EXPERT: ARMENIA’S ACCESSION TO THE EURASIAN ECONOMIC UNION TO HELP COUNTRY IN SOLVING ITS MAJOR PROBLEMS

YEREVAN, October 14. /ARKA/. Vardan Khachatryan, a former member of
the National Assembly, thinks Armenia’s accession to the Eurasian
Economic Union will help the country in solving its major problems.

On October 10, the Supreme Eurasian Economic Council gave its
approval to Armenia’s accession to the Eurasian Economic Union as the
union member countries’ leaders gathered in Minsk. As a result, the
accession agreement was signed. It means Armenia, along with Russia,
Belarus and Kazakhstan, will become a full member of the union that
will start functioning on January 10, 2015.

Speaking Tuesday at a news conference, Khachatryan said that Armenia’s
major objectives are to enhance its security and restore its economic
ties.

He said that Armenia has already been a part of the system, but ties
with it have been artificially cut off, and they will start restoring
again, and the country’s safety is ensured by its membership in the
Collective Security Treaty Organization.

“It is difficult to imagine that Armenia would be able to create
a competitive brand at the European market, and as for security,
associate EU membership is very queer,” he said. –0—-

Le Procureur En Chef Ordonne Une Enquete Sur Une Attaque Contre Un J

LE PROCUREUR EN CHEF ORDONNE UNE ENQUÊTE SUR UNE ATTAQUE CONTRE UN JOURNALISTE

Le Procureur general Gevorg Kostanian a ordonne a la justice d’engager
des poursuites penales dans le cadre d’une recente agression contre
un journaliste effectuee par un responsable de la securite.

Marine Khachatrian, une correspondante de la chaîne de television A1
+ et du service de nouvelles en ligne, a ete attaque par le chef du
service de securite du Parlement armenien, Karen Hayrapetian, alors
qu’elle couvrait une petite manifestation organisee a l’exterieur du
bâtiment de l’Assemblee nationale a Erevan le 9 Septembre.

Une video de l’incident a montre Hayrapetian giflant Khachatrian
après que lui et d’autres agents de la securite ont arrache une grande
affiche qu’un groupe de militants civiques avait mis sur les grilles
de l’enceinte du Parlement.

A1 + n’a pas tarde a deposer une plainte auprès du Service special
d’investigation (SIS), un organisme application de la loi charge
de poursuivre les responsables de violence en provenance de
l’Etat. Le SIS a interroge Khachatrian pendant plusieurs heures,
mais a finalement decide de ne pas ouvrir une procedure penale au
motif que l’agent de securite n’etait pas au courant qu’elle etait
une journaliste. Khachatrian a affirme qu’elle s’etait identifiee
avant d’etre attaquee.

Kostanian a ordonne le SIS, qui est subordonne au Bureau du Procureur
general, de renverser cette decision et d’envisager des accusations
contre Hayrapetian. Ce dernier devra faire face a de lourdes amendes
s’il est reconnu coupable en vertu d’un article du Code criminel
traitant de l’obstruction du travail des journalistes.

Mesrop Movsepian, le chef A1 +, a salue le developpement.

“Le Bureau du Procureur general n’avait pas d’autre choix que de
renverser cette decision sur la base de notre plainte” a declare
Daniel Ioannisian membre d’une ONG qui avait porte plainte au service
armenien de RFE / RL (Azatutyun.am).

L’ordre du procureur en chef est venu un peu plus d’une semaine après
que l’Organisation pour la securite et la cooperation en Europe ait
mentionne l’incident dans un communique se disant preoccupe par les
recentes attaques contre les journalistes armeniens. Dans une lettre
au ministre des Affaires etrangères Edouard Nalbandian mediatisee le
30 Septembre, le representant de l’OSCE sur la liberte des medias,
Dunja Mijatovic, a exprime sa > avec le refus du SIS
d’ouvrir une affaire criminelle.

“J’exhorte les autorites a agir de facon adequate et en temps opportun
afin de se saisir de ces crimes” avait declare Mijatovic.

Political and public figure Ashot Manucharyan commented on Armenia’s
accession to the Eurasian Economic Union at a press conference on
Wednesday.

Armenia must dictate terms to be able to raise its problems within
the Eurasian Economic Union and get them solved.

“‘Either…or’ is the formula of the world, whereas ‘both…and’
is Russia’s demand. We must understand what the West meant by the
‘both…and.’ America says they wanted us to join the European Union
(EU). But their aims was to create confusion in the EU member-states
and they succeeded,” he said.

With respect to the Nagorno-Karabakh problem, Mr Manucharyan said:

“The Eurasian Economic Union is operating simultaneously with
other processes, and the Nagorno-Karabakh problem passes into the
background.”

As to the possibility of a customs station between Armenia and
Nagorno-Karabakh, he said that no changes should be expected.

The German side will be represented at the events commemorating
the 100th anniversary of the Armenian Genocide, German Ambassador
Extraordinary and Plenipotentiary to Armenia Reiner Morell said in
an interview with Public Radio of Armenia.

