Karabakh Parliament Calls for Release of Armenian Businessman

STEPANAKERT (RFE/RL)–Members of Nagorno-Karabakh’s legislature have
called for an immediate release of an Armenian businessman who was
arrested in Russia last week on suspicion of having ties with an
organized criminal group.

All factions and groups of the republic’s 33-member National Assembly
on Tuesday issued a statement in which they described Levon
Hayrapetian, a native of Nagorno-Karabakh, as a great patriot who has
for years implemented numerous charity projects in his homeland,
contributing to its social and economic development.

“We are guided by the presumption of innocence, abstaining from
political evaluations,” the Nagorno-Karabakh lawmakers emphasized. “We
consider that the body conducting the investigation should urgently
change the measure of restraint [used against Hayrapetian] and release
him, considering Hayrapetian’s health problems.”

The Karabakh politicians expressed their conviction that “as a
law-abiding citizen and a highly educated person, Levon Hayrapetian,
while being out of prison, will provide comprehensive assistance to
the investigation and will be useful in clarifying the issues of
interest to the Russian Investigative Committee.”

They said they considered what happened to the Armenian businessman as
a “regrettable misunderstanding,” expressing their conviction that
Russian law-enforcement bodies will be able to carry out an “objective
and comprehensive investigation that will prove Hayrapetian’s
innocence.”

Nagorno-Karabakh Prime Minister Ara Harutiunian also told reporters in
Stepanakert that they expect Hayrapetian to be released soon. He said
that Karabakh authorities are “dealing with the case” and expressed
his conviction that the businessman is not responsible for the crimes
he is accused of.

Hayrapetian, 65, was arrested by Russian Federal Security Service
officials on July 15. Last Thursday, a Moscow court allowed the
businessman’s two-month imprisonment while investigators conduct a
probe into his alleged criminal connections and involvement in some
illegal financial dealings. Official charges against Hayrapetian are
expected to be brought on July 24.

Hayrapetian’s case also elicited mixed reactions in Armenia and
Nagorno-Karabakh last week. While officials in Yerevan provided terse
comments and would not be drawn into speculations about any political
motives behind the arrest, some opposition figures, families and
friends of the businessman spoke openly about such a possibility.

Hayrapetian is considered to be one of the wealthiest Armenians in the
world. He is known to have invested millions of dollars into
developing Nagorno-Karabakh’s infrastructure and renovating the area’s
historical-cultural monuments. His charity included a mass wedding for
700 Karabakh couples in 2008 and sponsorship of the construction of a
military college in Martakert.

Some of the businessman’s friends, such as Major-General Arkady
Ter-Tadevosian, one of the Armenian commanders in the 1992-1994 war in
Nagorno-Karabakh nicknamed Komandos, have even alleged an “Azerbaijani
scheme” behind the arrest, saying that its aim is to harm
Nagorno-Karabakh and Armenian-Russian relations.

Ter-Tadevosian, other retired military men as well as public figures
staged an action in support of Hayrapetian in Yerevan on Tuesday. They
said they believed that Russia’s political leadership was not
connected with what they considered to be a case fabricated against
the Armenian businessman by Russian and Azerbaijani special services.

Internet – L’enregistrement de domaines en caractères arméniens va
devenir possible

Dans les prochaines années les domaines en alphabet arménien pourront
être enregistrés en Arménie a aannoncé le directeur adjoint de la
Société Internet d’Arménie Grigori Saghyan.

Grigori Saghyan a dit qu’au début de 2014, l’Arménie s’est inscrite à
l’ICANN (Internet Corporation for Assigned Names and Numbers) avec la
possibilité d’enregistrer des noms de domaine en alphabet arménien.
“Conformément à la procédure, la réponse est donnée dans l’année
suivant la demande. D’une part, les domaines en lettres arméniennes
peuvent devenir la cause d’un isolement des sites arméniens, mais
avoir des noms de domaine dans les lettres arméniennes est inévitable,
et, dans une certaine mesure, nécessaires ” a ajouté Saghyan.

L’ICANN est une organisation à but non lucratif, qui coordonne le
système de nom de domaine de l’Internet mondial. Elle a été créée le
18 Septembre 1998, et est responsable de la coordination de
l’entretien et de la méthodologie de plusieurs bases de données
d’identifiants uniques liées aux espaces de noms sur Internet, et vise
à assurer un fonctionnement stable et sûr du réseau.

À l’heure actuelle, l’enregistrement des noms de domaine dans d’autres
lettres que des lettres latines est autorisée dans certaines régions.
Par exemple, en Russie, il est possible d’enregistrer un nom de
domaine en cyrillique.

