YEREVAN AND ST. PETERSBURG SHOULD RESUME THEIR ECONOMIC AND TOURISM LINKS: SHAPKIN

YEREVAN, October 15. /ARKA/. Yerevan and St-Petersburg need to
rehabilitate their historic economic and tourism relations, head of
St Petersburg committee for tourism Alexander Shapkin said.

Shapkin expressed hope his city’s tourist companies will be represented
in Armenia and Armenian tour operators will have their rep offices
in St. Petersburg.

“Armenia is a very beautiful, very picturesque, hospitable, friendly
country, and it is a pity Armenia’s is deprived of attention from
Russian tourists”, Shapkin told ARKA.

Shapkin said there were package tours to Armenia for Russian tourists
even 20 years ago. St Petersburg in its turn can offer a lot of new
and interesting to Armenian tourists, Shapkin said.

Head of development and investment programs of Yerevan Municipality
Armen Harutiunyan, in his turn, said there is an agreement of
cooperation between the two cities and a new format of communication
between the two municipalities and businessmen.-0–

“Ancient Iranian game Polo has been famous also in Armenia and India,”
the executive director of the IRI Cultural heritage office Fahrad
Nazari has told to IRNA Iranian news agency.

Recently the Hamzeh Ilhani Zadeh, the chairman of IRI polo federation
had reported that after the attempt of appropriating the name of
Iranian poet Nizami Gyanjavi the Azerbaijani try to do the same with
the ancient Iranian game polo and for this reason have already applied
officially to UNESCO.

Fahrad Nazari touched upon the above mentioned fact and stated that
the ancient Iranian game Polo was spread both in Armenian and in India
and added, “Azerbaijan has presented the game Polo to UNESCO with
the following formation, “Polo is local game of Nagorno Karabakh”:
that is to say Azerbaijan has formed the application so as if Polo
has been a game peculiar for Nagorno Karabakh region and it has then
been spread to other regions as well.”

There are many disagreements between the Iranian and Azerbaijani
relations recently. According to Iranian side, Azerbaijan presents
not only the poet Nizami Gyanjavi as an Azerbaijani but also the
musical instruments as well as polo sport game. All these cause
dissatisfaction among the Iranian authorities and artists.

Polo is a group sport game which is played with rods and balls. The
participants are horsemen who are divided into two groups and who
try to conquer the gates of the rival by the help of special rods
and a ball.

TOURISM INDUSTRY EXECUTIVES FROM ARMENIA AND RUSSIA’S ST. PETERSBURG MEET IN YEREVAN FOR ROUND-TABLE DISCUSSION

YEREVAN, October 15. /ARKA/. Tourism industry executives from Armenia
and Russia’s St. Petersburg met today in Yerevan for a round-table
discussion on how to boost mutual tourist visits.

“This is a step that may make bilateral relations in tourism area
closer and that gives an opportunity for establishing new ties
and exchanging experience,” Maria Baghramyan, head of Yerevan
municipality’s division in change of tourism, told ARKA News Agency.

“We are planning to organize fun trips and press tours in the future
to make Yerevan more attractive for Petersburgers,” she said.

Some 30 representatives of Armenian travel agencies, hotels,
restaurants, education establishments training specialists in tourism
and editors of tourist magazines were present at the meeting.

At the round-table discussion, St. Petersburg was presented as a
tourist product that will be interesting to Armenian tour operators.

Russia Needs Allies, Armenian Ex-Ambassador Says

RUSSIA NEEDS ALLIES, ARMENIAN EX-AMBASSADOR SAYS

In an interview with Tert.am, a former Armenian ambassador to Russia,
Suren Sahakyan, addressed the recent statements that Armenia is not a
welcome guest in the Customs Union, as well as the possible benefits
that the country would gain in case of acceding to the organization.

Mr Sahakyan, you are a proponent of Armenia’s accession to the
Customs Union. The Armenian society showed – to say the least –
varied responses to the Armenian and Russian presidents’ statement
on Armenia’s accession to the Customs Union.

