LE HAUT KARABAGH SERA RECONNU UN JOUR OU L’AUTRE, DECLARE FRANCOIS ROCHEBLOINE EN VISITE A STEPANAKERT

L’Artsakh obtiendra un jour ou l’autre la reconnaissance international
qu’il merite, a declare mardi 28 mai le depute francais et president
du Groupe d’amitte France-Artsakh Francois Rochebloine, lors de la
visite de deux jours qu’il effectuait au Haut Karabagh en compagnie
de deux autres parlementaires francais. M. Rochebloine a salue la
creation recente a Paris d’un Groupe d’amitie France-Artsakh, qu’il
a designe comme un premier pas d’une importance pour le renforcement
de la cooperation entre la France et le Karabagh.

Il a rappele que la priorite restait de preserver la paix et de
veiller a ce que l’on preserve les acquis du processus de paix.

F.Rochebloine, membre du groupe IUMP de l’Assemblee nationale, etait
accompagne dans son voyage au Karabagh par les senateurs Henri de
Raincourt et Bernard Saugey. La delegation parlementaire francaise
a eu des entretiens avec le president du Karabagh Bako Sahakian et
son ministre des affaires etrangères Karen Mirzoyan. M. Rochebloine
a souligne que la non reconnaissance de l’Artsakh n’avait pas ete un
frein au developpement et au travail des institutions etatiques de
la RHK ; il a salue la jeunesse de l’Artsakh, qui promet un “avenir
brillant” au pays.

Au dernier jour de leur visite, les parlementaires francais etaient
accompagnes par le president du Parlement du Haut Karabagh, Ashot
Ghulian , avec qui ils se sont recueillis devant le Memorial de
Stepanakert où ils ont depose des gerbes de fleures sur les tombes
du premier president de l’Artsakh, Arthur Lazarian et de l’homme
politique francais Henri Sabi, qui repose en Artsakh. Après cette
visite au Memorial, la delegation francaise s’est rendue a Chouchi,
où elle a pu visiter le tout nouveau Musee des Beaux-Arts. Lors d’une
ceremonie en leur honneur, M.Ghulyan a remis aux visiteurs francais
une medaille dediee au 25e anniversaire du Mouvement de Liberation
du Karabagh.

Toujours a Choushi, les elus francais ont visite l’eglise St.

Ghazanchetsots ainsi que d’autres sites de la ville en pleine
reconstruction. De retour a Stepanakert, les membres du Groupe d’amitie
France-Artsakh ont rencontre les representants d’organisations
de jeunesse du Karabagh ainsi que des membres du Club francais de
Stepanakert.

ANKARA: Time To Get Real On Syria

TIME TO GET REAL ON SYRIA

The Recep Tayyip Erdogan government is trying to present the European
Union’s lifting of its arms embargo on Syria as a success for its
diplomacy. The government-controlled Anatolia news agency (AA)
was quoted by daily Hurriyet on Wednesday as claiming that Foreign
Minister Ahmet Davutoglu played an important role in this decision
during the meeting he had with EU ministers in Brussels on Monday.

But, as the European press is indicating, the embargo was lifted not on
the basis of a consensus decision, but because there was no consensus
on extending it. So if Davutoglu was as “influential” as AA claims,
he had the easiest of tasks. At any rate, contrary to the impression
created by some in the pro-government media, this “success” of Ankara’s
does not mean the EU will be supplying arms to the Syrian opposition.

What it means is that EU members who opposed the extension of the
embargo are free to do so if they want to. Judging by press reports
from Paris and London, however, France and Britain, who lobbied for
the lifting of the embargo, should not be expected to open supply
lines for the required sophisticated weapons any time soon.

If the Syrian opposition is relying on these countries, it is most
probably going to be disappointed again. If the Erdogan government
expects the game in Syria to change now as a result of what happened
in Brussels on Monday, it too is headed for more disappointment.

It was obvious from the start that any suggestion of weapons to the
Syrian opposition would be immediately countered by Russia. That
is exactly what happened on Tuesday when Moscow accused “hotheads”
in the West of planning to intervene in Syria, and announced that it
would deliver advanced missile system to the Bashar al-Assad regime.