Zecotek Photonics Inc. (TSX-V: ZMS; Frankfurt: W1I.F), a developer of
leading-edge photonics technologies for medical, industrial and
scientific markets, today announced that its wholly owned subsidiary
Zecotek Display Systems Pte. Ltd. has contracted LT-PYRKAL of Yerevan,
Armenia, to assemble and test its first compact, high-speed 3D printer
which will use high-performance metal alloys and offer technical and
commercial advantages over other 3D printing technology, the Wall
Street Journal reports.

Zecotek and LT-Pyrkal previously announced a partnership in February
2014. Since that time a number of key technical challenges have been
solved and LT-Pyrkal will now proceed with the assembly of the new 3D
printer, which will be used for both prototyping and distributed
manufacturing with specific applications in electronics, aerospace,
automotive, mechanical and healthcare industries.

“With our partner LT-PYRKAL, we are assembling and testing our first
3D printer which will have the ability to use an extended and varied
list of alloys to “print” metal components for targeted industries,”
said Dr. A.F. Zerrouk, Chairman, President, and CEO of Zecotek
Photonics Inc. “Our technical team of scientists have identified a
unique approach to handle high-performance metal alloys with our
compact high-speed 3D print technologies. The advantage of our design
is the compactness, speed and quick transition from prototyping to 3D

LT-PYRKAL is a long time contract partner of Zecotek which developed a

Armenia’s Ardshininvestbank publishes financial results for first half of 2014

Armenia’s Ardshininvestbank published its financial results for the
first half of 2014 on Thursday, showing strong and sustainable growth.

During the first half, the bank’s net profit amounted to $7 million-an
increase of 36.2 percent from the same period last year.

Assets grew 2.2 percent from the same period in 2013, the loan
portfolio was up 3.6 percent, customer funds expanded 13.7 percent and
total capital grew 3.9 percent.

During this period, the bank also added 3,300 permanently active
customers, bringing the total number of customers to more than
224,000.

Meanwhile, Ardshininvestbank announced that it has signed a $18
million syndicated loan agreement with Citibank, representing its
first syndicated deal in the bank loan market without multilateral
agency support.

ISTANBUL ` Sabri Uzun, the former head of the Turkish National Police
Intelligence Department, claimed his subordinates hid tip-offs warning
of plans to murder Hrant Dink, a Turkish-Armenian journalist
assassinated in 2007.

According to a report in the Turkish daily Hürriyet, during his
interrogation in May, Uzun said an intelligence report regarding a
plot to kill Dink was “kept hidden” from him by Ali Fuat Yılmazer, his
subordinate in the intelligence department.

Uzun also claimed the Dink murder served as a launch pad for other
police operations such as Ergenekon and Sledgehammer (Balyoz), whose
defendants were accused of plotting to overthrow the government. He
said the murder was blamed on Ergenekon defendants while it was the
work of a “secret group trying to convince people of the existence of
the Ergenekon organization.”

Yılmazer is accused of having ties with the Gülen Movement. The
influential movement led by controversial cleric Fethullah Gülen is
accused of running a “parallel state” through its followers in the
judiciary and law enforcement. The Ergenekon investigation conducted
by Gülenist prosecutors and police chiefs was criticized for using
fabricated evidence to imprison people who revealed the extent of
Gülenist infiltration in state agencies.

Political scientist Stepan Safaryan, Founding President of the
Armenian Institute of International and Security Affairs (AIISA),
believes that in his latest interview Armenia’s first president Levon
Ter-Petrosyan should have stated his stance on Armenia’s accession to
the Eurasian Union rather than on the problems in that process.

“I was not at all pleased with the accents and implications of that
interview,” Safaryan told Tert.am.

Accusing Armenia’s authorities of the delay in Armenia’s accession to
the Eurasian Economic Union means that “jockeying for power” remains a
priority.

In his interview with ilur.am, Armenia’s first president said that the
reason for the delay in Armenia’s accession to the Eurasian Economic
Union is that Armenia has not so far found a way to settle the issue
of a customs stations on the border with Nagorno-Karabakh.

“I refuse to discuss the question of Armenia’s very accession to this
backward and dangerous union, with even Turkey invited to it. Armenia
has nothing to do there,” Safaryan said.

According to him, Ter-Petrosyan’s avoiding to clearly state his stance
on Armenia’s accession to the Eurasian Economic Union shows his being
for the idea.

It is actually Russian propaganda that is the cause of accusations
against Armenia.

“Therefore, I am concerned over the Armenian opposition forces being a
mouthpiece for Russia in stating its position,” Safaryan said.

As to the issue of a customs station between Armenia and
Nagorno-Karabakh, Safaryan is surprised at the fact that Armenia’s
authorities closed it by stating such a thing is impossible.

“Ter-Petrosyan is developing a topic, which is closed for the
authorities, whereas it is not for the opposition,” he said.
