“The situation of “no war, no peace” is more convenient for some of
the OSCE Minsk Group member countries,” according to the official
website of the Iranian Embassy to Azerbaijan Mohsun Pakayin, the
ambassador of Iran said.

The ambassador of Iran to Azerbaijan in an interview given to gyun.az
referring to the settlement of Nagorno Karabakh conflict said, “The
situation of “no war, no peace” is more convenient for some of the
OSCE Minsk Group member countries which are situated out of region as
they sell weapons to the sides of the conflict, consequently it
doesn’t seem that they have a desire to solve the conflict.”

Referring to the possibility of Iran’s involvement in mediation
mission of Nagorno Karabakh conflict ambassador Pakayin noted, “Iran
has developed a program on resolution of Nagorno Karabakh conflict,
however the program will be useful only if Armenia and Azerbaijan
support it. As long as they don’t support it Iran is not going to make
it public.”

Note that Mohsun Pakayin recently gave another interview to the
Iranian Khabaronlin.ir website. The journalist reminding about the
announcement of Azerbaijani PM, Ali Ahmadov that his country is ready
to launch a war against Armenia asked the Iranian ambassador whether
it is possible that under such escalated circumstances Iran as a
regional power can act as a mediator.

“After the ceasefire agreement of 1994 till 1997 Iran played an active
role in the resolution of the conflict. Iran conducted a balanced
policy in regard to Nagorno Karabakh conflict; it developed its
relations with Armenia as well as Azerbaijan,” Pakayin said.

“Together with its balanced policy Iran followed the military
situation of the region. This approach is an important achievement of
Tehran’s regional policy as in this case if it becomes necessary Iran
can act as a mediator,” Iranian ambassador to Azerbaijan stated.

Ambassador Pakayin said that the improvement of relations between Iran
and the West can contribute to the resolution of Nagorno Karabakh
conflict.

The Armenian National Committee of America- Western Region (ANCA-WR)
has been hard at work discussing and promoting the new, groundbreaking
Armenian Genocide Truth and Justice Act (H.Res. 227). As a result,
Armenian-Americans across the country have been calling on their
members of congress to join in support of H.Res 227. The Resolution,
Introduced by Rep. Adam Schiff (D-CA), Rep. David Valadao (R-CA), Rep.
Michael Grimm (R-NY), and Rep. Frank Pallone (D-NJ), calls on
President Barack Obama to shed light on the United States record on
the Armenian Genocide.

This new resolution, unlike previous resolutions, asks for the Obama
Administration to acknowledge the United States record of the first
genocide of the 20th century, as a precursor to fostering better
Turkish-Armenian Relations. The resolution also highlights the past
record of statements on the Armenian Genocide dating back all the way
to the Wilson Administration. H.Res 227 already has a growing list of
co-sponsors, because it calls on working towards lasting and durable
Armenian-Turkish relations with the full and just recognition of the
Armenian Genocide by Turkey.

“It’s a different approach to the age old question,” said ANCA WR
Executive Director Elen Asatryan. “There needs to be a just
acknowledgement of the Armenian Genocide by the Obama Administration.
Without a clear and just resolution to the Mass murder of 1.5 million
Armenians, a lasting peace between the Turkish and Armenian people is
near impossible.”

Paris mayor candidate Anne Hidalgo from the leading Socialist party
announced that Turkey would not be able to join the European Union as
it did not recognize Armenian Genocide.

As Turkish media inform, the politician said: “It is a precondition
for me without which Turkey can not join the EU”.

The mayor candidate also reminded that she was for the law of
criminalizing the Genocide denial and Pres. Hollande promised to
accept a bill which “will not be denied by the Constitutional
council”.

“Dramatic and tragic history denial will not let create something
new”, Idalgo said.

She underlined that if she is elected as Paris mayor, the events
devoted to the 100th anniversary of Armenian Genocide, will be
continued.

Chalon-sur-Saône : Une famille menacée d’expulsion bénéficie d’une
manifestation de soutien

Une trentaine de militants du Réseau Education sans Frontières se sont
rassemblés le mardi 28 janvier devant le tribunal de Chalon, pour
soutenir une famille arménienne. Déboutée du droit d’asile, elle
risque également de se voir expulsée de son logement.