I agree that the Armenian society did show varied responses to that
statement. But I would like to address the economic aspect of the
issue. In analyzing any matter we should consider the “pluses” and
“minuses.” Unfortunately, no one has made such an in-depth analysis in
Armenia. The so-called “gas arguments” are mostly being put forward
or moral values or corruption are being talked about, whereas the
Customs Union is, first of all, an economic phenomenon. It should
first of all be views from the following aspect: will Armenia benefit
from it and what benefits they may be.

The Polish ambassador to Armenia recently made a rather fiery speech,
stating that, if Armenia initialed an Association Agreement with
the European Union (EU), it would have an annual income of US $150
million in two or three years. I should note that after joining the
Customs Union US $150 million will flow into Armenia’s economy due
to the natural gas that will be supplied to Armenia at a fair price,
which is a “plus.” If we do not join the Customs Union, but move in
the European direction, which, I think, is quite vague, because the EU
has its owns problems, including those with Romania and Hungary. Given
the fact that we are purchasing the Russian gas at the same price as
Europe does, it is a “minus.”

I think we should also consider the Customs Union’s benefits in
the context of labor laws. It is common knowledge that thousands
of Armenian citizens are working in Russia. After Armenia joins
the Customs Union, they will enjoy all the rights citizens of
the other member-nations. And we have specific documents to this
effect. The same social guarantees are in question as well. For
example, jobseekers will not have to fill in immigration forms. The
current registration regime will be abolished. That is, we can make
the people’s life much easier. In any case, they are in Russia, and
if we do not accede to the Customs Union, we will create difficulties
for them. Also money transfers to our country, which are essentially
fueling Armenia’s economy. The Customs Union member-states are close
to Armenia in terms of culture, technologies, markets and standards. I
wish our economists or politicians, who are proponents or opponents
of Armenia’s accession to the Customs Union, cited concrete figures
for society to see the figures.

Regarding the ideological aspect, I do not think that the Customs
Union member-nations – Russia, Belarus and Kazakhstan – do not seek
high standards of panhuman values, human rights and democracy. All
the nations are seeking. All the nations are seeking them. However,
if a country is not prospering, any panhuman or democratic values
are not worthy speaking of.

Don’t you rule out the possibility that nobody is waiting for us
in the Customs Union? Many analyst think [President] Serzh Sargsyan
wouldn’t have made the September 3 statement if not [the plan] for
initialing the Association Agreement in Vilnius.

As for the analysts, most of them – and that’s the practice around
the world – they receive commissions from specific centers. The
independent, unbiased analysts, so to say, are very few in number. So
given this struggle for dominance in the world and the cheap resources,
it is important to consider who that analyst is, and who preceded
him or her. And I think it is very natural for each of the sides to
use ideological, analytical and other fronts.

Now let us return to the statement that “they are not waiting for us”
in the Customs Union. Let us take Russia, the most powerful country
in the Customs Union, and its dynamics. [First President] Boris
Yeltsin handed over power with a state budget of 20 billion Roubles;
[his successor] Vladimir Putin increased that amount to 500 billion
Roubles in the course of ten years.

Russia needs allies; it is very difficult to get along in the world
without allies. Obviously, Armenia is not only an economic partner
but also a geopolitical ally for Russia. Armenia needs Russia to feel
more confident in the South Caucasus, and Russia has proven that this
region is of vital importance for it. Hence, Russia is interested to
have Armenia next to it as a partner. So why should Russia ban our
[entry] to the Customs Union? In terms of resources, Armenia is of no
interest to Russia because Russia itself is a challenging country for
the world due to its resources. All aspire to [gain access] to the
Russian natural resources, and they wish to acquire them at prices
as cheap as possible. So, I repeat again, what’s the point?

So you rule out the possibility that Armenia will not accede to the
Customs Union?

I rule out the possibility that if Armenia accedes to the Customs
Union, Russia will repel it. I think that’s a comfortable situation
in a sense that alliance can be concluded in normal conditions,
allowing for logical dividends.

And another question is, why should Europe need us? To the best of my
knowledge, we are not economically important for them either Europe
needs us to undermine Russia’s position if the South Caucasus. And
after Russia is pushed back from this region, we will be of no interest
to Europe.

