Tehran, Yerevan Study Ways To Further Develop Academic Relations

TEHRAN, YEREVAN STUDY WAYS TO FURTHER DEVELOP ACADEMIC RELATIONS

Fars News Agency, Iran
April 3 2013

TEHRAN (FNA)- Iranian Foreign Ministry Spokesman Ramin Mehman-Parast
and Chancellor of Yerevan State University Aram Simonyan in a meeting
in the Armenian capital conferred on ways to further expand ties
between the universities of the two countries.

During the meeting on Tuesday, Mehman-Parast and Simonyan called for
expansion of cooperation between universities of Iran and Armenia.

Mehman-Parast said that Iran currently has 45 million population who
are aged under 35 years old, so it has a great capacity for university
admission and would welcome increase in universities cooperation with
other countries.

Simonyan, for his part, called for more Iranian students to attend
Armenian universities, and underlined the need for broadening of ties
the two countries’ universities.

Mehman-Parast, heading a high-ranking delegation, arrived in the
Armenian capital city on Monday night for a four-day visit to the
country.

Mehman-Parast’s visit to Armenia comes after he paid a visit to
Belarus. He is slated to discuss the latest regional and international
developments with the Armenian officials, including his counterpart
Tigran Balayan.

The Iranian diplomat is also slated to meet with Armenian Foreign
Minister Eduard Nalbandian and give visits to some academic and
press centers.

Mehman-Parast started his regional tour last Wednesday by paying a
visit to Belarus in the first leg of his trips.

Earlier this year, Armenia’s President Serzh Sargsian appreciated
Tehran for its effective mutual cooperation with Yerevan, and
underlined his country’s enthusiasm for the further expansion of ties
with Iran.

Sargsian appreciated Tehran for its effective bilateral cooperation
with Yerevan during the past years.

He said that his country “attaches great importance to expansion
of relations with Iran” despite efforts made by the US-led western
states to reduce Tehran-Yerevan ties.

Addressing people in the Armenian city of Meghri, President Sargsian
said “Armenia will continue efforts” to promote bilateral cooperation
with Iran.

In recent years, Iran and its Northern neighbor Armenia have signed
agreements on energy cooperation and agreed to cooperate in technology
and research and to enhance ties in commerce and economy.

Iranian President Mahmoud Ahmadinejad and Sargsian pledged in December
2011 to further expand “high-level relations” between their nations
and, in particular, give new impetus to the implementation of joint
energy projects that have fallen behind schedule.

Who Will Buy Armavia?

WHO WILL BUY ARMAVIA?

Vestnik Kavkaza, Russia
April 3 2013

by Susanna Petrosyan, Yerevan. Exclusively for Vestnik Kavkaza

Armavia, the national airline company of Armenia, stopped flights and
went bankrupt on April 1. “The company’s owner has been allocating
funds from other areas of business to maintain development of
the company in the last three years. But today, the situation has
changed in such a way that such actions can no longer continue, so
it was decided to stop flights and start the bankruptcy procedure”,
the official statement of Armavia says. Money for tickets sold will
be paid back.

Armavia is owned by Mikhail Bagdasarov, a friend of President Serzh
Sargsyan and one of Armenia’s largest entrepreneurs.

The bankruptcy of the company was predicted a year ago. The
International Airports of Armenia Company (owner of the Zvartnots)
servicing Armavia was cancelling flights occasionally due to a debt
of 5 million euros. Cancellations and delays of flights were a problem
for Armenian aviation as a whole.

Bagdasarov said that the company would go bankrupt unless the Zvartnots
owner reduces service fees by 25%. The airport’s press service
responded by saying that “the service fees had been the same for
three years. “No changes in fees at the airport have been made in the
last few years, the price for fuel depends on the prices set by Mika
Limited, a company belonging to Bagdasarov. Concerning fuel prices,
there is a state-regulated margin that depends on wholesale prices
and the airport cannot exceed the margin when supplying Armavia”.

The company’s owner lacks logic in the economic situation. Bagdasarov
expressed no grievances about the airport’s prices during some of
the hardest years of 2009-2010. On the contrary, he insisted that the
global recession had brought Armavia benefits, the company purchased
a set of flight routes from large airline companies and planes from
bankrupt companies.

In 2012, the economy started going uphill and the owner of the national
airline company suddenly started demanding a reduction of prices. So
how did the company with a monopoly that had been surviving the most
recessive times suddenly end up bankrupt? Specialists say that even
a monopoly does not allow Armavia to work efficiently.

“The causes of Armavia’s bankruptcy are many-sided. The main reason
is provincial greed” You cannot grant a man a whole industry when
he has no assets in such a business. Everything was leased. Such a
policy is aimed at doubling, robbing and giving nothing in return,”
Shagen Petrosyan, former head of the State Directorate for Civil
Aviation of Armenia, stated.

Petrosyan does not believe that the expenditure of the air company
exceeded its income: “The industry has always been profitable
and the company has been accumulating debts for 10 years, ending
up on the brink of bankruptcy as a result of improper fee policy,
choice of routes, poor business plans and purchases of planes under
disadvantageous conditions. Armavia offers services at exaggerated
fees, compared with some European and Middle Eastern companies and
even the companies of Tbilisi.”

A year ago, Armavia staff started a strike and the company failed
to make flights to Russia, using the high fees of Zvartnots Airport
as an excuse. It was later revealed that the Russian Federal Air
Navigation Service had banned flights of Armavia to Russia due to
debts. The company paid them off and renewed flights. Armavia owes
Russian airports about 45 million rubles. In addition, it needs to
pay Russian banks over $20 million.

