ARMENIA’S AUTHORITIES MUST NOT BE GIVEN GRANTS, LOANS – ANC REP

Vahagn Khachatryan, a member of the Armenian National Congress (ANC)
party, believes that Armenia’s authorities must never be given loans
or grants.

“I cannot cite any percents, but all that we see around us – road
construction, renovation of theaters or any other programs – are not
effective,” Khachatryan told Tert.am.

According to the Chorrord Ishkhanutyun newspaper, Armenian President
Serzh Sargsyan has asked the prime minister to introduce justifications
of a grant application worth over ~@1 billion at an upcoming European
donor meeting.

Asked about Armenia’s foreign debt, Khachatryan said that it is equal
to Armenia’s GDP.

Armenian ombudsman’s advisor on women rights, Anna Safaryan, made a
statement on sexual harassment by the policeman against the female
activist during the protest action against the elite high-rise
construction at Komitas 5, on 24 August

She said that the policeman holding from back and kissing the neck of
a woman amid a police action is obviously harassing the woman, which
has legal implications. “We demand an appropriate investigation of
such an outrageous incident and expect responsibility for an immoral
and criminal act. Any sexual harassment of women is to be condemned
severely, and employing any pervert policeman is inadmissible,” –
she said.

“Today in Armenia sexual harassment to women at their job place is a
problem. We can often see invitation to job for women where there are
requirements having nothing in common with their professional skills,
in particular, their age and appearance. Sometimes an employer requires
sexual and other services. The Ombudsman’s office will provide urgent
assistance to women who underwent sexual violence at their job place,
in the street or anywhere and accompany them all through the legal
process”, – she said.

The president of the European Integration NGO says the process of
maintaining Armenia’s national security requires the country to rely
only on its own potentials.

“Any kind of armament naturally poses a threat to both our security
and the security in the region in general,” Karen Bekaryan told
Tert.am, commenting on the Azerbaijani authorities’ plan for buying
a $3 billion worth up-do-date weapons from South Korea.

The expert noted that the country has several times before faced
criticism over violating OSCE norms, with the current arm purchase
deal not being the first effort catching the media’s attention. “All
this proves, yet another time, that we have to rely on ourselves in
terms of maintaining our security to be able to preserve the balance
and prevent it from causing a conflict of forces in the region,”
he said, noting that the international community remains absolutely
silent on the process.

Addressing the topic, a spokesperson of Armenia’s Ministry of Defense,
Artsrun Hovhannisyan, said Azerbaijan is continuing its active arms
race in the region. “That gives way to concerns for the entire region
of course, but it [Azerbaijan] has its own plans, while we have ours.

And we follow the process of our armament supply,” he told our
correspondent.

The USA will inflict several blows upon Syria, but Israel will be
forced to clear up consequences, the known Israeli political expert,
Avigdor Eskin told ArmInfo correspondent.

“The Americans made many mistakes in our region, They act massively
and inaptly. And they cannot learn from mistakes”, Eskin said. He did
not rule out the situation when Moscow may refuse resolute actions
for protection of Syrian President Bashar Asad. The reason of such
fear is the statement by Minister Lavrov that Russia is not going to
start a war with anybody because of Syria. At the same time, the expert
thinks that much will depend on the atmosphere in the world in general.

As for using of chemical weapon against civilians in one the districts
of Damascus, the expert said he will be very much surprised to
hear that Asad ordered to use non-conventional weapon. “I would
like to recall that chemical weapon was already used in Syria three
months ago. That time the Israeli intelligence service proved that
the opposition but not the ruling regime used chemical weapon”, –
Eskin said.

At the same time, maybe this time somebody from Asad’s surrounding made
such a step trying to frighten rebels. One should remember that chaos
reigns in the country and the president cannot absolutely control the
situation. “This is very much dangerous, as mass destruction weapon may
be in the hands of bad men from “Hamas” or their counterparts from the
North Caucasus, which have been dreaming to use this chemical weapon
in the Moscow Metro. It is no secret, that a regiment consisting of
Russian citizens has been acting on the side of the opposition”, –
the expert said.