La famille Djangoyan pourrait se voir expulsée de son logement, alors
qu’elle s’apprête à déposer une nouvelle demande de régularisation.
L’affaire est assez symbolique des difficultés que connaissent les
déboutés du droit d’asile, c’est à dire 80% des demandeurs.

Depuis 5 ans, la famille Djangoyan cherche un peu de répit en France
Cette famille de petits paysans, éleveurs, a dû quitter l’Arménie car
ils ont été spoliés, molestés et menacés de mort. La famille Djangoyan
(M. Chilin et Mme Hasrat Djangoyan et leur fils Tital) occupe
actuellement à Montceau-les-Mines un logement mis à disposition par le
Centre d’Accueil des Demandeurs d’Asile (CADA). Leur demande d’asile
ayant été rejetée, le préfet de Saône-et-Loire a saisi la justice pour
les expulser de ce logement.

Rebondissements judiciaires

Ce référé intervient après plusieurs échecs de la Préfecture. Par
trois fois, la justice administrative a annulé l’obligation de quitter
le territoire signifié à la famille Djangoyan. Motif : l’Arménie n’est
pas du tout un pays sûr pour elle. Ne bénéficiant plus d’un droit
d’asile, ces petits éleveurs ne retourneront plus en Arménie,

Délai pour une nouvelle demande de régularisation via la circulaire Valls 2012

Mardi 28 janvier au matin, l’affaire a été renvoyée sous huit jours.
Le délai va être mis à profit pour déposer une nouvelle demande de
régularisation.

La circulaire Valls du 28 novembre 2012 permet à des étrangers en
situation irrégulière peuvent obtenir un titre de séjour en
remplissant certains critères, tels que 5 ans de présence sur le
territoire français, la prise en compte de considérations humanitaires
(le père est soigné après un infarctus), des talents reconnus (Tital
est champion de bourgogne de boxe anglaise, inscrit dans un club
montcellien)

Le sort de cette famille sera donc bientôt entre les mains du nouveau
préfet de Saône-et-Loire, Fabien Sudry. Quand au Ring Montcellien, le
club de Tital, il organise le 19 avril une grande soirée de boxe pour
soutenir la famille Djangoyan.

Armenians in Syria, After the Conflict

“Integration not fusion,” has been the slogan of the Armenian diaspora
since being the target of genocide at the hands of the Ottoman Empire
nearly a century ago. But since the start of the Syrian conflict, the
Armenian community in Syria has felt increasingly patriotic, despite
the fact that the fighting has displaced thousands of them.

“I feel both envious and proud when I see the Syrian diplomatic
delegation. I wish I could get the chance in the future to defend my
country with my words and my mind. Our Syria deserves our utmost love,
diligence, and sacrifice,” wrote Syrian-Armenian activist Kivork
Almasian, 27, commenting on the Geneva II talks on his Facebook page.

In May 2011, Harut, 25, Kivork’s brother, was kidnapped with his
girlfriend by Liwaa al-Tawhid, which contacted his family to demand a
ransom of $40,000. The family convinced the kidnappers to bring the
figure down to $12,000.

Kivork said, “The massacre we face today is similar to the one our
ancestors suffered at the hands of the Turks.”Harut and Kivork’s
father went to the al-Dan region in Idlib to pay the ransom and get
his son back. Harut had been tortured, both physically and
psychologically, according to Kivork. The family then left to Lebanon.

Kivork holds a degree in political science. He has been visiting
Damascus more and more frequently. He certainly does not want to stay
in Beirut, and has hopes of returning to his hometown of Aleppo soon.

Three years into the Syrian crisis, Armenians of different
denominations – Orthodox, Catholic, and Evangelical – have received
their “fair” share of suffering, murder, kidnapping, and displacement
because of the conflict, just like the rest of the Syrians.

But the Armenians also discovered that Syria is their home rather than
their “host country.” In truth, the Turkish involvement in the Syrian
war has reinforced this sentiment. Kivork said, “The massacre we face
today is similar to the one our ancestors suffered at the hands of the
Turks.”

Kivork said that “integration, not fusion” is a slogan that Armenians
in the Arab Levant have lived with for decades. However, he argued,
“The war in Syria has shown that this is not true, because my home is
Syria and my allegiance is to it.”