Mr Sahakyan, Georgia is nonetheless heading towards Europe.

Georgia has obviously stood out with positive trends over the past
years, and the Georgian authorities manage to ensure a high salary for
employees of the government sector thanks to bonuses from abroad, and
they demand that they mutually have a normal attitude to the people.

But let’s have a look at the economy of Georgia. They have lost
their brand markets. And to bring each brand back to the market, huge
amounts of money are necessary. The Georgian [mineral water] Borzhomi,
bay leaf etc. no longer go to the Russian market in the volume they
might go. So what prevents Georgia from doing what it is doing now:
developing economically on the one hand and continuing the practice
with officials by giving them high salaries and making demands?

Demands for anti-corruption measures and a normal attitude to the
people? Was the internal mentality the hindrance …? They every year
get huge sums for the maintenance of the state machinery; what if
they come to a halt one day? What’s the structure of Georgia’s society?

They used to have an enterprise of chemical additives, and Greece had
an aluminum plant and other enterprises, but because the EU exercises
a strict control, the Greeks do not have an aluminum plant any more.

So all they are supposed to do is to produce tomatoes. This leads
to a change in the society’s social structure. This is, by the way,
an issue of key importance for the state. When Armenia is declared a
country delivering services, we’ll lose our scientific potential, our
engineering potential, and engage ourselves only in agriculture and
services such as mountain skiing, tourism and restaurants. But those
branches do not represent the powers of the country; the society’s
potential is determined first of all by the high-quality potentials
of the human resources doing scientific, medical and development work.

We got rid of the USSR, having an intellectually powerful and skilled
society, and we wasted that in the course of twenty years. Why?

Because people are not in demand today; they are unemployed.

And will they be in demand after the accession to the Customs Union?

And why not? I don’t even address the security issue [and don’t even
question] whether Europe guarantees our security; I take purely
an economic outlook, i.e. – whether Armenia is of any interest
to a foreign investor. Or is Ukraine more attractive in terms of
investments? [It has] after all a cheap labor force, very close
communication channels and huge markets. So where will the investor
go? But they won’t go even there. Let me note that investments have
been recently the basic trend in Russia and China. We, on the contrary,
are trying to detach ourselves from that. Will the European investors
come to Armenia to build plans or will a generation of engineers
or scientists emerge here? Did they go to Georgia? There too, hotel
businesses and services in the seaside regions basically appear to
be the sectors attracting investments; and the main investor is Turkey.

Let us bear in mind that in case of not joining the Customs Union,
we’ll see a drastic surge in the prices of energy carriers; any
investor will take this into account. If it is higher from the prime
cost of his own product, why should he come to us, to a country which
has communication problems and closed borders, and is in a risk zone
in terms of armed conflicts etc?

So we received a proposal Armenia couldn’t reject?

And what prevents us from rejection? If the problem about the rejection
is that you have to prove you are very proud and super-independent,
that’s not a sober approach. If you calculate your ‘pluses’ and
‘minuses’ and see the former are more, then I agree with the
structuring of the question that we received a proposal which was
very difficult to reject.

On 15 October President Sahakyan participated in the second session
of the 3rd Conference of the European Armenians held at the European
Parliament and delivered a speech there, Central Information Department
Of The Office Of The Artsakh Republic President reported.

Bako Sahakyan touched upon issues related to state building process
in Artsakh, the country’s foreign policy, the Azerbaijani-Karabakh
conflict settlement and regional trends.

According to the President, cooperation with European Parliament
is highly demanded both for the European Armenian organizations
and Artsakh.

Bako Sahakyan stressed that the official Stepanakert is genuinely
interested in the development and strengthening of relations with
Europe considering European countries as friendly states.

Catholicos of the Armenian Apostolic Church’s Great House of Cilicia
Aram I, Chairman of the Armenian National Assembly Hovik Abrahamyan,
NKR Deputy prime Minister Arthur Aghabekyan, NKR Foreign Minister

CHOC CULTUREL : DEUX SYNDICATS ARTISTIQUES EN ARMENIE EN ” MODE PRE-ELECTORAL ”

Deux grands syndicats embrassant un grand nombre d’intellectuels en
Armenie vont tenir des elections de leurs dirigeants, ce qui represente
un autre debat au sein de ces organisations.

