Last week, we saw active contacts of Russian Armed Forces with
Azerbaijan. On October 13, Defense Minister Sergei Shoigu had an
official visit to Baku. An unofficial three-day visit of a group of
ships of the Caspian Flotilla to Azerbaijan was completed on October
19. Representatives of the Defense Ministry said that these were
preplanned events. Along with this, interestingly they coincided with
results of the recent summit of the Caspian states in Astrakhan at
which participants worked out measures for provision of collective
security in this region. Probably it was not incidental that when
Azerbaijani President Ilham Aliyev met with Shoigu he said with
satisfaction that “Azerbaijan and Russia established working contacts
on all levels, in all areas of cooperation including the military
field we have good dynamic.”

In its official report the Defense Ministry said that “negotiation
took place in the situation of confidence and mutual understanding
and had constructive nature. Defense ministers of the two countries
discussed condition and ways of further development of military and
military technological cooperation, as well as some important issues
of provision of regional and international security and prospects of
strengthening of interaction in the Caspian region.”

Along with this, analyzing relations of Russia and Azerbaijan we
can hardly say that Baku moves in the wake of the foreign policy of
Moscow. Azerbaijan is a competitor of Russia in transportation of
energy resources to the international market. It defends its interests
in this area harshly without looking back at Russia or at other
countries including the US. Of course, Aliyev takes contacts of Moscow
and Yerevan in the military field without enthusiasm, as well as their
participation in the collective security system of the CSTO. However,
Azerbaijan is pursuing pragmatic military and military technological
policy in relations with us and stakes at rearming and development of
its army primarily according to the patterns of the Armed Forces of
Russia. Evidently it is not incidental that 57 Azerbaijani servicemen
are currently studying in educational institutions of the Defense
Ministry of Russia free of charge. In the course of the visit of
Shoigu to Azerbaijan the parties discussed the issues related to
broadening of cooperation in training of military personnel.

Along with this, it is also possible to say with assurance that
Azerbaijani leader Aliyev is a characteristic representative of
leaders of the authoritarian type and is not ready to follow in the
wake of someone. Reforming and rearming of the army, giving up of
signing of an agreement on association with the EU and building of
equal relations with NATO became distinctive traits of the Azerbaijani
foreign policy in the last few years.

Of course, someone does not like such actions. One of the active
attempts to destabilize the situation in Baku was taken after the
presidential elections in October of 2013. However, incomprehensible
attempt of weak and frankly unpopular opposition to organize a kind of
“color revolution” had no results. Inspirers of these events did not
take into account the national mentality of the local population,
as well as absolute support of the authorities on the part of the
law-enforcement agencies and the army.

This attempt did not escape attention of President Aliyev. He took
unpopular measures similar to what was done in Russia in many aspects.

Azerbaijan adopted a big package of amendments to some laws that
regulated activity of parties and nongovernmental organizations,
arrested or expelled from the country the most notorious opposition
leaders and established stringent control over work of mass media.

Result of such measures appeared immediately: the opposition was
disorganized, channels of financing of pro-Western parties and
nongovernmental organizations from abroad were disrupted and remaining
“epicenters of resistance” shifted to the Internet. Rare and not
numerous meetings with demands of Aliyev’s dismissal and organization
of “democratic” elections are aimed at reminding about existence of
the opposition rather than at achievement of real results.

In these conditions “maters of life” from Washington and Brussels
decided to show a place to Aliyev. It is difficult to characterize
the harsh statements of the West about breaches of human rights in
Azerbaijan published in September in an interval of a few days.

Whereas the address of Human Rights Watch to the Council of Europe
with a call to pressurize Azerbaijani authorities for the purpose of
liberation of pro-Western opposition leaders did not surprise anyone,
statement of US President Barack Obama who mentioned Azerbaijan among
the countries where the main rights and liberties were breached led
to certain thoughts. Moreover so that according to the American
leader only “the countries that respect human rights” may become
“the closest allies of the US” because “support of civil society by
America is a matter of national security.”

Aliyev actually received a “black mark” on the highest level. The
leader of Azerbaijan was put in front of a choice: to become a
“democratically elected president” like Saakashvili or “dictator”
like Bashar Assad.

We also should not forget about another powerful lever of influence
on the Azerbaijani leader in the form of Nagorno-Karabakh. The recent
aggravation of the conflict regulated exclusively due to personal
interference of Vladimir Putin demonstrated not only fragility of the
peace established there but also easiness with which it was possible
to unleash a new war there. And it is not understandable still who
has organized the provocations.

In any case, there are no equals for Washington in falsification of
facts and staging of impressive scenes intended for ordinary people.

Moreover so when the situation in Nagorno-Karabakh is already
overheated to the limit.

What for does America need Nagorno-Karabakh? The answer is simple. In
case of beginning of a new war for Nagorno-Karabakh Russia will not be
indifferent to the conflict. It is quite possible that guided by its
international obligations in the CSTO Russia will side with Armenia and
Baku will have to turn to Washington. And the aid will be provided,
naturally, on American terms. Negative geopolitical consequences of
such scenario for Russia deserve a separate article.

