ARMENIAN PRESIDENT URGES LOCAL BUSINESSES TO PRODUCE GLOBALLY DEMANDED PRODUCES

YEREVAN, November 9. / ARKA /. Armenian president Serzh Sargsyan urged
today local businesses to improve the quality of their produces to
make them demanded worldwide as he addressed the sixth congress of
the Union of Industrialists and Employers of Armenia.

“We must seek to win new international markets and create products
which will be in demand worldwide. Private entrepreneurship is
relatively new in Armenia, and this is why we must strive to keep
abreast with international business trends,” Sargsyan said.

According to him, the private sector is getting stronger with every
year and the process should be tailored to the needs of modern
citizens.

“Our main task is to build a strong society with a steady economy,
centred on our country fellows and their needs and capabilities
and all components of our society, both private and public sectors,
play an important role in this process,” the president said.

He said the congress provides a good opportunity to discuss what has
been done and present future plans.

“The entrepreneur takes risk to invest his talent, effort and money to
create a business, new jobs and we must, in turn, to support their
initiatives through the creation of a favourable environment for
doing business, ” said Sargsyan.

Serzh Sargsyan said because of its geography Armenian private sector
development and exports capabilities are restricted, but these
difficulties should not be intimidating.

Arsen Ghazarian, the chairman of the Union of Industrialists and
Employers of Armenia, said its major goal is to contribute to the
development of private entrepreneurship in Armenia in collaboration
with international companies and organizations.

“Over 15 years we have shaped a professional group of entrepreneurs
who run their businesses in compliance with best standards and are
also socially responsible to their country fellows, ” he said.

He said doing business in Armenia is not an easy process, hindered
by corruption, shadow economy, but added that a series of reforms
are underway to facilitate business running.

The congress was attended by representatives from the private sector
and senior government officials. Among the invited guests was head
of Ukraine’s state-run oil and gas company Naftogaz Ukrainy Yevgeny
Bakulin.

On Nov. 9, President of the Nagorno-Karabakh Republic (NKR) Bako
Sahakyan visited Armenian Embassy in Switzerland and presented
government awards to some members of the Swiss Armenian community.

For assistance provided to the NKR Bako Sahakyan awarded a Mesrop
Mashtots order to philanthropist Vardan Sermakes and a Vachagan
Barepasht medal to public figure Arden Shelefyan.

On the same day, President Bako Sahakyan visited the Geneva Armenian
center where he met with leaders of some Armenian organizations of
Switzerland and representatives of the country’s Armenian community.

During the meeting the NKR leader talked about the socio-economic
situation in the NKR, the country’s foreign policy and the current
stage and prospects of the Nagorno-Karabakh peace process. President
Bako Sahakyan stressed the need for deepening ties between the
Motherland and Diaspora. The NKR president noted the importance of
developing relations with the Swiss Armenian community stressing
the need to give a new impetus to them. At the end of the meeting,
President Sahakyan answered questions raised by the attendees.

Armenian Minister of Defense Seyran Ohanyan held a meeting recently
with a group of parents whose children died in the army.

Following the meeting, Minister Ohanyan ordered the relevant department
to re-examine the killed soldiers’ cases. Following the Nov. 10
government sitting, Minister Ohanyan talked to the soldiers’ parents.

Talking to Tert.am, Susanna Galstyan, who was among the parents
received by Minister Ohanyan, said that many of the facts she had
cited at the meeting proved a surprise for the minister. Minister
Ohanyan promised Mrs. Galstuyan to employ a lawyer to represent her
family’s interests, with the government to pay for his services. “I
have changed my opinion and understand now that the minister is
concerned as well,” Galstyan said.

Hasmik Hovhannisyan succeeded in getting her killed son’s case
re-examined. The case was referred to Yerevan and the Shengavit minor
court is to start considering it on Nov. 16. “We hope the case will
be disclosed. I will not stop my protest until I have all those guilty
punished,” she said.

