Military Actions Resumed A Long Time Ago

MILITARY ACTIONS RESUMED A LONG TIME AGO

Hakob Badalyan, Political Commentator
Comments – 12 July 2014, 16:20

In an interview with the Argentinean periodical Serzh Sargsyan
announces that he does not rule out resumption of military actions
but Azerbaijan cannot do it and being well-armed is not a guarantee
of victory.

If the Armenian side does not rule out resumption of military actions,
what does it mean that Azerbaijan cannot do it? Who has then if
resumption of military actions is not ruled out? If Azerbaijan is
going to pull the trigger whereas Armenia thinks Baku cannot do it,
then Yerevan should not think that resumption of war is possible.

Perhaps Serzh Sargsyan hints that Azerbaijan will not resume military
actions, if war starts, it will be launched by someone else. Whom
does Sargsyan mean? Turkey, Russia or the West?

Currently Russia is worried about resumption of military actions the
most. Russian experts are not hiding this, making it clear to Armenia
that if the Armenians want security, they must agree to deployment of
peacekeepers in Artsakh. Russia is trying to form CSTO peacekeeping
forces and ensure the UN mandate for this purpose.

The West is not interested in a war much because the current
arrangement and balance of forces makes it obvious that resumption
of military actions will boost Russian dominance. The West does not
believe in the option of counteraction through Turkey, especially
considering the episodes of the history of Russian-Turkish deal.

Iran is not prone to military actions either because the status quo
is the best for Tehran, and it will hardly be possible to ensure more
in case of military actions.

Resumption of military actions is not an undesirable prospect for
Turkey but it is a bit risky now because the domestic situation in
Turkey is not stable, and some foreign developments in the Near East
cause concerns in Ankara. Hence, Ankara would hardly agree to wage
a war in the Caucasus now.

Russia will not launch military actions without Turkey’s support or
at least tacit agreement. However, large-scale military actions are
meant because actions as such have already started, intensifying
since September 3.

Since September 3 Azerbaijan has been active on the border, and
losses of the Armenian side have increased. Meanwhile, it seems that
Azerbaijan should have been constrained by closer Armenian-Russian
relations since Armenia has thus gained a “scary defender”.

However, the opposite has happened. Since September 3 the Armenian
factor has been neutralized, which is the consequence of Azerbaijan’s
activity along the borders.

This allows Russia to keep the issue hot until Turkey is swayed into
giving its consent for large-scale military actions. Tension and
losses on the Armenian-Azerbaijani border are necessary to keep the
issue on the agenda. This is ensured though military actions that
resumed a long time ago.

Armenia’s Lake Sevan Is Drying Out – Newspaper

ARMENIA’S LAKE SEVAN IS DRYING OUT – NEWSPAPER

July 12, 2014 | 07:58

YEREVAN. – More than 140 million cubic meters of water already has
been released from Armenia’s Lake Sevan this year for irrigation and
energy purposes and, as a result, there is a drop in the level of
the lake, Hayots Ashkharh daily reported.

“As of July 10 of last year, Lake Sevan was 1,900 meters and 59
centimeters above sea level, which is 10 centimeters more than the
indicator for the same day this year.

“Releasing of water from Lake Sevan continues, whereas water is not
transported to the Lake from the Arpa-Sevan water tunnel.

“The water entry into Lake Sevan has dropped also as a result of
irrigation-based water intake from the rivers flowing into the lake,”
Hayots Ashkharh wrote.

More Beer Consumed In Armenia As FIFA Cup Continues

MORE BEER CONSUMED IN ARMENIA AS FIFA CUP CONTINUES

12:20 * 12.07.14

Beer, which is thought to be the world’s third most popular drink
after coffee and tea, is consumed more frequently in the summer season,
especially during football championships.

Tert.am has tried to conduct a survey among beer breweries and several
Yerevan-based pubs to know what impact the 2014 World Cup had on the
beer consumption volumes.

Ruzanna Shmavonyan, a manager at PUB 37, said beer is always widely
consumed in their club despite football matches. “There has been
probably a 10%-15% increase,” she told our correspondent, adding that
appetizers have also become more popular in this period.

Pubs are normally overcrowded in the period of football cups, with
all the tables being booked 3-4 days in advance. “We do not have
vacant room for today’s match and the Sunday final,” the manager added.

Speaking to Tert.am, Beer Academy’s founder, Gagik Torosyan refused
to linked the increased number of customers with the FIFA cup. “More
beer is consumed, along with the increasing number of customers,
but I do not want to link that with football. I hope [beer] will be
consumed in the same volumes on ‘non-football days’ as well, because
on the days there were no football matches, the purchase quantity
was the same and even higher,” he noted.

The managers of two supermarkets, who preferred to remain unidentified,
admitted that they have sold 40% more beer since the championship’s
start.

Of the three beer breweries in Armenia, only one, Cilicia, agreed to
speak on the production volumes, without mentioning absolute figures.

Sources from the company said that they have released more bottled
beer in this season.

Asked whether they had in mind the summer period and the World Cup,
the sources replied that they decide on the production volumes
depending on the demand.

Anti-Hail Stations Not Functioning Well In Armenia – Village Mayors

ANTI-HAIL STATIONS NOT FUNCTIONING WELL IN ARMENIA – VILLAGE MAYORS COMPLAIN, EMERGENCY MINISTRY DISCLAIMS

13:07 * 11.07.14

A community governor from Armenia’s Shirak region (which recently
suffered heavy losses as a result of hailstorms) complains about the
effectiveness of anti-hail stations’ work.

The mayor of Gharibjanyan village, Samvel Poghosyan, says though they
have two stations, none of them reacted to the Monday hailstorm to
prevent the imminent damage to the crop.

“I, as a community governor, a resident and an ordinary villager,
do not trust those radars. Whenever we see a cloud, we know there’s
going be a hailstorm,” he told Tert.am, noting that the stations’
management is now under the Emergency Ministry’s control.

Poghosyan said though he is not a specialist, he understands well that
the system requires a joint operation. “The system has to function the
right way, with all the lines reacting simultaneously. If they had,
nothing of the kind would’ve happened,” he added.

The Akhurik village’s mayor, Varditer Gasparyan, admits that their
anti-hail stations started functioning two hours before the storm,
but says it wasn’t any use, as the entire crop was damaged. “They
started firing shots two hours before, but the cloud was formed,
so it didn’t yield any result,” she explained.

Speaking to Tert.am, a deputy head of the Emergency Ministry’s
Anti-Hail Protection Service, Suren Hovsepyan, attributed the problem
to the low efficiency of stations in several communities.

The specialist explained that the Lori region’s radar stations,
which also serve Shirak, do not meet the needs of the entire region.

According to him, Armenia now has 370 anti-hail stations of which
only 240 are state-owned.

Asked whether the precipitations within acceptable ranges, the
official replied, “The developments since 2005 demonstrate that
hailstorms centers grow more and more powerful every year. While the
hails were the size of a nut last years, this year they are the size
of an egg. And they may be as big as a tennis ball next year.”

The specialist cited climate changes as a possible cause of heavy
hailstorms. “Hailstorms may intensively re-occur after a 7-year
interval. Last year, for example, they were mild in Alaverdi, as the
hails were smaller than this year,” he noted.
