and Christian districts is calm. October 10 morning was also peaceful.

Yet the sounds of shells are heard in the outskirts, Berio National
Primacy press secretary Jirayr Reisyan told in the briefing with
Armenpress.

In the words of Reisyan our compatriots are joining efforts to clear
out and repair their house as much as they could. At the same time the
population is still in panic and cannot indulge in major renovation
works afraid of possible shocks. ” One can witness various scenes in
Aleppo different districts. Many of them are deserted. Nor Village
district is also deserted with ruins of destroyed buildings, closed
shops, cafes.There is no access to Close market adjacent territories”
Reisyan noted. Yet there are several districts Mokampoy inclusive that
are living their normal life. The cafes and shops are open, there is
electricity. The streets are populous, no matter people are cautious.

In the words of our compatriot no shelling orchestrated in capital
Damascus, however people are afraid of possible blasts. More than
30 thousand people were killed in the course of 18 months ongoing
clashes in Syria, including three dozen Syrian Armenians.

ISTANBUL, (AFP) – La Turquie a fait part de sa “grande deception”
après la publication mercredi par la Commission europeenne d’un rapport
critiquant l’insuffisance de ses progrès sur la voie de l’adhesion
a l’Union europeenne, notamment en matière de libertes individuelles.

“Nous avons accueilli cette annee avec une grande deception le rapport
de progrès”, a declare lors d’une conference de presse a Istanbul le
ministre aux questions europeennes Egemen Bagis.

“On comprend que la soit-disant presidence tournante du soit-disant
Etat d’une moitie d’île a reussi a introduire (dans le rapport) des
elements propres a nous decevoir”, a poursuivi M. Bagis. Il designait
ainsi la Republique de Chypre, qui assure depuis le 1er juillet la
presidence tournante de l’UE, comme responsable de “generalisations
dangereuses” contenues selon lui dans le rapport.

La Turquie refuse de reconnaître la Republique de Chypre, sous
administration chypriote-grecque, tant qu’une solution n’aura
pas ete trouvee a la partition de l’île. Elle refuse d’elargir aux
Chypriotes-grecs le benefice des accords de libre circulation qui la
lient a l’UE.

“Sans aucun doute, ce 10 octobre 2012, la Turquie est plus proche que
jamais des standards de l’UE”, a assure M. Bagis, avant de souligner
que “la Turquie n’a pas l’intention de jeter l’eponge” et d’abandonner
ses negociations d’adhesion avec l’UE, entamees en 2005. Le ministère
turc des Affaires etrangères a pour sa part estime que le rapport
etait “desequilibre” et se concentrait “sur les elements negatifs
plutôt que sur les positifs”.

Dans son rapport annuel sur les progrès du processus d’adhesion de la
Turquie, rendu public mercredi, la Commission europeenne a deplore
des insuffisances, principalement dans le domaines des libertes
individuelles.

“Le nombre eleve d’affaires juridiques et d’enquetes concernant des
journalistes ainsi que la pression indue a l’encontre des medias”
continuent d’etre une source de “preoccupation grave”, affirme
le rapport.

(Bouches-du-Rhône – Union pour un Mouvement Populaire) publiee au JO
le 11/09/2012 Mme Valerie Boyer attire l’attention de M. le ministre
des affaires etrangères sur les relations diplomatiques qu’entretient
la France avec l’Azerbaïdjan au regard des evènements recents qui
ont provoque une vive emotion non seulement auprès de la communaute
armenienne mais egalement dans l’ensemble des pays occidentaux. Le 31
août 2012, l’Azerbaïdjan obtenait l’extradition de Hongrie de Ramil
Safarov condamne a une peine de prison a perpetuite pour le meurtre
particulièrement barbare de l’officier armenien Gourguen Markarian.

Alors qu’il avait ete garanti a la Hongrie que Ramil Safarov purgerait
sa peine en Azerbaïdjan, c’est en heros qu’il a ete accueilli dans son
pays. Immediatement gracie par le president Aliev, promu au rang de
major, dote d’une maison et paye de son salaire pour les huit annees
passees en Hongrie, le criminel Safarov a en realite ete remercie et
glorifie par l’Azerbaïdjan pour avoir assassine un armenien.

L’Azerbaïdjan a une nouvelle fois demontre que ses intentions a l’egard
de la Republique d’Armenie ne sont pas a l’apaisement mais bien a la
provocation. Dans ce contexte, elle le remercie de bien vouloir lui
faire connaître les intentions du Gouvernement quant a l’avenir de
ses relations diplomatiques avec l’Azerbaïdjan et particulièrement en
ce qui concerne l’accueil sur notre territoire de dignitaires azeris
tels que le ministre des affaires etrangères Elmar Mamedyarov invite
par la diplomatie francaise le 3 septembre 2012, soit quelques jours
après le retour triomphal de Ramil Safarov dans son pays.

