Styopa Safaryan, Secretary of the Heritage party, has left a message
on his Facebook page, reporting obstacles to the Barev, Yerevan bloc’s
election campaign in Yerevan’s Nor-Nork community.

Particularly, a citizen tried to prevent the party team from
distributing leaflets. The Heritage party members reported the
incident to the police. They also applied to police for ensuring a
safe campaign.

New Armenian Newspaper To Be Launched In Istanbul

NEW ARMENIAN NEWSPAPER TO BE LAUNCHED IN ISTANBUL

New Armenian biweekly, Luys, will be launched in Istanbul, Turkish
newspaper Taraf reports. Newspaper’s editor-in-chief Sahnur Kazanci
told Taraf’s correspondent that the newspaper will cover the events
that occur in the Armenian, Greek, Jewish and Assyrian communities
of Turkey.

“We, Armenians, have long been living side by side with Assyrians
and Greeks. Significant events occur in our lives such as birthdays,
engagements, christenings. These are the happy moments of life. So
why not to cover them?” said the editor.

The newspaper will consist of 28 pages. Only one page will be in
Armenian. The editor added that the name of the biweekly – Luys
(“light”) – symbolizes a positive direction.

Inventory Is Followed By Disposal

INVENTORY IS FOLLOWED BY DISPOSAL

There are already two inquiries about the origin of high-ranking
officials. Amnesty International has applied to the Ethics Commission
to find out whether the head of SRC has used his official powers to
enrich himself. And the Armenian National Congress has applied to
the Office of the Prosecutor General to check the lawfulness of the
source of Taron Margaryan’s wealth.

Such issues are unprecedented in Armenia. Since the declaration of
independence and legalization of private property nobody in Armenia
has ever brought up the issue of legality of capital accrued in the
past two decades. It has been stated in press at a popular level but
no legal assessments have been made. Apparently, it is due to the
difficulties that a country with weak law enforcement may have while
trying to find out whether the capital is legal. At least because
the economy is inundated with corruption schemes. It is possible to
check the source of wealth of one official or another whereas everyone
should be checked.

In Armenia, privatization of state property and national wealth went
on savagely. At that time nobody could figure out why big companies
were sold without quoting, why some people received licenses for
exploiting the subsoil, why the economy is divided to quotas. Besides,
nobody knows the real amount of assets of Armenian rich people. Even
Forbes with its “respectable” ratings had to close in Armenia.

Now it is time for inventory. The country’s leadership wants to count
how much everyone has, how much is recorded in the official book of
income. Besides, it is a good opportunity to remove those who do not
obey the new building system.

As a rule inventory ends with a disposal. If the legality of Gagik
Khachatryan’s and Taron Margaryan’s property is confirmed, they will
become the first legitimate official capitalists.

It is not ruled out to be a precedent for applying to the Office of
the Prosecutor General demanding to check the others as well.

Finally, property can be legalized in three ways: nationalization,
pardon on the condition of investing in the social sector or
redistribution – taking from one and giving to another. A chain of
grocery stores is closing already. Let’s see who will get them.

Un homme arrete pour le meurtre d’un maire de village affilie a la
Federation Revolutionnaire Armenienne (FRA) nie toute implication
dans le crime de grande envergure, selon son avocat. Hrach Muradian,
qui gouvernait le village de Prochian juste a l’ouest d’Erevan depuis
près de huit ans, a ete abattu devant son bureau le 2 avril.

Deux habitants du village, Arayik Petrossian et son frère Artak, ont
ete arretes dans le cadre de l’anquete deux jours plus tard. Artak a
ete libere le lendemain, tandis que Arayik a ete accuse d’assassinat
et de possession illegale d’armes et place en detention preventive.

L’avocat de ce dernier, Givi Hovannisian, a declare jeudi que
la police armenienne n’a pas reussi a trouver la moindre preuve
de l’implication de son client. ” A la fois l’arrestation et les
accusations sont illegales, ” a-t-il declare au service armenien de
RFE / RL (Azatutyun.am).

