Armenian military prepare for earthquakes

The Armenian Ministry for Emergencies is training operations for
earthquake disasters. Ministerial specialists, officials of the Shirak
Region administration, South Caucasus Railway, UN are taking part.

The joint plan developed by the Armenian Ministry for Emergencies and
the Japanese Agency for Development of International Cooperation will
be tested in Yerevan.

Armenia votes for granting Palestine non-Member Observer State Status in the UN

Yerevan/Mediamax/. During the voting in the UN General Assembly on
November 29, Armenia supported the resolution on granting Palestine
non-Member Observer State Status in the UN.

On November 29, the UN General Assembly approved the resolution on
granting Palestine non-Member Observer State Status in the UN with 138
“for”, 9 “against” and 41 “abstention” votes.

Among the ones voted “against” were U.S., Israel, Canada, Czech
Republic and a number of the Pacific Ocean states.

Vlad Filat and José Manuel Barroso to arrive in Yerevan together

Yerevan/Mediamax/. The second Eastern Partnership Summit of the
European People’s Party (EPP) will be held in Yerevan today.

The leader of the Republican Party of Armenia (RPA), Armenian
President Serzh Sargsyan, Georgian President Mikhail Saakashvili,
Prime Minister of Moldova Vlad Filat, EPP President Wilfried Martens
and President of the European Commission José Manuel Barroso will
attend the summit.

According to Moldavian media reports, Vlad Filat and José Manuel
Barroso will arrive in Yerevan together today. Yesterday, José Manuel
Barroso arrived in Chisinau.

According to Mediamax’s information, Georgian President will spend a
few hours in Yerevan and then return to Georgia.

On December 1, Vlad Filat will hold meetings with Armenian President
and Prime Minister.

500 Books to the School of Maragha

The library of Nor Maragha village school was provided with more than
500 fiction books. The books were presented to the school by the
`School of Leadership’ of Yerevan the founder of which, Samvel
Movsisyan, paid a visit to Nor Maragha together with members of the
`Artsakh Youth Development Centre’ non-governmental organization on
November 26.

As Samvel Movsisyan reported it is two years since together with the
`Artsakh Youth Development Centre’ they have been implementing the
programme aimed at the development of the young people in the rural
communities of Artsakh.

`Within the framework of this programme we visited Nor Maragha last
year and communicated with the schoolchildren by means of various
games. Some changes in children’s thinking have been observed and we
must continue what has already been started to put our words in
action. Our aim is to show these young people that they are able to
create their future in Artsakh and not outside its borders,’ S.
Movsisyan noted in his interview to Karabakh-open.info.
Recently at the `Artsakh Youth Development Centre’ S. Movsisyan
conducted a seminar on leadership and voluntary labour for the young
people of the two groups of the centre.

In her interview to Karabakh-open.info chairman of the `Artsakh Youth
Development Centre’ non-governmental organization Sousanna Petrosyan
said that the leadership seminars in Stepanakert are the second phase
of the programme `Imagine Your Future’. The first phase of it was
realized in the summer. These seminars for the young people of Artsakh
were conducted by 12 specialists invited to Artsakh.

Presidents of Armenia and Turkmenistan, Serzh Sargsyan and Gurbanguly
Bedymukhammedov said at today’s farewell ceremony in Yerevan that they
highly appreciated the results of the talks within the frames of
Turkmen president’s official visit to Yerevan.

As press-service of the Armenian president reported, the parties are
confident that the results of the visit will stimulate development of
friendly Armenian-Turkish relations and will make it possible to
deepen cooperation in various spheres of common interest.

President of Turkmenistan thanked his Armenian counterpart for warm
reception and said that he is confident that after the visit they will
have good results in the trade and economic as well as cultural
spheres. They will also go on cooperating in international
organizations.

There will be no conceptual changes in the Nagorno-Karabakh peace
process in the near future, political expert Alexander Margarov told
journalists on Friday.

