There are no new details regarding the fact of revealing the beheaded
body in the basin of Jrashen village on November 6 around 17:30.

‘Pastinfo’ was informed about this by the Public Relations and Media
Department of the RA Police.

Let us recall that on November 6 at 18:30 Artashat division of the
Police was informed that there is a body in the ‘Artashat’ gutter
that crosses Jrashen village.

The operative group found in the gutter an unidentified man of average
age with athletic bodily, without clothes (only in underwear),
beheaded, cut along the belly, with numerous cuts and wounds on
the back.

A criminal case was initiated in accordance with Article 104 (murder)
of the RA Criminal Code. A medico-legal examination is started. A
preliminary investigation is on.

YEREVAN, NOVEMBER 8, ARMENPRESS: Turkey will make some steps threshold
2015 aimed to the regulation of Armenian-Turkish relations, noted
Ara Papyan the director of “Modus-Vivendi” center during a press
conference on November 8, highlighting that he was for the regulation.

“Nowadays the Middle East is in a controllable chaos and Armenia may
face beneficial opportunities to have dividends on the background of
the regional developments” Armenpress quoted Papyan as saying.

Referring to the development in South Caucasus the leader of
“Modus-Vivendi” center said that the period of 2013-2014 would be
the harshest for Armenian-Azerbaijani relations, as Azerbaijan’s oil
reserves were diminishing and the volume of export reducing.

“The war in the South Caucasus is the war not between the troops
but between the nations. In the areas where once Azerbaijani troops
stepped in massacres and ethnic cleansing of Armenians took place”
mentioned Papyan.

According to him there are more than dozen peoples living in Azerbaijan
which don’t want to be eliminated from the historical arena, want to
keep their language, culture and at the same time don’t want to fight
against Armenians in Karabakh war. So these are the people with whom
we should cooperate.

YEREVAN, NOVEMBER 8, ARMENPRESS. The meeting of the Ministers of
Foreign Affairs of the Republic of Armenia and NKR was of a certain
importance, as there was a possibility that the meeting would not
take place due to the repatriation and release of Azerbaijani criminal
Safarov. During the press conference on November 8 this was announced
by the Deputy Director of “Caucasus” institute and political scientist
Sergey Minasyan, who emphasized his opinion regarding the fact that
both sides of the procedure of the negotiations do not trust each
other at all.

The political scientist underlined the importance of even a formal
continuation of the negotiations, as it reserves the present relative
ceasefire. As reports “Armenpress” Minasyan stated: “The format of
the OSCE Minsk Group will be preserved, as to the negotiations they
will continue. The military and technical balance will not permit to
resume the war.”

The political scientists emphasized the importance of inhabitation
of the liberated territories. Minasyan stated: “It will support
demographic and economic upheaval and strengthening of the Armenian
position. The economic and demographic development of the Nagorno
Karabakh Republic is more important than the recognition of NKR
independence by an Australian state.”

A resident of Armavir region has set himself on fire on Thursday
afternoon.

The incident was reported to the Ministry of Emergency Situations at
3:16 pm Yerevan time.

Hovhannes Vardanyan, 45, wanted to burn himself in his house yard.

According to the Ministry’s official website, he has been taken to
the Echmiadzin Medical Center.

Armenia Grows Most In Industrial Output In Cis

CISArmenia posted the most growth of industrial output year-on-year
in January-September – 11.6%, the Commonwealth of Independent States
Inter-State Statistics Committee said, Interfax reports. Tajikistan
had 10.4% industrial output growth and Belarus 7.7%. The figure for
Russia was 2.9% and for Kazakhstan 0.5%.

Industrial output contracted 33.9% in Kyrgyzstan, 3.5% in Azerbaijan,
and 1.2% in Ukraine. The committee does not provide January-September
numbers for Uzbekistan,Turkmenistan, or Moldova.

Belarus had the highest inflation rate for the nine months – 16.1%.

Inflation was 5.6% in Tajikistan, 5.2% in Russia, 3.9% i Kazakhstan,
3.1% in Kyrgyzstan, and 2.4% in Moldova.

Prices were down 0.3% for the period in Ukraine, 1.5% in Armenia,
and 2.7% in Azerbaijan.

For the region generally, industrial output increased 5.2% in
January-September.

The slander trial filed by former Armenian Prime Minister Armen
Darbinyan against the Political Research Center got underway today
at Yerevan’s Kentron and Nork-Marash Court.

Darbinyan claims that an August 16, 2012 entitled “Armenchik Darbinyan
doesn’t like to pay, and why should he, if he’s protected by the
Armenian government” that appeared in the Center’s
website.

Passages in the article stated that the government “has allowed him
to live outside the scope of the law” and “the government has allowed
Darbinyan to pick the pockets of Armenian citizens with impunity”,
among others.