Le 20 octobre sera organise le congrès extraordinaire de l’Union des
ecrivains armeniens avec l’election de son president a l’ordre du
jour. Le poste de president de l’organisation est devenu vacant après
le decès de son titulaire precedent, Levon Ananyan, le mois dernier.

Et le 26 Octobre c’est l’Union des compositeurs et musicologues
d’Armenie qui doit se reunir pour elire son chef.

Environ 30 jeunes compositeurs armeniens travaillant dans et hors
du pays ont publie une declaration mardi montrant leur preoccupation
quant a la ” situation desesperee ” qu’ils pretendent qu’il règne au
sein de l’Union depuis des annees.

Selon les auteurs de la declaration, c’est la deuxième fois que le
president Robert Amirkhanyan de l’Union mène des elections avec un
retard de près de trois ans et le dernier congrès qui a eu lieu en
2009 n’a meme pas elu un nouveau conseil. Ils font valoir qu’une
telle situation equivaut a une ” règle en solo ” de la structure.

” En raison des politiques regressives menees ces dernières annees un
certain nombre de jeunes compositeurs ont juge insense de se joindre
a l’Union des Compositeurs, car elle est depourvue de vues modernes,
d’initiatives creatives et n’a pas de système juridique ” disent-ils
dans leur lettre. Ceux qui ont signe demandent aux membres de l’Union
de voter pour le candidat de ” l’opposition ” lors de la convention. ”
Sinon, la question du changement de generation continuera a demeurer
pertinent, ce qui rend les activites de l’Union insensees dans le futur
” ecrivent-ils.

Les jeunes compositeurs ont declare qu’en reponse a leur mouvement de
protestation le president actuel Robert Amirkhanyan les a qualifie de
” miserables ” et dit qu’il s’agissait d’une ” provocation “.

Quelques-uns des jeunes compositeurs ont declare aux medias mardi
qu’ils voulaient que le president de l’Union des Compositeurs change
et qu’ils seraient en faveur d’un chef de file a l’exception de Robert
Amirkhanyan, car il ” règne d’une seule main “.

” Deja l’an dernier, nous avons demande une campagne d’adhesion a
l’Union, mais nous n’avons pas recu de reponse jusqu’a aujourd’hui.

L’Union des Compositeurs a ete etabli principalement pour s’unir
et encourager les jeunes compositeurs, mais elle ne parvient pas
a atteindre son objectif ” a declare le jeune compositeur Ernest
Dulgaryan.

Pendant ce temps, a l’Union des Ecrivains le president par interim
de l’organisation Edward Militonyan a dit que chacun des 525 membres
de l’Union (dont 368 sont des ecrivains d’Armenie, 43 sont issus du
Karabagh et 96 des communautes armenienne a l’etranger) pourrait etre
nomme. Il a dit que que dans le but d’assurer la participation des
ecrivains d’Armenie et de l’etranger a ete decide d’accepter des
nominations jusqu’au 16 octobre. L’etape de mise en candidature,
a-t-il dit, comprend la possibilite de publier les dispositions de
son programme dans le ” journal litteraire “.

Alors que les deux syndicats se preparent a elire leurs dirigeants,
l’ecrivain et publiciste Merujan Ter-Gulanyan a dit que de nos jours,
ils ne jouent pas un rôle particulièrement important pour les artistes
et leur presence et sont, en fait, inutiles.

” Nous vivons dans un pays different aujourd’hui. Il est loin le temps
où l’Etat financait les syndicats creatifs, les livres publies (comme
seul l’Etat avait cette possibilite), les commandes passees pour les
livres. Mais aujourd’hui, on ne finance ou passe des commandes pour
les livres, vous pouvez ecrire ce que vous voulez et avoir vos livres
publies avec les moyens dont vous disposez. Les ecrivains de l’Union
d’aujourd’hui n’ont pas de fonds suffisants pour publier des livres,
ce sont les memes preoccupations que les compositeurs ” a dit Merujan
Ter-Gulanyan.