On the morning of November 5, 53-year old citizen of Russia Eduard
Ramazyan called the Arabkir police division and informed that his
mother, 79-year old citizen of Russia Raisa Postogova, had died in
their apartment.

Police found bruises and scratches on the dead body.

The forensic medicine examination was ready on November 8. According
to the results, Raisa Postogova had suffocated in petroleum and had
bruises on her thighs.

The preliminary investigation showed that on the night of November
5, Postogova’s son Eduard Ramazyan had killed her by making her
suffocate. Eduard Ramazyan suffers from a psychological disorder.

Police of Arabkir division have instigated a case under Article 104
(1) of the RA Criminal Code.

Eduard Ramazyan is under arrest and has been sent to the psychiatric
center in Avan.

The preliminary investigation is underway.

L’Azerbaïdjan et la Turquie ont decide de construire un nouveau
pipeline pour acheminer vers les marches europeens des volumes de
plus en plus croissants de gaz azerbaïdjanais, a annonce le president
de la Compagnie nationale petrolière azerbaïdjanaise (SOCAR) Rovnag
Abdoullaev, informe ITAR-TASS.

” L’Azerbaïdjan produira quelque 50 milliards de mètres cube de gaz
d’ici a 2025. Pour acheminer une majeure partie de ce volume vers
les marches mondiaux, nous avons decide d’etudier avec la Turquie
l’eventuelle construction d’un nouveau gazoduc “, a-t-il dit.

Le projet sera realise par l’Azerbaïdjan et la Turquie, a-t-il indique
sans pour autant d’exclure que des societes etrangères puissent y
prendre part :

” Nous avons l’intention de resoudre d’ici a la fin de 2012 toutes les
questions relatives a la mise en oeuvre de ce projet et de commencer
sans perdre de temps les travaux de construction pour que le nouveau
pipeline soit pret d’ici a 2017, c’est-a-dire pour le debut du deuxième
stade du developpement du champs off-shore de Chah Deniz dans la mer
Caspienne “, a declare le president de SOCAR.

Le gaz qui sera extrait dans le cadre du deuxième stade du projet
de Chah Deniz doit etre exporte egalement par le gazoduc Nabucco,
le gazoduc Turquie-Grèce-Italie et le pipeline trans-adriatique qui
fait part du couloir gazier Sud. Les operateurs de ces trois gazoducs
ont deja presente des propositions a l’Azerbaïdjan et celui choisira
le meilleur scenario pour transporter son gaz vers l’Europe.

Le paquet d’accords signes en octobre entre l’Azerbaïdjan et la Turquie
assurera le transport de gaz azerbaidjanais jusqu’aux frontières de la
Turquie avec la Grèce et la Bulgarie, a souligne le president de SOCAR.

” Toutes les conditions ont en fait deja ete reunies pour la mise en
place du couloir gazier Sud qui reliera la mer Caspienne a l’Europe
“, a-t-il indique.

Les reserves confirmees de gaz en Azerbaïdjan sont evaluees a 2,6
milliards de mètres cubes.

High-Ranking Resignations And Logic Of Snap Elections

The latest resignations of the Armenian high-ranking politicians and
officials, particularly, the resignations of Speaker of Parliament
Hovik Abrahamyan, Head of Police Alik Sargsyan and even Mayor of
Yerevan Karen Karapetyan have become rather unexpected developments
for many people. However, against the background of continuous
rumors saying that the parade of resignations will continue in the
near future, it is getting clear that all the latest and future
resignations are part of one general process of “weeding” of the
political field. No doubt that the logic of personnel reshuffle inside
the power is comprehensive for nobody, even for the political elite
in Armenia. Today one thing is clear: the authorities in the person
of Serzh Sargsyan and the variegated Republican Party of Armenia (RPA)
are getting ready for the elections, strengthening their positions by
new appointments. But one thing is unclear: whether these elections
will be regular or snap elections…

No matter how paradoxical it is, the possibility and prospects of snap
elections in Armenia have grown after the Leader of Armenian National
Congress (ANC), ex-president Levon Ter-Petrosyan’s statement about
the ANC’s factual refusal from snap elections and about their desire
to focus on preparation of transparent parliamentary election. This
supposition is based on the fact that after the ANC refused to gain
snap elections, their prospect has only grown in the authorities’
eyes, because the holding of still relevant snap elections will no
longer seem to be the retreat of the authorities and victory of the
opposition, even despite the fact that about half a year is left
until the parliamentary election.