La France a reagi dès le 3 septembre a la decision azerbaïdjanaise
de gracier Ramil Safarov. Le porte-parole du ministère des Affaires
etrangères a fait part publiquement de la preoccupation que suscitait
cette decision et de notre inquietude quant aux possibles consequences
de cette decision sur le processus de paix sur le Haut-Karabagh. Les
trois co-presidents francais, americain et russe du Groupe de Minsk, en
charge dans le cadre de l’OSCE de la recherche d’un règlement negocie
du conflit du Haut-Karabagh, ont egalement publie dès le 3 septembre
une declaration conjointe exprimant leur profonde preoccupation et
leur regret face a la decision azerbaïdjanaise. Dans ce contexte de
tensions accrues entre l’Azerbaïdjan et l’Armenie, il est important
que le processus de negociation ne soit pas interrompu.

L’invitation a Paris des ministres des Affaires etrangères armenien
et azerbaïdjanais a Paris les 2 et 3 septembre par les copresidents
du Groupe de Minsk, les ambassadeurs Jacques Faure (France), Robertt
Bradtke (Etats-Unis) et Igor Popov (Russie), decidee avant cet
evènement, s’est ainsi revelee utile pour permettre aux co-presidents,
qui se sont entretenus separement avec chacun des deux ministres,
de faire part de leur preoccupation au ministre azerbaïdjanais et
pour appeler les deux ministres a poursuivre leurs efforts en faveur
d’une solution negociee au conflit du Haut-Karabagh. La France entend
poursuivre ses efforts pour contribuer a une solution pacifique du
conflit du Haut-Karabagh et assumer toutes ses responsabilites dans
le cadre de la mediation du Groupe de Minsk. A ce titre, elle aura
des contacts au plus haut niveau dans les jours et les semaines qui
viennent avec les deux pays.

Vyacheslav Kovalenko has commented on Armenian Prime Minister Tigran
Sargsyan’s accusation of Russia’s Sootechetvenniki program, News.am
reports.

Kovalenko said that the Russian Federal Migration Service (FMS) does
not force any Armenians to migrate. He added that people search for
better life standards and wages.

The Turkish government condemned the efforts of the Armenian side to
open the airport in Karabakh and called the step provocative, and one
that undermines and limits the possibility of a peaceful resolution
of the conflict. Turkey is considering the option of closing down
its airspace for Armenia. The airport in Stepanakert, capital of
Mountainous Karabakh, was built in 1974. It stopped functioning in
1992 during the military conflict between Armenia and Azerbaijan over
the territory. Four-years ago the Armenian side began reconstructing
the airport with plans to begin flights. Azerbaijan threatened to
shoot down every single plane taking off from the airport. Yerevan
labeled such a step as state terrorism. Flights have not started so
far but the confrontation is still here.

being released by Lilit Sedrakyan, Press and Public Affairs Officer,
Consulate General of the Republic of Armenia in Los Angeles:

Azerbaijan, a country with no expatriate community or economic
interests in the West US, established a consulate in Los Angeles a few
years ago to wage war on Armenian-Americans. In order to fight this
sizeable segment of the US West Coast community, Azerbaijan employs
tactics of malicious propaganda, such as the recently placed article,
“Armenia Has Lost the War”. Signed by the Azeri Consul General,
the article made its public appearance on account of the efforts of
high-priced public relation firms and lobbyists.

Armenia and Armenians have been victim to soiled campaigns funded
by Azerbaijan’s government since the breakdown of the Soviet Union
where several sovereign countries emerged-including Azerbaijan
and the Republic of Artsakh. Azerbaijan, rich in oil, attempted to
prevent the people of Artsakh from becoming independent and sent
troops and warplanes to crack down on civilians. In recent years,
this has become a familiar pattern where people take their destiny
in their own hands and defy the tyrants who ruthlessly order death
squads against school children and helpless elderly.

The people of Artsakh paid a high price for their independence,
but won their right to elect their own democratic institutions
and raise their children in a free country. The generation living,
working and advancing Artsakh today is 21 years old and has not seen
Soviet- Azeri occupation. And this generation will never tolerate
living under Azerbaijan’s rule with its despotic hereditary regime,
medieval hate speech and repugnant racism.