Israel immediately jumped in the fray and, hollow as its warnings to
Russia may sound, this will only complicate matters for Europe and
the U.S., who now have to consider the prospect of an arms race,
as well as a number of proxy wars in the region between different
actors pushing different agendas.

Mention these simple facts in Turkey and supporters of the Erdogan
government immediately attack you as a sympathizer of “al-Assad
the killer.” Turkey is a country were impressions rather than facts
have always been the order of the day, but this will not change the
situation in Syria.

Peace and Democracy Party (BDP) leader Selahattin DemirtaÅ~_ put it
well over the weekend to a group of journalists in Ankara:

“Foreign Minister Ahmet Davutoglu and his bureaucracy cannot read
Syria. The minister says, ‘I know Aleppo and Damascus street by
street.’ He doesn’t. He doesn’t know the feelings of the Kurd,
the Arab, or the Armenian. He doesn’t know the streets of Hakkari
or Damascus.”

Ankara has consistently misjudged the Syria crisis. The Erdogan
government is paying lip service to the notion that the Geneva II
conference that Washington and Moscow are trying to broker now will
be crucial. But it is hard to say they are keen about this conference
which the al-Assad regime has said it will attend.

Ankara from the start aimed for a new Syria run predominantly by Sunnis
of the Islamic Brotherhood bent who are also friendly to Turkey. But,
as DemirtaÅ~_ said, it failed to read Syria, and is refusing to
understand the regional implications of pouring more fuel on the
Syrian fire by promoting the arming of the opposition.

The EU, which is in total disarray again over a crucial international
crisis, would have had more leverage over Russia in relation to
Syria had it unanimously upheld its arms embargo, and pushed for the
diplomatic and political line that Moscow is promoting.

If Davutoglu was as influential as claimed in convincing the EU to lift
its arms embargo, then it is questionable whether he did a service
to Turkey and the region, or merely contributed to the dangerous
inflammation of a crisis that cannot be contained. It is therefore
time for Turkey to get real if it really wants the bloodshed in Syria
to end soon.

President Serzh Sargsyan met Tuesday, May 28, with Vladimir Yakunin,
chairman of the Board of Directors of South Caucasus Railways,
President of Russian Railways OJSC, which has assumed the trust
management of the Armenian railway, presidential press service
reported.

Serzh Sargsyan said Armenia is keen on consistently strengthening and
developing the Armenian-Russian strategic partnership, an important
component of which is the cooperation in the field of transport.

According to the President, the ongoing cooperation with the Russian
Railways should be seen in this very context. Thanking Vladimir
Yakunin for constructive and fruitful work, the President stressed his
personal contribution to the development of transport infrastructures
in Armenia.

To begin with, Vladimir Yakunin congratulated Serzh Sargsyan on
Republic Day, wishing him every success. He briefed the President on
ongoing and completed Armenian railway modernization and refurbishment
activities, noting that as attended by Prime Minister Tigran Sargsyan
and other officials, a rolling stock maintenance unit and a locomotive
depot had been commissioned earlier today in Gyumri, supposed to
provide new jobs for the local population.

President Serzh Sargsyan and Vladimir Yakunin also took the opportunity
to discuss issues relating to the current status of the Armenian
railway, the prospects of development, as well as the compliance
with the commitments assumed by Russian Railways OJSC under the
concession contract.

The Armenian Prime Minister, Tigran Sargsyan has stated that the
economy grew by 7.2% in 2012. The Prime Minister highlighted the
contribution of industry in this regard and also mentioned that the
diversification of economic development is taking place in Armenia
as well. Meanwhile, Armenia’s state loan is 3.7 billion USD. This
represents 37% of the GDP of the country. Mr. Sargsyan said that
since it is not more than 50% of GDP, it can be handled.

YEREVAN. – The foreign policy of Iran will not change as long as the
crisis in Syria has not changed, Iranian-Armenian journalist Rubik
Minasyan said during a press conference on Thursday.

In his words, all eight registered presidential candidates in Iran
represent the political course of the country’s spiritual leader.

