ANCA WELCOMES STATE DEPARTMENT’S CONCERN OVER TURKEY’S PROSECUTION OF NISANYAN

YEREVAN, JUNE 18, ARMENPRESS: The ANCA has welcomed the State
Department’s first public expression of concern regarding a recent
Turkish court’s “blasphemy” ruling against noted journalist and writer
Sevan Nisanyan, an ethnic Armenian citizen of Turkey.

In a June 7, 2013 letter, the Department of State responded to ANCA’s
requests for a public U.S. position on this human rights and religious
freedom issue, by noting: “We are deeply concerned about any attempt
to punish individuals for exercising their right to free speech,
including the case of Sevan Nisanyan. The long term stability,
security, and prosperity of all countries, including Turkey are
best guaranteed by upholding the fundamental freedoms of expression,
assembly, and association. These freedoms are crucial to any healthy
democracy,” is said in the statement, reports “Armenpress”.

The ANCA has, in its outreach to the White House and State
Department on this case, stressed the need for a vocal American
defense of Nisanyan’s right to freedom of expression, noting that
the U.S. government, despite many warning signs – including those
shared by the ANCA – remained publicly silent on Turkey’s persecution
of writer Hrant Dink, until after he was assassinated in 2007. The
ANCA will continue to press for a more active and vocal U.S. defense
of Nisanyan, who has, in the past, been prosecuted and politically
pressured over his truthful statements about the Armenian Genocide.

YEREVAN, JUNE 18, ARMENPRESS: By the initiative of the Ministry
of Diaspora of the Republic of Armenia and Terre d` Armenie
Organization, the day, dedicated to the Armenia’s tourism and
the Artsakh presentation, was organized in the framework of the
“French-Armenian Excellency Week” events program, held on June 18 in
the French city of Marseilles, during which a show representing the
Gegharkunik and Lori Marzes was demonstrated.

As Armenpress was reported by the Department for Press and Public
Relations of the Ministry of Diaspora of the Republic of Armenia,
the event was attended by the Governor of the Gegharkunik Marz Rafik
Grigoryan, the Governor of the Lori Marz Arthur Nalbandyan, the Mayor
of the city of Spitak Gagik Sahakyan and the Representative of Artsakh
in France Hovhannes Gevorgyan.

In the framework of the event the exhibition fair of the donated
paintings of the Lebanese Armenian artist Movses Herkelyan and
Armenian painters is held, which will be open by June 23. The entire
profit from the sale of the paintings will be directed to the fund
for construction of a new district for the Syrian Armenians. A film
on Artsakh was screened as well.

In the evening in the framework of the “French-Armenian Excellency
Week” events program the concert of the French-Armenian Union of Youth
(JAF) will be held.

YEREVAN. – The attorney of Rusal-Armenal aluminum foil mill employees
Levon Baghdasaryan will appeal to the European Court of Human Rights.

According to him, for two years the government has not paid attention
to the fact that people working in hazardous job did not receive
extra payments.

“It turns out that the government will eventually pay a premium to
their pensions. But the employer refuses,” he said.

He explained that many of the employees can not make an open statement,
as they will be fired.

“What would they tell their families then?” he said, calling to show
understanding for their position.

Baghdasaryan said the general court ruled in favor of the workers,
but the Court of Appeal overturned the verdict.

“We will appeal to the European Court of Justice and have no doubt
that we will win the case,” he added, calling on Armenian PM Tigran
Sargsyan to consider complaints of plant employees and to bring to
justice those responsible for this situation.

‘FRIENDS OF FAR CHILDREN’S CENTER’ HOLD FUNDRAISER IN NY

CHART HOUSE, N.J.-With a stunning view of the New York City skyline in
the background, a group of dedicated women held a successful luncheon
on Thursday afternoon, May 16, at New Jersey’s famed Chart House
Restaurant located on the Hudson River. The event was to benefit the
Children’s Center of Yerevan, a major project of the Fund for Armenian
Relief (FAR), where abused, abandoned, trafficked children from ages
3-18 are cared for with devoted support, professional therapy, and
boundless love.

A group of dedicated women held a successful luncheon to benefit
FAR project.

More than 130 enthusiastic supporters attended, including Honorary
Chairperson Sirvart Hovnanian, whose husband Kevork Hovnanian was one
of the founders, chairman, and lifetime honorary chairman of the Fund
for Armenian Relief. It was organized by the Friends of the Fund for
Armenian Relief’s Children’s Center, a group of 14 selfless New Jersey
women who started a committee a few years ago following the request
of Archbishop Khajag Barsamian, Primate of the Diocese (Eastern), to
help in this very crucial endeavor. The Chart House event began with
warm welcoming remarks by Committee co-chairperson Sylva Torosian,
who related that each time the committee ladies had a function,
such as a birthday or baby shower, the donations were given to the
Children’s Center instead of used for personal gifts. “Our children
are our future, and you can make it possible, one child at a time,”
she said.

