Plainclothes soldiers took the dead body of Vardan Sevyan, 19, from
the military unit of Goris Town to Chambarak Town. They left the dead
body of the 19-year-old boy and went away. From the military unit,
nobody attended the funeral and nobody provided guide of honor at
the killed soldier.

“The commander did not apologize to me for losing my son,” the
soldier’s mother says. She got a telephone call from the military
unit. “The autopsy of my son wasn’t finished yet when the commander
telephoned me, telling me to hurry up and bring Vardan to bury him
the next day. He wanted to bury him as soon as possible, to erase
all the traces, they thought his father is a poor guy, a refugee who
hardly speaks Armenian, and the mother is in grief. He doesn’t know
that I will keep my son’s memory alive, I will complain as long as
it takes,” Susanna Sevyan says.

Vardan was injured to death on August 19, after returning to the
military unit from the polygon on the same day. Along with the message
on the death of the soldier, the ministry of defense released its own
story that Vardan committed a suicide after he had learned about the
marriage of his girlfriend. He allegedly left a suicide note at the
back of a photo.

Vardan’s family rejects the suicide.

Vardan’s sister, Armine, 20, says he was not the kind of person who
would commit a suicide for a woman. He had a strong will, he was
reserved, she says.

The soldier’s mother and sister saw the deadly wound under the left
ear, a small black hole, and two parallel stitches on the neck,
under the chin.

“I am sure a soldier wouldn’t do it. It’s a well-thought job. They
first cut his neck, then they shot anyway,” the sister says.

In three months Vardan would finish service and come back home. The
mother talked to the son, she says he felt good. His mother sent
him clothes to wear back home. If he was going to commit a suicide,
he would telephone me to talk to me last time, the sister says. Her
voice trembled, she desperately fought back her tears.

The investigative unit of the ministry of defense told the Armenian
service of RFE/RL that suicide is grounded best, about 10 witnesses
were interrogated. Besides, the soldier committed a suicide in a tent
and at the time of the accident he was alone.

However, the deputy chief of the investigative unit of the ministry
of defense Arman Poghosyan told me on telephone there was another
soldier sleeping in the tent who was awakened by the shot. Poghosyan
also believes in the story of suicide.

P.S.: In his remarks at the NATO HQ, the minister of defense Seiran
Ohanyan said it is unacceptable to tolerate human losses at peace
time. I wonder who these words were addressed to, maybe to the supreme
commander-in-chief.

SHEEP-BREEDING DEVELOPMENT CONCEPT APPROVED IN ARMENIA

Armenian government approved a sheep-breeding development concept
on Thursday.

Agriculture Minister Sergo Karapetyan, speaking Thursday at a regular
meeting of the Cabinet, said that this concept would spur development
of this segment of agriculture and form appropriate gene pool for
enhancement of meat yield.

Another aim of this concept is to increase the number of sheep and
to boost pastures’ efficiency.

According to the agriculture ministry’s data, 420,000 to 450,000 lambs
are born in Armenia every year. Some 220 to 230 of them are for export.

The number of sheep is expected to reach 531,000 this year.

According to the sheep breeding development concept submitted by
the agriculture ministry to the government, the number of sheep in
Armenia would exceed 1.5 million by 2020, and mutton output would
reach 46,500 tons.

WIKILEAKS: YOVANOVICH ON ARMENIA’S OPPOSITION RALLY

The famous whistle-blowing website WikiLeaks has released a cable
unveiling the contents of former US Ambassador Marie Yovanovich’s
letter to the US Department of State.

The cable, dated May 2009, addresses an opposition rally led by
ex-president Levon Ter-Petrosyan, currently the leader of the
opposition Armenian National Congress (ANC).

“Under the shadow of a heavy police presence, the opposition led by
ex-President Levon Ter-Petrossian (LTP) held its second rally of the
year on May 1. LTP accused President Sargsian of being willing to
pay any price – even denial of the “genocide” – to remain in power,
as evidenced by his support for the April 22 joint statement with
Turkey regarding normalization of relations.

The rally came on the eve of the May 2 kick-off of the campaign for
Yerevan’s first-ever municipal election on May 31. Despite opposition
claims that tens of thousands attended the event, Emboffs assessed
the crowd size at six-to-eight thousand,” reads the cable.

