DIGITEC BUSINESS FORUM TO BE LAUNCHED IN YEREVAN TOMORROW

YEREVAN, June 20./ARKA/. Representatives of 43 local and 19 foreign
companies will gather in Yerevan to attend the sixth annual business
forum Digitec on June 21 and 22, the press office of the Union of
Information Technology Companies reports.

This year’s forum will be held under the motto: Smart Solutions for
Smart Countries.

Armenian Prime Minister Tigran Sargsyan and the U.S. Ambassador to
Armenia John Heffern will be present at the event.

The aim of the forum is to foster introduction of information and
communication technologies in various sectors of the economy and to
present local and foreign information and communication technology
companies’ products and services.

According to the press release, new traffic streams control and
enterprises and customer management systems as well as call centers,
latest telephone solutions, systems for paying utility bills, 3D
systems and the electronic services provided by state agencies will
be presented here.

The forum is organized by the Union of Information Technology
Enterprises and sponsored by Alliance Free Economic Zone of Armenia.

The event will be held under the patronage of Armenian Prime Minister
Tigran Sargsyan and under the USAID Enterprise Development and Market
Competitiveness Project – EDMC.

The Armenia delegation has already returned from the International
Animation Festival held in the French city of Annecy on June 10-15.

The President of the animation studio of Robert Sahakyants Production
David Sahakyants reported to the Armenpress correspondent that like
in the previous year, in 2013 as well Armenia had its own pavilion
at the Festival along with the ReAnimania Animation Film Festival
and has acquired a number of long-term agreements.

“Hayk Sahakyants’ “Quantum jump” short film, as well as the preliminary
version of the animated feature film “Anahit” interested the audience
much. The Chinese side made a suggestion to translate the film into
Chinese right upon its completion”, – said David Sahakyants.

At the Annecy International Animation Festival the Armenian delegation
has acquired agreements to present a panorama of the Armenian cartoons
and the retrospective screening of the works of the animator Robert
Sahakyants in Argentina.

As stated by Sahakyants, the participation in the Annecy International
Animation Festival provided the visitors with the opportunity to get
aware about the Armenian animation and this participation in such an
authoritative event was quite an important achievement.

“By the end of 2013 or the beginning of 2014 we will be in the
negotiations process with the sides”, – informed the President of
the animation studio of Robert Sahakyants Production David Sahakyants.

The film “Quantum jump” has already participated in the Edinburgh Film
Festival. In April it was screened at the Multimatograph Festival
in Vologda. In the nearest future it will participate as well in
the International Animation Film Festival Golden Kuker to be held in
Sofia. All the potentials of 3D techniques were used in the 7-minute
cartoon for the first time.

The animator Hayk Sahakyants stated earlier that “Quantum jump” does
not have any age limits and might be attractive for everyone. The
author of the cartoon’s scenario is Vardan Zadoyan and the artist
is Ernest Muradyan. The film was developed during the entire 2012
and was completed in the beginning of 2013. Four specialists worked
on the film. The budget made about 8 million AMD. “Quantum jump” was
made with the assistance of the National Cinema Center of the Republic
of Armenia. The music and audio effects were made by Tumbox Company.

The Annecy International Animation Film Festival (Festival
International du Film d’Animation d’Annecy) was created in 1960 and
takes place at the beginning of June in the town of Annecy, France.

Initially occurring every two years, the festival became annual in
1998. It is one of the four international animated film festivals
sponsored by the Association d’International du Film d’Animation
(or ASIFA, the International Animated Film Association). The Festival
is attended by 6-7 thousand animators and about 400 journalists from
different countries of the world.

The festival is a competition between cartoon films of various
techniques (animated drawings, cut out papers, modeling clay, etc.)
classified in the categories of Feature films, Short films, Films
produced for television and advertising, Student films and Films made
for the internet.

The sale of the Armenian government’s share in ArmRusgapsrom to
Gazprom means that Armenia is losing the economic basis of its
state independence, Hmayak Hovhannisyan, Chairman of the Political
Scientists’ Union of Armenia, told Tert.am.

“They are scattering more and more in all directions – in the relations
with both Russia and the European Union,” he said.

“Russia is pursuing its commercial interests. It has repeatedly been
stated that either fraternity or an approach based on the well-known
principle ‘no everlasting friend, no perpetual enemies, but perpetual
interests’,” Hovhannisyan said.

“It is an attempt to cushion social consequences of the gas price
rise in the current grace socio-economic situation,” he said.

With respect to Armenia’s “losing the economic basis” of its state
independence, Hovhannisyan said that Armenia’s mining industry is
developing due to export of raw materials.

He recently voiced the opinion that, at the last moment, Armenia will
refuse to initial an association agreement with the EU.

According to Hovhannisyan, one of the reasons is that Russia is
toughening its position.

