Azerbaijan’s president Ilham Aliyev has sacked the head of a district
where riots took place last month, in what some see as a way of
dissociating himself from concerns about local-level corruption.

On February 14, the president dismissed Nizami Alakbarov, head
of the Ismayilli district. The town of Ismayilli was the scene of
rioting, sparked initially by an altercation involving his nephew, but
expanding into a general outbreak of anger at perceived mismanagement
and corruption in local government. The nephew’s father is Fizuli
Alakbarov, Azerbaijan’s labour and social security minister. (See

After a list of Nizami Alakbarov’s assets, including factories,
companies, buildings and land, was published in the opposition-leaning
Yeni Musavat newspaper, President Aliyev expressed outrage at the
behaviour of such local figures.

“They have become brazen about it. I warn you that if this happens
again, the sons will be prosecuted and the fathers will be sacked from
their jobs,” he told a February 12 conference dedicated, appropriately
enough, to regional development.

There has been much discussion of exactly who the president has in
his sights. All he gave away was that the individuals suspected of
corruption “know who I’m talking about”.

A day before Alakbarov went, the media reported that of Asif Mammadov,
head of Shamakhi district in central Azerbaijan, had been dismissed.

There is speculation that three more district chiefs are facing
dismissal.

Ali Hasanov, director of the political department in the presidential
office, told the APA news agency that Aliyev had put all local
government officials on a warning.

“I think all state employees and the heads of central and regional
executives will draw their own conclusions from this criticism,”
Hasanov said. “Decisions are being taken about those individuals who
have failed to discharge their responsibilities and have not lived
up to the trust the president placed in them.”

Elmira Akhundova, an independent member of parliament, said district
government chiefs were unresponsive and failed to tackle real problems.

“The district heads just go through the motions when they responding
to people’s complaints, even though they hold meetings with voters and
travel around the villages,” she said. “There are serious problems
with land being seized, shortages of land, abuses of power, cases
where villagers’ land is used by other people, and disputes both
between people and between them and the local authorities.”

“The district chiefs don’t resolve these problems, or else they aren’t
able to,” she added.

After the Ismayilli riots, Aliyev waited over two weeks before taking
action, causing some analysts to wonder whether he was struggling to
control senior officials.

“By criticising his inferiors, Aliyev wants to deflect public anger
away from himself and onto his officials,” Elkhan Shahinoglu,
a political analyst with the Atlas think-tank, said. “In this
presidential election year, he has decided to distance himself from his
corrupt entourage. That might make him more popular with the people,
but it would weaken his position in his own team.”

Other analysts doubted whether token dismissals would make any
difference to Azerbaijan’s problems, which include high unemployment
and a constant trickle of emigration to Russia.

Azer Mehdiyev, head of the Centre for Assisting Economic Reform,
believes bad local officials are merely a reflection of the way the
country is run.

“The heads of the districts, who are appointed and sacked by the
president, behave like aristocrats,” he said. “The whole system of
centralised power is built on the same principle. Local heads are not
accountable to parliament or the people, and there’s no transparency
to their behaviour. Corruption flourishes.”

Mehdiyev said a few personnel changes would do nothing to root out
corruption.

“Serious changes must start, and start this year,” he said, warning
of an impending “wave of dissatisfaction” both in Azerbaijan and
among its foreign partners.

“Without changing the system and the regime, the nature of our
government cannot change,” he said.

Isa Gambar, head of the Musavat opposition party, said the president
waited too long to sack Alakbarov – he should have done it immediately
after the riots.

“Everything Aliyev has done in the last few months has been dictated
by preparations for the election,” he said. “Note the fact that
he’s still unable to announce clearly that he plans to stand for
re-election. However much Aliyev wants to be president for a third
term, he realises that this will be viewed negatively both in this
country and abroad, so he’s holding off on announcing his candidacy.”

Vous, President de l’Armenie, vous ne savez pas, au fond, si vous
etes le veritable chef d’Etat choisi par votre peuple. Si je voulais
diriger mon peuple, je voudrais qu’il prenne sa decision par lui-meme,
parce que je respecte mon peuple. Peut-etre les oligarques sont-ils
a court de caviar et veulent-ils s’assurer que les beaux jours
continueront. Comme la plupart des Armeniens de la diaspora, j’ai
toujours ete reticent a critiquer votre gouvernement directement et
publiquement, mais beaucoup de personnes souffrent sous votre regime
en raison de la corruption et de l’injustice “. Serge Tankian a en
outre exhorte le President Sarkissian a proceder a des changements
radicaux dans le pays et a envisager de dissoudre le Parlement.

Serge Sarkissian a très rapidement repondu a cette lettre, insistant
sur le fait qu’il est le vainqueur legitime des elections. Le
President a egalement declare que toute tentative de remise en cause
des resultats officiels du vote pourrait finalement ” nous conduire
a une inevitable autodestruction “.