He said that many of his friends who fled to Armenia after the war
could not acclimatize, adding, “We, as Syrians, are different from
Armenian society. Our culture is different. Even Syrian-Armenian
students ended up raising the Syrian flag in the schools they went to
in Armenia.”

The number of Syrian Armenians before the conflict was estimated to be
80,000, of whom up to 80 percent lived in Aleppo, 10 percent in
Damascus, and 10 percent in Deir al-Zour, Hassakeh, Qamishli, and
al-Raqqa. The bloody events, especially in Aleppo, forced them to flee
to other areas within Syria including Damascus, Latakia, and Tartous,
or to Lebanon and Armenia.

Anthony Bardkjian, 24, is continuing his education in Yerevan. He
said, “I live here like an expatriate. I need time to adjust. Since my
childhood, I have identified with both Armenia and Syria.” Although he
is not optimistic and does not think things will improve anytime soon,
especially in Aleppo, he said, “I will return when I feel that the
danger is gone, because my livelihood, my home, and many other things
are there.”

Since the outbreak of the war, the Armenian Orthodox Patriarchate of
Aleppo has been trying to continue its social and humanitarian
activities, such as caring for orphans, the elderly, and the poor.
Gerayr Rissian, spokesperson for the Patriarchate, told Al-Akhbar,
“The schools, universities, culture clubs, and charities are still
operating, albeit at a smaller pace.”

Rissian refused to characterize the Armenians’ exit from Syria as
“immigration.” He said, “We do not think of it this way because the
majority have left temporarily, and will return as soon as the crisis
is over.” He put the percentage of Armenians displaced at a quarter to
a third of the total number. Concerning the causes of their flight, he
said, “Many have lost their businesses. Factories and warehouses in
the industrial area, al-Midan, al-Arqoub, and Sheikh Maqsoud have been
completely looted.”

For her part, Maria has not left Damascus since the beginning of the
conflict. She still teaches at a school in the Syrian capital. She
said, “I never felt that I had to leave.”

Maria continued, “After this war, Syrian-Armenians felt more Syrian
than Armenian. Armenian schools remain open; scouts clubs and cultural
associations are trying to step up their activities, and charities
continue to supply rations and medical supplies for needy families.”

Meanwhile, like many other historical churches that have been
ransacked by extremist groups, three Armenian churches have been
destroyed in Aleppo, Deir al-Zour, and al-Raqqa. Despite their
relatively small numbers in Syria, Maria said, ” Armenians have
suffered like all other communities in Syria. Many businesspeople and
industrialists lost their businesses, not to mention the martyrs,
wounded, abductees, and refugees.”

The war has pushed Armenians to integrate more and more into a society
that they had already been integrated into. Maria, for instance, is
involved in relief work with NGOs and relief committees that
distribute aid to Armenians and others. Moreover, many young Armenians
have enlisted with the army and the National Defense Forces, in
addition to popular committees that sprang up in their areas of
residence to defend their neighborhoods.

According to an Armenian source, dozens of Armenian soldiers have been
killed in combat, in addition to many more Armenian civilians who died
from shelling or sniper fire in Aleppo. According to the same source,
up to a hundred Armenians have been kidnapped in the Aleppo
governorate alone; they are still unaccounted for.

Meanwhile, like many other historical churches that have been
ransacked by extremist groups, three Armenian churches have been
destroyed in Aleppo, Deir al-Zour, and al-Raqqa. In the latter case,
militants from the Islamic State of Iraq and Syria (ISIS) set fire to
the church and took down the cross from the top of the church tower,
replacing it with ISIS flags.

Syrian-Armenians like to emphasize their Syrian identity. They say
that they have lived in Greater Syria since before Christ. True, their
numbers increased greatly after the Armenian genocide, but Armenian
convoys had always passed through Syria, including through areas like
Deir al-Zour and al-Raqqa.

Syrian-Armenians have called the area where they now live, near the
Armenian capital Yerevan, New Aleppo. In effect, it is Armenia that is
a host country for Syrian-Armenians, pending their return to their
real home, Syria.

Azerbaijan will have five representatives–who are not Azerbaijanis–at
the 2014 Winter Olympics to be held in Sochi, Russia.

The representatives of Azerbaijan will be awarded $510,000, $255,000
and $130,000 should they win a gold, a silver, or a bronze medal,
respectively, in Sochi, Haqqin.az reports.