“The last meeting o the Armenian and Azeri FMs brought no clarity to
the process but just guaranteed its continuation. Today there is no
mutually acceptable solution that could cause a breakthrough in the
peace talks,” Margarov said.

He does not think that the forthcoming presidential elections in
Armenia and Azerbaijan will influence the process. The only
improvement, according to Margarov, is that Azerbaijan has realized
that Armenia is ready to rebuff all of its provocations and has
reduced their number.

YEREVAN. – In his video blog, monument specialist Samvel Karapetyan,
who is the chairman of the foundation that studies Armenian
architecture, spoke about an event that occurred seven or eight years
ago, when Armenia, as a goodwill gesture, returned to Germany a part
of the German literature which the ex-USSR had looted in the years of
the Second World War.

As per Karapetyan, it is noteworthy, however, that all through this
time no one thought about the Armenian literature which Turkey’s ally
Germany had looted at the turn of the 20th century.

`The Turks were a blunt instrument, whereas the German officers were
looting the [Armenian] monastery libraries and the manuscript
libraries. That is why today there are Armenian manuscripts even in
the library of the most remote borough of Germany. Let’s return the
looted items to one another!’, the monument specialist said.

YEREVAN.- Armenian Speaker Hovik Abarhamyan addressed on Friday the
`Parliamentary Orientation and Cooperation with Civil Society for
European Integration: Values and Experience’ forum held in Yerevan.

In his speech, Speaker Abrahamyan pointed out the role of European
People’s Party (EPP) in formation of the European Union.

`Armenia shares the same Christian values which helped our nation to
resist many problems and to restore its statehood. With its mission
of commitment to the European values, Armenia, headed by President
Serzh Sargsyan, continues the policy of rapprochement with the states.
Nowadays, Armenia, with its balanced constructive policy, is an
important factor for regional peace. In this context, it is necessary
to consider the Republican Party’s membership in EPP,’ he said.

Abrahamyan noted that the parliaments successfully cooperating with
civil society are working more effectively. The Speaker called on the
civil society to be more united, especially in matters relating to the
state interests.

Armenia’s parliament is cooperating with the civil society actively,
the best evidence of that are relations of parliamentary delegations
both within the framework of Armenia-EU parliamentary cooperation and
with forum representatives within the framework of Euronest.

Speaker Abrahamyan also noted that all lawmakers must work for the
democracy development as it is the key to strengthening of the state.

YEREVAN, NOVEMBER 30, ARMENPRESS. The President of the Republic
of Armenia Serzh Sargsyan issued a welcoming address to the Annual
International Academic Forum organized by the Institute for National
Strategic Studies and Political Science Association of Armenia,
which is held on November 29-30, 2012. The address was delivered
by the Head of INSS, Advisor to the Minister of Defense, Doctor of
Political Science, MG Hayk Kotanjian. As reports “Armenpress” in the
address it was said:

“Let me greet all the participants and guests of the already
traditional international conference “Regional Security Dynamics in
the South Caucasus” on the occasion of its transformation into the
Annual Forum. The importance of the topic of the Forum is verified
both regarding the security interests of the regional states and the
authority and influence of the present specialists and experts.

The geopolitical processes occurring in the South Caucasus are complex
and often difficult to foresee, are under the influence of regional
and extra-regional power centers’ interest pooling and competition.

This fact creates both additional opportunities and certain challenges
for the regional states.

Armenia’s foreign policy is based on the mutually advantageous
cooperation with regional and global actors, mutual respect, and
principle of interest pooling. We are sure that the open borders and
the implementation of common economic programs can become the best
incentive for the formation of the environment of mutual understanding
and trust, consequently, for the settlement of political problems.

Meanwhile, the policy aimed at creating the separation lines between
regional states will inevitably lead to the atmosphere of instability
and distrust in the South Caucasus as a whole.