In these conditions it seems that the Azerbaijani leader has one way
out: pursuing of independent multi-vector foreign policy, strengthening
of the army and resistance to provocations. He can also increase
interaction with Russia and to try to play on various interests of the
US and EU in the region because these interests differ very much often.

Tehran, 20 October: President Hassan Rouhani said in Tehran on Monday
[20 October] that terrorists are actually fighting civilizations
and humanity and regional states should strive for a consensus on
fighting this menace. Speaking to visiting Armenian Prime Minister
Hovik Abrahamyan in Tehran on Monday [20 October], Rouhani said
terrorists are targeting civilizations and humanity and it makes no
difference for them to kill Christians or Muslims.

He said Iran and Armenia and all regional states should join hands to
fight terrorism because security of the region will become sustainable
in light of collective cooperation.

He said security is a non-dividable category and if a country suffers
from terrorism, other countries will suffer too.

He said the Islamic Republic of Iran supports political and peaceful
solution to regional crises within the frameworks of international
laws and regulations.

He then called for using all existing capacity to expand relations
between Iranian and Armenian governments and nations.

The president said given the serious determination and abundant
capacity available to expansion of mutual cooperation, Iran and
Armenia face a bright prospect in their mutual ties.

Abrahamian, for his part, hoped his Tehran visit will prepare the
grounds for all-out expansion of relations, in the economic domain
in particular.

He said his country is ready for political and economic cooperation
with Iran.

Armenian, Russian Businessmen Meet To Discuss Cooperation In Yerevan

ARMENIAN, RUSSIAN BUSINESSMEN MEET TO DISCUSS COOPERATION IN YEREVAN

YEREVAN, October 22./ARKA/. An Armenian-Russian business meeting
was held in Yerevan on Wednesday, as part of the program entitled
“Russian enterprises’ business mission in Yerevan”.

The meeting was attended by representatives from the Yerevan
Municipality, Armenia’s and Yerevan’s chambers of commerce and
industry, Russian trade office in Armenia, Russian regional centers
for export support, as well as by businessmen from both countries.

Head of Yerevan Chamber of Trade and Industry Karen Martirosyan said
ties between companies from Russia, Armenia and other EEU member
countries are expected to intensify after Armenia’s accession to the
union. The meeting is attended also by companies from Iran and Syria;
a delegation from Lithuania is expected in Armenia early next month,
Martirosyan said. It is connected with new economic conditions Armenia
is in, he said.

Head of investments at Yerevan Municipality Armen Harutiunyan promised
the Mayor’s Office will pay more attention to similar business meetings
and will provide all the required information to entrepreneurs.

The meeting is initiated by Yerevan Chamber of Trade and Industry and
regional export support centers of Kurgan, Omsk and Nijniy Novgorod
to facilitate efficient trade ties between businessmen of the two
countries.

Russian companies engaged in production of heating systems,
construction and road equipment, glass, special equipment, and etc.

The people are dissatisfied with the general situation in the country,
former PAP MP, economist Vardan Bostanjyan told the reporters today.

“It is not my discovery, I am not telling it, ask each citizen. The
political forces represented in the NA and the trio in particular want
to tell the authorities what the people are to say,” Bostanjyan said.

Ruling party MP Mkrtich Minasyan opposing the economist said there
cannot be a situation when all are satisfied. “Naturally, there will
be a layer which is dissatisfied and we consider it normal. We have
never claimed that we have solved all the issues but when you say
all are dissatisfied, I do not agree. I think in the period of time
when we living it is impossible to be absolutely pleased with the
authorities,” he said, adding that they are working hard but they do
not succeed in everything.

Speaking about the October 10 rally, Minasyan said that neither of
the parties had program and such unorganized thing can never turn
into organized one.

According to the report of Zaven G., a criminal case was instituted
based on the materials prepared in the Special Investigation Service of
the Republic of Armenia under Part 2 of Article 309 of the Criminal
Code.

According to the report of Zaven G., on September 24, 2014 at about
10:30, the employee of the District Police of Metsamor region of the RA
Police rebuked him and quarreled about his making a turn in his car on
a forbidden area, as a result of which the police officer by apparently
exceeding his powers swore at him and struck him in the face.

A preliminary investigation is under way, the SIS Press Service
reports.

The suspect or the accused of the alleged offence is deemed innocent
unless his or her innocence is proved by virtue of the effective court
verdict in the manner prescribed by the Criminal Procedure Code of
the Republic of Armenia.

L’Union europeenne a appele lundi la Turquie a “ouvrir sa frontière”
afin d’aider les habitants de Kobane, ville kurde syrienne assiegee
depuis plus d’un mois par les jihadistes de l’organisation Etat
islamique.