Yovanovich further speaks of roadblocks, a measure imposed by the
police to prevent population of regions to travel to capital Yerevan
for rallies. The diplomat notes particularly that the police chief
denied the report, saying that they had been conducting routine
searches for illegal weapons.

“The national police recently announced a month-long special campaign
against illegal weapons, which correlates almost exactly with the
election campaign period. The timing suggests a pretext for widespread
searches and vehicle stops aimed at suppressing the opposition,”
Yovanovich said in her notes.

“In contrast with the large turnouts at LTP’s campaign and protest
rallies in 2008, the May 1 event paled in comparison. Although the
road blocks likely prevented regional supporters from attending the
rally, LTP’s traditional base of support has always been in Yerevan –
where people were free to come and go on May 1 and where warm weather
and a holiday made conditions ideal for a large turnout. Although
one can never rule out the wily ex-president, slackening attendance
at his rallies suggests that his supporters might be losing faith
in his chances to win an election in the current political climate,”
she says in conclusion.

After the August 22 meeting of the Armenia-France Friendship Group
members and the Artsakh deputies taken place at the NKR NA, we had
a chance to make an interview with Secretary of the National Foreign
Relations Committee of the French NA, Secretary of the Armenia-France
Friendship Group, Mayor of Vienne Jack Remiler:

– Mr. Remilier, does your – Artsakh’s great friend’s personal position
on the Karabakh issue coincide with that of official France and what
difficulties do you have in this context?

– As of the French authorities’ position, I can note that France is a
Minsk Group co-chair and the French President uses all his efforts for
exclusively peaceful settlement of the conflict, via negotiations. I
have visited Artsakh, as a great friend of the Armenian people, to
testify the French people’s solidarity with your struggle. I came to
say that your people, like Kosovo and other newly independent states,
have the right to be supported and recognized by the international
community.

– Is it really possible for the France-Armenia Friendship Group to
conduct corresponding works in France and generally in Europe for
starting a process on the NKR recognition?

– You should know that France is a democratic state and there is great
separation between the legislative and executive bodies there. In
this context, as an elected representative of the legislative body,
I don’t take anybody’s permission and I’m not liable to anybody. But,
for speaking about your country, we should, first of all, visit it
and acquaint with the real situation in place. Besides, our visit is
a signal to Azerbaijan that we are on an independent land. I’m ready
to assume my part of responsibility, be it generally at the French
NA or at the National Foreign Relations Committee, and introduce what
I saw here, thus recording some progress in this issue.

As of the NKR recognition, I should note some progress in France
for the recent years. I’d like to add the following: at the French
Parliament, I lead the committee on the relations with Vatican.

Currently, Pope Benedict XVI is in Madrid for organizing the great
convocation of the youth. We have also made sure in Armenia that
the youth is great power, and I’d like to note in this context that
the Armenia-France-Artsakh friendship is also based on the Christian
values. What took place in Kosovo can also take place in Artsakh.

– But, do the geopolitical interests of the superpowers allow Artsakh
to enjoy the fate of Kosovo?

– It depends on the general works. It is also strictly needed that
Azerbaijan follows the resolutions adopted by the international
community.

RPA MEMBER EXCLUDES SNAP ELECTIONS IN ARMENIA

PanARMENIAN.Net – Former Foreign Minister of Nagorno Karabakh Republic
Arman Melikyan believes that the ongoing political dialogue between
the authorities and the Armenian National Congress (ANC) is useful
for the public.

“It’s better to hold talks instead of using media on the one hand and
Liberty Square on the other,” Melikyan told journalists on August 25.

“The dialogue may originate a necessity of alternative political
force or unification of some existing political forces in Armenia.”

As to the agenda, he labeled it as useless, as it doesn’t focus on
problems that lead to violations during elections.

For his part, member of the ruling Republican Party of Armenia (RPA)
Mkrtich Minasyan ruled out possibility of extraordinary elections but
agreed that the current coalition-opposition dialogue is beneficial
for the nation.

Bis repetita. Après le succès (pour la Turquie) de la première
fois, mais un ̩chec pour les Arm̩niens Рcar les pr̩sents ̩taient

cérémonie religieuse.

