FOUNDING PARLIAMENT SUES REPUBLICAN PARTY OFFICIAL FOR SLANDER

The Founding Parliament Movement has sued Gagik Melikyan Republican,
Secretary of the Republican Party faction, for slander.

The Founding Parliament claims that Melikyan insulted them in an
interview when he said that the organizers of the automobile rally
to Artsakh under motto “100th Anniversary without the Regime” were
financed by Turkish-Azerbaijan sources.

On January 31, scores of activists representing the Founding Parliament
opposition movement, a successor of the Pre-parliament pressure group,
organized an automobile march to Nagorno-Karabakh as part of their
campaign seeking a regime change in Armenia. Near Berdzor, they were
stopped by local police and a group of plainclothes men who forcefully
blocked their access to the territory of Karabakh.

A number of activists, including Jirayr Sefilyan, a Karabakh war
veteran and a former commander of the Shushi special detachment, were
beaten up during the incident. Also, some vehicles of the automobile
march were damaged.

Right now the public hearings on the construction of Qaghtsrashen
gravity irrigation project are being held in very tense
environment at Garni Rural Municipality with the participation of
“Hayhydroenerganakhagits” CJSC representatives, Garni Village Head
Ashot Vardanyan and Garni villagers.

Under EcoLur’s source, Garni villagers oppose to the implementation
of this project, while “Hayhydroenerganakhagits” CJSC representatives
are trying to convince them. Garni Village Head also opposes to this
project, as Garni Gorge will get dry in case this project comes true.

In parallel with the discussion, a group of villagers are holding
a protest demonstration with posters near the building of the rural
municipality.

Reminder: The project plans to lay a pipieline of 27,685 meters
length to take water from the Azat River to Aygestan, Berdik, Getazat,
Deghzout, Hnaberd, Mrganush, Narek, Nerqin Dvin, Norashen, Vardashen,
Verin Dvin, and Qaghtsrashen communities in Ararat Region.

The Azat River is the main factor in forming the ecosystem of
the Azat Gorge. Khosrov state reserve, Symphony of Stones and the
communities using the water of the Azat River an Azat Reservoir are in
the project affected zone. In case project implementation, the risk
of Azat River to get dry becomes higher, as well as risks on Garni
Gorge desertification, elimination of the local rich biodiversity
and non-fullness of Azat Reservoir.

WHO NEEDS A MAIDAN IN ARMENIA TODAY?

The Orange Revolution and the Rose Revolution brought regime changes
in Ukraine and Georgia, respectively, but Armenia was spared during
both cases and maintained its stability throughout those stormy
periods. But rumors, forecasts and political analyses always pointed
to the possibility of a color revolution in Armenia as well.

President Serge Sargisian’s administration weathered successfully the
tides of unrest fomented by the opposition, and taking the initiative,
it also deflated the opposition.

Levon Ter-Petrosian’s National Congress Party, which fed on the
popular discontent, could not use its ammunition to the fullest.

Therefore, although the opposition was cut to size and contained,
popular discontent remained as a latent force for any future
politician to explore and explode. The economy continued in stagnation,
emigration reached dangerous proportions and Armenia’s dependence on
Russia compromised its sovereignty. It seemed that those social and
political problems had not eroded the power of the ruling elite. But
recent developments indicate that challenges are on their way and
the administration is under constant pressure. Those pressures yield
result when coupled with outside factors.

In recent days, dramatic changes have taken place in Armenia’s domestic
political landscape. But to view and analyze the developments within
the context of internal political life may be too simplistic and
inconclusive. Currently, Russia is under siege because of the turmoil
in Ukraine; Moscow blames the US and the West for NATO creeping closer
and closer to Russian borders and the West’s countercharge is that
Moscow is fomenting turmoil in former Soviet Republics. No matter
where the truth stands, ensuing problems will impact Armenia as well,
since the country is so integrated with Russia socially, economically,
politically and militarily.

On February 12, 2015, the US House Foreign Affairs Committee held
hearings on US-Azerbaijan relations. Testimony was given by Dr. Svante
E. Cornell, director of Central Asia-Caucasus Institute at Johns
Hopkins University.

