The rusting road sign with the disappearing letters announcing the
approach to the village of Karmrakar is emblematic of conditions in
this tiny rural community in Shirak Province.

Karmrakar, 1,800 meters above sea level, only has 52 residents.

“This 5,000 year-old village is emptying out. The government wants
to hand a huge padlock around our neck,” declares Karmrakar Mayor
Gagik Vahradyan.

The 200 changes to the RA “Law on Administrative Division” have
impacted Karmrakar as well. Parcels of land belonging to the community
will decrease as a result. Those owning 27 hectares of irrigable lands
will now have to pay taxes to the neighbouring community of Mayisyan.

As a result, tax revenues from local property owners to Karmrakar
will be cut from 365,000 to 105,000 AMD.

This doesn’t sit well with Mayor Vahradyan.

“I have been raising this issue for the past four years. The Shirak
Regional Authority tells me that government decisions aren’t open
for discussion but must be obeyed instead. Is this correct? Surely,
villagers feel the impact of decisions on their very skin, and not
the decision makers,” argues the mayor.

Only 57 hectares of Karmrakar municipal land is irrigable. Thirty
hectares were handed over to the town of Gyumri in 1999 and in 2008
the remaining 27 were given to the community of Mayisyan. The remaining
land is only suitable for growing grasses for animal feed.

48 year-old Yervand Matevosyan was born in Karmrakar and plans to
remain. He owns two hectares of irrigable land and will now have to
pay taxes to the Mayisyan Municipality.

“But why should I pay the Mayisyan mayor? Will he build roads for me
or install water pipes? We’ll pay them money but they’ll use it to
improve conditions over there, not here,” says Matevosyan.

Another Karmrakar resident, Manvel Matevosyan, owns eight hectares of
non- irrigable land and two irrigable hectares. He was paying 40,000
AMD in taxes to Karmrakar. According to the government’s decision,
Manvel will now be paying half to the Mayisyan municipality.

“I have decided not to pay any money to another community. I want to
pay taxes in the community in which I live. I want to be able to make
demands of our mayor,” says Manvel.

In the Soviet era, Karmrakar was a part of the village of Hatsik.

After the 1988 earthquake, many former Karmrakar residents moved back
to the old village from Gyumri. In the 1990s, Karmrakar gradually
separated from Hatsik, becoming a community on its own.

The Karmrakar school was destroyed during the earthquake and never
restored. High school students had to walk the three kilometres to
neighboring Hatsik

“After five years of writing letters here and there, we finally got
transportation for the kids. That was some battle. I received a letter
from the Ministry of Education saying that it wasn’t conducive to
build a new school in Karmrakar. I never asked for a new school, just a
minivan to ferry the children to Hatsik and back,” recounts the mayor.

Mayor Vahradyan says it’s all a part of the government’s plan to
administratively unite various villages under one municipality.

“The government thought that if communities had their own viable
budgets they could somehow stay afloat and wouldn’t be interested in
merging with other communities. So the government started to strip
small communities of their budgets. It’s the old Bismarck approach
of divide and conquer,” says Mayor Vahradyan.

Karmrakar is only eight kilometres from Gyumri, but the local minivan
operator refuses to service the village. The company argues that
the road from Hatsik to Karmrakar is impassable. Residents have to
reach the village on foot or to hitch a ride. After a long fight,
one of the five buses plying the route vow enters the village.

Mayor Vahradyan is a member of the HHZh (Pan National Armenian
Movement), but he doesn’t believe this fact has any bearing on the
present state of Karmrakar. That’s to say, he doesn’t believe that the
ruling Republican Party has singled out the village for recrimination.

Vahradyan says that if he believed that his party affiliation was
the cause of the village’s problems, he’d immediately resign.

As to the future prospects of the village, Mayor Vahradyan expresses
some doubt.

“They have already taken some of our land and annexed it to Mayisyan.

If Karmrakar is wholly incorporated into Hatsik, while still paying
taxes to Mayisyan, villagers will only have one choice; to leave.

Armenia will be presented with yet another abandoned community.”

As reports “Armenpress” the Turkish analyst while talking about his
origins said that notwithstanding the fact that he is descended from
the Kurds, he is also frequently called Armenian. Regarding this
the renowned Turkish political analyst Mehmet Ali Birand stated:
“I do not feel myself a Kurd, albeit I can understand their problems
better than they themselves. I am frequently called Armenian. I am
not an Armenian, but if I was one I would only be proud of it.”

Armenia’s National Assembly (NA) Speaker excelled in his demands to
exhibit a “precious” approach toward him, Zhamanak daily reports.

“According to Zhamanak’s information, Abrahamyan demanded that he
be accommodated in the presidential luxury suite-whose daily charge
is over $7,000-$8,000-in Prague’s most expensive hotel. The thing
is that the delegation led by the NA Speaker had gone to the Czech
Republic at the invitation of the Senate president of that country,
and the inviting side covered the cost of the visit.