The Ambassador said he knows the Armenian President has invited
the heads of a number of states to attend Genocide centenary
commemoration, but found it hard to say whether the German Chancellor
would participate in the events.

It’s noteworthy that when speaking about the events of 1915, Ambassador
Morell gave it the right name – the Armenian Genocide.

“I know that your President has invited leaders of a number of
countries. There is still half a year ahead, let’s wait to see what
the Chancellor decides. I’m confident that Germany will have its
representative at the Genocide centennial events,” Reiner Morell said.

Will Germany use a new word to describe the 1915 events this time?

“As you remember, on the 90th anniversary Germany adopted a resolution
condemning those events using an equivalent term. I don’t know whether
the public and political circles in Germany will use a new word to
describe the events, but your President also came forth with the call
from the high podium of the UN,” Ambassador Morell said.

VARTAN GREGORIAN: OVERLOOKING EDUCATION MEANS BETRAYING THE COUNTRY

“Armenia and Armenian Diaspora are a single organism with two lungs.

If one lung closes, the other should work harder until the closed
one recuperates”.

This is the vision of Armenia-Diaspora relations Vartan Gregorian,
who is one of the most prominent representatives of the Armenian
Diaspora, former President of the New York Public Library and 12th
President of Carnegie Corporation of New York, shared at the meeting
with AUA graduates and professors on October 14.

Vartan Gregorian was born in Tabriz, Iran, in 1934. He then moved to
the U.S. and graduated cum laude from Stanford University specializing
in history and humanities.

In 1981, Vartan Gregorian was appointed to the post of the President
of New York Public Library.

In 1988, Vartan became the President of Brown University and was then
chosen as the 12th President of Carnegie Corporation of New York.

Vartan Gregorian is a member of the Board of Trustees of UWC Dilijan
College officially opened on October 11.

We present excerpts from Vartan Gregorian’s AUA speech:

Education

“Every teacher whose classes I have attended has become a leader and
mentor for me who wanted me to be a success by all means. My teachers
had set themselves a task to spare no effort for me to be successful.

There is something in every learner that needs to be discovered
to awaken their love to education. I have been lucky as all my life
people who were once strangers, among them for example, Simon Vratsian,
have acted as a father to me”.

Honesty

“My grandma used to say whatever you have can be haggled – your
appearance is unreliable, your mind is unreliable but never let anyone
impeach your honesty. Once you are deprived of honesty, you will be
deprived of everything and will go bankrupt. You might be rich and
yet not have anything at all”.

Library

“When I resigned the University of Pennsylvania and started working
at the New York Public Library, I was often being told the library
would go bankrupt within just a year. They used to ask me “what do
you need it for?” But libraries are very valuable for me. They are
the evidence of democracy and the DNA of civilization”.

Wealth

“People dying rich die dishonored. It means they did not have enough
imagination to invest their money in the society. As long as you are
alive you should invest for the sake of your nation and society. I
have drawn this lesson from Dale Carnegie”.

Diaspora and local businessmen

“Armenia should be deeply grateful to the Armenian community in the
U.S. for the establishment of the American University in Armenia. But
Armenia should not act as solely the receiver. Armenia should be
made prosperous from within due to the investments made by local
entrepreneurs. They should support Armenian universities. We
continuously state that Armenians love books, their culture,
architecture but we do not apply that love in practice. Charity is a
mandatory practice in the U.S. It’s embarrassing to be a rich person
in the U.S. and not to be engaged in charity acts. It would be great
if Armenians in Armenia appreciated what the Diaspora has done for
Armenia but in their turn, took their share of responsibility as
this is their country too. After 20 years of independence the wealth
created in this country should be invested in it.

Those who overlook education, research and development institutions
and HEIs, betray their country. It’s a pity that our scientists do not
get proper remuneration. Our country is rich enough to afford it. We
should be proud to be the worthy descendants of Mesrop Mashtots and
those who fell in the struggle for independence”.

Making fatherland prosperous

“Armenians have made investments in Singapore and have made Paris,
Vienna and the entire world prosperous but over the course of our
history we have been ignorant of our region. There is no longer any
excuse. We ought to invest in our country”.

Lebanese director Nigol Bezjian’s installation titled ‘Canakayna’
at the 4th Canakkale Biennial that began on September 27 suffered a
mysterious attack last Tuesday. Biennial staff think this may have
been a case of theft, while Bezjian, who included photographs of
Armenian soldiers that served in the army from the Ottoman period to
the present day, treats the case with suspicion.

The 4th Canakkale Biennial, ascribed special importance since it
coincides with the centennial of the Battle of Canakkale, began
on September 27. Only in its second week, the installation of
Lebanese director Nigol Bezjian titled ‘Canakayna’ at the Biennial
has suffered an attack. ‘Canakayna’ features a video containing
conversations with local people made by an actor who wanders the
streets of the city wearing the uniform worn by soldiers who fought
at the Battle of Canakkale (also known as the Battle of Gallipoli,
during the Dardanelles Campaign) and introduces himself as ‘Sarkis’,
and more than 40 portraits of Armenian soldiers who served in the
army from the Ottoman period to the present day. However, one of these
portraits, that of Colonel Krikor Takvoryan, mysteriously disappeared
last Tuesday.

