ESPANA Y ARMENIA CONSTATAN BUENAS RELACIONES Y QUE HAY MAS MARGEN DESARROLLO

Madrid, 17 jun (EFE).- El ministro de Asuntos Exteriores, Jose Manuel
García-Margallo, se ha reunido hoy en Madrid con su homologo armenio,
Edward Nalbandian, con el que ha constatado el buen estado de las
relaciones bilaterales, aunque han coincidido en que aún existe
“un importante margen de desarrollo”.

García-Margallo y Nalbandian, de visita en España hasta mañana, han
hecho un repaso a las relaciones entre sus países, en una reunion en
la que el ministro español ha expresado el creciente interes hacia
el Caucaso Sur, según ha informado el Ministerio de Exteriores y de
Cooperacion en un comunicado.

El jefe de la diplomacia española ha destacado el buen estado de
las relaciones existentes entre España y Armenia, aunque existe aún
“un importante margen de desarrollo”.

Por ello han tratado cuestiones de interes común para los dos países
con el fin de reforzar las relaciones bilaterales políticas, economicas
y comerciales.

El ministro Nalbandian ha destacado el interes de su país por contar
con mayor presencia de empresas españolas, en tanto que García-Margallo
ha subrayado el potencial de las mismas y los buenos resultados que
estan cosechando en los mercados internacionales.

En este marco, ambos ministros han firmado un convenio de cooperacion
cultural, educativa y científica, por el cual se crea un marco jurídico
para regular las relaciones en esos ambitos.

Han abordado ademas cuestiones regionales, especialmente la situacion
en el Caucaso Sur, insistiendo el ministro armenio en la importancia
que para esa region suponen unas buenas relaciones de vecindad
con Europa.

En el ambito internacional, García-Margallo y Nalbandian han analizado
la situacion en Siria, un tema en el que han coincidido en la necesidad
de ofrecer una oportunidad para la paz, lo que pasa por el proceso
de Ginebra II con el objetivo de lanzar una transicion política en
ese país arabe tras mas de dos años de guerra civil.

Durante su estancia en España, el ministro armenio mantendra reuniones
con distintas autoridades, entre ellas con el presidente del Senado,
Pío García Escudero. EFE

HENRIKH MKHITARYAN: THE VERSATILE MIDFIELDER WHO CAN GIVE RODGERS MANY OPTIONS

Mahesh takes a look at Henrikh Mkhitaryan and discusses how Brendan
Rogers might look to use him, should the Reds manage to sign the
talented Armenian.

If reports are to be believed, we are moving fast to secure what is
to be our third signing of the summer in Henrikh Mkhitaryan.

At the reported £20 million, Mkhitaryan is likely to be our marquee
signing of the summer. While I don’t really judge players by their
transfer fees, Mkhitaryan seems to be the kind of solid, low risk
player who will, if unspectacularly, do his job very effectively.

The primary weapons in his armoury are pace and his off the ball
running, both of which are easily transferrable across leagues. He
also possesses a phenomenal work rate, harrying defenders and running
after the loose ball. He is physically strong and is not easily fazed
by the physicality of the defenders.

Henrikh Mkhitaryan is such a versatile player, he opens up a large
pool of options for Rogers.

Option 1: CAM

Playing as a central attacking midfielder (CAM) in a largely
successful season for Shakhtar, Mkhitaryan has looked a natural in
this position. Taking over from Jadson, Mkhitaryan has enjoyed the
best season of his career from this position banging in 25 goals in
the process. He is not the type of creative Cam that looks to sit
in the hole and orchestrate the attacks but a more like a secondary
striker. As a CAM he likes to make those runs in behind the defence
looking to receive the ball between the keeper and the defence. He
has exceptional off the ball running and makes very well timed runs.