The article mocks the international community – the OSCE’s Minsk Group,
co-chaired by France, Russia and the United States and places the onus
for the failure to achieve progress on Armenia. The mediation has not
resulted in a breakthrough solution yet – but uniquely because of
Azerbaijan. The current compromise solution presented by the Minsk
group is acceptable by Armenia, while Azerbaijan refuses it even
after several modifications to meet its intransigence.

Quoting some dubious statistics meant to testify to Armenia’s
vulnerability, the Azeri Consul fails to understand the fundamental
root of Armenia’s strength. Due to our harrowing history, we have
long become a global nation with a global footprint. Our families are
scattered around the world and have global stakes. We remain connected
to our homeland with strong bonds and solid relationships. We live
with our country through problems and successes to such an extent
that Armenia’s issues, including Artsakh’s “frozen conflict” with
Azerbaijan, often become domestic issues in third countries.

There should be an attempt on the part of Azerbaijan to overcome its
pathological arrogance and understand that in the face of threats,
Armenians around the world will mobilize and stand united -from
besieged Aleppo to laidback Sao Paolo. The Consulate of Armenia
works with the community, day-in, day out and has witnessed this
strength and allegiance first hand. This was the case 21 years ago,
too, when the people of Artsakh righteously fought for independence.

The Azeri government sees the source of its supremacy over Armenia
in Azerbaijan’s oil reserves. Oil is a blessing for any country
with responsible governance and civil society. For Azerbaijan, it
is a curse! The resources are single-handedly managed by the Aliev
Dynasty and little goes into the physical and human infrastructure of
the country. Hundreds of thousands of Azerbaijani citizens live in
substandard conditions, but the government spends tens of millions
of dollars to awkwardly promote its international prestige. The
Azeri leadership’s unbridled frenzy to buy itself an improved image
invariably results in embarrassing situations.

War is in no one’s interest. The people of Azerbaijan should not be
fooled by the perceived sense of prosperity and military might. They
should not be blinded by hate speech and racism. They should not
accept militaristic actions of their government-a government that
pardons and glorifies a heinous murderer who beheaded his fellow
Armenian student in his sleep at a NATO training seminar.

Armenia will continue to depend on its grassroots and build on its only
comparative advantage – its people and its desire to build a viable and
democratic state. We, in Armenia and all around the world, only hope
that Azerbaijan will review its assessment of Armenia’s potential and
actual strength, thus sparing us all more bloodshed and destruction.

Yerevan Opens Its First Bikeway

YEREVAN, Oct. 10 (Xinhua) – Armenia’s capital and largest city Yerevan
opened its first bikeway on Wednesday, offering residents a new way
to get round heavy traffic in the city.

The 2.5-km bikeway is “a pilot project” and the city is likely to offer
“more bikeways in the future,” Yerevan’s Transportation Department
chief Henrik Navasardyan told Xinhua.

The city will also use the bikeway to measure how it could alleviate
traffic congestion in Yerevan, where it could take 1.5-2 hours to
get to work from home, he said.

Residents said Yerevan can become a city comfortable for bicycles if
all the basic parts of city are connected by such bikeways.

“It is a very good initiative,” a man on his bike said. “I use 25
minutes to walk to my workplace, but by bike it would be 5 minutes.

But, unfortunately, there is no bikeway to my workplace.”

They also said the bikeway is inconvenient because it’s on the same
pavement where people walk.

The number of people riding bikes in Yerevan is increasing, but common
people still find it quite unaffordable to get good bikes.

participates in the meeting of defense ministers of states
participating in NATO operations in Afghanistan and Kosovo. The
meeting is held at NATO Headquarters in Brussels.

Seyran Ohanyan will also attend discussions organized by Defense
Minister of Germany for the Defense Ministers of countries represented
in the North Command in Afghanistan.

On October 9, Seyran Ohanyan met in Brussels with European Union
officials and discussed the prospects of realization of joint
Armenia-EU defense programs.

Armenia-Diaspora relations are far from perfect, Harut Sassounian,
the publisher of The California Courier newspaper, told reporters.

“The Ministry of Diaspora is doing certain things, but there are lots
of issues that remain imperfect,” he said, considering Armenia’s
failure to seek closer ties to be among the key reasons of such
failures.

“The next thing to say is that by saying diaspora we mean a single
structure, a unit. But the diaspora is not just one structure; it
includes hundreds of communities,” Sassounian said.

According to him, we need to set up a diaspora parliament. “Each
Armenian elects a parliament member or a representative from his or
her district. There are probably 350 members of parliament, so it is
necessary to combine the activities.”