Dans un communique publie mercredi, la police a dit que les experts
medico-legaux ont retrouve sur le visage d’Arayik Petrosian 31 ans
les traces d’une substance chimique qui, selon eux a ete emise au
cours d’un seul coup de feu tire sur Muradian.

Givi Hovannisian a rejete cette affirmation en disant que la substance
metallique, l’antimoine, est utilise dans une grande variete de
produits et de procedes de fabrication. ” L’antimoine est utilise
dans le procede du soudage, les plaques des batteries et meme les
cosmetiques ” a dit l’avocat. ” Il est possible qu’Arayik Petrosian
ait ete expose a cette substance dans un contexte social. ” Il a note
a cet egard que le suspect travaille pour une entreprise de service
public d’eau. Les enqueteurs de la police ont encore a preciser s’
ils ont trouve l’arme utilisee dans le crime.

Hakob Muradian, le neveu du maire tue, a egalement jete le doute sur
le rôle Petrossian dans le meurtre. Il a decrit le suspect comme une
” personne intelligente et humble ” qui etait en bons termes avec le
maire Muradian. ” Dans notre village, tout le monde soupconne certaines
personnes, mais pas Petrossian ” a-t-il declare au service armenien
de RFE / RL. Il a refuse de nommer ces personnes, mais a note dans ce
contexte que la tension etait forte dans Prochian lors des dernières
elections locales qui se sont tenues en octobre. Hrach Muradian a ete
conteste a l’epoque par un candidat du Parti republicain d’Armenie
(HHK). La FRA a meme cite ce fait afain d’affirmer que des motifs
politiques se trouvaient derrière la fusillade. Un leader du parti
d’opposition, Armen Rustamian, a declare la semaine dernière que
Muradian etait a couteaux tires avec des militants locaux du HHK et des
loyalistes gouvernementaux au long des huit annees de son mandat. Il
a laisse entendre que certains d’entre eux pourraient avoir joue un
rôle dans le crime. Le HHK a affirme par la suite qu’aucun de ses
membres etait derrière l’assassinat.

ARMENIA UPS ALUMINUM FOIL EXPORTS 17% IN Q1

Armenia exported 6,984 tonnes of aluminum foil in Q1 2013, 16.6%
more than in the same period of last year, the State Customs Service
reported.

The customs value of exported foil grew 16.2% to $21.964 million.

Rusal Armenal, the country’s only aluminum foil producer, told Interfax
that the drop in value was due to a slump in world aluminum prices.

Rusal Armenal’s biggest market is the United States, which accounts
for 80% of the company’s exports. Foil is also exported to Europe
and the Middle East.

Foil exports grew 4.8% in 2012 to 26,247 tonnes.

Armenian Ruling Party’s Candidate Not To Be Yerevan Mayor – ANC Rep

The Armenian National Congress (ANC) party has started its rally in
Yerevan’s Freedom Square.

ANC leader, Armenia’s first president Levon Ter-Petrosyan, Vahagn
Khachatryan (who tops the ANC list in the elections to Yerevan’s
Council of Elders) and other members are to speak at the rally.

Speaking at the rally, Vladimir Karapetyan, who is on the ANC list
in the upcoming elections to Yerevan’s Council of Elders, expressed
the confidence that the ruling Republican Party of Armenia (RPA)
will suffer defeat.

“A competent and politically conscious voter cannot vote for a greedy
person that cannot speak his native language. The RPA candidate is
known to be avoiding debates with his rivals. He is phobic about the
moment of explaining the sources of his fortune,” he said.

“Cannot any member of the ruling party explain the sources of an
official’s fortune? No, they cannot because they cannot imagine an
honestly paid official,” Karapetyan said.

“I feel Taron has won in the category ‘the cleverest RPA member with
the cleanest hands.’ He must be the ‘cleanest’ in the ruling party
because he tops its list in the May 5 elections,” Karapetyan said.