When those who welcomed [the delegation] presented to Armenia’s
delegation where it will be accommodated, Abrahamyan did not like his
hotel suite and asked for a presidential suite. The Czech informed that
the Armenian NA leader was given a presidential suite, but Abrahamyan
sent news that he wishes to stay at the presidential suite of the hotel
where the US and [Russian Federation] RF presidents had stayed at.

When the Czech were informed of Abrahamyan’s ‘precious’ wish,
they first were astonished and, subsequently, informed that their
budget does not foresee such expense, especially when the Armenian
delegation’s visit was for four days. So, Abrahamyan was compelled to
spend the night at a suite whose daily charge is a mere $1,000-$2,000,”
Zhamanak writes.

Argumentaire

L’esclavage est un element fondamental de lasociete ottomane dite ”
classique “, mais insuffisamment etudie enraison de l’interet qui
a ete longtemps exclusivement porte sur l’esclavaged’Etat ou a la
question des captifs en Mediterranee. A l’heure actuelle, iln’existe
aucune synthèse satisfaisante en la matière. Les publications d’Ehud
Toledano ont porte sur le commerce des esclaves et sa diminution
par etapes au XIXe siècle. Hakan Erdem s’est egalement interesse au
dernier sièclede l’institution jusqu’a l’eclatement de l’Empire après
la fin de la Premièreguerre mondiale, tandis que Madeline Zilfi a
repris la litterature secondairesous l’optique des gender studies. Or
la recherche est en traind’evoluer, notamment la jeune recherche,
puisque plusieurs thèses sontactuellement en cours de preparation ou
d’achèvement sur des sujets voisins,sous la direction de professeurs
prestigieux dans le domaine ottomaniste.

L’ambition de l’atelier est de traiter le pluspossible des differentes
facettes de l’institution de sur les plans thematique,geographique
et chronologique. Pour ce faire, les communicants mettrontl’accent
sur la diversite de leurs sources et leurs approches. La critique
del’historiographie ne sera pas negligee, toutefois la priorite sera
donnee a lapresentation des travaux inedits.

Aborder l’espace ottoman de l’epoque moderne entant qu’aire culturelle
fournira potentiellement des outils et des elementsnecessaires pour le
discernement des specificites et des traits distinctifs del’esclavage
ottoman, avec la prise en consideration de l’evolution historiquede
l’institution. Sur ce point, la provenance de la documentation des
provincescentrales, mais aussi des marges de l’Empire se situe au
c~ur de l’analyse.

editee par l’editeur valentinois La Bouquinerie consacre plusieurs
pages sur les Armeniens de la region.

Le resultat d’une nouvelle collaboration entre Krikor Amirzayan,
correspondant de presse armenienne et president d'” Armenia ” et Rene
Adjemian, l’editeur.

Krikor Amirzayan precise ” sous la rubrique ” Les Armeniens de
Drôme-Ardèche ” nous avons consacre plusieurs articles a la communaute
armenienne de la region avec la soiree d'” Armenia ” celebrant le 500e
anniversaire de l’imprimerie armenienne en avril, la prestation de la
virtuose Astrig Siranossian a Romans en mai dernier, la manifestation
de Valence le 24 avril a l’occasion du 97e anniversaire du genocide
armenien, l’inauguration de la statue de ” Cerès ” realisee par Toros
a Tain l’Hermitage, la reception de Toros par le Collectif Memoire et
Avenir en juin dernier et la presentation par les associations La Route
de Sarkis et ” Armenia ” du projet de theâtre ” Papier d’Armenie, sans
retour possible ” en cours de preparation par la Compagnie Via Nova,
presentation effectuee a la brasserie ” La Mairie ” a Bourg-Lès-Valence
“.

De son côte Rene Adjemian a indique que ” travailler avec Krikor
Amirzayan qui est une mine de connaissances et d’erudition sur
l’Armenie et la communaute armenienne est quelque chose de formidable.

D’autant plus qu’il est egalement quelqu’un de chaleureux qui
communique une force et une abnegation. C’est la huitième annee
qu’il me propose ses rubriques sur les Armeniens de Drôme-Ardèche
dans l’Almanach, et j’en suis vraiment très heureux “.

Meme constat de cette forte amitie de la part de Krikor Amirzayan
qui loue les qualites humaines et intellectuelles de l’editeur.

La collaboration continue, car Rene Adjemian en compagnie de Krikor
Amirzayan s’apprete a sortir dans les prochaines semaines, un livre
sur ” Les Volontaires Armeniens “. Nous y reviendrons.

Hovik Abrahamyan has received an invitation to the meeting of the
Parliamentary Assembly of the Organization of the Black Sea Economic
Cooperation (PABSEC) in Baku on November 27-28, spokesman for the
parliament Goar Pogosyan said, APA reports quoting Armenian media.