YEREVAN. – The information about a large number of “captured” and
“hostages” does not correspond to reality.

Armen Kaprielyan, head of the working group of the Armenian State
Commission on Prisoners of War, Hostages and Missing Persons, told
the aforesaid to Armenian News-NEWS.am, commenting on the data which
the Azerbaijani state commission had issued.

In line with this data, there are allegedly 4,033 Azerbaijani prisoners
of war, missing persons, and hostages.

“The information is false; it does not correspond to reality; it is
not confirmed by any factual data,” Kaprielyan stressed.

He recalled that there is solely one captive in Armenia today. He is
Azerbaijani military serviceman Firuz Farajayev, who had crossed into
the Armenian side last July.

“The [Azerbaijani state commission’s] figures are absurd. They, too,
realize that the differences [in these numbers] give a reason to
believe that the Azerbaijani commission is issuing unverified data,”
Armen Kaprielyan concluded.

The statement by the leaders of the OSCE Minsk Group co-chairing
countries can be viewed as a signal for Azerbaijan that there is
still a chance to discuss with Nagorno-Karabakh the existing problems.

If official Baku refuses, the process will probably result in the
recognition of the de facto independence of the Nagorno-Karabakh
Republic (NKR).

NKR MP Vahram Atanesyan told the abovementioned to Armenian
News-NEWS.am. He added that if this process continues, NKR will
receive the right to talk with Azerbaijan as equals.

In the text of the aforesaid statement, Atanesyan pointed to the
precept of the self-determination and equality of nations.

“In my view, a clearer definition is given in this text than the
previous ones,” the MP stressed. He noted that, in this way, the
leaders of the Minsk Group co-chairing countries-i.e., the United
States, Russia, and France-have highlighted the people of Karabakh’s
exercising of this right, despite Azerbaijan’s claim of territorial
integrity.

Thus, as per Vahram Atanesyan, the people of Nagorno-Karabakh and
Azerbaijan are viewed as the bearers of a state, and this enables to
consider this a certain signal for Azerbaijan.

Nous venons d’apprendre avec indignation que Bahar Kimyongur,
chercheur prime par notre fondation en 2008 pour son travail intitule
“l’impact des coups d’etat militaires de 1971 et 1980 sur l’exode de
Turquie vers l’etranger”, a ete arrete en Espagne par une escouade
de policiers en civils, probablement membres de la Sûrete espagnole,
alors qu’ils visitaient la cathedrale de Cordoue avec son epouse et
ses deux enfants.

Il s’agit d’un nouvel acte inacceptable a l’encontre d’un opposant
du regime repressif d’Ankara, fomente par les services obscures du
pays d’origine et des pays europeens.

Il s’agit egalement d’une honte pour les instances europeennes de ne
pas intervenir alors que la terreur du pouvoir islamiste contre le
peuple de ce pays “candidat a l’Union europeenne” a atteint un degre
insupportable notamment lors de la resistance de Taksim.

Rappelons que Bahar Kimyongur a ete prime par un jury preside par
l’historienne Anne Morelli (ULB) et le senateur-journaliste Josy Dubie
le 12 mars 2008 lors d’une ceremonie organisee par des organisations,
armenienne, assyrienne, kurde et turque, issues de l’emigration
politique en provenance de Turquie, a l’occasion du 37e anniversaire
du coup d’etat militaire de 1971.

Le concours portait sur l’impact des coups d’etat militaires sur
l’emigration politique.

Plusieurs personnalites des milieux politique, academique et associatif
etaient presentes a la ceremonie deroulee dans les locaux des Ateliers
du Soleil a Bruxelles. (Voir)

La Fondation Info-Turk, une des plus anciennes organisations de
l’emigration politique en Belgique appelle tous les dirigeants belges,
le Premier ministre Elio di Rupo, le ministre des affaires etrangères
Didier Reynders et le ministre des affaires interieures Joëlle Milquet,
a intervenir tout de suite auprès des instances espagnoles pour la
liberation immediate de Bahar Kimyongur.

L’etude primee de Kimyongur a ete publiee par les Editions Couleur
Livres sous le titre “Turquie, terre de diaspora et d’exil”

Resume du travail de Bahar Kimyongur

S’il est une douleur qui unit les Turcs, les Kurdes, les Armeniens,
les Arabes, les Juifs, les Assyro-Chaldeens, les Musulmans sunnites,
les Alevis et les Yezidis de Turquie, c’est sans doute l’exil.

Dans cette etude consacree a l’exil politique provoque par les juntes
militaires turques de 1971 et 1980, M. Kimyongur retrace l’histoire
des mouvements migratoires en partance et a destination de l’Anatolie
afin de souligner l’aspect Janus d’une terre a la fois accueillante
et hostile. Il decortique le contexte de la ” guerre froide ” qui
amena les generaux turcs a eradiquer les divers courants de gauche,
principaux sujets a l’exil.