He is indignant that the RPA candidate is surrounded by the “Yerevan
crime kingpins.”

ANC Spokesman Arman Musinyan (3rd on the ANC list in the upcoming
elections to Yerevan’s Council of Elders), said that, despite
the population’s great disappointment at the Feb. 18 presidential
election, the ANC succeeded in explaining the importance of the
municipal elections to voters.

“Our election campaign showed the population’s utter contempt for
the ruling regime,” he said.

The misinformation the authorities are disseminating through some
media outlets shows they are afraid of the ANC’s potential and its
political team.

Victory in the upcoming elections is only possible due to “effective
opposition to the ruling party’s planned frauds.”

Armenia To Join World Organ Day Events

ARMENIA TO JOIN WORLD ORGAN DAY EVENTS

YEREVAN. – In 2013, the world community marks the 850th anniversary
of the cathedral of Notre Dame de Paris and, in this connection,
May 6 is declared World Organ Day.

On that day, 850 concerts will be performed, in the spiritual and
concert halls of all five continents, during which the creations that
were performed at Notre Dame de Paris will be played.

The world’s leading media will cover this event.

The National Center of Chamber Music will represent Armenia in this
cultural undertaking, as the Armenian concert devoted to World Organ
Day will be held on May 6 in capital city Yerevan’s Komitas Chamber
Music Hall.

According to concert coordinator, Center Deputy Director Armen
Sukiasyan, solely French organ music, from the repertoire of the
Notre Dame de Paris organ players, will be performed during the event.

Vartan Oskanian has formed a pro-Western group inside the Prosperous
Armenia Party (PAP), which may separate from the party unless he
persuades Gagik Tsarukyan to become opposition, information security
expert, blogger Tigran Kocharyan told reporters on Tuesday.

According to Kocharyan, the former Foreign Minister, who did not run
in the presidential elections, is now participating in the municipal
electoral race, but indeed he has little chances of winning the
elections because his popularity rating depends on that of PAP leader
Gagik Tsarukyan.

“Vartan Oskanian is not a popular person, and when you ask many
of people who PAP is they mention Gagik Tsarukyan. Ordinary people
say that they will vote for Gagik Tsarukyan and get surprised when
they know that Tsarukyan is not running in the municipal elections,”
the blogger said.

A Yerevan-based 168-Zham newspaper reports that after Tigran Sargsyan
was appointed Prime Minister of Armenia, business representatives of
the Prosperous Armenia Party have been making efforts of
reconciliation with him. In the meanwhile, the political wing of the
party offers a tougher political course, for instance, Vartan Oskanian
offers joining the opposition, the paper writes.

According to the source, Leader of Prosperous Armenia Gagik Tsarukyan
still prefers the “neither authorities nor opposition” version. To
reconcile the conflicting parties, G. Tsarukyan will shortly declare
that he is ready for the parliamentary elections of 2017 and the
presidential elections of 2018. To sound more convincing, Tsarukyan
will have to explain why he did not run for president in 2013 and
substantiate the expediency of running for president in 2018.

“If the slogan ‘Tsarukyan-President’ proves insufficiently convincing,
Prosperous Armenia Party may split into several groups: businessmen,
radical opposition, and neutral apolitical figures,” the paper writes.

Mr. Hayrapetyan, how do you assess the ongoing processes in Armenia?

What domestic political changes do you see after the presidential
election?

All the political processes developing in Armenia today are like a
performance, the stage directors of which must not be looked for among
the Armenian politicians or parties. All of them without exception are
stooges in the hands of Russia, first of all. Of course, the West also
pursues its aims, but the share of its interests in Armenia is not
big. Just Russia easily rules the leadership of Armenia as well as the
opposition. And I see no sign of self-respect in the behavior of our
political forces.