Archbishop Yeghishe Gizirian delivered the invocation, and read an
inspiring message from the Primate who was unable to attend due to his
presence at a meeting in Etchmiadzin. “Since its inception in 2000,
the FAR Children’s Center has truly lived up to its mission, leading
the way in the area of child protection in the capital city of Yerevan,
and creating a safe haven for our homeland’s most vulnerable children,”
the Primate’s message read. “Thousands of formerly ‘at-risk’ children
have discovered care, affection, encouragement, and dignity through
the Children’s Center. Their transformed lives are the measure of
the center’s success, and the result of your generous support.”

In her thoughtful remarks, Annette Choolfaian, FAR vice-chairperson,
recounted the situation of Armenia’s children in the late 1990’s,
which led to the creation of the Center. “The police took children,
many walking in the streets with no home, and threw them in a room
like an akhor (hovel). And so the FAR Children’s Center was born
with the support of the FAR Board of Directors and Archbiship Khajag
Barsamian, thereby changing the future of Armenia’s most vulnerable
children. The hovel was developed into a caring and loving home,”
she stated with emphasis.

Since 2000, the center has helped 7,000 children, and child protection
laws have been enacted. “One can see the dramatic changes in a child
a month or two later,” Choolfaian said, adding that “Armenia has gone
through great shock affecting people, but especially the children
who are the recipients of a positive or negative future. And this
year a major program has been started by FAR affecting poverty in a
whole village, with a full infrastructure program.” Concluding her
remarks, she said with obvious emotion, “Stay with us and help us. It
is crucial for the future of Armenia.”

In a brief message, Garnik Nanagoulian, the executive director of the
Fund for Armenian Relief, expressed appreciation to the Primate, to
Sirvart Hovnanian, to the co-chairs of the Friends of the Children’s
Center, Silva Torosian and Nadia Gharibian, and to all the supporters
of this vital project. The occasion concluded with the benediction by
Very Rev. Fr. Papken Anoushian, pastor of St. Thomas Armenian Church
in Tenafly, N.J.

The event also included a fashion show, dubbed “Posh Boutique,”
presented by Linda Gezdir, and featured the latest fashions by a group
of young Armenian women, as well as a silent auction of lovely gifts
donated by the members of the Friends of the FAR Children’s Center.

Also participating and donating a percentage of their sales for the
Children’s Center were the owners of the following booths: chocolates
(La Vie En Chocolat, Ani Aghjayan), jewelry (Paris, Talin Medzadourian;
Atlantis Jewelry, Arsham and Arakel Bekarian; Chanour, Sebastian &
Chanour), and jeweled handbags (Hana Bag, Jacob).

The Yerevan Children’s Center is the only institution in Armenia that
performs crisis intervention and rehabilitation. The center is also
a national full service facility where children and their families
can access shelter, counseling, outreach service, healthcare, and
legal assistance.

In 2012, the Fund for Armenian Relief and the Friends of the
Children’s Center in Armenia sponsored their first major function
for the Children’s Center at the Diocese of the Armenian Church in
New York, with Dr. Mira Antonyan, the director of the Children’s
Center, attending and leading the event. The next major function
for the center will take place on the evening of Sat., Nov. 9,
at the Armenian Diocese in New York. Tickets will be available in

NKR Foreign Minister: Azerbaijan Must, First Of All, Change Its Stan

Minister of Foreign Affairs of the Nagorno Karabakh Republic Karen
Mirzoyan, who was on a visit to France from 10 to 12 June, gave an
interview to France-24 TV channel.

The NKR Foreign Minister answered a range of questions related to the
history of the Karabakh conflict, its current stage and prospects of
settlement, humanitarian issues, the economic situation in Artsakh,
etc.

Introducing the history of the conflict between Azerbaijan and Nagorno
Karabakh, Karen Mirzoyan noted that the movement of 1988 had been a
struggle not only for reunification with Armenia, but also for human
rights, social and economic equality and a secure life. However,
as the Minister noted, the peaceful rallies of the youth, students
and workers were responded by Azerbaijan with Armenian massacres in
Sumgait, Baku, Kirovabad, and other Azerbaijani towns, which were
followed by aggression against proper Nagorno Karabakh.

“Azerbaijan must, first of all, change its stance – it is a country,
which constantly enhances its xenophobia and hatred against everything
Armenian”, Karen Mirzoyan said.

He emphasized that the conflict could not be resolved by force,
as a war would have disastrous consequences for the entire region.