Darbinyan is demanding that the defendant issue a public apology,
3 million AMD in compensatory damages, 1 million for incurred legal
fees and 84,000 for state fees paid.

The defendant responded that what was written was a subjective
evaluation.

ARF Dashnaktiutyun party is the most independent political force of
Armenia and to condition its activity by the person of the second
president of Armenia, Robert Kocharyan, is wrong, a member of the ARFD
Supreme Body, deputy Agvan Vardanyan, said at today’s press-conference
when commenting on the rumors in mass media, according to which the
actions of the ARFD much depend on Robert Kocharyan.

As for the beginning of the political consultations on transition to
the parliamentary system of government voiced by Prosperous Armenia
Party on 6 November, Vardanyan recalled that this idea was first
voiced by the ARFD and fixed in the electoral programme of the party.

“I don’t remember the PAP to be so much adhered to this principle.

Perhaps, statement by Prosperous Armenia Party about consultations on
transition to the parliamentary system of government is the election
strategy on the threshold of the presidential election. Nevertheless,
we are happy that other political forces understand our ideas too”, –
Vardanyan said and added that representatives of the PAP have already
called members of the ARFD to arrange about the consultations.

Caroline Cox Unmasked Azerbaijan In Her Speech

CAROLINE COX UNMASKED AZERBAIJAN IN HER SPEECH

YEREVAN, NOVEMBER 8, ARMENPRESS. The member of the British House of
Lords, the Head of the Armenian-British parliamentarian group Baroness
Caroline Cox unmasked Azerbaijan in her speech at the discussion
dedicated to the relations of the United Kingdom and Azerbaijan. As
reports “Armenpress” citing Azbarez, Cox stated that her “contribution”
in that discussion will be negative in nature, as her speech is a
criticism against Azerbaijan. Cox stated: “I have visited the region
78 times, many during the war against Nagorno Karabakh. I regret
that my contribution to this debate will be unpopular, because it
is critical of Azerbaijan, but it is based on first-hand evidence,”
Baroness Cox said. “I begin with a brief reference to aspects of recent
history relevant to current issues. I visited Azerbaijan in 1991,
when I met the then president and political leaders. I was dismayed
by the explicit commitment to ethnic cleansing of the Armenians from
Nagorno Karabakh. I also visited Karabakh then and met Azeris living
in homes which had recently been owned by Armenians who had been
evicted by Azerbaijan’s well documented policy, Operation Ring, in
which Armenian villagers were surrounded by Azeri troops who killed,
tortured and drove villagers off their land.”

The Baroness also emphasized the following: “The Armenians were the
primary victims as they had already been victims in the massacres
in Baku and Sumgait. Then Azerbaijan unleashed full-scale war. I
witnessed 400 Grad missiles daily raining onto Karabakh’s capital city,
an aerial bombardment of civilian homes with 500 kilogram bombs.

I also witnessed war crimes perpetrated by Azerbaijan on Armenian
civilians at Karabakh, such as the cold-blooded massacre of villagers
in Maragha. I was there hours afterwards and saw corpses whose heads
had been sawn off and burnt, mutilated bodies. I visited Khojaly
and can testify that the tragic events were not as portrayed by
Azerbaijan-a massacre of Azeris by Armenians. Independent journalists
and Azerbaijan’s former President Mutalibov have publicly come to
the same conclusion.”

She also noted that the Armenian forces’ taking control over the
territories surrounding Nagorno Karabakh was not aggressive land
grabbing, but essential for survival, as they were used as bases for
constant shelling of towns and villages inside Karabakh. “I was there
when one ceasefire was broken by Azerbaijan, with renewed bombing
from Azeri bases in these lands,” she said.

“This recent history is relevant to current concerns as the 1994
ceasefire is precarious. There is an urgent need for peace for the
peoples of Azerbaijan and Armenia and because the peoples of the south
Caucasus do not want another destabilizing regional war. However,
Azerbaijan’s continuing hostile policies are detrimental to attempts
to reach a solution to this semi-frozen conflict. For example, the
noble Lord, Lord Laird, mentioned the case of Ramil Safarov, the Azeri
military officer who used an axe to murder an Armenian officer in his
sleep while both men were attending a NATO course in Budapest in 2004.

Safarov was arrested, convicted and sentenced to a lengthy term of
imprisonment. But, when Hungary repatriated Safarov to Azerbaijan, on
the understanding that he would continue to serve his prison sentence,
he was released from prison and welcomed as a hero. According to the
Economist in September 2012, this led to a new war of words in one
of the world’s most volatile regions,” she said.

“Patrick Ventrell, spokesman for the US State Department, said that
the United States was extremely troubled by the pardon of Safarov and
would be seeking an explanation from both Budapest and Baku. Russia,
involved in trying to ease relations between Armenia and Azerbaijan,
said that the actions of the Hungarian and Azeri Governments
contradicted internationally brokered efforts to bring peace to the
region. May I ask the Minister what representations have been made
by Her Majesty’s Government to Azerbaijan concerning the release and
the honouring of the convicted murderer Safarov?