But many experts, including Russian ones, criticize the Kremlin for
its wrong foreign policy that resulted in cession of positions in the
post-Soviet area…

I partly share this opinion. We remember that the West gained victory
over the USSR in the “cold war”. As a contribution, Moscow gradually
“ceded” Western Europe, then Baltic countries. Then “orange
revolutions” happened in Ukraine and Georgia. Similar departure took
place in the South Caucasus as well. Russian subdivisions were first
removed from Azerbaijan, except Gabala radar station. By the way, for
withdrawal of the Russian troops Baku paid by losing Nagornyy Karabakh
and respective territories. Later Russian units were also removed from
Georgia, as a result of which Tbilisi lost Abkhazia and South Ossetia.

The five-day war and occupation of Abkhazia and South Ossetia and
timorous mediation of the West, in fact, meant that the West seems to
be inclined to recognize South Caucasus an area of Moscow’s privileged
interests. In its flexibility the West has come to the situation when
pro-Russian Bidzina Ivanishvili was chosen as a political opponent of
pro-Western Mikheil Saakashvili. These and other similar serious
developments show that at present these is no disagreement between the
West and Russia in our region.

How would you explain the West’s flexible position with respect to Moscow?

I think that the developments in the Middle East and the growth of the
ideas of radical Islam are the reason of a little bit retreat of the
West against Moscow’s interests. Russia has a mission of blunting the
Islam attack at Christian civilization. Despite being a “prodigal son”
for Europe, nevertheless, Russia is a part of Europe and Christian
civilization. Russia has a mission of a frontier guard of civilization
both in the South Caucasus and the Far East.

Let’s return to Armenia…

As regards Armenia, it has always been under the influence of Russia.

Therefore, any reform of the political system of Armenia will be
cosmetic. Armenia has no leader with a political dignity ready to
launch a challenge against Moscow’s hegemony. Stemming from the above
mentioned, I don’t think that the present status quo in the political
system of Armenia will be changed in the near future. Armenia cannot
differ from its “metropole”. The whole body running a fever, I mean,
the corrupted Russia, cannot have a separate healthy part. If Armenia
is Russia’s outpost, only cosmetic transformations may happen here, at
best. It is impossible to change the situation now. I cannot say how
long it will last. Much depends on the situation in the region, as
well as on the forthcoming presidential election in Georgia. The
election will show whether the West’s retreat is temporary or it has
decided to cede the South Caucasus to Russia for a long period.

What about the Armenia-EU Association Agreement negotiations? Are they
also only an instrument for cosmetic changes or serious processes
aimed at gaining long-tern results?

One should first of all take into account that those negotiations are
being held by the authorities of Armenia, who are the henchmen of
Moscow. Does the European Union realize that? Yes, of course. The EU
cannot deploy the NATO troops in Armenia. So, the EU has nothing to
do but fight against oligarchy by such measures as, for instance, the
entry of the French Retailer Carrefour in the Armenian market.

However, Carrefour’s case is so far shy efforts of the West to change
the status-quo and it cannot bring any significant changes. If Russia
forces Armenia to join the Eurasian Union, the authorities will hardly
have the courage to resist and to make the right geopolitical choice
to protect the national interests. Much depends on the West’s
flexibility, on whether it will make Armenia set tougher conditions to
Moscow or it will try to limit its demands seeing Armenia’s despair.

But the West is very closely cooperating with the “henchmen” of Moscow
– the authorities of Armenia. Moreover, the West hurried to
congratulate President Serzh Sargsyan on his re-election whereas it
could support Raffi Hovannisian.

The West cannot change power in Armenia at present. It can just
express its attitude towards various processes. We remember that in
2008 the U.S. President Barack Obama did not congratulate Serzh
Sargsyan and the leaders of European countries congratulated him
rather late and did it through the mid-level diplomats and officials.

This time the situation was different. Unfortunately, Serzh Sargsyan
won the election. I do not know where the votes were rigged but one
thing is obvious – this time the authorities were able to persuade the
West that the presidential election was fair and transparent. This was
what the West expected. It did not want to completely cede the region
that it is keeping with the help of Russia.