This version is also conditioned by the leakage of information from
the RPA, according to which nothing can be ruled out and snap elections
can become a reality if necessary. This leakage started shortly after
Ter-Petrosyan’s statement that the ANC is changing its priorities. The
ANC lifted the demand about the snap elections, because this was one
of the items of the ANC’s arrangements with the authorities within the
frames of the failed dialogue. In the meantime, the latest developments
at least demonstrate that in fact only the visible part of the dialogue
has failed, whereas the main part of the general plan continues being
put into effect. This is proved at least by the assessments that the
ANC contends for 17-25 seats in the parliament of 2012.

At the same time, the true reasons of the latest high-ranking
resignations may be known to President Sargsyan only, who successfully
continues applying his excellent chess skills in the politics. The
pro-power forces are trying to present the ongoing developments
as a normal process connected with the pre-election campaign. The
opposition in the person of the Armenian National Congress is speaking
of a disclosed collusion aimed at dethronement of Serzh Sargsyan. In
general, the ANC is inclined to qualify the latest personnel reshuffle
as weakness of the incumbent authorities’ structure and the president’s
desire to consolidate his positions with the help of well-tried people,
who are not connected with the former leadership.

This is demonstrated by the appointment of the ex-head of Military
Police Vladimir Gasparyan to the post of the head of Armenian Police.

To remind, Vladimir Gasparyan was the authorized representative of
Serzh Sargsyan when the latter was the minister of national security.

One more paradox of the current situation is that, actually, both
versions (preparation for snap elections and neutralization of the
collusion) are correct, because the president, who wants to raise
his rating inside and outside the country, needs reliable people in
the key positions of the state. Such people are a priority given the
fact that in case of snap parliamentary and presidential elections
the power will be shaky for some time and the persons, on whom it
will depend, may have the temptation to get their hands that power.

This is proved by Alik Sargsyan’s statement about his loyalty to
Serzh Sargsyan in the position of the president’s advisor and even
without this position that he made after his resignation from the post
of head of Armenian Police. It is not clear what was the reason of
dismissing the Speaker of Parliament (who is, by the way, the father
of Prosperous Armenia Leader Gagik Tsarukyan’s daughter) now that
more than half a year is still left until the elections. Actually,
the Armenian Constitution allows him to combine the activities of
the Speaker with the activities of the head of the RPA Election Staff.

Perhaps, Hovik Abrahamyan will even fail to receive this position. The
resignation of Mayor of Yerevan Karen Karapetyan is beyond the general
logic. He had no visible pretension for a position on the political
Olympus. Some politicians are inclined to explain it as the result
of discrepancies between the ex-mayor and the Armenian president’s
son-in-law Mikayel Minasyan. But this is most likely a hackneyed
approach. But the fact that from now on Minasyan will keep an eye on
the ex-speaker in the RPA Election Staff is quite logical.

The persistent forecasts that the year 2012 will be rather complicated
for Armenia from the socio-economic viewpoint are also in favor of
snap elections in Armenia. The increase of tax revenues envisaged by
the draft budget for 2012 demonstrates that the necessity to maintain
the social stability leads to the growth of tax burden on business,
first of all, on the large business, which is not accustomed to paying
taxes, which is a potentially destabilizing factor by itself. For
instance, the draft state budget stipulates considerable reduction of
the deficit by increasing the tax revenues (duties, taxes and social
payments) by 101 bln AMD or 273 mln USD.