A travers une mise en relief de l’interactivite complexe qui
existe entre les differentes experiences migratoires, il critique
la vision puriste qui consiste a distinguer les motifs de l’exil
et les motivations des exiles sur base de critères restrictifs :
economiques pour les uns, politiques pour les autres.

Il definit une categorie particulière d’exiles a laquelle il adhère
lui-meme: celle des ” demi-exiles “, ces enfants d’immigres de la
deuxième ou de la troisième generation, dotes de la double nationalite,
mais dont l’activite dissidente les empeche de se rendre dans le pays
d’origine de leurs parents.

Enfin, il decrit la vie associative des communautes diasporiques et
transnationales engendrees par la repression militaire ainsi que le
point de vue et l’attitude des mouvements de resistance antifascistes
a l’egard de l’exil.

Cette etude demontre avec pertinence l’ineluctabilite des diverses
formes d’emigration a partir de la Turquie en l’absence d’une
democratisation sincère et radicale de ce pays.

Qui est Bahar Kimyongur?

Bahar Kimyongur est ne en 1974 a Bruxelles de parents arabes alaouites
de la region d’Antioche (Antakya) en Turquie. Il est l’aîne d’une
fratrie de quatre enfants.

Après avoir suivi des etudes primaires et secondaires a l’ecole
bruxelloise des ” Pagodes “, il decroche une licence en histoire de
l’art et archeologie en 1996 a l’Universite Libre de Bruxelles (ULB).

Son memoire de fin d’etude a porte sur la cite hellenistique de
“Seleucie de Pierie”.

Il a egalement une experience dans la traduction du latin. En plus
du francais et turc, il connaît egalement plusieurs langues modernes:
neerlandais, anglais, arabe, italien et espagnol.

Il milite depuis des annees pour les droits des prisonniers politiques
de Turquie et participe activement aux mouvements contre la guerre
et l’exploitation des pays du Sud.

Son combat sera systematiquement diabolise par le regime d’Ankara,
puis par les autorites belges a la suite de pressions turques et plus
indirectement, etasuniennes.

L’hysterie securitaire nee dans la foulee des attentats du 11 septembre
2001 va conduire la justice belge a l’accuser d’etre le chef d’une
organisation terroriste pour avoir simplement traduit un communique
de presse du DHKP/C.

Le 28 avril 2006, le Parquet federal belge le fait arreter sur le
sol neerlandais en vue de le livrer a la Turquie. Après 68 jours de
detention, les juges hollandais declarent la demande d’extradition
turque irrecevable en raison de son inconsistance et libèrent
Kimyongur. Malgre cela, il sera incarcere en Belgique pendant près
de six mois.

Kimyongur sera finalement acquitte le 7 fevrier 2008 par la Cour
d’appel d’Anvers au bout d’un long procès rocambolesque entache
d’irregularites.

LE MURMURE DES RUINES

Un film de Liliane de Kermadec

Tournee a Chouchi en 2007 et interpretee par des habitants de la ville,
cette fiction restitue avec un realisme emouvant le quotidien de ceux
qui survivent dans les ruines.

L’histoire

Un camion de farine se perd dans le Caucase. Sevag, chauffeur de taxi,
veut mettre cette aubaine a profit. Soghomon, refugie de Bakou comme
Zoya, est tourne vers l’avenir tandis qu’elle ne peut pas oublier la
guerre et son mari porte disparu pendant la guerre. Pourtant c’est
elle qui va avoir l’idee : il n’y a pas de boulangerie a Shushi,
pourquoi ne pas recuperer la farine du camion et en ouvrir une.

Araxia, directrice de l’ecole de musique et poète a ses heures, Arsine,
maîtresse d’ecole, Arsène, conservateur de musee et quelques autres
habitants sont de la partie. Au milieu des preparatifs, une histoire
d’amour naît entre Soghomon et Zoya. Soghomon voudrait refaire sa vie
en meme temps qu’il aide sa ville et son pays ( le Haut-Karabakh)
a se reconstruire. Ratchik, un gamin orphelin qui erre dans les
ruines plus souvent qu’il ne va a l’ecole et fourre son nez partout,
se glisse dans l’aventure. Il veut savoir ce qu’est une idee, comment
on sait si on est amoureux et lui aussi veut une boulangerie.

Comme la fabrication du pain, la musique fait revivre les ruines. Nee
de la fiction, la boulangerie entre dans la realite. Avec l’ecole de
musique, elle contribue a garder l’espoir et adoucir les solitudes
dans cette antique petite ville en ruine qu’aucune guerre n’a encore
reussi a rayer de la carte.