He also added that if to suppose that President Asad did not order
to use chemical weapon, and this is provocation by the rebels,
nevertheless, Syrian authorities are also blamed for its using. “As
they did not manage to save mass destruction weapon to find itself
in the hands of rebels. And the government of Syria is responsible
for that. Now imagine what winds we shall have in the Middle East if
Iran as well owns nuclear weapon. I am not jealous of the Armenians
like neighbors of Iran”, – an Israeli expert said.

Armenia is ready to receive our compatriots from Syria if the Syrian
situation worsens, head of Armenia’s State Migration Service Gagik
Yeganyan told Panorama.am.

“God forbid, if something happens, Armenia and the Armenian people,
all of us will provide maximum support to our compatriots who are in
a tragic situation,” Yeganyan said.

According to Armenian Foreign Ministry spokesman Tigran Balayan,
several dozen Armenians remain in Aleppo. The Ministry constantly keeps
in touch with the Armenian community, Embassy and Consulate in Syria.

“The Armenian Embassy continues to operate in Damascus and Consulate
General in Aleppo,” the spokesman added.

Russian Police Say No Religious Motive Seen In Shootout Near Armenia

The Russian police denied the version that a shootout near the Armenian
church in Kaliningrad was religiously-motivated.

Media reports alleged that a conflict had religious motives as the
incident occurred not far from an Armenian church. The police said
all participants were Russians by the origin, and supposedly business
matters were the reason for a conflict, Kaliningrad.ru reported.

As reported earlier, an unknown opened fire near Surb Stepanos
Armenian Apostolic Church in Kaliningrad, Russia, on Tuesday. Three
man were wounded.

Hraparak daily’s correspondent talked to rector of the Armenian
State Agrarian University Arshaluys Tarverdyan to find out why the
university’s tuition fee has not been raised.

Mr Tarverdyan said: “Of course, universities face various problems
and are in different situations, but our university faces an important
challenge – the number of students. Most of our students are village
residents and their social position does not allow them to pay their
tuition fees totally in case the fees are raised. 400-500 students
leave the university every year, part of them due to their inability
to pay, so, if we raised the tuition fee, we would have a small number
of first year students this year.”

The paper says it has learned from sources that President Serzh
Sargsyan has asked the prime minister to introduce justifications of
a grant request worth over ~@1 billion worth at an upcoming European
donor meeting.

The Armenian authorities reportedly want the money for the
implementation of such projects as the North-South highway construction
and the new water system launch, environmental protection and the
construction of new dams, as well as the manufacturing assistance
program aimed at boosting exports.

Citing its sources, the paper says that the government is going to
request a sum of around ~@532 million for activities in the irrigation
system. The authorities expect to get the grant in the form of money
and finish the work in 2025, adds the paper.

“Europe will in all likelihood approve the grant, with the signing of
the European Association Agreement looming ahead. The existing opinion
is that Europe doesn’t consider this a ‘bribe’; it is really confident
that the money will help Armenia to really launch reforms in line with
the essential standards of the European civilization,” says the paper.

Why Isn’t Audit Conducted In "Multi Leon", "Armenia Wine", "Mika Cem

WHY ISN’T AUDIT CONDUCTED IN “MULTI LEON”, “ARMENIA WINE”, “MIKA CEMENT” AND OTHERS?

As per findings published by the RA Ministry of Finance on 23 August, a
number of organizations stubbornly do not want to undergo the mandatory
audit. Only 642 out of 941 big companies passed the auditing. The list
of those organizations include “Multi-Leon” “Great Valley”, “Armenia
Camper Project”, “Manana Grain”, “Armenia Wine”, “Spayka”, “Mika
Cement”, “Valencia”, “Zeppelin Armenia” companies. In the interview
with “Aravot”, the representatives of “Armenia Camper Project”,
“Valencia” and “Zeppelin Armenia” companies assured that they have
passed the audit. And the Finance Director at “Zeppelin Armenia”
company Serine Aleksanyan added,- “The audit was conducted by the
“Price Voter”, but their manager on a business trip, therefore we
have not publish.” The office manager at “Spayka” CJSC explained that
the audit process is underway. While, “Manana Grain” refused to give
any comments. The companies with more than 1 billion drams revenue or
actives must present the findings of the audit by July 1. The companies
that do not pass audit are deprived of participation in public tenders.