The further decline of living standards of the citizens of Armenia,
where no less than half of the population teeter on the edge of
poverty line (34% according to independent experts), inevitably
makes the protesting mood of the voters even more relevant. This
may result in the growth of opportunities of the forces, whom
the current personnel reshuffle aims to neutralize. Fortunately,
there is a vivid example of Greece affected by an economic crisis,
the government of which is going to resign even despite the vote of
confidence filed by the people. Thus, even the superficial analysis
of all the latest trends in the domestic policy and economy of the
republic allows proposing that it is the snap elections that will
allow the incumbent president to raise his rating both for its own
country and for the foreign partners, on whom, unfortunately, the
domestic political life of Armenia depends to a great extent.

Barack Obama last week he was fed up with dealing with Israeli Prime
Minister Benjamin Netanyahu and considered him a liar.

Sarkozy made the comment during a private conversation with Obama
during a G20 summit in the French riviera town of Cannes last week
and the remarks were overheard by a small number of journalists but
not initially reported.

“I cannot bear Netanyahu, he’s a liar,” Sarkozy told Obama during a
frank exchange where the U.S. president took him to task for backing
a Palestinian request for membership of the UN cultural heritage
agency UNESCO.

A Reuters reporter was among the journalists present and can confirm
the veracity of the comments, which were relayed by a French internet
outlet on Tuesday.

Obama said he had to deal regularly with Netanyahu even if Sarkozy
was fed up with the Israeli leader, according to the translation of
a French interpreter during their Cannes exchange, Reuters reports.

In their quest for statehood recognition, the Palestinians have
requested membership of the over-arching United Nations system,
in addition to its Paris-based UNESCO subsidiary.

France voted in favor of a UNESCO request that succeeded but said last
week it would abstain in any vote on membership of the over-arching
UN system, which Washington has vowed to veto. Paris and Washington
are urging renewed peace talks between the Palestinians and Israelis.

He is going to appoint his associate, General Haik Stepanyan head
of staff.

The newspaper reminds readers that, a native of Oshakan, Haik Stepanyan
was for years first vice-chief of Armenia’s Military Police.

Stepanyan and Gasparyan had good and hard times.

After replacing Alik Sargsyan, Mr. Gasparyan has to “get rid of”

Le leader du parti republicain (HHK) a annonce vendredi que la
demission du president du parlement, Hovik Abrahamian, n’a pas de
lien avec le president Serge Sarkissian.

Un haut representant du HHK a egalement declare que Mikael Minassian
va plutôt aider que surveiller Abrahamian dans sa nouvelle tâche qui
est de gerer la campagne electorale du HHK.

Abrahamian a annonce sa demission plus tôt cette semaine. Certains
affirment que Serge Sarkissian tente d’ecarter tout candidat qui
pourrait etre un soutien a la candidature de son predecesseur Robert
Kotcharian qui souhaite faire un retour en politique.

Abrahamian a nie etre un loyaliste de Kotcharian et a affirme qu’il
veut tout simplement accomplir ce qu’il considère comme une mission
plus importante pour les elections parlementaires de mai 2012.

Certains politiciens de l’opposition et les commentateurs des medias
insistent, toutefois, qu’Abrahamian est en fait dans une situation
difficile car il devra gagner des voix pour le parti du HHK, dirige
par Serge Sarkissian, au detriment du Parti Armenie prospère (BHK).

S’il etait une question de mefiance, je pense que le president de la
republique ne lui aurait pas offert cette place et il y aurait eu une
personne differente qui aurait ete en charge de la campagne electorale

electorale du HHK, a -t- il annonce.

laisser le personnel du president pour aider le directeur de campagne
du HHK a preparer correctement les prochaines elections.

Les leaders de l’opposition rejettent de telles affirmations. Anahit
Bakhshian du parti Zharangutyun (Heritage) a affirme que les autorites