Making runs as a CAM he is running against the generally slower centre
back and is able to find space easily. He seeks to play in between the
lines to receive the ball, link up play, bringing other in the game
and then making runs as opportunity presents. He is always looking for
space and is ready to drop deep or run channels if need be. Without
the ball he is very hardworking and harrying defenders chasing loose
ball, closing down players and fighting to regain possession.

Drawbacks: He has, at times, a frustrating first touch and ends up
losing possession in promising areas. He also has trouble when he is
closed down quickly by the opposition finds it hard to play in a tight
closed space. One major fallout of Henrikh Mkhitaryan as a CAM is the
gameplay of Daniel Sturridge. Both Mkhitaryan and Sturridge are players
who like to make runs in behind the defence. To accommodate Mkhitaryan,
Sturridge might have to make oblique runs that drag the defence out
of shape thereby creating space for Mkhitaryan to run into. This
might prove to have a detrimental effect on Sturridge’s productivity.

Option 2: Winger

Playing as a CAM for Shakhtar, he often drifts wider in order to find
space. He is hence used to playing wider. He certainly possesses all
the pace and dexterity required to cut it as a winger. He is fast,
times his runs well, has decent close control, crosses the ball well
and has a rocket of a shot making it obvious to experiment trying him
out wide. He also has a good work rate and stamina and he will track
back. As a winger he will have more time on the ball and his sporadic
poor first touch will have lesser consequence. Shifting him out wider
will also enable Rogers to play a more creative conventional CAM.

Playing a CAM who primarily looks to get in behind the defence will
make our play very direct. Pushing Mkhitaryan out wide will give more
balance to our play. Especially against teams who come to Anfeild
trying to eke out a draw and sit deep there will be lesser space for
Mkhitaryan to run into behind the defence while as a winger he will
find more space.

Drawbacks: While Mkhitaryan is fast, he has been up against the slower
centre backs up till now. Running against the generally faster full
backs will be a whole new ball game. He will also have to learn to
use his body strength against the defenders. It could take some 5-6
games for him to get adjusted to this position.

Option 3: CM

Mkhitaryan has in the past played as a deeper player. In his first
season at Shakhtar, when Jadson was still there in the CAM position,
Henrikh Mkhitaryan used to be fielded in a much deeper role. He has
the defensive abilities to play deeper and the industry to pull it
off. He is good with the ball at his feet, good at linking up play and
is tireless in his running. This will also put to best use his ability
to arrive late into the box. Arriving into the box late is one of the
most underrated and rare skills in football. Just ask Frank Lampard.

Coupled with his excellent finishing could prove a deadly combination.

Playing Mkhitaryan as a box to box CM could just prove to be a
masterstroke. With Mkhitaryan’s ability to run with the ball,

His excellent engine, physicality and link up play he would, in theory
at least, develop into a very good box to box midfielder. Mkhitaryan
does drop deeper as a CAM too and is very much involved in the build-up
play and hence this change of positions will not be as drastic as one
would expect. He has also had experience of playing deeper earlier
in his career. Rogers is very proactive in experimenting with his
players in different positions and formations and this is definitely
one worth trying.

Drawbacks: apart from the time taken to let him get used to the
change of position, there are a few negatives to this approach. He
could work on his first touch and passing to make himself a better
player but that is true for whatever position he plays in. I suspect
Henrikh Mkhitaryan will be used as a backup midfielder and if trained
well could become a very good box-to-box midfielder in time.

Yerevan To Host Armenian-Russian Business Forum

The Commerce and Industry Chamber of Armenia (CCI) will organize on
June 19 an Armenian-Russian business forum entitled “Yerevan-Perm”,
the press service of the Chamber of Commerce says.

The forum will include a presentation of several branches of
Armenian-Russian cooperation in various fields: construction, food
processing, healthcare, hotel services, heavy industry, the chemical
industry, auditing and consulting.

The investment climate and business environment of Yerevan and Perm
will be discussed, furthermore presentations of the individual brands
will be organized, and round table discussions and individual meetings
with entrepreneurs will be held.