Le musée-église arménien de Sainte-Croix sert avant tout de
vitrine pour la Turquie pour montrer ses bons sentiments envers
les minorités chrétiennes, du moins ce qu’il en reste après des
décennies d’abandon et de dénigrements.

Le bilan est plus que maigre, pour une restaurée on en a une
centaine d’autres laissées en l’état, quand elles n’ont pas été
transformées en mosquées, en étables, démantelées comme matériau
de construction, voire servies de cibles a l’artillerie turque. Il
n’y a vraiment pas de quoi pavoiser !

Le gouverneur de province applique strictement les consignes du
gouvernement : Il faut jeter de la poudre aux yeux des Occidentaux,
montrer que la Turquie est un bon élève et qu’elle mérite de
rejoindre l’Union européenne. Mais il y a une grande différence
entre être et paraître. Il suffit de gratter un peu le verni,
et la nature profonde ressort au grand jour. Celles et ceux qui ont
visité l’Anatolie en savent quelque chose dès que les questions
posées aux autochtones deviennent gênantes.

Erdogan a beau essayer de donner le change en se présentant comme
un grand démocrate tolérant, de temps a autre le naturel reprend
le dessus. Tout le monde se souvient encore de la colère qu’il a
piquée en voyant le monument représentant l’amitié entre la Turquie
et l’Arménie, érigé a la demande de l’ancien maire de Kars, Naif
Alibeyoglu, démissionné depuis.

Selon Pia.az, les autorités azerbaïdjanaises et la Cour Européenne
des Droits de l’Homme (CEDH) ont confirmé officiellement que la
tragédie Khodjalou a été organisée par les Azerbaïdjanais quand
ils ont libéré Eynulla Fatullaev. Et l’Agence d’expliquer :

Le rédacteur en chef du journal ‘L’Azerbaïdjan réel’, Eynulla
Fatullaev, était en désaccord avec le rédacteur en chef de ‘ANS
TV’, Mirshahir Aghaev. Fatullaev a proposé un face a face public,
mais Aghaev a déclaré que Fatullaev doit s’excuser auprès des
azerbaïdjanais d’avoir annoncé dans son ‘quotidien Karabakh’ que les

a répondu que la CEDH lui avait indiqué l’exactitude des faits et
que le président azéri l’avait officiellement confirmé.

Van se prépare pour une seconde messe sur Akhtamar

Le bureau du gouverneur de Van (Turquie) a commencé les préparatifs
complets, y compris la construction d’un nouveau quai sur le lac de
Van, pour une seconde messe en l’Eglise Sainte-Croix sur île Akhtamar
le 11 Septembre ; indique le quotidien Hurriyet.

“Nous allons construire une grande jetée qui va répondre aux besoins
des visiteurs en lieu et place de la jetée actuelle. Par ailleurs,
des dispositions sont également prises afin de mieux servir les
clients qui se rendront sur l’île pour suivre la messe.”

“Plus de 7.000 personnes ont assisté a la cérémonie l’an dernier.

Cette année, nous attendons aussi des Arméniens d’Iran. Dans tous

messe soit célébrée pour la deuxième fois. Les débats des années
précédentes, sur la Croix de l’église ont été inutiles.”

Mgr. Aram Atessian, qui assume l’intérim du patriarcat arménien, et
qui présidera la cérémonie religieuse de cette année, a déclaré
dans un communiqué de presse que des invitations officieuses allaient
être envoyées en l’Arménie et en diaspora.

[1] Gdoutz Anabad (en arménien ԿտոO~BO~A Անապատ, ” ermitage
de Ktuts ”) est un ancien monastère arménien situé en Turquie
(province de Van, ancien Vaspourakan), sur une île proche de la rive
orientale du lac de Van.

L’établissement a des origines incertaines mais est attesté au XVe
siècle (en raison notamment de son scriptorium) et reconstruit au
XVIIIe siècle. Il a servi de refuge lors des massacres hamidiens
de 1894-1896, avant d’être abandonné lors du génocide arménien
de 1915-1916. Il n’en reste aujourd’hui que l’église Sourp Karapet
(Saint-Jean-le-Précurseur) – a droite sur la photo – et le gavit –
a gauche sur la photo -. Un gavit (en arménien ԿավՔտ) est une
sorte de narthex (le narthex est l’entrée de l’église) que l’on
retrouve exclusivement dans l’architecture arménienne. Il est souvent
accolé a l’ouest d’une église dans un monastère. Il servait aussi
parfois a des réunions.