Outlining the US policy regarding the region, Dr. Cornell’s
recommendation was to overlook Azerbaijan’s human rights abuses and
base US policy on more pragmatic aspects, namely oil and regional
security. Further broadening the focus, the director stated: “The
task of countering [President Vladimir] Putin’s Russian imperialism
goes beyond Ukraine and requires a firm strategy to bolster the
states on Russia’s periphery, and especially to maintain the crucial
east-west corridor to Central Asia open. But the Caucasus and Central
Asia include fully one half of secular Muslim majority states in
the world…

Thus the Caucasus (and Central Asia) should be seen as bulwarks
against both Moscow and the Islamic radicalism of the Middle East.”

The implication is that since Russia has its hands full in a border
war in next-door Ukraine, it would be helpful for West’s containment
policy to trigger another flashpoint on Russia’s periphery, and
Armenia is one of those peripheral states.

It is no surprise, therefore, that as soon as the Serge Sargisian-Gagik
Tsaroukian controversy broke out, news outlets financed and directed by
Western countries unanimously took a very critical position vis-a-vis
the president’s statements.

It was indeed a political bombshell which President Sargisian lobbed
at the oligarch, who is the head of the Prosperous Armenia Party. He
portrayed Tsaroukian as “evil” and incompetent in Armenia’s political
life.

This development was in the making for a long time. Mr. Tsaroukian
is the titular head of the Prosperous Armenia Party, but actually,
the party was founded by the former president, Robert Kocharian,
and has been manipulated constantly by him in the background.

Sargisian’s Republican Party and the Prosperous Armenia Party formed
the ruling coalition initially, with the understanding that the
Putin-style transition would be implemented in Armenia, with Sargisian
serving out his term and paving the way for a Kocharian’s return.

Relations began souring when the plan did not work the way it was
supposed to; Sargisian did not relinquish the reins of power and the
coalition began to splinter. For a long time, Levon Ter-Petrosian
courted Tsaroukian to no avail. Now that Tsaroukian has become a
target of the president’s criticism threw the gauntlet and rallied
the opposition parties around him and called for a nationwide rally
on February 20, calling for he president’s resignation. Prosperous
Armenia joined the Armenian National Congress and Raffi Hovannisian’s
Heritage Party to use all means, including “civil disobedience” to
bring down Mr. Sargisian. The rally will prove to be a litmus test
of the opposition’s power.

Politics in Armenia are the mirror-image of those in Russia. Putin
jailed oligarch Mikhail Khodorkovski, who had opposed him politically,
usurped his assets worth over $10 billion and let him leave the
country almost penniless after 20 years of incarceration.

The same tactics are replayed in Armenia now. Tsaroukian was removed
from the National Security Council, he was stripped of his presidency
of the National Sports Agency and now the president has sent a formal
letter to the speaker of parliament, Galust Sahakian, to take away Mr.

Tsaroukian’s protection as a member of parliament. Meanwhile, all of
his businesses have been investigated for potential tax evasion. Thus
far, Mr. Tsaroukian has conducted his businesses in Armenia, employing
some 20,000 people, now all of a sudden, he has become a suspect upon
a fallout with the president.

The current administration has been able to destroy more sophisticated
oligarchs, like Khacahdour Soukiasyan, who left the country with his
huge capital, instead doing business in Europe and the Gulf states,
to the detriment of Armenia’s economy.

But despite his macho image, Mr. Tsaroukian thus far is behaving
smartly. It is apparent that he is being coached by much more
experienced political minds in the opposition. For example, in his
response to the president’s criticism, he said that he is not a
politician in the classic sense, but that he wishes to help his people.

Tsaroukian has crossed the Rubicon and with his help, the opposition
will fight the administration with renewed vigor.

Observers and the general public are stunned at this conflict taking
place at this time, which may lead to a new Maidan which, Mr.

Tsaroukian, has said he has avoided thus far.

Why is the president so emboldened when the country’s problem persist?

Emigration is continuing on a dangerous scale, the economy is
staggering and above all, the border with Azerbaijan is again becoming
a war zone.

The president’s domestic challenges are coupled with a foreign
relations challenge, when he suddenly decided to withdraw the Protocols
from the Parliament’s agenda. He took the last initiative the moment
Mr. Davutolgu had adopted a more conciliatory tone toward Armenia. The
Turkish prime minister reiterated his previous offer of relinquishing
one region in Karabagh to open the border with Armenia.

It is a different matter that the offer would not be a starter because
the give and take are not equivalent. Swapping territory for lifting
the blockade could prove to be an illusion, because the borders can
be closed at will any time, but land could be taken “only by blood,”
as noted Turkish dictator Kenan Evren.