Visite De Travail Du Matenadaran Chez ARAM A Marseille

VISITE DE TRAVAIL DU MATENADARAN CHEZ ARAM A MARSEILLE

La direction du Matenadaran de Erevan vient d’effectuer une visite
de travail au sein d’ARAM du 7 au 11 octobre. La delegation etait
composee de M. Hratchya Tamrazian, directeur ; de M. Gourgen Gasparyan,
responsable des numerisations et directeur adjoint du musee d’art et
de litterature d’Erevan, ainsi que de M. Ara Khelmazyan, responsable
des archives et de la restauration des manuscrits du Matenadaran.

C’est Christian Varoujan Artin qui a dirige cette visite au sein
d’ARAM. Cette première rencontre de travail fait l’objet d’un rapport
de synthèse de la collaboration entre les deux parties. La question de
la perennite de la memoire armenienne pour la diaspora a ete abordee
ainsi que celle du centenaire de 1915.

Cette visite s’inscrit dans le cadre de l’accord de cooperation et
du partenariat scientifique etablis en septembre 2012 a Erevan entre
le Matenadaran et ARAM. Les responsables du Matenadaran et d’ARAM
ont durant une semaine examine physiquement les fonds et collections
d’ARAM dans l’objectif de :

faire des constats d’etats des differents types de documents,

debuter le recolement du fonds, et en particulier des documents
manuscrits,

signaler les elements remarquables du fonds ARAM. Le Matenadaran
a constate la grande diversite et de la richesse documentaire
des collections du fonds ARAM, notamment sur le contenu de la
bibliothèque, sur le fonds de journaux et de revues dont la collection
Haratch/Missakian. Le fonds iconographique a egalement ete etudie
avec attention. Le Matenadaran a souligne le caractère unique de la
serie de pièces qui forment le fonds “Patriarcat des Armeniens du
Sud de la France” ainsi que le fonds “Camp Oddo et refugies”.

ARAM a confie aux representants du Matenadaran des documents manuscrits
pour qu’ils fassent l’objet d’une restauration optimale :

1 cahier original de 8 pages manuscrites, le brouillon des statuts
etablissant l’association compatriotique des armeniens de Cesaree a
Marseille, date de 1928.

1 liasse de 50 pages manuscrites, un texte sur “La femme armenienne”.

1 brouillon de pamphlet de 20 pages, date de 1931.

1 carte de visite, a l’en tete de Teotig, signee et manuscrite par
Nechan Bechiktachian et adressee a M. Tokatlian, hôtel de Smyrne,
Marseille, datee et timbree.

3 cahiers manuscrits, de 30 pages chacun, format 21 x 30, contenant
des retranscriptions de partitions de Charagans en notation Khazes.

1 bulle du Primat des Armeniens Catholiques du Patriarcat Armenien
de Cilicie, Boghos Bedros XI Emmanuelian, datee entre 1900-1904,
(document de grand format, 120 cm x 80 cm, etat très degrade du
support et de l’ecriture, necessitant une restauration immediate).

Cette pièce va rejoindre la recolation en cours au Matenadaran des
manuscrtits du Monastère de Bzommar, Liban.

1 cahier manuscrit de 80 pages, relie, comportant plusieurs serie de
texte ecrit en caractères armeniens et en transliteration phonetique
de l’arabe syrien, la première partie est identifiee comme etant
un traite d’interpretation des reves, les pages suivantes semblent
contenir des sujets esoteriques. Au Matenadaran, ce cahier doit etre
traduit en armenien et recomposer en caractères arabes ; il pourra
faire l’objet d’une edition avec une traduction francaise. Une seance
de travail a ete dediee specifiquement aux technologies numeriques,
a la numerisation, aux indexations, aux stockages et aux manières de
diffuser l’information dematerialisee.

Une rencontre avec les associations de l’aire marseillaise a egalement
ete organisee le jeudi 10 cotobre dans les locaux d’ARAM dans le but de
presenter la direction du Matenadaran et l’institution. Une quarantaine
de personnes etaient presentes pour ecouter des responsables du
Matenadaran et d’ARAM. La soiree a debute avec la projection d’un film
documentaire sur la construction du nouveau bâtiment du Matenadaran.