The Economist also raised questions about the EU’s credibility when
it pledged [email protected] million to reform oil-rich Azerbaijan’s justice
and migration systems. Since 2006, Azerbaijan’s economy, with its
vast oil and gas reserves, has nearly tripled to $62 billion. May I
ask the Minister what the EU’s justification was in giving [email protected]
million to such a wealthy country? Moreover, there is widely-held
concern over Azerbaijan’s massive investment in its military arsenal-a
20-fold increase in seven years. Apart from expenditure on arms,
in a nation where many still live in poverty, there is deep anxiety
over the propensity to renew war with Nagorno-Karabakh. This danger
is exacerbated by Azerbaijan’s constant use of belligerent and hostile
propaganda, which is not conducive to confidence-building or effective
peace negotiations,” the Baroness noted.

Finally Baroness Caroline Cox referred to Azerbaijan’s disturbing
record on human rights, particularly on freedom of the press
and religious freedom. “No country has an interest in other
countries, only interests-and we have oil interests in Azerbaijan,”
she concluded. “Azerbaijan pours massive funds into propaganda,
disseminating positive images of its progress while trying to prevent
access to Karabakh by intimidating potential visitors who wish to
see the situation there for themselves. After one of my visits in
recent years, an article appeared in an Azeri newspaper, entitled
“Shoot the Cox!”. Parliamentarians visiting Armenia receive letters
from Azeri authorities threatening to place them on a blacklist if
they visit Karabakh. The British Ambassador is still not allowed to
visit Karabakh, although the political and diplomatic representatives
of other nations do so. Therefore, it is hard for the Armenians
of Karabakh to have their story of Azerbaijan’s policies told. I
deeply regret having had to make such a critical speech. Of course,
I can be accused of partiality, but if my contribution is partial,
it is accurate, based on first-hand evidence and corroborated by
many independent sources. I hope it is helpful to put on record some
often untold aspects of the situation, because the search for a just
and lasting peace can only be based on an understanding of historic
and contemporary reality in all its multi-faceted complexity,”
she stressed.

Turkish Show Is Baseless: No Forced Landing Took Place

TURKISH SHOW IS BASELESS: NO FORCED LANDING TOOK PLACE

The next airplane of the “Help your brother” initiative was sent to
Syria on November 8, at 07:00 o’clock. The humanitarian assistance
is for the Armenian in Syria and Syrian families. The flight was
fulfilled from the Yerevan “Zvartnots” airport with the “Air Armenia”
aviation company.

As Armenpress.am was informed from the initiative, the baggage
consisted of boxes of 12-13 kg and food was in the boxes. The airplane
was stopped in Erzrum and the turks checked the baggage. There was
an initial agreement for it.

The humanitarian assistance will be given to the families in Aleppo.

Turkish media try to make another show and present it as forced
landing. But no forced landing took place as there was an initial
agreement for it.

Karabakh Will Have Its Place In Alexey Lidov’s Works

KARABAKH WILL HAVE ITS PLACE IN ALEXEY LIDOV’S WORKS

Famous Russian culturologist, academician Alexey Lidov visited Artsakh
recently. He arrived in Yerevan to participate in the international
conference and from there on he came to Artsakh.

His visit did not carry an official character. He is a specialist of
mural art and he is mostly interested in the wall-paintings of Dadivank
monastic complex in Artsakh. Here he was accompanied by archeologist
Gagik Sargsyan who knows this place very well and Igor, employee of
the Department of the NKR Environment and Natural Resources.

“I intended to visit Artsakh 24 years ago and ever since have not
managed to do this in any way. The earthquake of 1988, the change of
power in the country, the war … In short I could hardly find suitable
time for my arrival. I decided to come to Artsakh from Yerevan alone,
it would have been a pity to miss such an opportunity,” Lidov says.

Alexey Lidov studies medieval cultural monuments. “I study all the
cultural monuments of the Christian world. I visited any Christian
country”.

He considers Akhtala the most important Armenian monastery from the
point of view of mural art while Gandzasar is the mightiest one of
the 13th century.

His first book is about the wall-paintings of Akhtala.

“Gandzasar is mightier than Dadivank especially from the point of
view of mural art,” says Lidov who visited Gandzasar the other day.

He took photos of Dadivank to use them later in his scientific works.

“One visit is not enough for writing a book but I will use these
facts and photos for a scientific article”.

Archeologist Gagik Sargsyan acted as a guide. On the way we stopped
near the cemetery and commemorative cross stones of Qolatak village,
Martakert region.

Lidov was so much fascinated with the cross stones that Gagik Sargsyan
had to hurry him up saying, “You will never reach home if you try to
see everything in Karabakh”.