This crisis is ill-timed, when the entire diaspora will be converging
to Armenia, too for the centennial commemoration of the Genocide. Not
only the diaspora, but also many dignitaries like President Francois
Hollande and others will arrive at a crisis-ridden country.

We do not want to see another Maidan reenacted. But who needed this
crisis at this time?

President Serzh Sargsyan received today OSCE Minsk Group Co-Chairs Igor
Popov, James Warlick and Pierre Andrieu and the Personal Representative
of the OSCE Chairman-in-Office Andrzej Kasprzyk.

The mediators briefed the Armenian President on the impressions
from the meetings in Baku. The concerns existing in the current
stage of settlement of the Karabakh conflict and the future steps
were discussed.

President Serzjh Sargsyan welcomed the statement of the OSCE Minsk
Group Co-Chairs issued on January 27, which, he said, considerably
differs from all previous statements, as it finally calls on Azerbaijan
to observe its commitments to a peaceful resolution of the conflict.

Although non-governmental troika member Prosperous Armenia Party (PAP)
leader Gagik Tsarukyan has already announced that his party will not
take part in a planned February 20 rally, and the Armenian National
Congress (ANC) is still silent, the Heritage Party will continue with
protest plans.

“The fight is on, and it is long-lasting, victorious and inevitable,
and these are my words,” Heritage Party founder-leader Raffi
Hovanissian told reporters Wednesday.

“Today we have appeared in an unprecedented political and civil
situation, which demands an immediate and complete solution,” he
added quoting poet Hamo Sahyan’s words, “Stay a bit defeated, stay
a bit God.”

The decision for a rally was made by the troika on Sunday, after last
week President Serzh Sargsyan called Tsarukyan a political ‘evil’,
decided to remove him from the National Security Board and ordered an
investigation into Tsarukyan’s tax files. The president was reacting
to statements made by Tsarukyan calling for a change of government.

Hovanissian urged Sargsyan to start any investigation in his own
(Sargsyan’s) party, including his family members, the Prime Minister
and the Chief of Police, the National Security Service head and
Heads of Provinces, “Unless they do it, let nobody speak about law,
because it is you who is outside the law.”

“What is to be proven has already been proven, everyone knows
everything. In the distorted reality like ours, dictatorship always
wins over law, materialism – over state interest, money – over
dignity, adulation – over pride, brutality – over soul, revenge –
over fair trial, intrigue – over belief, and arbitrariness – over
rules and law,” the Heritage leader said.

Emphasizing that the country is in a critical state, and the people
are the saviors, he urged Sargsyan to resign. Hovanissian promised
to say more on Friday in Freedom Square.

Eduardo Ernekian, the Argentine-Armenian businessman who was earlier
reported to be planning to purchase the Foreign Ministry’s building,
is said to have given up the idea.

Citing its “well-informed sources”, the paper says that the owners of
other companies which share part of the premises (Ararat Restauran
and Noyan Tapan Bookstore) have offered a very high price to which
the businessman didn’t agree.

The paper notes that Ernekyan has only recently changed his mind
despite the fact that the problem was on the agenda for over a year.

WHEN US PRESIDENT RONALD REAGAN RECOGNIZED THE ARMENIAN GENOCIDE

President Ronald Reagan: Like the genocide of the Armenians before it,
and the genocide of the Cambodians which followed it — and like too
many other such persecutions of too many other peoples — the lessons
of the Holocaust must never be forgotten.

During the administrations of Bill Clinton, George W. Bush and Barack
Obama, recognizing the Armenian genocide as such–by referring to
it as a genocide–has been a problem even though each president,
while campaigning for the office, promised that he would endorse a
resolution recognizing the genocide.

Turkish lobbying pressures have proven effective to ward off just such
a recognition. Turkey to this day denies that a genocide took place,
claiming, against an overwhelming majority of evidence and historians,
that while a large number of Armenians died between 1915 and 1923,
it was as a result of war, not genocide.

President Reagan did not object to referring to the genocide by its
name, as he did in a 1981 proclamation recognizing the Holocaust. The
full text of that proclamation follows:

The Congress of the United States established the United States
Holocaust Memorial Council to create a living memorial to the victims
of the Nazi Holocaust. Its purpose: So mankind will never lose memory
of that terrible moment in time when the awful specter of death camps
stained the history of our world.

When America and its allies liberated those haunting places of
terror and sick destructiveness, the world came to a vivid and tragic
understanding of the evil it faced in those years of the Second World
War. Each of those names — Auschwitz, Buchenwald, Dachau, Treblinka
and so many others — became synonymous with horror.