Puis M. Hratchya Tamrazyan a pris la parole pour exposer la strategie
du Matenadaran en matière de recherche et de collectes de documents
anciens, dans le but de sauvegarder le patrimoine culturel des
armeniens. Plusieurs exemples ont appuye ses arguments sur le fait
que la conservation d’un document ancien pour un particulier mettait
en danger l’integrite du document et de sa valeur pour le patrimoine
historique armenien.

M. Gourgen Gasparyan a ensuite rappele le rôle essentiel de la
collaboration avec ARAM sur le plan des echanges d’experiences
et l’avancement d’ARAM dans la numerisation et la diffusion par
internet des contenus. Il a souligne que les divers centres de la
memoire armenienne devraient etre en reseau pour unir leur effort a
ceux d’ARAM.

M. Ara Khelmazyan a quand a lui insiste sur le fait que le patrimoine
armenien doit etre preserve et que le Matenadran est l’institution
scientifique qui permet a l’ensemble des armeniens de conserver et
d’etudier ce patrimoine.

Enfin, Christian Varoujan Artin a conclu ces prises de paroles qui
furent suivies de plusieurs questions et suggestions de l’auditoire
avec un echange constructif entre les participants. Un aperitif a
chaleureusement cloture cette soiree.

former CAA literary agent Michael Peretzian; film producer Robert
Papazian (Rome); novelist Aris Janigian (This Angelic Land), and
Emmy-winning TV producer Hank Saroyan. More VIP panelists will be
announced closer to the event. The panel will be moderated by ADAA
Founder, writer/producer Bianca Bagatourian.

The panel is a rare opportunity to learn key strategies straight from
current industry leaders. A wine and cheese reception will follow.

On the same evening, ADAA will be presenting the 4th Biennial Lillian &
Varnum Paul 2013 Screenwriting Award. Finalists for the $10,000 prize
are: “1915,” by Garin K. Hovannisian & Alec Mouhibian; “The 13th Image,”
by Yervand Kochar in collaboration with Jeani Di Carlo; and “The Second
Journey,” by Levon Minasian & Eric de Rocquefeuil. The three finalist
screenplays are being evaluated by an esteemed honorary jury: Anahid
Nazarian (Producer, American Zoetrope Productions), Michael Goorjian
(Emmy-Winning Actor) and Hank Saroyan (Emmy Winning TV Producer).

The Lillian and Varnum Paul Screenwriting Award is administered by ADAA
through the generosity of the Paul Family through the Western Diocese of
the Armenian Apostolic Church, under the auspices of His Eminence
Archbishop Hovnan Derderian, Primate of the Western Diocese.

The Turks are preparing to smother the 100th anniversary of their
Holocaust against the Christian Armenians of the Ottoman Empire in 1915

To other, earlier refugees. The Turks are preparing to smother the
100th anniversary of their Holocaust against the Christian Armenians
of the Ottoman Empire in 1915 with commemorations of their victory
over the Allies at Canakkale (Gallipoli) the same year. But each month
brings yet further proof – in the testimony of Westerners – of what
Turkey still officially denies: that the genocide of the Armenians was
a fact of history.

Now come the memoirs of Alec Glen, a British army doctor of the
1914-18 war – written privately for his sons, but published by his
family – which record the further agony of the Armenians.

Entitled In the Front Line: A Doctor in War and Peace, Dr Glen’s
account includes the fate of the Armenians of Caucasia as the Turks
tried to spread their pan-Turkic rule to the east in 1918 – after the
original massacre of one-and-a-half million Armenians three years
earlier. Marching through north-western Iran towards Baku, Dr Glen
writes of how his British-Indian force began to pass several thousand
Armenian refugees in a day.

`It was an amazing and tragic sight … now and then we passed at a
roadside a dying person, or one already dead and half-eaten by dogs
and jackals… we lifted some of the younger ones who might recover on
to the mules and carried them forward to the next village.

`Salisbury Craig [a fellow British doctor] told me later that he
attended an old refugee in the road who, before he died, gave him a
leather belt full of sovereigns, which he asked him to spend to help
the refugees.’