It should be noted that today about 1000 enterprises with
Armenian-Russian or purely Russian capital operate in Armenia,
Novosti-Armenia reports.

YEREVAN (RFE/RL)~WArmenia is still not eligible for renewed large-scale
assistance from the United States which is conditional on political
and economic reforms, U.S. Ambassador John Heffern said on Friday.

Heffern cited the Armenian government~Rs stated efforts to combat
endemic corruption, saying that they have not been deemed satisfactory
by a U.S. government agency managing the Millennium Challenge Account
(MCA) program.

The program is designed to reward developing countries committed to
good governance with targeted economic assistance. Armenia qualified
for the scheme shortly after its launch in 2006, getting $177 million
in MCA funding for the rehabilitation of rural irrigation networks.

The U.S. Millennium Challenge Corporation (MCC) also planned to
allocate another $60 million for the reconstruction of the country~Rs
rural roads. But the MCC scrapped that allocation shortly after a
disputed February 2008 presidential election that was followed by a
harsh government crackdown on the Armenian opposition.

The Armenian government has been trying to secure renewed aid from
the MCC since then. Prime Minister Tigran Sargsyan met with Daniel
Yohannes, the corporation~Rs chief executive, when he visited
Washington last December.

~SThe MCC has about 13 indicators,~T Heffern told journalists in
Yerevan. ~SThere are two really critical ones, one of which is
anti-corruption. For a country to be eligible for an agreement with
the MCC, they have to pass those two indicators for sure.~T

~SAs the deputy foreign minister said, Armenia was very close on those
two indicators. It came up a little bit short on the anti-corruption
indicator. So it~Rs really important that Armenia focus very much on
that area,~T the envoy said.

The authorities in Yerevan have repeatedly pledged to tackle bribery,
nepotism and other corrupt practices in earnest. Prime Minister
Sarkisian announced a new anti-corruption drive last November,
urging civic and opposition groups to get involved in it. The latter
dismissed the offer as unserious, however. They claim that President
Serzh Sarkisian is not prepared for a genuine fight against corruption
because it would endanger his hold on power.

Armenia occupied a lowly 129th place in Berlin-based Transparency
International~Rs 2011 Corruption Perceptions Index (CPI) of 183
countries. It ranked 123rd of 178 nations surveyed in 2010.

Syria Rebels Getting Weapons From Saudi Arabia

Saudi Arabia, a staunch opponent of Syrian President Bashar al-Assad
since early in Syria’s conflict, began supplying anti-aircraft missiles
to rebels “on a small scale” about two months ago, Reuters reported,
citing a Gulf source.

The shoulder-fired weapons were obtained mostly from suppliers inFrance
and Belgium, the source told Reuters. France had paid for the transport
of the weapons to the region.

The supplies were intended for General Salim Idriss, leader of the
Supreme Military Council of the Free Syrian Army (FSA), who was still
the kingdom’s main “point man” in the opposition, the source said.

The Gulf source said without elaborating that the kingdom had begun
taking a more active role in the Syrian conflict in recent weeks due
to the intensification of the conflict.

A foreign ministry spokesman was not immediately available for comment.

King Abdullah returned to Saudi Arabia on Friday after cutting short
a holiday in Morocco to deal with what state media described as
“repercussions of the events that the region is currently witnessing”.

Diplomatic sources in the kingdom say Riyadh has grown increasingly
concerned after the entry of Lebanese Shi’ite militia Hezbollah into
the conflict and the subsequent rebel defeat in Qusair.

Speaking to Reuters on Friday, Idriss urged Western allies to supply
anti-aircraft and anti-tank missiles and to create a no-fly zone,
saying if properly armed he could defeat Assad’s army within six
months.

Idriss said his forces urgently needed heavier weapons in the northern
city of Aleppo, where Assad’s government has said its troops are
preparing a massive assault.