The millions of deaths, the gas chambers, the inhuman crematoria, and
the thousands of people who somehow survived with lifetime scars are
all now part of the conscience of history. Forever must we remember
just how precious is civilization, how important is liberty, and how
heroic is the human spirit.

Like the genocide of the Armenians before it, and the genocide of
the Cambodians which followed it — and like too many other such
persecutions of too many other peoples — the lessons of the Holocaust
must never be forgotten.

As part of its mandate, the Holocaust Memorial Council has been
directed to designate annual Days of Remembrance as a national,
civic commemoration of the Holocaust, and to encourage and sponsor
appropriate observances throughout the United States. This year,
the national Days of Remembrance will be observed on April 26 through
May 3.

Now, Therefore, I, Ronald Reagan, President of the United States of
America, do hereby ask the people of the United States to observe
this solemn anniversary of the liberation of the Nazi death camps,
with appropriate study, prayers and commemoration, as a tribute to
the spirit of freedom and justice which Americans fought so hard and
well to preserve.

“I note with pain that the processes in our country developed in

Internal political tensions in Armenia may have subsided a little as
President Serzh Sargsyan and Prosperous Armenia Party (PAP) leader
Gagik Tsarukyan reportedly met on Tuesday to end their “war”, but the
debate about “lack of political debate” appears to be only starting.

The ultimate “hot phase” of the conflict between the president and the
millionaire opposition leader began last week when Sargsyan accused
Tsarukyan of being ‘a pseudo-political phenomenon’ and ‘evil’ for the
country and, as a matter of fact, urged his ruling Republican Party of
Armenia (RPA) to exclude him from the country’s political process. In
response to this, Tsarukyan and his opposition allies scheduled a
joint rally for February 20 to demand Sargsyan’s resignation.

Analysts and human rights activists think that recent days’ political
developments in Armenia do not fit the frameworks of “classical
politics”.

Vardan Harutyunyan, head of the Rights and Freedom Center NGO, said
that the PAP leader is not a classical politician and there are only
a handful of classical politicians in Armenia.

“However, as a result of Serzh Sargsyan’s pressure Gagik Tsarukyan,
together with the PAP, is moving into the classical field,”
Harutyunyan said.

Cooperation for Democracy Center NGO Chairman Stepan Danielyan thinks
that just like in Russia, in Armenia as well, it is unclear where
the big business ends and politics begins. These two phenomena are
interwoven in the internal political field of the country.

Under Armenia’s Constitution, “a deputy [member of parliament] may
not be engaged in entrepreneurial activities, hold an office in state
and local self-government bodies or in commercial organizations, as
well as engage in any other paid occupation, except for scientific,
educational and creative work.” However, this provision of the
Constitution seems to remain on paper only. The majority of MPs in
Armenia, in both warring parties, are known to own large enterprises,
‘holdings’ or ‘concerns’, they have their own traffic routes, petrol
stations, etc. Those possessing large businesses use politics in
favor of their personal interests.

In his February 12 speech President Sargsyan also effectively ordered
tax audits of Tsarukyan’s businesses. Some observers say it only proves
that Sargsyan was aware of the situation that a top politician and MP
owns a business against the provision of the Constitution and turned
a blind eye on it.

Human rights activist Harutyunyan said that the speech showed the real
face of the Armenian government, which, according to him, displayed
that laws and the Constitution are not taken into consideration in
Armenia, in their actions the government is led by opportunities
and power.

“Thus, if somebody takes up an oppositional position, they will
be subjected to persecution outside law. The current actions taken
against the PAP is a means for the government to show their muscles,
which aims to spread terror within the PAP,” he argued.

Tigran Yegoryan, lawyer, member of the Europe in Law Association NGO,
said that the axis of this fight is the government’s ambitions.

According to him, the second term of presidency is coming to its end
and that legal obstacle creates changes in the political field. Thus,
the first objective for the government is constitutional changes which
will result in drastic changes in the country’s administrative system.

“The president’s speech showed that there are no state constitutional
self-administered institutions in the country, and everyone is
subjected to their will. At the same time, I must say that these are
not necessary and sufficient preconditions for constitutional changes,
but rather a necessary and sufficient condition to get rid of the
person who has usurped that government and the people running the
state institutions who administer those constitutional institutions
as subjects,” Yegoryan said.