Les autorites ont resserre la securite autour des universites publiques
a Erevan quand plus d’une centaine d’elèves ont boycotte les cours et
sont descendus dans les rues pour demander une nouvelle organisation
de l’election presidentielle.

Les manifestants soutenant le candidat de l’opposition Raffi
Hovannisian se sont rassembles devant plusieurs universites,
exhortant leurs camarades a se joindre au boycott. ” Nous faisons
appel a vous joindre a ce mouvement ” a crie un de leurs chefs a
travers un megaphone en dehors de l’Universite nationale d’Erevan
(UEE), le point de depart des manifestations.

” Ce mouvement [de l’opposition] n’a aucune orientation politique
concrète, c’est la lutte de tous ” a-t-il dit. ” Nous savons tous
très bien qui a gagne ces elections. Le peuple a gagne ces elections “.

” Je suis contre les falsifications de vote. C’est ma position civique
” a declare un autre participant au service armenien de RFE / RL
(Azatutyun.am). Plusieurs autres personnes ont affirme avoir ete
prevenus par l’administration universitaire qu’ils risquaient un

Aux cris de ” Boycott ! Boycott ! ” la foule marcha vers
d’autres universites publiques. Les entrees de les locaux ont ete
bloques par des gardiens en charge de la securite, des etudiants
pro-gouvernementaux et dans certains cas, des dizaines de policiers
anti-emeute.

” Nous ne sommes pas une universite politisee et ne voulons pas
participer a ce boycott insense ” a declare un etudiant de l’Universite
nationale Armenienne d’ingenierie (ASEU) face a ses pairs favorables
a l’opposition. Il dit que lui et les autres etudiants sont fidèles
a l’administration de l’universite sont reunis la ” pour que tout le
monde comprenne que nous ne sommes pas inquiets “.

Ara Avetisian, le recteur de l’ASEU, a denonce le boycott le qualifiant
aussi ” d’immoral “, mais a insiste pour que ses etudiants ne soient
pas empeches par la force de se joindre aux protestations. ” Ceux qui
le veulent peuvent venir ” a-t-il declare au service armenien de RFE
/ RL (Azatutyun.am). ” les portes de notre universite sont toujours
ouvertes “.

Deux etudiants ont dû escalader une haute clôture en dehors de
l’universite de medecine pour se joindre au rassemblement. L’un d’eux
a accidentellement laisse tomber son telephone portable avant qu’il ne
soit ramasse par un garde de la securite de l’universite. Ce dernier
a dit qu’il lui remettra le telephone uniquement lorsque l’etudiant
retournera sur le campus.

La foule agitant des drapeaux armeniens et portant des rubans orange
a ete brièvement rejoint par Raffi Hovannisian a un moment donne. Le
chef de l’opposition a salue l’action.

15th “One World” Czech festival of films focusing on human rights took
place on March 4 in St. Annishka Church of Prague. Award is given by
the organizer of the festival “People in Need” organization.

Azerbaijani lawyer Intigam Aliyev was presented with the Homo Homini
prize for human rights promotion and defence this year.

When handing the award, deputy Prime Minister of Czech Republic,
Minister of Foreign Affairs Karel Schwarzenberg has considered the
ostrich represented on this year official poster of the festival to
be symbolic as it shows Azerbaijani nowadays situation. “Azerbaijan
is speaking about the human rights with the head buried in sand,”
Foreign Minister noted.

He noted that the award was given to a person who struggles for human
rights in conditions of dictatorship.

Representative of “People in Need” organization has highly evaluated
Aliyev’s courageous work noting that defending political figures and
journalists he puts his life in danger.

Afterwards Intigam Aliyev has delivered a speech, presenting current
situation in Azerbaijan and expressing gratitude for the award. He
spoke about the case which had been much spoken about and in which
he presented as the lawyer.

Then he has posed a question on why Europe suggests such authoritarian
regime which spends millions of dollars on holding the Eurovision
but leaves thousands of villages without water and electricity.

THEY’RE one of the last acts you’d associate with the Eurovision,
but Black Sabbath guitarist Tony Lommi has written the 2013 Eurovision
entry for Armenia.

Lommi composed the song ‘Lonely Planet’ which will represent the
Caucus nation at the competition in Malmo this May.

The musician said on his official blog: “Well here’s something
different, one of my demo ideas has been chosen as the Armenian entry
for the Eurovision Song Contest!

“It went on a short list and Saturday night was voted as the winner.

I did the music and the performing band Dorians wrote the lyrics,
it’s called ‘Lonely Planet’.

“They’re a good band, the singer has a really good voice and the
lyrics they’ve written are in English. It now goes to the semi-final
on May 16th in Malmo, Sweden”, he said.