The reported Saudi supplies began shortly before its main Western
ally the United States announced it would likely send arms to Syrian
rebels, a development long encouraged by Riyadh.

Top Saudi princes have been shuttling from one ally to another in
recent weeks for meetings about Syria.

The epicenter of this activity was Paris, visited by Interior Minister
Prince Mohammed bin Nayef in May, intelligence chief Prince

Bandar bin Sultan and Foreign Minister Prince Saud al-Faisal this
month.

Saudi Arabian National Guard Minister Prince Miteb bin Abdullah is
there this week after meeting Turkish Prime Minister Tayyip Erdogan
in Ankara. Crown Prince Salman met British Defence Secretary Phillip
Hammond in Jeddah in early June.

Diplomatic sources in Riyadh said Saudi Arabia, France and Britain
shared common ground on pushing Washington to take more decisive
action against Assad.

Saudi Arabia has led Arab opposition to Assad since early in Syria’s
revolution. It was the first country to cut diplomatic ties with
Damascus last year and took an early lead in funding and arming the
rebels and helping them logistically.

However, its support has always been tempered by concerns of blowback
from the more militant Islamist groups spearheading the battle against
Assad, diplomatic sources in Riyadh say.

Riyadh has spent years combating domestic militants who waged a
bombing campaign against Saudi and U.S. targets last decade, after
they returned from fighting under the Islamist banner inAfghanistan
and Iraq.

YEREVAN. – Armenia’s Ministry of Emergency Situations reported details
about a car accident involving a minibus carrying Syrian Armenians.

A bus transporting Syrian Armenians to Aleppo crashed with a taxi in
Sarikamis district of Turkey on June 14. The driver and passenger of
the taxi died at the scene, the Ministry said in a statement.

According to reports, there were nine people, including the citizens
of Armenia, in a minibus.

One of the injured passengers of a minibus Tila Papikyan, citizen of
Armenia, was transported to Erebuni hospital in Yerevan. The others
received aid in Turkey.

Russia Won’t Permit No-Fly Zones In Syria: Official

PanARMENIAN.Net – Russia will not permit no-fly zones to be imposed
over Syria, Foreign Ministry spokesman Alexander Lukashevich said on
Monday, June 17, according to Reuters.

“I think we fundamentally will not allow this scenario,” Lukashevich
told a news briefing, adding that calls for a no-fly zone showed
disrespect for international law.

Lukashevich spoke before planned talks between President Vladimir Putin
and U.S. President Barack Obama on the sidelines of a G8 summit in
Northern Ireland which were expected to focus on the conflict in Syria
that, according to UN estimates, has killed at least 93,000 people.

Russia and the United States are trying to bring representatives
of Syrian President Bashar al-Assad and his foes to the negotiating
table, but Moscow has criticized U.S. plans to arm rebel forces and
to consider imposing a no-fly zone.

“All these maneuvers about no-fly zones and humanitarian corridors
are a direct consequence of a lack of respect for international law,”
Lukashevich said.

He said Russia did not want a scenario in Syria that resembled the
events in Libya after the imposition of a no-fly zone which enabled
NATO aircraft to help rebels overthrow Muammar Gaddafi.

YEREVAN. – The problem of emigration from Armenia is not a social,
but political. People emigrate because of the lack of justice, Vice
Chairman of the opposition Heritage party Armen Martirosyan said
during the Monday press conference.

“It is unclear why some accuse the opposition, in particular Heritage
party, of emigration. Instead of helping the party solve this problem,
some people are criticizing our actions,” Martirosyan said.

According to him, the Armenian authorities have only one task: to
increase their own wealth. The authorities do not have any concept
whether Armenia will become a tourist spot or an industrial country,
as nothing is done to develop either the first or the second idea.

“They only thing they do is developing the mining industry,” politician
said. “The solution is to bring together civil society, so that it
will be possible to achieve change of regime, political and economic
system and achieve development.”