Il peut être visité en louant une embarcation a partir de Van.

LES DIPLOMATES ARMENIENS RENCONTRENT LES RESPONSABLES ISRAELIENS

Les diplomates israelien et armenien se sont reunis pendant deux
jours pour evoquer les relations qu’entretiennent les deux pays. Les
discussions ont pris fin mardi a Erevan.

Le ministre armenien des Affaires etrangères a affirme que les deux
equipes de negociations etaient dirigees par le ministre adjoint des
Affaires etrangères Arman Kirakosian et Pinchas Avivi, un responsable
israelien des Affaires etrangères en relation avec l’Europe de l’Est
et l’ancienne Union sovietique.

” Lors de la reunion, les deux pays ont discute des questions de
cooperation entre l’Armenie et Israël, des changements qui ont eu lieu
dans les regions du Moyen-Orient et du Caucase du Sud “, a declare un
ministre. Ils ont egalement aborde d’autres thèmes mais aucun detail
des negociations n’a ete divulgue.

Les pourparlers, decrits comme ” reguliers “, sont cependant lies
a la conversation telephonique de Kirakosian le 25 juillet avec le
vice-ministre israelien des Affaires etrangères Danny Ayalon.

Le ministre israelien des Affaires etrangères a affirme qu'” Ayalon
a remercie Kirakosian pour son attitude amicale et sympathique et
a mentionne les liens etroits qu’il existe entre les deux pays aux
niveaux historique et culturel “.

” Ayalon a rencheri qu’Israël attache une importance au developpement
des relations diplomatiques et cooperatives avec l’Armenie “. ” Il
a egalement declare qu’il visiterait avec plaisir Erevan. Kirakosian
est aussi invite en Israël “.

Ayalon a ajoute ” qu’il se sentait, en tant que juif, veritablement
concerne par la tragedie armenienne “, faisant reference au genocide
dans l’Empire Ottoman dont 1,5 million d’Armeniens a ete victime.

Les gouvernements successifs israeliens n’ont pas reconnu
officiellement ce que les historiens considèrent aujourd’hui comme
le premier genocide du 20e siècle.

Le soutien a l’Armenie et a la reconnaisse du genocide se sont
accrus au cours de cette dernière annee avec le parlement israelien,
le Knesset. Certains observateurs attribue ce changement d’attitude
au fait qu’Israël entretient des relations de plus en plus tendues
avec la Turquie, qui nie avec vehemence le genocide.

Des diplomates bases a Erevan ont affirme que Ayalon a contacte son
homologue armenien pour evoquer le malaise du gouvernement armenien
concernant les liens etroits entre l’Azerbaïdjan et Israël.

Une source a affirme lors d’une interview accordee a RFE/RL qu’Ayalon
a fermement dementi les informations concernant la non-reconnaissance
du genocide armenien par Israël.

Avivi, qui etait ambassadeur d’Israël en Turquie de 2003 a 2007,
et d’autres diplomates israeliens se sont rendus sur le memorial du
genocide Tsitsernakabert mardi.

Le ministère des Affaires etrangères Avigdor Lieberman a participe au
renforcement des liens qui unissent l’Azerbaïdjan a Israël, notamment
lorsqu’il s’est rendu a Bakou en fevrier 2010. C’est pour lui une
sorte de modèle de cooperation entre l’Etat juif et un Etat musulman.

Il a egalement critique la communaute internationale, la qualifiant
” d’hypocrite ” au sujet du conflit de Nagorno-Karabagh.

Les Etats-Unis, la Russie et la France ont tente de trouver une
solution au conflit armeno-azerbaïdjanais avec l’aide du groupe de
Minsk, la Conference sur la securite et la cooperation en Europe
(OSCE).

Erevan devrait etre davantage concernee par la cooperation militaire
entre Israël et l’Azerbaïdjan. Le quotidien national israelien
Ha’aretz a publie en 2008 des informations concernant un accord entre
les deux pays. L’Azerbaïdjan acquiert des armes a Israël et d’autres
equipements militaires.