The letter of invitation was sent yesterday by e-mail.

Spokesman said Abrahamyan is on leave abroad. Decision on participation
in the event will be passed after he returns.

Azerbaijan’s President Ilham Aliyev caused an Internet storm today
after his official Twitter account posted a tirade of several dozen
sharply worded statements against neighbouring Armenia.

Most of the brief messages were recycled from a long speech Aliyev
gave last week, but the sudden broadside of inflammatory tweets posted
Tuesday afternoon prompted a top Armenian lawmaker to compare the
messages with Nazi German propaganda.

“The Armenian lobby is our main enemy and we are the main enemy for
them,” said Aliyev’s official Twitter account, @presidentaz.

“Armenia is a country of no value. It is actually a colony, an outpost
run from abroad…. Evidence of this is the mass exodus of people
from Armenia to other countries,” another tweet read.

Energy-rich Muslim Azerbaijan has been in a bitter conflict with its
land-locked Christian neighbour Armenia over the territory of Nagorny
Karabakh for decades. The two fought a war in the 1990s that left
about 30,000 people dead.

“Azerbaijan grows stronger and more powerful by the year, while Armenia
weakens and declines every year,” Aliyev said in a further tweet.

The tirade drew a furious reaction from Armenian parliament deputy
chairman Eduard Sharmazanov, who called Aliyev a “totalitarian leader
of a totalitarian state”.

“Aliyev shows by his cynical proclamations that there are still
supporters of fascism in the 21st century, and that this ideology
flourishes thanks to leaders like him,” Sharmazanov told AFP.

“His remarks recall the 1930s-1940s and (Nazi leader Adolf) Hitler,”
he added.

Aliyev succeeded his father Heydar as the leader of the former Soviet
state in 2003 and has showcased the Caspian sea country as an important
energy partner to the West despite human rights concerns.

He gave the 40-minute-long speech that inspired Tuesday’s Twitter
frenzy to his New Azerbaijan Party to mark the 20th anniversary of
its establishment.

Reacting to the furore, senior Azerbaijan administration official
Ali Gasanov did not attempt to soften the rhetoric, saying Aliyev had
“laid out the facts and realities of modern day Armenia” in his speech.

“All of Armenia’s resources are directed at supporting the separatist
(Karabakh) regime on Azerbaijan’s occupied territories,” he said,
calling Armenia a country with an agenda driven by outside forces.

YEREVAN, Nov. 20 – Two cows in Armenia’s Kotayk region have been
confirmed to have died from cutaneous anthrax, the Armenpress reported
Tuesday.

“The people who had connection with the infected animals are under
our control,” said Liana Torsyan, an official with the healthcare
ministry, adding that an inspection is still underway in the region.

Anthrax is an acute disease caused by the bacterium Bacillus
anthracis. Cutaneous anthrax is not life threatening.

of Germany project. She defeated fellow Armenian and Iranian singers
in the next round of “The Voice of Germany” song contest. Iveta agreed
to answer NEWS.am STYLE questions.

What are you expecting from your participation in The Voice of
Germany? What prospects is the contest opening up for you as a singer?

The Voice of Germany gives me the possibility to make music in Germany
and work with professionals.

How do you feel in Germany? Don’t you miss Armenia?

I miss Armenia very much, but I lived here for 20 years so this is
my home, too. But I will come back to Armenia for a while as soon
I´m ready with the project.

Are you planning to continue your career in Armenia or somewhere else?

No matter what will happen, I will continue my career in Armenia. I
never forget where I came from and I won’t forget that I grew up in
front of the eyes of the Armenian audience that supported and pushed
me from the very first day. But that do not foreclose my focus on
trying to expand more in music outside of Armenia, too. I always make
my steps as an “Armenian” so the nation is always with me.

Gyumri Mayor’s Office Paid Annual $40 Thous. To Cover Phone Bills –

GYUMRI MAYOR’S OFFICE PAID ANNUAL $40 THOUS. TO COVER PHONE BILLS – PAPER

PanARMENIAN.Net – According to Aravot daily, the head of Gyumri-based
Asparez journalist club Levon Barsegyan requested Gyumri Mayor’s
Office to provide him with phone bills for the last 6 years.

As Barsegyan revealed later, for 6 years, the Mayor’s Office had been
paying an annual sum of $30-40 thousand without asking to see the
bills. He further suggested that the new Mayor Levon Barsegyan, as
an authorized person, request the bills from ArmenTell phone company.

According to a document provided by the Mayor’s office, AMD 10,5 mln;
AMD 11,5 mln and AMD 13,5 mln was paid for phone connection in 2010,
2011, and 2012 respectively.

“Turns out, lots of phone conversations were held at the expense of
Gyumri citizens while Vardan Ghukasyan was in office,” the daily said.