The NKR Foreign Minister also dwelt on the economic situation
in Artsakh, the achievements and prospects of development of the
priority spheres.

Touching upon the humanitarian issues, Minister Mirzoyan focused on
the problem of the Armenian refugees living in Artsakh, who, unlike
the Azerbaijani ones, are deprived of international assistance.

Karen Mirzoyan expressed confidence that sooner or later a peaceful
settlement of the conflict would be reached, which would ensure
the safe development and prosperity of the two independent states –
Nagorno Karabakh and Azerbaijan.

According to the Foreign Minister, the final settlement of the conflict
with Azerbaijan is possible only under the full-fledged participation
of the NKR in the negotiations.

Spayka company is willing to buy apricots from villagers for AMD 500
per kg, Armenian Deputy Minister of Agriculture Robert Makaryan told
our correspondent following a visit to Ararat province.

We should remind that residents of several villages of Artashat
region, Ararat province of Armenia, blocked today the roads leading
to the villages of Kakhtsrashen and Aygezard in protest of low prices
offered for apricot harvest by exporters.

“From tomorrow Spayka will buy apricots for AMD 500 per kg. We are
currently negotiating with other exporters so that they carry out
procurement within that price range,” said the Deputy Minister.

Political Scientist: CSTO Membership Is Of No Use To Armenia

POLITICAL SCIENTIST: CSTO MEMBERSHIP IS OF NO USE TO ARMENIA

“I can’t understand the motives and goals that keep Armenia in the
Collective Security Treaty Organization. Not only Russia, but also
other CSTO member states have repeatedly been noted for their closer
military and political relations with Azerbaijan as compared with
their relations with Armenia,” political scientist Suren Sureniants
told Aysor.am.

It is noteworthy that there were reports in the Russian mass media
today that Russia has begun a massive supply of arms of almost $1
billion to Azerbaijan.

In Sureniants’ words, membership of CSTO is of no use to Armenia from
a political and military point of view.

“Russia is playing a destructive role in our region. Instead of
contributing to the settlement of the Karabakh conflict, it is busy
maintaining the status quo. By the status quo, the Russians usually
mean selling their arms to Armenia and Azerbaijan. By deepening its
relations with both countries, Russia tries to maintain the balance. I
won’t be surprised if the information about arms sale is officially
confirmed. Moscow has carried out such a policy in the last 10-15
years,” Suren Sureniants noted.

Gazeta.ru reported that Azerbaijan has begun supplying $700,000
-$1,000,000 worth of arms to Azerbaijan, including 64 T-90C tanks,
100 BMP-3 infantry fighting vehicles, and MSTA-C howitzers.

In addition, Russia plans to supply 18 Smerch (Tornado) multiple
rocket launchers, Vena artillery systems, and 6 SOU 1-A rocket
launcher systems.

Armenia’s Freight Output Dropped 3.4% In Four Months, 1.7% Increase

ARMENIA’S FREIGHT OUTPUT DROPPED 3.4% IN FOUR MONTHS, 1.7% INCREASE RECORDED IN CIS

YEREVAN, June 18. /ARKA/. Freight output (excluding pipelines)
dropped by 3.4% in January-April against the same period of 2012, as
compared to an average increase of 1.7% in CIS countries in general,
the CIS Statistical Committee reports.

The highest increase is recorded in Moldova – 24.4%, according to
the report.

Increases in freight output (excluding pipelines) were recorded
also in Kazakhstan (8.7%), Kyrgyzstan (7.2%), Turkmenistan (6.8%),
Azerbaijan (5.5%), Uzbekistan (4.9%) and Tajikistan (2.9%).

Cargo transportation dropped in Belarus, Ukraine and Russia in the

New Rostrum For Discussing Genocide

NEW ROSTRUM FOR DISCUSSING GENOCIDE

The European Union and the European states are an arena for the
discussion of the Armenian issue and the Genocide of Armenians in 1915.

In 2009 when the process of normalization of the Turkish-Armenian
relations began “progressing” apart from the main tasks of control
over Turkey, theUnited States launched a light and harmless blackmail
against the Europeans scaring them with the perspective of lifting one
of the opportunities for blockingTurkey’s entry to the European Union.

At the higher levels of the governments of European states (first of
all continental Europe) genuine interest was expressed, and concerns
about loss of such an important lever of pressure on Turkey as the
issue of the genocide were hidden with difficulty. (A lot can be
understood if one is in the right place at the right time.)

Currently, the European phobias relating to the possible entry of
Turkey to the EU seem to have been exhausted. Hardly anyone fancies
serious consideration of this possibility, at least in the current
format of the European Union. However, it indicates that the issue
of the genocide of 1915 is not “topical” for the countries of Europe.