Entretien avec la realisatrice Liliane de Kermadec

A quelle occasion avez-vous decouvert Shushi dans le Haut Karabagh ?

On m’a propose de filmer les troisièmes elections presidentielles du
Haut Karabakh en 2002 après la guerre avec l’Azerbaïdjan. Je n’avais
jamais entendu parler du Haut Karabakh, naturellement j’ai dit oui.

C’est ainsi qu’est ne le film ” La très chère independance du Haut
Karabagh ” ? En fait, j’ai eu un coup de foudre pour le Haut Karabakh
parce que j’ai pu rencontrer et interviewer des gens de tous les
milieux au moment des elections. Ils ne parlaient que d’independance
et de liberte. Ils ne demandaient que la paix et la reconnaissance
de leur pays. Ils voulaient exister. Ca ne pouvait que me plaire.

Comment est ne ” Le murmure des ruines ” ?

J’avais envie de savoir si on enseignait aux enfants l’oubli des
atrocites commises ou la vengeance. J’ai interroge les professeurs
et le elèves dans les ecoles. Les reponses dorment dans mes tiroirs,
je n’ai pas reussi a financer la traduction et le montage d’un film.

J’etais tellement en colère que j’ai ecrit une histoire qui est
devenue Murmure.

Au premier abord, on pourrait croire que c’est un documentaire alors
que c’est une fiction ?

Il y a longtemps deja que les frontières entre le documentaire et la
fiction sont tombees. Il y a des verites et des mensonges dans les
deux. J’ai ecrit Murmure pour un lieu et des gens que je connaissais.

C’est beaucoup dire que je connaissais les gens parce que nous n’avons
pas de langue commune. L’histoire du camion detourne est une fiction
mais mes acteurs improvises n’auraient pas joue des rôles de voleurs.

Je n’ai pas ecrit les histoires de guerre, je leur ai demande de
raconter les leurs.

Ce sont les habitants de Shushi qui jouent dans le film ?

Oui. Il n’y a que des gens de Shushi

La musique est très presente dans le film ?

La petite ecole de musique, toute neuve -cadeau d’un armenien
americain- jouait un rôle important au centre de la ville. C’etait un
des rares lieux de calme et de plaisir a Shushi a ce moment-la. Des
professeurs plus ou moins improvises, eux-memes noyes de chagrin,
essayaient de faire oublier aux enfants les ruines et les larmes
grâce a la musique. J’ai aussi rencontre un des meilleurs joueurs de
kamancha du pays, un instrument a corde persan ancetre du violon dont
les accents nostalgiques comme ceux du ” duduk ” le hautbois armenien ,
vont bien avec l’ambiance de Shushi.

It would be nice if journalists covering parliament sittings paid
MPs for interviews, says Republican MP Hamlet Harutyunyan.

“You earn money at with our help,” he said.

Mr. Harutyunyan is convinced that MPs are doing a favor by giving
interviews. He has noticed that journalists would have nothing to cover
but for the parliament sittings. “We are your wet-nurses,” he said.

Manvel Badeyan, another Republican lawmaker, liked the idea of paying
politicians for their interviews and said the practice is accepted
all over the world and was applied in the Soviet Union as well.

However, he says it will not work in Armenia since the press cannot
afford to pay MPs. Republican Vardan Ayvazyan believes that the
press must pay a fine in the amount of $ 100 000 for publishing false
information. He does not care that the fine will finally destroy the
media outlet. “Then, let them write the facts.”

Earlier this month Prime Minister Sargsyan denied any links with
the offshore company as he requested that the Prosecutor-General’s
Office look into the recent expose by hetq.am which shows that he is
registered as one of the shareholders of a Cyprus-registered company.

While refuting the reports and labeling them as misinformation,
Sargsyan blamed journalists for ‘spreading false information and
creating disappointment and distrust towards future.’ At the same
time, the prime minister added that both journalists and officials
should get adapted to working in a new environment.

Party Board Chairman, former PM Aram Sargsyan.

“Responding to the query on the discussions to increase [Russian energy
company] Gazprom’s share in [Armenia’s] ArmRusGazprom [Company] from 80
all the way to 100 percent, Sargsyan specifically noted [as follows]:

‘I think it would be very bad if the Armenian authorities decide,
at the coercion of the Russian authorities, to sell to Gazprom the
[remaining] 20 percent [of the shares] which is the property of this
country [i.e., Armenia]. This 20 percent is like gold-which belongs to
the future generations-that is put at the Central Bank as reserve fund.

Instead of thinking about strengthening, bringing back its energy
resources, Armenia is thinking about how to sell, gain the last
profit from it, just like many of our countrymen behave today by
selling what they have, [and] leaving the country.

The demeanor of these authorities is reminiscent of the demeanor of
a man that is leaving his homeland,”‘ Zhamanak quotes Aram Sargsyan
as saying.