The 65-year-old rocker has been a regular visitor to Armenia since
he took part in ‘Rock Aid’ – a a concert to benefit victims of a
devastating earthquake which struck the country in 1988.

In 2009 he received Armenia’s Order of Honour, in recognition of his
efforts 21 years previously.

Armenia returns to the Eurovision this year after withdrawing last
year in protest against host Azerbaijan, as the two countries are
technically at war.

PanARMENIAN.Net – The names that can be given to children in Azerbaijan
could soon be strictly defined – with Russian sounding names like
Maria and Mikhail banned, BBC News said.

The country’s Terminology Commission has expressed concern about
names which do not sound Azeri.

“Russian names like Maria, Yekaterina, Olya or Alya will not be
permitted,” said Sayali Sadigova, the deputy head of the commission.

Azerbaijan was part of the Soviet Union until 1991.

Sadigova has said that Russian-sounding names – even if they are not
technically of Russian etymology – are of particular concern to the
commission as they are still perceived as having come from the former
Soviet Union.

Speaking to BBC Azeri, she commented on families who call their child
Dmitri: “Not everyone in Azerbaijan wants to marry their daughter
off to a boy called Dmitri.”

The rules would apply only to ethnically Azeri children – people of
other nationalities living in Azerbaijan will still be able to give
their offspring names of their choice.

Double or triple names will also be forbidden.

there’s a chance for the international recognition of the Republic,
with the campaign currently in progress.

`I’m confident that sooner or later Karabakh will become a recognized
part of the international community, with the Republic’s recognition
providing more favorable conditions for the settlement of the conflict
with Azerbaijan,’ Karen Mirzoyan told Echo of Moscow Radio Station.

`Even if Armenia doesn’t recognize the NKR independence, the country
will still stay true to the principles and ideas of the conflict
settlement. Still, the recognition of Armenia, as well as other
members of the international community would greatly promote the
Karabakh settlement,’ the official reiterated.

Vazgen Galstyan has declared a strike today.

Speaking to Tert.am, the fourth-year student said the strike will last
from 10 am till 7 pm every day. He said his step is addressed toward
improvement of the quality of education in the YSU.

In parallel to it a small number of students, 15-20, continue
boycotting classes since last week.

Today they were demanding resignation of aide to the YSU rector Gevorg
Melkonyan.
During the boycott last week Melkonyan told at the presence of the
police, `bring the troops forward, and bring the Akhalkalakis
forward.’ A number of Facebook users, YSU lecturers demanded
explanations from the Education and Science Minister and YSU rector
and punish people who abused the power.

Gevorg Melkonyan was permanently demanding the striking students
leave. Today he was not in front of the YSU central building as he
usually was.

The U.S. will continue to promote the Nagorno-Karabakh peace process,
U.S. President Barack Obama said in his congratulatory letter
addressed to Armenian President Serzh Sargsyan in connection with his
re-election, Armenian President’s website reported on Monday.

“We will continue to promote the peaceful resolution of the
Nagorno-Karabakh conflict. It is necessary to take a substantial step
towards the settlement, which will ensure long-term peace and
security,” the letter says.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 per cent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.The
co-chairs of the OSCE Minsk Group – Russia, France and the U.S. – are
currently holding peace negotiations.

Armenia has not yet implemented four U.N. Security Council resolutions
on the liberation of the Nagorno-Karabakh and the surrounding regions.

Movie on alleged Armenian genocide due for release in 2015

A new movie on the alleged `Armenian genocide’ will open in theaters
on April 24, 2015, marking the centennial of the 1915 deportation of
Armenians by the Ottomans, according to the movie’s website.

The movie, titled `The Genex,’ is written, produced and directed by
Armenian director Artak `Sevada’ Grigorian. According to the movie’s
synopsis on the website, it centers on a 25-year-old woman who finds
out about Armenian history, in particular the Armenian deportation.
Sevada is reportedly meeting with Hollywood stars Natalie Portman,
Armand Assante, Al Pacino and Leonardo DiCaprio for his new movie.

President of the Foundation for the Struggle Against Baseless
Allegations of Genocide (ASİMED) SavaÅ? EÄ?ilmez said the movie is part
of a campaign to persuade the world that the 1915 Armenian deportation
was in fact genocide. EÄ?ilmez also said that his foundation has sent
emails and DVDs to the aforementioned Hollywood stars, asking them not
to accept any role in the movie.

Armenia claims the 1915 deportation of Armenians by the Ottomans was a
genocide in which 1.5 million Armenians were killed, saying the
incident was an act of ethnic cleansing and wants it to be
internationally recognized as genocide.

Meanwhile, Turkey, which sees the allegations of genocide as a threat
to its national honor, says the killings were not intentionally
perpetrated to eradicate a particular ethnicity but were the result of
the wartime conditions during World War I.