According to the mass media, France has “exchanged” the genocide
with supply of equipment for the nuclear power plant in Turkey. It is
understood that the opportunity has been missed, and it is going to
be hard to promote the issue of the genocide to the European rostrum.

In the meantime, another issue has arisen – the crisis in the relations
between Turkey and NATO. During the NATO summit in Chicago Turkey
made several claims to the alliance, including establishment of the
EU security system based on NATO, as well as associate membership of
Israel to the alliance and a communique on the regional conflicts.

The Turkish claims at the NATO rostrum concern Armenia. Turkey is
trying to mount the Karabakh issue on the NATO rostrum which is
not in line with NATO’s interest which refrains from discussion of
political issues which are not directly linked to the alliance. Mostly
the United States is negotiating these problems with Turkey but the
European members of NATO are also annoyed by Turkey’s efforts.

Currently, though NATO is trying to speak about problems relating to
the relations between Turkey and the alliance delicately, incredible
assessments are made and opinions are expressed in “backstage” talks.

NATO and the United States need Turkey to implement their goals
but only if it follows the rules of relations within the alliance,
which means keeping it under control. For the leading NATO members,
Turkey is already a nuisance but its behavior is becoming unacceptable.

Hence, it should be noted that the initiatives for Turkish-Armenian
normalization were aimed at intensifying control over Turkey rather
than the decision to reset the issue of the genocide. Since the
Americans, not the Europeans initiated the process, the issue was
related to NATO, not the EU back in 2009.

One can notice now that Turkey will fix hindrances to development
of relations between Armenia and NATO (which may be in line with
Russia’s interests). Hence, NATO is becoming by default an “arena”
for the discussion of the genocide of 1915. Armenia has a lot of work
to do with NATO, and considering that NATO is composed of states,
not only military but also political issues will need to be resolved.

Tensions in the village of Proshyan that began after the assassination
of its mayor in April continue in the run-up to the election of the
new community leader scheduled for next month.

Armenuhi Melikyan, a trained nurse who acted briefly as mayor of the
village, has been forced to resign. She claims to have been threatened
with violence.

The need for a new mayor in Proshyan, a village with a population
of 4,600 in the Kotayk province situated just six kilometers
from capital Yerevan, arose after the April 2 assassination of its
50-year-old head Hrach Muradyan, a member of the opposition Armenian
Revolutionary Federation (Dashnaktsutyun). He was shot in the head in
the backyard of the village administration building. Arayik Petrosyan,
a 31-year-old resident of Proshyan, was arrested for the murder, but
he does not admit to committing the crime. The family and relatives
of the assassinated village mayor have said on various occasions that
they do not think Petrosyan was the one who murdered Muradyan.

By the June 7 decision of Kotayk governor Kovalenko Shahgaldyan,
Melikyan, who is a former member of the Proshyan Council of Elders and
is not affiliated with any political party, was appointed acting mayor
until the July 14 by-elections to be held in the village. But village
administration workers did not allow the woman even to enter her
office. They insist that Melikyan is an ‘intriguer and troublemaker’
and does not deserve to be in office even for a few hours.

Melikyan, however, thinks that the village officials opposed the
decision on her temporary appointment because she is not a member of
Dashnaktsutyun and in the new mayoral elections could obstruct the
plans of current deputy mayor Vova Sahakyan, who has decided to run for
village mayor and enjoys the support of the slain official’s family.

Considering the situation in the village in which she claimed to
suffer intolerable attitude from a group of residents and fears for
her safety, the acting mayor asked the governor to relieve her of
the duties. In a statement, Melikyan also said: “At the same time,
I condemn the inaction of the governor’s office and the police that
have failed to defend the law and fulfill their duties.”

Nominations of candidates in the village of Proshyan will start on June
19 and will last for five days. Now only the deputy mayor, Sahakyan,
has expressed his desire to run for mayor. He has denied making any
threats against Melikyan.

“This is an absolute lie, an option for her to get out of this
situation,” said Sahakyan in an interview with RFE/RL’s Armenian
Service. He said the main problem was the character of Melikyan rather
than any political context or actions against Kotayk’s governor,
who is a member of the ruling Republican Party.

Meanwhile, Governor Shahgeldyan has already appointed a new acting
mayor for Proshyan. It is his assistant Vrezh Mnatsakanyan.

Mnatsakanyan is non-partisan and is not a native or resident of
Proshyan.

By-elections are also scheduled to be held in the village of Surenavan
in the Ararat province (June 23) and in the Hovit community of the
Shirak province (July 14). The mayor of Surenavan died in a car
accident and the mayor of Hovit died suddenly of natural causes.