‘Not an attack but theft’

Deniz ErbaÃ…~_, one of the curators of the Biennial, stated that they
did not perceive this action as an attack. ErbaÃ…~_ emphasized the fact
that only one of the portraits had been stolen, and that the rest had
not suffered any damage, and that they had received neither a complaint
from visitors, or a threat from any organization regarding Bezjian’s
work since the Biennial begun. Biennial Director Seyhan Boztepe
explained that the aim could not have been to damage Bezjian’s work.

“If that were the case, they would have damaged the entire
installation. They would not have taken just a single portrait and left
the rest as they were,” Boztepe added and made an interesting comment,
stating that they perceived the installation as an interactive work,
and that anything that befalls it until the end of the Biennial would
become part of the work.

Despite precautions

Despite the presence of biennial staff and security wardens on every
level of the biennial space who supervise visitors, and genuinely
tight precautions such as taking the names of visitors at the
biennial entrance, biennial staff do not know how this ‘action’ was
carried out. This is what Bezjian emphasizes first, and he explains
his suspicion with the following words: “Everyone who heard I shot
this video asked me whether I was harassed or not. The night before
the shooting, Seyhan Boztepe was worried about negative reactions
we might get on the street. As they say, this might be a case of
‘natural’ theft, or they might be covering it up to stop it becoming
a big thing. Or perhaps, a secret relative of Colonel Takvoryan,
who does not want to reveal his or her identity, took the photograph,
who knows…”

Hraparak: Re-Arrangements In Nagorno-Karabakh Government

HRAPARAK: RE-ARRANGEMENTS IN NAGORNO-KARABAKH GOVERNMENT

The paper has turned attention to recent cabinet reshuffles in
Nagorno-Karabakh, noting that they have a serious political context
against the backdrop of the upcoming (2017) presidential elections.

It says that the Control Chamber’s former president, Arthur Mosiyan
(who stepped down on Thursday), is expected to take over for the
prosecutor general. The authorities reportedly believe that his
appointment will strengthen the positions of his party, Armenian
Revolutionary Federation Dashnaksutyun (ARF-D), which is a governing
political force in Karabakh.

The paper notes that the country’s vice prime minister, Arthur
Aghabekyan, is also a member of that party. Besides, says the paper,
he is thought to be the most likely candidate for the next premier.

Citing its sources close to the government, the paper adds that a
bright future is awaiting the incumbent prosecutor general Arshavir
Gharamyan (a former policeman who commanded a battalion during the
Nagorno-Karabakh war). The paper says that he maintains very close ties
with President Bako Sahakyan who sees him as his next legal successor.

Armenian Soldier Wounded In Azeri Fire

Armenian soldier Hovhannes Tadevosyan, born in 1995, was wounded
in the knee as a result of irregular fire in the direction of the
Armenian positions located in the southern direction of the line of
contact between the armed forces of Nagorno Karabakh and Azerbaijan.

“After the decline of tensions in July-August of the current year
thanks to the decisive efforts of the NKR Defense Army, this was yet
another provocation at the line of contact by the rival, from which
one can conclude that the Azerbaijani side has again adopted the
short-sighted policy of deliberately destabilizing the situations. The
number of ceases of ceasefire violation by the rival has increased
four times over the past days,” the NKR Defense Ministry said in
a statement.

The Ministry urges the Azerbaijani side to refrain from actions that
could further aggravate the situation and take steps to stabilize
the situation at the line of contact. In case of escalation at the
frontline, the Defense Army will take all necessary steps to silence
the rival.

AMOUNT OF WORK AT BAILIFF SERVICE HAS GROWN BY 60 TIMES IN ARMENIA OVER LAST SIX YEARS – CHIEF BAILIFF

YEREVAN, October 14. /ARKA/. The volume of works at Armenia’s bailiff
service has grown by 60 times over the last six years, chief bailiff
mayor-general Mihran Poghosyan said on the sidelines of a conference
on traditional and innovate enforcement solutions in Tsakhkadzor
of Armenia.

“The bailiff service deals with a total of 120,000 cases per month
today, as compared to 2,000 seven years ago. It is a record-high
number. An important fact – number of staff and budget spending has
not grown”, Poghosyan said.

The chief bailiff said information technologies are applied in the
proceedings.

Poghosyan also said no human rights violations have been recorded as
the Administrative code was amended and the reputation of the service
has improved.

The conference participants paid floral tribute to the Tsitsernakaberd
Memorial of the Armenian genocide on Tuesday. The head of the
International Union of Judicial Officers Leo Netten planted a spruce
in the Alley of Memory at Tsitsernakaberd. -0–