“The candidates’ programs contain insignificant differences solely
in the economic part. The programs place the emphasis on economic
reforms. The Iranian national currency devaluated fourfold in the last
1.5 years, which created serious economic difficulties,” Minasyan said.

As per the Iranian-Armenian journalist, there are no differences in
the candidates’ programs in terms of foreign policy.

“Iran’s political course will not change in the case of victory by any
candidate. A significant part of the society considers the country’s
foreign political course to be correct. The Iranian people believe
that they, as well as other countries, have a right to have nuclear
energy,” Minasyan noted.

In his view, the Iranian leadership is confident that the selected
course is correct, especially taking into account that a significant
progress is registered in the nuclear energy sector.

“If the situation in Syria is maintained, or if [Syrian President]
Bashar al-Assad strengthens his positions, there will be changes in
Iran’s foreign policy,” Rubik Minasyan stated.

He also noted that although the majority of Iran’s population is
dissatisfied with the country’s socioeconomic situation, there will
not be disturbances during the presidential campaign season.

YEREVAN, MAY 28, ARMENPRESS: The Turk, living in Germany, Kerem Oktay
sent a letter to the Turkish website aykiridogrular.com, in which he
expressed his intention to return the land, which belonged to him and
his family, located in Turkey to Armenians. As reported by Armenpress,
in his letter Kerem Oktay told that he was born in Mermerli village
in Yerznka and now has been collecting information about his village.

“We got definite information that our village is an Armenian village.

When I was a kid, I heard that two Armenian women lived there. I do
not know who they were and why they lived in the village.

Currently I am gathering information, but still I have not got anything
clear”, – wrote the Turk in his letter.

“There are “remnants” in many parts of our village, which belong to
Armenians. There two 3-4 meters high walls in the field. And when we
were kids and scrambled up the wall, my mother always got angry saying
not to climb up the wall, as it will be broken and that it belonged to
the Armenians. And my mother always told me to collect all the stones,
we found there, and put them at those walls”, – told Kerem Oktay. He
stated that he intends to return his part of the land in the village
to the legal owners. The Turk asked to send him information related
to the Armenian Genocide committed in their village.

Yerznka is a city in the Western Armenia with a population of 107,175
people (Turks and Kurds) as of the information of 2000.

Businessman, former MP Khachatur Sukiasyan posted a record on his
Facebook page, where he shared his opinion in relation to the rise
in price of gas, electric, range of goods and services.

“The price of gas imported to Armenia, as well as the price of
electricity has significantly risen again. Of course, prices of number
of goods and services will rise (have already increased), in a word,
as they say, “life becomes more expensive again.” I note only that
the government should not let the company “ArmRusgasprom” which has
the monopoly in the market, enriches at the expense of people.

I want to draw your attention to another global problem, which,
unfortunately, is almost not reminded. In Armenia, there are no natural
gas and oil reserves, and of our discontent rising of electricity
prices there will not be these stocks. Yes, citizens should demand
government’s intervention in the settlement of the energy prices.

But we must bear in mind that energy prices in the international
market have a tendency to increase. So a strategic goal has become
for Armania to develop and implement a strategic program in this area.

Efficient use of energy resources, energy resources, reduction of
heat loss, introduction of energy conservation, alternative energy
sources must become an imperative coming years.

In the name of truth it must be said that Armenia has already conducted
some work in this area, has adopted a law on power management. But this
is not enough. Often ack of funds is given as a justification for the
problem. However, a properly thought-out price and tariff policy in
this area can provide a large influx of private investment. Investments
can be carried out both in the industrial and community sectors.

Look, for example, how quickly the structure of small hydroelectric
power stations are realized in Armenia, because investors got clear
and state guarantee, approved by the law. Do not forget that the
country still remains advanced engineering and resources that need
to be engaged in the implementation of the program.

It is necessary to attract the active cooperation of banks and leasing
companies. However, banks do not have much experience in investing
in electrosavings, in risk calculations in this case, but with the
support of national and international institutions, these issues
will be solved step by step. The only important thing to realize
clearly that the growth and welfare of the citizens of the country
can only be achieved by energy efficiency and the introduction of
energy saving technologies. So the energy efficiency of the economy
should be a priority of Armenia’s economic strategy,” says the record.