The 22nd Winter Olympics will be held from February 6 to 23. NEWS.am

Le premier ministre turc Recep Tayyip Erdogan a appelé Angela Merkel à
appuyer la demande d’adhésion de la Turquie à l’Union européenne,
aujourd’hui, mais rien n’indique que la chancelière l’ait entendu.

Lors d’une visite en Allemagne ternie par les critiques européennes
contre la répression des manifestations de la place Taksim d’Istanbul,
l’an dernier, et contre la récente purge du système judiciaire et
policier, Recep Tayyip Erdogan a estimé que le soutien de Berlin à la
candidature turque n’était “pas à la hauteur”. “Nous attendons
davantage. Je voudrais vous rappeler que la communauté turque en
Allemagne est plus importante que la population de nombre de pays
européens”, a déclaré le Premier ministre avant son entretien avec
Angela Merkel à Berlin.

La chancelière, qui ne fait pas mystère de ses réticences à voir la
Turquie entrer dans l’UE, n’a guère semblé sensible à cet argument.
“J’ai insisté sur le fait que nous sommes dans un processus de
négociation qui s’achèvera certainement un jour mais n’a pas de
calendrier précis”, a déclaré Angela Merkel à la presse à l’issue de
leur entretien. “Ce n’est pas un secret, et cela n’a pas changé dans
mon esprit, que je suis sceptique sur le fait que la Turquie puisse
devenir membre à part entière”, a-t-elle ajouté.

Ankara a entamé des négociations d’adhésion à l’UE en 2005, dix-huit
ans après avoir fait acte de candidature. Le processus est depuis
ralenti par la question du statut de Chypre, dont la Turquie occupe la
partie Nord depuis 40 ans, et de la reconnaissance du génocide
arménien. Il se heurte en outre à de fortes réticences de certains
pays, dont l’Allemagne et la France.

Conscient de ces obstacles, Recep Tayyip Erdogan vient de se rendre à
Bruxelles, où il s’est entretenu avec le président de la Commission
européenne, José Manuel Barroso, et à Paris, où le président François
Hollande a apporté un soutien prudent à la candidature turque, dont
son prédécesseur Nicolas Sarkozy ne voulait pas entendre parler.

Les Arméniens des Etats-Unis soutiennent un nouveau projet de texte
lié au génocide arménien au Congrès américain

Le bureau Hay Tad (Cause arménienne) des Etats-Unis prépare un nouveau
texte de résolution de reconnaissance du génocide arménien qu’il
soumettra au Congrès américain. Les responsables de Hay Tad demandent
à tous ses sympathisants d’agir auprès des membres du Congrès pour
soutenir le vote de la résolution N°227 liée au génocide arménien. Ce
texte est déjà soutenu par un nombre important de membres du Congrès
américain dont Adam Schiff, David Valado, Mikael Grim et Franck Palone
qui demandent au président Barack Obama de clarifier sa position ainsi
que celle des Etats-Unis sur le génocide arménien. Contrairement aux
précédents textes, ce dernier demande la reconnaissance du génocide
arménien par les Etats-Unis en liant cette action dans le cadre de la
réconciliation et de la normalisation des relations entre la Turquie
et l’Arménie.

DIAMOND EXPORTATION FROM ARMENIA GROWS BY 50 %

YEREVAN, FEBRUARY 7, ARMENPRESS: Volume of diamonds exported from the
Republic of Armenia increased by 49.15 % year compared to 2012 and
amounted to 202.7 thousand carats. Custom total value of exported
diamonds exceeded 88 million dollars. According to the data of the
State Revenue Committee by the Government of the Republic of Armenia
135.9 thousand carats diamonds were exported from our country in 2012
by more than 79 million dollars customs total value. “Armenpress”
reports that it turns out that in the condition of around 50 %
increase in volume of diamond exportation its customs total value
increased by only 11 %.

Last year, the main buyers of diamonds exported from Armenia were
Belgium (95.1 thousand carats) and Russia (66 thousand carats).

According to the data of the National Statistical Service of the
Republic of Armenia, the volume of diamond production increased
by 41.2 % in the Republic of Armenia in 2013 compared to 2012 and
amounted to 94 thousand 498 carats.
