students interested in studying abroad in Turkey. The TCA also
co-sponsored two Native American conferences at a Turkish
university.

The TCA, whose vice president allegedly lives in Istanbul, stated in a
press release that H.R. 2362 is “the first time the Turkish American
community took the initiative to create positive change through
substantive legislation in Congress.”

But the TCA has already invested millions in cultivating ties with
Native American tribes. According to its 2010 IRS Form 990, the TCA
incurred $1,037,496 of “expenses” for “sponsorship of educational
travel for congressional members and staff as well as Native American
leaders.” And that’s just the tip of the iceberg.

As Congressman Howard Berman (D-CA) said on the House floor,
H.R. 2362, even as amended, is “an unusual, unprecedented, and
unnecessary endorsement of a state that, though an ally, continues to
pursue problematic policies.”

The next time this bill comes up for a vote – or any other bill that
gives Turkey special investment considerations – Congress should be
aware that Ankara is no longer the pro-Western state of yesterday. And
Congress should be alert to possible nefarious motives of the
Islamists cementing their power in Turkey.

YEREVAN. – Armenia’s oppositionRepublic Party leader Aram Sargsyan was
in the United States in recent weeks and held political meetings in
Washington DC., Zhamanak daily reports.

`Aram Sargsyan had talks with the US political circles, [and] held
meetings at the Department of State, the White House, [and] Security
Council bodies.

`The view that the US is busy with its own problems, its own
presidential elections, [that] it has numerous problems in the Middle
East, Afghanistan, etc. and [therefore] has no time for Armenia, is
definitely a lie; that isn’t so,’ Aram Sargsyan told Zhamanak adding
that those [in the US] who are dealing with Armenia deal with it every
day and are paid for this,’ Zhamanak writes.