Bakou a annonce l’annee dernière qu’une compagnie de defense
israelienne modernisera des dizaines de chars de l’armee
azerbaïdjanaise. Une autre societe israelienne est connue pour avoir
vendu des avions militaires sans pilotes a Bakou ces dernières annees.

Des drones ont ete egalement assembles en Azerbaïdjan plus tôt
cette annee.

TIGRAN – A FABLE

The major part of this majestic solo piano album highlights the New
York- based Tigran’s rediscovery of the ancient folk music and poetry
from his Armenian origins that’s been a feature of his playing since
his debut as leader in 2006.

That was the year he also won the prestigious Thelonious Monk Piano
Competition Award. Tigran has revealed previously all the passion and
fluidity of his jazz chops a la Chick Corea, notably on the 2007 New
Era trio album alongside the vigorous rhythm section of the Moutin
Brothers from France, and also on NYC drummer Ari Hoenig’s recent
Lines of Oppression. But the new release A Fable has much less of a
traditional jazz leaning, rhythmically it’s coming out of folk dance
and classical music rather than swing, even when Tigran touches on
the jazz standard repertoire with a minimally elegant version of
‘Someday My Prince will Come’.

All the rest are originals inspired by Armenian medieval hymns,
poetry and folk song and the elegiac, prayerlike minor eastern themes
are sometimes reminiscent of the double bassist Avishai Cohen’s as
is Tigran’s singing sideline involving wordless scatting and even
some whistling. But Tigran’s exquisite touch, concentrated poise
and imaginative, romantic shaping of themes reveal someone who is
entirely capable of capturing the magic of a solo concert hall piano
performance. The more you listen, the more this recording casts
its spell.

AZERBAIJAN SENDS PROTEST NOTE TO FRENCH FM

The Azerbaijani Embassy in Paris presented a note protesting the French
Foreign Ministry in connection with the French MPs’ illegal visit to
the Azerbaijani territories occupied by Armenia, First Secretary of
the Foreign Ministry Spokesman Elman Abdullayev told Trend.

“The French MPs will be included on the” black list “of persons
whose entrance to Azerbaijan is undesired, due to lack of respect
for the sovereignty and territorial integrity of Azerbaijan and for
not informing relevant Azerbaijani government bodies about visiting
the Nagorno-Karabakh region”, Abdullayev said.

He said the Azerbaijani embassy in Paris has sent a protest note to
the French Foreign Ministry. The Azerbaijani side also appealed to
the French Foreign Ministry with a request to seek clarification from
the French National Assembly .

“In this letter, Baku demanded an explanation in connection with the
French parliamentary delegation’s visit to the occupied Azerbaijani
territories”, he said.

Earlier, France repeatedly voiced official support for Azerbaijan’s
territorial integrity.

The Azatutun (“Freedom”) radio station reported that at a meeting
with the Karabakh parliamentarians on Aug.22, the Chairman of the
French Assembly’s defense and armed forces committee Guy Tessier said,
“Can it really be true that the Armenians of Nagorno-Karabakh should
again face difficulties living on land that belongs to them due to
one dictator’s whim?”

Tessier , who led the delegation, is the mayor of the ninth and tenth
arrondissement of Marseille, which is densely populated by Armenians.

Teissier, being under the influence of the Armenian Diaspora, is
apparently trying to gain Armenian votes in the run-up legislative
elections in France in 2012 by distorting facts and speaking with
pro-Armenian views in the occupied territories.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of the Nagorno-Karabakh and the
surrounding regions.

ARMENIA AND RUSSIA TO DISCUSS ISSUES OF ESTABLISHING AN AUTOMATIC CONTROL SYSTEM OF THE TROOPS

Yerevan/Mediamax/. Negotiations between the task forces of General
Headquarters of Armenian and Russian Armed Forces are due to be held
in Yerevan on August 23-27.

During the negotiations, the parties will discuss issues of
documentation, strategic planning and establishment of the automatic
system of control over the Armenian and Russian Armed Forces’ joint
alignment, Mediamax was informed in the press service of the Armenian
Defense Ministry.

The Russian delegation headed by Major General Alexander Rogov,
Associate Professor of General Headquarters of the Academy of Armed
Forces of the Russian Federation, arrived in Armenia to take part in
the negotiations.