The critical challenges facing the region are unresolved conflicts,
which need a comprehensive solution. Armenia is convinced that the
existing conflicts can be settled only by peaceful negotiations on
the basis of fundamental principles of the international law. For the
Republic of Armenia the OSCE Minsk Group format is the only acceptable
platform for the peaceful settlement of the Nagorno-Karabakh conflict.

I want to put a special emphasize on the fact that a long lasting
peace and stability can be achieved in the region only in case the
Nagorno Karabakh population’s physical security and the right to
independently decide its fate are guaranteed.

The arms race unleashed by Azerbaijan in the region, its bellicose
statements and the propaganda of hatred against Armenians at the
highest state level – the latest manifestation of which was the
glorification of the Azerbaijani officer Safarov who assassinated with
axe the sleeping Armenian officer – seriously undermine the security
not only of Armenia but also of the entire South Caucasus. Under these
conditions Armenia is forced to focus greater attention on reforming
and improving its defense system as a key factor in containing the
belligerent ambitions of Azerbaijan and ensuring stability in the
South Caucasus.

In 2008, Armenia initiated the process of Armenian-Turkish
rapprochement offering as a first step the establishment of diplomatic
relations and opening of the border without preconditions. In contrast
to Turkey, Armenia today also adheres to the principles underlying
the rapprochement.

Realizing the significance of the involvement of the experts’ potential
in the state-level policy developing and preparing the drafts of
strategic decisions, Armenia highly evaluates the organization of
the Annual International Forum in Yerevan dedicated to the regional
security dynamics with the participation of international distinguished
analysts.

I wish good luck and productive work to the Annual International
Academic Forum dedicated to the regional security dynamics.”

Philippe Kaltenbach et le Groupe interparlementaire d’amitie France –
Armenie du Senat ont organise une Table ronde sur le thème ” paix et
dialogue au Haut Karabagh ” jeudi 29 novembre 9h30 au Senat.

Cette reunion a donne lieu a la Projection d’un extrait du documentaire
” Plus jamais la guerre ” de Tsvetana Paskaleva. Claire Mouradian,
historienne, et Gaidz Minassian, Chercheur associe a la Fondation pour
la Recherche Strategique, se sont livres a des exposes sur le contexte
historique et geopolitique du conflit. Le diplomate Bernard Fassier,
ancien co-president du groupe de Minsk, a apporte son temoignage
sur les negociations auxquelles il a participe pendant plus de 6
ans. Il a notamment regrette l’absence de sens du compromis des deux
parties. Pour lui, la voie vers la paix passe par l’application des
principes dit de Madrid, qui bien que recelant des principes a priori
contradictoires ( integrite des Etat et droit a l’autodetermination),
pourraient, au prix d’un savant dosage, deboucher sur un processus
porteur d’avenir.

La reunion a egalement donne lieu a des interventions d’Ambroise
Dupont, President du groupe d’amitie France-Caucase, delegue pour
l’Azerbaïdjan, Senateur du Calvados, d’Ara Babloyan, President du
groupe d’amitie Armenie-France de l’Assemblee Nationale d’Armenie et de
Nathalie Goulet, Vice-presidente du groupe d’amitie France-Caucase,
Senatrice de l’Orne et de Philippe Kaltenbach. Ce dernier a fait
part d’une lettre de protestation contre cette reunion envoyee par
l’ambassade de l’Azerbaïdjan en France, qui se plaignait, en ” terme
peu diplomatique “, du caractère unilateral du plateau. Le president
du groupe d’amitie a explique que cette reunion avait ete organisee a
la faveur de la visite d’elus armeniens et ne se presentait pas comme
un debats armeno-azerbaïdjanais, qu’il s’est dit pret a faciliter.

Ara Babloyan s’est quant a lui prononce en faveur d’initiatives
susceptibles de favoriser le dialogue entre les deux parties au nom
d’un necessaire avenir de paix entre des peuples qui sont voisins. Une
initiative qui a rencontre une ecoute favorable de Nathalie Goulet,
une senatrice qui s’etait faite a plusieurs reprises la porte-parole
des thèses de Bakou sur le conflit.