“La situation a Kobane (…) est un motif de vive preoccupation”,
ont indique les ministres europeens des Affaires etrangères reunis a
Luxembourg. “L’UE apprecie les efforts de la Turquie pour accueillir
les refugies de Kobane et appelle la Turquie a ouvrir sa frontière
pour toute fourniture aux habitants de Kobane”, ont-ils ajoute.

Cette formulation concerne l’aide sous forme de vivres et autres
produits de première necessite, mais aussi des armes ou combattants,
a indique une source diplomatique a l’AFP.

La Turquie a opere lundi un changement de strategie en Syrie en
annoncant qu’elle autorisait desormais des renforts de “peshmergas”
irakiens a rejoindre, via son territoire, la ville de Kobane.

l’EI, trois avions cargos C-130 americains ont largue des armes, des
munitions et du materiel medical pour aider les Unites de protection

LA PRODUCTION DE BRANDY ARMENIEN EN BAISSE AU PREMIER SEMESTRE DE 2014

La production de brandy armenien a chute de 18,2% pour un total de
6 649 700 litres dans la première moitie de cette annee 2014, par
rapport a la meme periode de l’annee precedente, a rapporte ArmStat.

La production de vin a diminue de 5,8% a 2 330 900 litres dans la
periode consideree.

La production de vodka a augmente de 4,9% a 4 448 400 litres enre
Janvier et Juin.

Un total de 145 400 litres de champagne a ete produit dans la periode,
soit une augmentation de 24,4% par rapport a Janvier-Juin 2013.

La production de bière a totalise 11 333 500 litres, soit une
augmentation de 77,8%.

Un total d’environ 30 172 900 litres de boissons non alcoolisees
a ete fabrique dans la periode, soit une augmentation de 44,5% par
rapport a Janvier-Juin 2013.

La Première Dame d’Armenie Rita Sarkissian a rejoint le nouveau
mouvement pour la reconnaissance du genocide armenien, la page Facebook
du mouvement, # 2015rtag reconnaître le genocide armenien.

Auparavant, d’autres personnalites ont egalement rejoint la campagne
en affichant leurs photos sur lesquels ils detiennent une affiche
avec le message pour la reconnaissance du genocide.

L’une des premières personnes a le faire a ete la membre du parlement
francais Valerie Boyer, qui a presente un projet de loi penalisant
la negation du genocide armenien a l’Assemblee Nationale en France.

L’objectif du mouvement est de sensibiliser les gens sur le genocide

Les autorites sanitaires de l’Armenie ont installe des detecteurs de
fièvre aux postes frontières, du personnel medical qualifie en leur
fournissant un equipement de protection pour contenir une eventuelle
propagation du virus Ebola dans le pays.

Aucun cas de virus mortel n’a ete enregistre en Armenie jusqu’a
present, et les fonctionnaires a Erevan disent que la probabilite
que cela se produise est très faible. Ils soulignent l’absence
de communication directe avec l’Afrique de l’Ouest, epicentre
de l’epidemie Ebola, et les animaux tropicaux qui transmettent
la maladie. Le gouvernement armenien a interdit les importations
d’animaux en provenance d’Afrique en août.

“Dans tous les cas, nous n’aurons pas une epidemie majeure”, a declare
Liana Torosian, haut fonctionnaire du Centre national du gouvernement
pour le contrôle et la prevention sanitaire.

Neanmoins, les autorites d’Erevan ne prennent pas de risques. Le
ministère de la Sante a commence la semaine dernière un depistage
obligatoire des personnes qui arrivent dans le pays pour la fièvre,
symptôme du virus Ebola. Des dispositifs speciaux ont ete installes
a l’aeroport Zvartnots d’Erevan et six autres postes frontaliers.

Les fonctionnaires du ministère disent que les medecins deployes la
ont deja detecte plusieurs personnes avec une temperature corporelle
elevee. Mais aucun d’eux n’a ete teste positif au virus.

Le ministère a egalement organise une serie d’ateliers pour les
travailleurs de la sante sur la facon de repondre aux cas d’Ebola.

Parmi eux, les medecins et les infirmières de l’hôpital Nork d’Erevan,
specialises dans le traitement des maladies infectieuses aiguës.

Ara Asoyan, epidemiologiste en chef de l’hôpital, a declare hier qu’ils
sont maintenant prets a traiter les patients Ebola. “Notre personnel
a longtemps traite diverses epidemies telle que la grippe porcine”,
a t-il dit au service armenien de RFE / RL (Azatutyun.am).

“Il est maintenant pret pour Ebola.”

Asoyan a dit que l’hôpital dispose de 15 salles specialement isolees
qui peuvent traiter jusqu’a 60 patients infectes par ce virus ou
d’autres maladies potentiellement mortelles. Les medecins qui y
travaillent ainsi que les fonctionnaires de Zvartnots ont egalement
recu des vetements de protection et d’autres equipements concus pour
le traitement des cas d’Ebola.