In 2000, Armenian Airlines became the first state-owned air company to
go bankrupt. The company had an income of $5 million a year. According
to some data, the company went bankrupt through a corrupt scheme. It
was made bankrupt to give Defense Minister Mikhail Bagdasarov a
route for promotion. He became the owner of the newly-formed company
Armavia. The government believed that a private owner would boost
the airline industry, although it has never happened.

According to unofficial information, the Armavia owner was negotiating
the sale of the company to foreign investors. There are no Russian
buyers, but there are purchasers from Italy, Australia and the East.

Taking into account Armenia’s characteristics and the topicality of
corruption schemes and the fact the aviation was a juicy piece of the
“economic pie” of Armenia, a new private owner may appear, promising
to solve all the problems of aviation.

The deal between Armavia and the government expires on April 22. Some
specialists propose appointing a government official, forming a
commission to analyze the bankruptcy caused before liberalizing
the industry.

James Akopyan, an observer of Lragir, expresses confidence that both
the government and the parliament should work on the case and form
a commission as soon as possible to investigate the problems of the
strategic field of air transportation.

State House Armenian Genocide Commemoration, Apr. 19

STATE HOUSE ARMENIAN GENOCIDE COMMEMORATION, APR. 19

Wicked Local, Watertown, MA
April 3 2013

WATERTOWN – Each April for the past 28 years, members of the Armenian
community along with state legislators and guests have filled the
House Chamber at the State House to commemorate the Armenian Genocide.

This year marks the 98th anniversary of the Armenian Genocide and the
commemoration will take place on Friday, April 19 at 10:30 a.m. with
a program of speakers and honorees. Following the ceremony and pending
final permitting, attendees will be invited to participate in a newly
organized march from the State House to Armenian Heritage Park on the
Rose Kennedy Greenway for additional remarks, music, and a catered
lunch. The march will include a stop along the way to place a wreath
at The New England Holocaust Memorial.

The event is both solemn and celebratory, recognizing the genocide of
1.5 million Armenians between 1915 and 1923 by the Ottoman Turkish
government, as well as honoring survivors and looking forward as
Armenian American descendants commit themselves to preserving their
culture and working for humanitarian projects and awareness.

Former U.S. Ambassador to Armenia John Marshall Evans, who served from
2006-2008, will deliver the keynote address. Armenian Heritage Park
architect Donald Tellalian will be honored with a Joint House and
Senate Resolution. Dedicated in May of 2012, the park is a gift to
Boston and the Commonwealth from the Massachusetts Armenian-American
community. The split dodecahedron abstract sculpture which rests atop
a 16-foot diameter reflecting pool is designed to be reconfigured each
year and symbolizes those who were pulled apart from their country
but reestablished themselves in different ways. Visitors to the park
can also walk a labyrinth that reflects the journey of life.

“We are very excited this year to introduce the march from the State
House to the Armenian Heritage Park,” said Belmont resident Lalig
Musserian who is coordinating this year’s celebration along with a
commemoration committee working closely with state Representatives
Jonathan Hecht (D-Watertown), Dave Rogers (D-Cambridge), and John Lawn
(D-Watertown), and state Senator Will Brownsberger (D-Belmont) who
host the day.”The march expresses the ongoing work of recognizing
the Armenian Genocide and our desire to reach out to others and
build awareness that as a world community we must work to prevent
the horrors of genocide.”

Survivors of the Genocide will be presented with proclamations at
the State House ceremony, and photographs of others will be present
through the participation of attendees in the “Stand Up For Your
Survivor” program organized by Arlington High School senior Anahis
Kechejian. “There are so few survivors left,” said Kechejian, “This
is one way for descendants to honor our ancestors, and for youth such
as myself to pledge our efforts to work for justice and preserve our
Armenian heritage.”

The participation of youth is an integral part of the commemoration.

Members of theHomenetmen Scout Troop will attend, as will students from
the Armenian Sisters’ Academy and St. Stephen’s Armenian Elementary
School, who will perform music at the State House. Martin Haroutunian
and Tigran Avetisyan will perform at the Heritage Park.

“To see our youth involved in this event is particularly meaningful
to me,” said Representative Hecht. “They are our bridge to the future
and our hope that such atrocities will never take place again. The
late Speaker George Keverian, who began the annual commemoration at
the State House in 1985, would be pleased to see the program has now
extended beyond the State House with this year’s march.”

“When the posters of survivors are held high in the House Chamber
for all to see, it reminds us of a history that must be recognized
and remembered, and calls us to the importance of working for human
rights,” said Senator Brownsberger. “I look forward to all ages
marching together.”

“The march to the park is a wonderful addition to the commemoration,”
said Representative Lawn. “This is a visible way of showing the
pride in history and culture of Armenian Americans as they strive
for recognition of the Genocide.”

“It is time for recognition of the Armenian Genocide. As a
newly elected state representative I look forward to hosting the
Commemoration and advancing this worthy cause for years to come,”
said Representative Rogers.

Free buses to the State House, provided generously by the Knights of
Vartan, will leave St. James and St. Stephen’s Churches in Watertown
at 9:00 a.m. Bus transportation will be provided to anyone who is
unable to march from the State House to the Heritage Park. In the case
of inclement weather the march will not take place and a reception
will be held at the Great Hall of the State House. Buses will depart
Heritage Park at the conclusion of the program at 2 p.m. and return
directly to Watertown.
